2 Foreword The contents of this report are a culmination of data collected from Southside Virginia Community College students, employees, departments, and other state and federal agencies. The data presented here is to be used for planning purposes. Care should be taken when interpreting any type of data. The author has taken great care in only reporting the most accurate and pertinent information available. This report is divided into six distinct sections, student progress, general education, outreach, workforce development, contribution to the public good, and transfer preparation. Within each of these sections are core indicators which reflect upon the effectiveness of SVCC in each particular area. These core indicators have been identified as relevant to community colleges striving to fulfill their missions and serve their communities (Alfred, Schults, & Seybert, 2007). Contents I. 4 Student Progress Core Indicator 1.1 Student Goal Attainment What are our students goals? Are they obtaining them through the education and services provided by SVCC? In 2008, a total of 238 responses were returned and have been displayed below. The most popular student goal was to prepare for transfer to a 4-year college. The second most popular goal was to obtain skills to enter the job market. These two goals combined represented the intentions of 73% of the students responding to the 2008 Prospective Graduate Survey. According to this report, 96.2% of SVCC s students reported that they obtained their main goal for attending college. Southside Virginia Community College means many different things to many different people. For some it is a place to come and brush up on computer skills. For others, it is a gateway to employment. This survey found that the majority of graduates were enrolled at SVCC to prepare for transfer to a 4-year college. The next most popular reason for attending was to obtain skills to enter the job market, followed by to increase skills to change jobs. This indicator is measured two ways. First, the total headcount of Fall 2007 is compared to the number who returned in the Spring of SVCC fell just under the VCCS average for this measure in 2008, 62.7% compared to the system wide average of 65.2%. 5 Core Indicator 1.4 Student Satisfaction One of the best core indicators of Student Progress is the construct of student satisfaction. Information from all of the Spring 2008 graduating students was collected and reported within the Prospective Graduate Questionnaire. The following is a breakdown of how SVCC graduates rate the services that were provided to them during their time at Southside Virginia Community College. Overall, students reported an 98.8% satisfaction with the services provided by SVCC. 7 General Education Core Indicator Success in Subsequent Coursework (Math) The indicator of success in subsequent course work is measured by success in one course and then the progression and success in a subsequent and related course within one year. The base courses surveyed in 2008 were English 03, Preparing for College Writing II and Math 03, Algebra I. All students taking these courses in the Fall of 2007 were included into a cohort and tracked one year until the Fall of Information was collected as to the number of students who successfully completed the base course and then enrolled in a subsequent English or Math course within a year. The number of students who successfully completed both the base and the subsequent course are reported below. MTH-03 A total of 315 students took Math 03, Algebra I, in the Fall, 2007 term. Of those 315 students, 177 (56.19%) were successful. A total of 119 (37.78%) received grades of R or U and had to retake the course. Nineteen students, or 6% of the group, withdrew from the course. Withdraws Unsuccessful Successful /177 students progressed Subsequent Math Course Of the 177 students successfully completing MTH 03 for the Fall, 2007 term, a total of 55 students (31%) enrolled in subsequent Math courses over the period of one year. Some of these students enrolled in multiple college-level Math courses resulting in a total of 63 enrollments. The bar chart to the right shows the grade distribution of the 63 enrollments. 8 General Education Core Indicator Success in Subsequent Coursework (English) The indicator of success in subsequent course work is measured by success in one course followed by success in a subsequent and related course within one year. The base courses surveyed in 2008 were English 03, Preparing for College Writing II and Math 03, Algebra I. All students taking these courses in the Fall of 2007 were included into a cohort and tracked one year until the Fall of Information was collected as to the number of students who successfully completed the base course and then enrolled in a subsequent English or Math course within a year. The number of students who successfully completed both the base and the subsequent course are reported below. Eng - 03 A total of 195 students took English 03, Preparing for College Writing II, in the Fall, 2007 term. Of those 195 students, 130 (67%) were successful. A total of 46 (24%) received grades of R or U and had to retake the course. Nineteen students, or 10% of the group, withdrew from the course. *Note not every student taking ENG 03 iis required to take college level ENG courses. 9 General Education Core Indicator Program Learning SVCC offers a host of different academic and applied programs. Currently the college offers 19 AA&S and AAS degrees, 72 certificate programs and Career Studies Certificates, and 3 diplomas. In all, the college offers 93 individual programs of study for its students. Each academic and applied program sets learning objectives for students and then measures student performance throughout the semester. The results are reported in student learning outcomes which are then reported annually through program evaluations. Each year a random sample of 2 programs is selected and their student learning outcomes are reported in the State of the College Report. This year the Farmville Practical Nursing and the JHD Business Management Programs were selected. Program 1 Farmville Practical Nursing Program The major in practical nursing is designed to prepare selected individuals to be members of the nursing care team providing direct patient care in a variety of health service agencies. Occupational objectives include staff positions in a variety of health care settings such as hospitals, nursing homes, doctor's offices, clinics, industry, correctional institutions and care agencies. Upon completion of the Practical Nursing Program, graduates are eligible to apply to take the National Council Licensure Examination for Practical Nurses (NCLEX-PN). Daniel Campus The Business Management Associate in Applied Science Degree program employed a capstone course to integrate and to connect all competencies covered in the business management curriculum. It is the primary and most important assessment component. Students in the Capstone Course are evaluated with a competency checklist, using a 5 point Likert-type scale. 10 General Education Core Indicator Demonstration of General Education Competencies General education competencies are assessed annually through Core Competency Graduate Assessment Testing for all degree completing students. SVCC tests students in the areas of Information Literacy, Quantitative Reasoning, Scientific Reasoning, Oral Communication, and Critical Thinking. This practice began with a statewide initiative in 2003 and has been optional since that time. In the Fall of 08 SVCC will test students as they enter and again as they graduate as part of a new assessment cycle. Below are the most recent results. Information Literacy (2006) Information Literacy is defined as a set of abilities requiring individuals to recognize when information is needed and have the ability to locate, evaluate, and use effectively the needed information. SVCC graduates scored significantly above the VCCS average. Students n AVG Score SVCC VCCS Scientific Reasoning (2006) A person who is competent in scientific reasoning possesses reasoning characterized by adherence to a selfcorrecting system of inquiry, the scientific method, and reliance on empirical evidence to describe, understand, predict, and control natural phenomena. SVCC graduates scored slightly below the VCCS average. Quantitative Reasoning (2006) A person who is competent in quantitative reasoning possesses the skills, knowledge, and understanding necessary to apply the use of numbers and mathematics to effectively deal with common problems and issues. 12 Indicator Graduation Rate Graduation rates are reported by tracking a cohort of students. A cohort consists of students earning a degree in three academic years, plus the following summer. This is a 150% completion period which attaches summer awards to the prior year, (example: for a Fall 1996 cohort student group, students who earned a degree in , , , or summer 1999). A good method of predicting this is to determine the fastest growing programs at SVCC. 13 Institutional Outreach Core Indicator Market Participation Rate This indicator of institutional effectiveness is measured by the number of persons living within SVCC s service area who took at least one course during the Fall 2008 semester. Two of our counties are shared with other VCCS institutions. To include them in this calculation 50% of the data from Halifax and 67% of the data from Buckingham was included. The total population for SVCC s service area in 2008 was 170,137. There were 5,098 unduplicated enrollments during the Fall semester of This gives the college a market participation rate of 3.00% SVCC had the 4th highest participation rate in the VCCS and has been in the top five since the year The following chart shows the participation rates for all of the institutions within the VCCS in relation to each other. The average participation rate for Fall 2008 was 1.93%. 14 Institutional Outreach Core Indicator Responsiveness to Community Needs SVCC has the largest service area within the VCCS. Our mission is to touch the lives of everyone within our 10 county region. Not only are we challenged with a large service area, certain characteristics of our population affect the college, our students, and the community within which we operate. An environmental scan is conducted biennially to identify community needs within the college s service area. The college incorporates this information into planning and goal formation. The following are highlights of the 2008 environmental scan and how the college is responding to community needs. All of the counties within our service area had a greater unemployment rate that the average for the Commonwealth. In fact, one of the counties within the service area had the highest unemployment rate for Not surprisingly, all of our counties have a poverty rate higher than the state average. Our service area also has one of the highest rates of births to unwed mothers, and mothers with less than a high school education. Interestingly, there are more retail alcohol outlets per 1000 residents than urban areas to our north such as Petersburg and Richmond. SVCC faces these challenges with a variety of programs and services. Complicating our mission is the fact that we serve a rural and large service area. Our institution has the mission to touch every life within our service area. A large part of the challenge to this mission is reaching those who do not graduate high school. By failing to graduate high, many we serve enter into a cycle of unemployment and poverty. SVCC faces these challenges to a greater extent than most other community college in the VCCS. The Annie E. As part of the environmental scan an assessment of Virginia Employment Data Projections is completed each year. The college responds to this information by maintaining training and degree programs within disciplines which are expected to experience growth in the community. Currently, SVCC offers degree and certificate programs in eight of the ten occupations expected to demonstrate the most growth during the coming decade. Occupation Spotlight: REGISTERED NURSING According to the Virginia Employment Commission, the occupation projected to grow the fastest within our service area is that of Registered Nurses. The demand in our area is expected to be greater than the national average until the year Positions within this profession are projected to increase by 19% by the year This growth translates into 319 new jobs within our region. Not only is it the fastest growing occupation within the service area, it also offers the highest pay of occupations expected to experience the most growth during the same time period. Similarly, Nurse Aides are expected to grow by 17% within the same time period, representing an increase of 183 jobs. The 2008 environmental scan revealed that SVCC operates within an area which continues to struggle with a high rate of unemployment, poverty, and high school dropouts. To respond to the needs of the community, the college continues its efforts with Adult Basic Education and the Middle College. Additionally, the college creates and maintains academic and technical programs which prepare students for in demand and profitable employment within the service area and beyond. Below are some examples of SVCC s responses to these challenges. High School Dropout Rate The college operates 4 Middle Colleges and several Adult Basic Education sites to serve those in need of completing a General Education Diploma (GED). This program not only supports students in the attainment of a GED, it also encourages them to enroll into college, thereby greatly enhancing their chances of finding gainful employment. In the fiscal year, the Middle Colleges of SVCC served a total of 165 people resulting in 127 GED graduates. Of these, 51% went on to enroll in college courses at SVCC. Poverty and Unemployment All of the counties within our service area fall well above the state average of 9.5% for those living in poverty. The range within our service area increased from between 13.9 and 18.7% in 2006 to a range of 16% to 21.3% in Much of this is due to the lack of jobs in the area. To address this need, SVCC offers fast track programs designed to give students training for in demand occupations resulting in great benefits to the students with a manageable time commitment. The following chart represents SVCC programs offered at the Occupational / Technical Center at Fort Pickett. The program name, the time commitment for students, and the avg. salary one could expect for being employed in the occupation in 2007 is also presented. Program Time Estimated Annual Salary (2007) Heavy Equipment 8 weeks $40,000 Truck Driving 6 weeks $40,000 Diesel Technician. 24 weeks $40,000 Meeting Workforce Demands The college addresses the needs of the local workforce by offering RN, PN, and CNA nursing programs designed to meet the need of the area it serves. In addition, the college offers degrees and/or certificates in Administration of Justice, Sales and Service, and Truck Driving. All of these occupations are expected to grow in SVCC s service area in the coming years. For more information on occupations which are projected to increase in demand, see page

18 Institutional Outreach Core Indicator Quality Enhancement Plan - ON-LINE INSTRUCTION Implementation of the QEP During the 2008 academic year, the Teaching and Learning Through Technology Roundtable committee (TLTR) combined with the QEP committee to form the QEP Implementation Committee. The committee was able to achieve 95% of the QEP s goals in the academic year. Ms. Crystal Jones served as the co-chair for the Christanna Campus and Dr. Stanley Johnson served as co-chair on the John H. Daniel Campus % of total FTE enrolled in Distance Learning at SVCC In 2008, cyber students withdrew from classes at a slightly lower rate (8.7%) than on-campus student (9.2%). On a satisfactory grade level (grades of A, B, C or S), cyber students performed somewhat lower (65.4%) than on-campus students (69.6%). The unsatisfactory grade performance (grades of D,F, R and U) was higher for cyber students (25.5%) than on-campus students (21.2%). 21.2% 9.2% On-Campus Outcomes Successful Cyber Outcomes 25.5% 8.7% Successful 69.6% Unsuccessful Withdrew 65.4% Unsuccessful Withdrew QEP Goal Spotlight Goal #11 of the QEP states: The college website will be easily navigable for students and interested third parties. The goal also sets forth steps to improve the appearance and effectiveness of the college s website. During the 2008 academic year, SVCC students, faculty, and staff evaluated the redesign of the college s website and the overwhelming majority of them (over 95% of those surveyed) found the new site to be professional looking, easily navigable, and a valuable resource to them. 18

20 Workforce Development Core Indicator Placement Rates Employment Status while Attending SVCC A 2007 survey of 965 program placed students found that roughly one third fell into each of the categories of working full-time, part-time, and being unemployed. Employment Status One Year After Graduating From SVCC The 2008 Graduate Follow-up Survey found that 74% of SVCC graduates were employed either full-time or parttime one year after graduation. This was a decrease of over 6% from the previous year. The unemployed category includes students who are seeking employment (14.16%) and those who are not (12%). 16% 26% Full-Time Employment 58% Part-Time Employment Unemployed The unemployment rate for 2008 grads was 14.16% which is above the 10.73% reported in the 2007 study. 75% of the 2008 graduates stated the education they received at SVCC assisted their overall performance in their occupation. The average annual salary reported by 2008 grads was $27,751.62, a decrease from the 2007 survey. 20

21 Workforce Development Core Indicator Student Satisfaction With Workforce Preparation A good way to measure the effectiveness of SVCC s workforce development course offerings is to survey graduates as they enter the workplace. The 2008 Graduate Follow Up Survey accomplishes this by asking the graduates the extent to which the education they received from SVCC has helped them perform in the workplace Prospective graduates were also asked to rate their satisfaction with the preparation they received at SVCC in terms of basic skills needed in the work place and in everyday life: Writing clearly and effectively, Speaking clearly and effectively, and Understanding and using computers. The charts below summarize the proportions of responses in each category. Prospective graduates appeared to feel extremely positive about their SVCC preparation in all three areas. 22 Workforce Development Core Indicator Employer Satisfaction The Office of Institutional Research conducts an Employer Satisfaction Survey biannually. The most recent survey collected data from the graduating class of 2006 and The following information summarizes the results from this research. Next was Food Lion, Halifax Regional Hospital, and Brunswick County Public Schools with four each, representing 1.84% of the sample. The job classification frequency shows that 21.75% of the graduates were in Nursing, 13.88% were in Truck Driving/Automotive/Heavy Equipment field. Finally, 8.79% were working in the Criminal Justice field. 23 Workforce Development Core Indicator New Program Development The Instructional Affairs Committee is tasked with evaluating the need for new programs and creating them when the need exists. The Instructional Affairs Committee met three times during the 2007/2008 academic year. The following is a summary of the actions taken by the committee during that time: Adjusted curricula for the Registered Nursing Degree. New career studies certificates in Gaming Technology and Hospitality and Tourism. Created new Associate Degree in Emergency Medical Services. Program Spotlight - Hospitality and Tourism (Hotel Management) In 2007, SVCC determined there were sufficient numbers of persons interested within the service area to justify the creation of a Career Studies Certificate in Hospitality and Tourism. 25 Contribution to the Common Good Core Indicator Value Added to the Community Southside Virginia Community College benefits the surrounding service area in a number of ways. One of the most overlooked ways is by the jobs it provides and the resulting salary which is infused into the local community. It is estimated that in 2008 the college employed 696 people either full-time or part-time. In 2008, the college paid $14,748,763 in salary and wages. In addition, the college paid an additional $4,124,367 in benefits. In 2007/2008, the college maintained a total of 33,464 volumes in both of its libraries. The estimated cost of this collection is $2,342,480. The libraries served 9,427 walk-ins during The college offers the community the use of over 60 computers with high speed Internet connectivity at three locations throughout the service area. A computer lab is located in the library of each main campus, the third is located at the Lake Country Advanced Knowledge Center in South Hill. 25

27 Transfer Programs Core Indicator Transfer Programs SVCC-VCCS Transfer Data Fewer SVCC graduates transfer to four year colleges and /or universities than the system average, 20.4% compared to 35%. The transfer rate for AA, AS, and AA&S graduates was higher at 65.3%, just short of the system average of 65.4%. In 2006/2007 the transfer rate at SVCC increased 3% in both categories of students. The same report found that the mean GPA for the students who were attending four year college after graduating Southside Virginia Community College was 3.1. According to the same survey, institutions receiving the greatest number of SVCC transfer students were ODU (20), Longwood University (12), UVA (7) and St. Paul s College (6). During 2004, a transfer club was created on the Christanna Campus. Members of this club take field trips to a variety of colleges and universities within Virginia. The club also sponsors a variety of community service projects throughout the year to help students with their future college applications. In 2008, the club had a total of 13 student members. The club visits the following colleges and universities annually: University of Richmond, Virginia Commonwealth University, Virginia Tech, and Longwood University. A BlackBoard online community for transfer students was created in The site is used to notify students interested in transfer of field trips and recruiter visits to campus. There were 438 students in this community. 27

28 Summary Southside Virginia Community College continues to provide excellent service to the population it serves. This excellence is observed in its high participation and graduation rates. This shows the college s ability to impact the local community and the lives contained within by creating educational opportunities and providing meaningful and relevant workforce training. SVCC continues to accomplish its mission of touching the lives of every person in its service area. Evidence of this is found in the fact that the college supports the largest Middle College program in the Commonwealth of Virginia. This program also demonstrates a high success rate in transferring recent GED graduates into college. At the other end of the spectrum, the college maintains one of the largest Old Dominion University Teletechnet program in the state. This allows the college s graduates to acquire affordable advanced degrees without having to leave the community. The college also has more employees who are Ph.D. candidates within the Community College Leadership program than any other college in the VCCS. Other evidence of educational leadership includes; the largest Inmate Education program, the only public Heavy Equipment Operator program, and the largest Dual Enrollment program in the Commonwealth of Virginia. Educational Excellence is also demonstrated in the individual academic programs at SVCC. The Associate Degree in Nursing (RN) program continues to enjoy a high pass rate (100%) for its students who have taken the state nursing licensure test. This rate is higher than that of the University of Virginia and the Medical College of Virginia. This form of excellence is the goal of all of the college s programs. Considering the demographics of the college s service area, SVCC provides benefits which transcend the obvious. The college offers a variety of community and cultural events each year. This demonstrates the college s continued efforts to be a positive influence within its geographical region. The college continues to maintain a high community participation rate compared with other colleges within the VCCS. Although the college has excellent attributes, it is not satisfied with simply maintaining the status quo. Efforts to improve online instruction are beginning to take place which will have a tremendous effect on the quality of service the college provides to its students. In addition, the college is striving to create a culture of evidence through institutional assessment. This will allow the college to allocate resources and plan effectively to meet the needs and demands of the coming years. In short, the state of the college is strong, aggressive, and beneficial to the community.
