2 SECTION 1 - PURPOSE OF GUIDELINES These game specific rules and guidelines are issued pursuant to Iowa Code Section 99G.9 (4)(2014) and expressly incorporate the Iowa Lottery s administrative rules published in Chapter 531 of the Iowa Administrative Code. In the event of inconsistency, these game specific rules control any contrary administrative code provisions. SECTION 2 - EFFECTIVE DATE These rules become effective December 19, 2014 and will remain effective through the announced end of Instant Game Number 843 unless earlier modified or rescinded by the Lottery Authority CEO. SECTION 3 - DEFINITIONS 3.1 "Ticket" means an Iowa Instant Game Number 843 Ticket. 3.2 "Ticket Validation Codes" for Instant Game Number 843 is the unique ten (10) character code printed in the game play area on the front of the ticket underneath the rub-off area and overprint. 3.3 "Pack" means a pack of fanfolded Instant Game Tickets which are attached to each other by perforations. These fanfolded Tickets are packed in plastic shrink wrapping. In Instant Game Number 843, a "Pack" shall consist of 15 Instant Game Tickets fanfolded bearing a common pack number and having a Ticket number starting at 000 and continuing through "Pack-Ticket Number" is the 12-digit number of the form printed on the bottom back of the ticket above the barcode, on the top back of the ticket, and on the front cover in the bottom right corner in black ink. This number shall also appear on all pages of the VEGAS GAME BOOK in the abbreviated form A Universal Product Code (UPC) number shall also be printed on the back of the Ticket. 3.5 "Play Symbols for Instant Game 843 are as follows: Page 1 Roulette: Twenty (20) of the following Play Symbols will appear as WINNING NUMBERS and twenty-four (24) of the following Play Symbols will appear as ROULETTE WHEEL NUMBERS. Two of the following ROULETTE BONUS PRIZE SYMBOLS will appear in the bonus play spots. All symbols will be displayed in black. Captions as shown below: VEGAS GAME BOOK #843 Page 2

3 Page 2 Golden Multiplier: Eighteen (18) of the following Play Symbols appear under the YOUR NUMBERS rub-off areas on the front of the Ticket in Symbol Font. Sixty (60) of the following PLAY GRID NUMBERS will appear on the play grid play area and one (1) of the following MULTIPLIER BOX PLAY SYMBOLS will appear in the multiplier box. Page 3 Hot Vegas Slots: Seventy two (72) of the following Play Symbols will appear under the SLOT 1 to 6 rub-off areas on the front of the Ticket in Symbol Font. Page 4 Money Multiplier: Twenty four (24) of the following Play Symbols appear under the GAME 1 to 8 rub-off areas on the front of the Ticket in Symbol Font. There is one PRIZE SYMBOL beside each GAME play area. Page 4 Casino Cash: Ten (10) of the following Play Symbols appear under the rub-off area on the front of the Ticket in Symbol Font. 4 Page 5 Prize Line Bingo: Eighteen (18) of the following Play Symbols will appear in the CALLER S CARD play area, and fifty (50) of the following Play Symbols will appear in the LINE 1-10 BINGO play area beneath the rub-off area on the front of the Ticket in Symbol Font. There is one PRIZE SYMBOL beside each LINE play area. Page 6 Black Jack: Twenty four (24) of the following Play Symbols will appear under the YOUR HAND and DEALER S HAND rub-off areas on the front of the Ticket in Symbol Font. There are two (2) symbols under each of the twelve (12) YOUR HAND and DEALER S HAND rub-off spots. There is one PRIZE SYMBOL beside each GAME play area. Page 6 5 Card Cash: Thirty (30) of the following Play Symbols will appear beneath YOUR HANDS and DEALER S HAND rub-off material on the front of the Ticket in Symbol Font. 5 Prize Symbols: All symbols will be displayed in black. 3.6 Legends Roulette The legends WINNING NUMBERS and BONUS will be imaged in black above their respective play areas. A solid black line will be imaged between each of the ROULETTE WHEEL NUMBERS. Golden Multiplier The legends MULTIPLIER NUMBER and YOUR NUMBERS will be imaged in black above their respective play areas. The dashed vertical and horizontal lines on the PLAY GRID area will be imaged in black. Hot Vegas Slots The legends SPIN 1-4 will be imaged in black next to their respective play areas in each SLOT 1 6 play areas. Dashed black lines will be imaged horizontally between each SPIN. Money Multiplier The legends GAME 1-8 and PRIZE will be imaged in black in their respective play areas. Dashed black lines will be imaged horizontally between each GAME. There will be one dashed vertical line between Games 1-4 and Games 5-8 dividing the 2 sides Casino Cash There are no legends imaged in this game. Prize Line Bingo The legends CALLER S CARD and LINE 1 10 PRIZE will be imaged in black in their respective play areas. A solid black box will be imaged horizontally between each prize line. Black Jack The legends GAME 1 6, YOUR HAND, DEALER S HAND and PRIZE will be imaged in black in their respective play areas. A solid black box will be imaged horizontally between each GAME. Vertical dashed black lines will be imaged between the YOUR HAND and DEALER S HAND play area. 5 Card Cash The legends HAND 1 5, DEALER S HAND, YOUR HANDS and PRIZE will be imaged in their respective play areas. A dashed vertical line will be imaged in black between each HAND. The legend CHECK YOUR TICKET will be base printed in magenta above the Validation Data Matrix Barcode. 3.7 A "Non-Winning Ticket" is defined as an Iowa Instant Game 843 Ticket which is not intended to be a winning Ticket. SECTION 4 - DETERMINATION OF INSTANT PRIZE WINNERS 4.1 The scratch off material is to be rubbed off on all play areas on all games to reveal the Play Symbols for each game. Roulette: Scratch the WINNING NUMBERS to reveal 20 numbers. Then scratch each corresponding ROULETTE NUMBER around the wheel. If you match all of the VEGAS GAME BOOK #843 Page 5

6 ROULETTE NUMBERS in the same prize area, win that amount. BONUS: Reveal any prize amount, win that amount. Golden Multiplier: Scratch the YOUR NUMBERS to reveal 18 numbers. Then scratch each corresponding number in the PLAY GRID. If you match all the numbers in a vertical or horizontal row, win prize shown for that row. If you win in the PLAY GRID, scratch the MULTIPLIER box. Reveal a MULTIPLIER NUMBER and multiply your TOTAL winning prize amount won in the PLAY GRID by the MULTIPLIER NUMBER. Hot Vegas Slots: Scratch the entire play area. Reveal 3 identical symbols in the same SPIN; win the prize shown in the PRIZE LEGEND. Reveal a symbol in any spot, win $25 automatically! Money Multiplier: Scratch each of the 8 games shown above. Add all 3 numbers for each GAME. If a game TOTAL is 7, win prize shown for that GAME. If a game TOTAL is 11, win DOUBLE the prize shown for that GAME. If a game TOTAL is 21, win TRIPLE the prize shown for that GAME. Casino Cash: Scratch each of the ten (10) card symbols shown above. If you reveal 3 or more symbols, win corresponding prize for that exact count shown in the prize legend. Players may win up to one prize amount from the prize legend for that exact count. Prize Line Bingo: Scratch the CALLER S CARD. Scratch the numbers on Lines 1 through 10 that match the numbers on the Caller s Card. If on any one of Lines 1 through 10 you match a complete horizontal line, win prize shown for that line. Complete a horizontal line with a RED LINE running through it and TRIPLE your prize. Black Jack: Scratch the entire play area. If the total of YOUR HAND beats the DEALER S HAND within the same GAME, win the prize shown for that GAME. 5 Card Cash: Scratch the DEALER S HAND and YOUR HANDS play area above. If any of YOUR HANDS beats the DEALER S HAND, win prize shown for that hand. The Ticket Holder can win up to fourteen (14) times on this ticket. The consolidated prize amounts available on a winning ticket are as follows: $20.00 (twenty dollars) or $25.00 (twenty-five dollars) or $30.00 (thirty dollars) or $40.00 (forty dollars) or $50.00 (fifty dollars) or $60.00 (sixty dollars) or $75.00 (seventy-five dollars) or $ (one hundred dollars) or $ (two hundred dollars) or $ (five hundred dollars) or VEGAS GAME BOOK #843 Page 6

7 $1, (one thousand dollars) or $10, (ten thousand dollars) or $100, (one hundred thousand dollars) 4.2 No portion of the display printing nor any extraneous matter whatever shall be usable or playable as a part of the Instant Game. 4.3 In all events, the determination of prize winners shall be subject to the general Ticket validation requirements set forth in Section 6 of these Rules and the requirements set out on the back of each Instant Game Ticket. 4.4 The Ticket Validation Number (including any portion thereof) is not a Play Symbol and is not usable as such. SECTION 5 - NUMBER AND VALUE OF INSTANT PRIZES There will be approximately 957,600 tickets. 8 Roulette must have exactly twenty (20) WINNING NUMBERS and their related captions and twenty four (24) ROULETTE WHEEL NUMBERS appearing under the scratch-off spots. The BONUS play areas must have exactly one (1) prize amount or non-winning symbol appearing under the scratch-off spots. Golden Multiplier must have exactly one eighteen (18) YOUR NUMBERS appearing under the rub-off spots in the YOUR NUMBERS play area. The MULTIPLER play spot must have exactly one (1) play symbol under the rub-off spots. Hot Vegas Slots must have exactly seventy two (72) play symbols appearing in SPIN 1 4 in SLOTS 1 6 with their related captions appearing under the scratch-off spot. Money Multiplier must have exactly twenty four (24) play symbols appearing in the GAME 1 8 play spots with their related captions appearing under the scratch-off spot and exactly one (1) prize symbol appearing per game. Casino Cash must have exactly ten (10) play symbols with their related captions appearing under the scratch-off spot. Prize Line Bingo must have exactly eighteen (18) CALLER S CARD numbers and ten (10) prize amounts with their related captions appearing under the scratchoff spot. Black Jack must have exactly two (2) play symbols under both the YOUR HAND and DEALER S HAND with their related captions appearing in the GAME 1 6 scratch-off spot and exactly one (1) prize symbol appearing per GAME. 5 Card Cash must have exactly five (5) play symbols with their related captions under each hand in the YOUR HANDS play area and exactly five (5) play symbols with their related captions under the DEALER S HAND play area. Exactly one (1) prize amount will appear per HAND. Every page must have the Pack-Ticket Number. The front cover page must have game number along with pack-ticket number. The last cover page must have one (1) UPC barcode and one (1) Validation Barcode with human readable game-pack-ticket number appearing above it. The top of the last cover page must also have matching game-pack-ticket number and one (1) Inventory Control Barcode. In addition, Page 4 of game play page must have exactly one (1) Inventory Tracking Barcode. In addition, Page 6 of game play page must have the legend CHECK YOUR TICKET and related Validation Data Matrix Barcode in the SCRATCH 2 CASH area; one (1) Validation Number in the 5 Card Cash game play area. 9 B. Each of the Play Symbols must be present in its entirety and be fully legible. C. Each of the Play Symbols must be printed in black ink. D. The Ticket shall be intact. The Game Book will be VOID if any pages are separated from the book. E. The Pack-Ticket Number and Ticket Validation Number must be present in their entirety and be fully legible. The Ticket Validation Number shall correspond, using the Lottery's codes, to the Play Symbols on the Ticket. F. The Ticket must not be mutilated, altered, unreadable, reconstituted, or tampered with in any manner. G. The Ticket must not be counterfeit in whole or in part. H. The Ticket Validation Number and the Pack-Ticket Number shall be printed in black ink. I. The Ticket must have been issued by the Lottery in an authorized manner. J. The Ticket must not be stolen nor appear on any list of omitted Tickets on file at the Lottery. K. The Play Symbols, Ticket Validation Number and Pack-Ticket Number must be right side up and not reversed in any manner. L. The Ticket Validation Numbers of an apparent winning Ticket shall appear on the Lottery's official list of Validation Numbers of winning Tickets; and a Ticket with that Validation Number shall not have been paid previously. M. The Ticket must not be blank or partially blank, misregistered, defective, or printed or produced in error. N. The game play area must be exactly as described in paragraph 3.5 and 3.6. O. Each of the Play Symbols on the Ticket must be printed in the Symbol Font and must correspond precisely to the artwork on file at the Lottery; each of the legends must correspond precisely to the artwork on file at the Lottery; the Pack-Ticket number must correspond precisely to the artwork on file at the Lottery; and the Ticket Validation Numbers must be printed in the Validation Font and must correspond precisely to the artwork on file at the Lottery. P. The display printing must be regular in every respect and correspond precisely with the artwork on file at the Lottery. VEGAS GAME BOOK #843 Page 9

10 Q. The Ticket must pass all additional validation tests provided for in the Rules of the Iowa Lottery and confidential validation tests of the Lottery. 6.2 A Ticket which fails any of the Lottery's validation checks is invalid and ineligible for any prize. The CEO may replace an invalid Ticket with an unplayed Ticket from the same game or any other game. If an invalid or defective Ticket is purchased or lawfully obtained, the only responsibility or liability of the CEO shall be the replacement of the defective Ticket with an unplayed Ticket from the same game or any other game, or a refund of the sale price of the ticket. By purchasing or lawfully obtaining a Ticket, a player agrees to the terms of these rules, including but not limited to the limitation of remedy for an invalid or defective Ticket. SECTION 7 - INSTANT TICKET CLAIM PERIOD AND TICKET RESPONSIBILITY 7.1 All game prizes must be claimed within 90 days of the announced end of the game. All mailed prize claims must be sent to the official mailing address available at ialottery.com, and received by the Lottery prior to the expiration of the claim period set forth above. Any prize not claimed within the period specified herein and in the manner specified on the back of each Ticket shall be forfeited. In the event the last day to claim a prize falls on a Saturday, a Sunday, a legal holiday or any other day appointed or recommended by the Governor of Iowa or the President of the United States as a day of fasting or thanksgiving, the time to claim shall be extended to the close of business on the next day thereafter when Lottery offices are open for business. The Lottery reserves the right to require the claimant to claim a prize in person, including but not limited to when claimant is legally required to fill out tax forms in order to claim the prize. 7.2 An instant game Ticket is a bearer instrument until signed on the back by the owner. 7.3 The Lottery shall not be responsible for lost or stolen Tickets. 7.4 The Lottery shall not be responsible for Tickets lost in the mail, mailed to an incorrect address or mailed to an address other than the addresses specified by the Lottery to receive prize claims, or tickets not received by the Lottery before the expiration of the claim period set forth in these rules. 7.5 The Lottery shall not be responsible for Tickets claimed by a player in error for a lower prize at a Retailer.
