1 Direct Mail Tips #3 Classes of Mail, Prices & Postage Payment First-Class Mail **Delivery time: Guaranteed in 1 3 business days Minimum Weight: None. Maximum Weight: 13 ounces (over 13 ounces, First-Class Mail becomes Priority Mail). Letter Maximum Weight: 3.5 ounces. Minimum Quantity to Mail at Commercial Prices: 500 pieces. First-Class Mail letter-size pieces that are square, rigid or meet at least one of the nonmachinable characteristics are subject to the nonmachinable surcharge. Flat-size pieces that are rigid, nonrectangular, or have uneven thickness will pay the parcel price. All mailable matter can be mailed as First-Class Mail. Some things MUST be mailed as First-Class Mail (or Priority Mail), including: Handwritten or typewritten material Bills, statements of account or invoices, credit cards Personal correspondence, personalized business correspondence All matter sealed or otherwise closed against inspection. First-Class Mail includes: cards letters flats parcels that weigh 13 ounces or less. Single-piece Presorted and automation prices are available. First-Class Mail postage includes forwarding and return services.

3 Standard Mail **Delivery Time: 7 10 days (estimated average) Standard mail can take as long as 3 days at each post office that it passes through and the delivery time is not guaranteed with Standard mail. Minimum Weight: None. Maximum Weight: less than 16 ounces. Minimum Quantity: 200 pieces or 50 pounds of mail. Standard Mail is mail matter not required to be mailed as First-Class Mail or Periodicals. Lower nonprofit prices are available for Standard Mail but require specific authorization. Mailers use Standard Mail to send: Printed matter, flyers, circulars, advertising. Newsletters, bulletins, and catalogs. Small parcels. All Standard Mail prices are bulk prices, and each mailing must meet a minimum quantity of 200 pieces or 50 pounds of mail. There is no single-piece Standard Mail postage. In Standard Mail, there are prices for letters, flats/large envelopes, and parcels. Unlike First-Class Mail, there is no separate Standard Mail postcard price (postcards are mailed as letters or flats). Standard Mail is not forwarded or returned unless you request it with an ancillary service endorsement. Forwarding and return services may result in additional fees or postage. For most mailers, Standard Mail is often the best choice because postage prices are very low. TIPS: -Standard Mail is for domestic mail only. You cannot send Standard Mail to international addresses.

5 Non Profit Standard Mail Delivery Time: 7 14 days (shorter or longer depending upon current USPS mail volumes) Eligibility Overview ( ) Only qualified political committees, voting registration officials, and organizations that meet specific standards for qualified nonprofit organizations and that have received specific authorization from the USPS may mail eligible matter at the Nonprofit Standard Mail prices. Qualified organization: the organization is not organized for profit, and none of its net income inures to the benefit of any private stockholder or individual. Types of organizations that may qualify ( ): religious, educational, scientific, philanthropic, agricultural, labor, veterans, and fraternal. Voting registration officials and national and state political committees may be qualified without regard to their nonprofit status. Ineligible nonprofit organizations ( ): service, social, and hobby clubs; citizens' and civic improvement associations; state, county, and municipal governments are generally not eligible. Eligible and ineligible matter: Prohibitions and restrictions: Nonprofit prices are not permitted for mailing promotional material for credit cards, and promotional material for commercially available insurance and travel arrangements is restricted. Authorized organizations may not let any other person or organization use their authorizations to mail at Nonprofit Standard Mail prices. Cooperative mailings: Mailable at Nonprofit Standard Mail prices only if each cooperating organization is individually authorized to mail at Nonprofit Standard Mail prices where the mailing is deposited. A cooperative mailing involving the mailing of any matter on behalf of or produced for an organization, not itself authorized to mail at the Nonprofit Standard Mail prices at the Post Office where the mailing is deposited, must be paid at the applicable regular Standard Mail prices. Exception: Approved nonprofit organizations entering into a cooperative agreement with a professional fundraiser, or similar organization, must mail at the regular Standard Mail prices unless each of following criteria are met: Mailings must be soliciting monetary donations to the authorized mailer and not promoting or otherwise facilitating the sale or lease of any goods or services. The organization authorized to mail at Nonprofit Standard Mail prices is given a list of each donor, contact information (e.g., address, telephone number) for each, and the amount of the donation (or waives in writing the receipt of this list). Authorizations: PS Form 3624 with supporting documentation is required to be submitted and approved prior to mailing at Nonprofit Standard Mail prices; PS Form 3623 is required for any mailing office without PostalOne! access. Annual presort mailing fee applies.

6 Frequently Asked Questions Q. What is Nonprofit Standard Mail? A. Nonprofit Standard Mail is printed matter such as pamphlets, newsletters, direct mail, or merchandise that weighs less than 16 ounces and is eligible for nonprofit prices mailed by an authorized nonprofit organization. Q. What can an authorized organization mail at nonprofit prices? A. An authorized organization can mail only its own mail. A product may be mailed at Nonprofit Standard Mail prices only if it meets one of the following requirements: The product must be a low-cost item. "Cost" is based on the price paid by the nonprofit organization to acquire the product, and not the sale price. (At the beginning of each calendar year, the value of low cost is adjusted for the cost of living (see for current cost)). It must be a gift or donation obtained by your organization at no cost or, It must be a periodical publication of a nonprofit organization. (If any eligible product contains advertising, it is also subject to the information provided below.) Q. What types of advertising are not eligible? A. The following types of advertising are not eligible: Any advertisements that promote credit, debit, or charge cards are always prohibited at Nonprofit Standard Mail prices. Advertising that promotes or offers any insurance policy is ineligible for Nonprofit Standard Mail prices, unless it is promoted to members, donors, supporters, or beneficiaries of the authorized mailer and provided the type of insurance is not generally, otherwise, commercially available. Advertising or announcements that promote the availability of any travel arrangement are ineligible unless the arrangement is promoted to members, donors, and supporters of the organization, and the reason for the travel must contribute substantially to the organization's qualifying purpose. Q. How can I make sure my newsletter meets the content requirements of a Periodicals publication? A. To meet those requirements, a newsletter must: Have a title printed on the front cover. Consist of printed sheets and not be reproduced by stencil, mimeograph, or hectograph processes. Contain an identification statement within the first five pages. This statement must include the title; issue dates; publication frequency; name and address of the organization; issue number; International Standard Serial Number, if applicable, and the subscription price, if applicable. Have contents that are at least 25% non-advertising.

8 Permits and Postage The Postal Service has three different ways for you to pay postage for bulk mailings. This section will help you choose the payment method that s right for you. Precanceled Stamps: Stamps are applied onto your mailpieces. With precanceled stamps, we affix a lower rate of postage and then the difference is paid when we drop off your mailing. Stamps add a personal touch to your envelope and may give your customer an added incentive to open and read your mail. Precanceled stamps are special stamps that come in small denominations and are specifically for Presorted First-Class Mail, Standard Mail & Non Profit mailings. We apply these special stamps to envelopes at a lower postage price (say, 10 cents) and pay the difference when we drop off the mail at the Post Office. You would pay us to purchase the stamps and then you can pay that difference with a check made payable to: US Postmaster. Precanceled stamps are available in four denominations: 25 cents for Presorted First-Class Mail only 15 cents for Presorted First-Class Postcards only 10 cents for Regular Standard Mail only 5 cents for Nonprofit Standard Mail only

9 Permit Imprint: Permit imprint is the most popular and convenient way to pay for postage, especially for high volume mailings. Instead of using precanceled stamps or a postage meter, we print postage information in the upper right corner of the mailpiece. This postage block is called an "indicia." The indicia is printed onto each mailpiece. You may set up your own account at the Post Office and deposit money into this account for payment, which will be deducted when we drop off your mailing. Or you may use our Permit #117 at no additional charge. When using our permit, you would make your check payable to the: US Postmaster, and your mailing will be printed with our Permit number and Indicia.
