1 ANNUAL REPORT College Street, Toronto, ON M5G 2J3 Phone: Fax: Victim Services Toronto provides immediate crisis response, intervention, and prevention services which are responsive to the needs of individuals, families and communities affected by crime and sudden tragedies.
2 Message from the Chair & Executive Director The fiscal year began with one of the agency s greatest challenge in its 22 year history. Victim Services Toronto (VST) was mandated to provide testimony in a Coroner s Inquest, reviewing the circumstances surrounding the tragic deaths of Diane Anderson and two of her children in a house fire. The Inquest resulted in 32 recommendations for systems change. The first recommendation was directed to the Ontario Ministry of Attorney General and the following three (3) recommendations were directed at VST for operational changes. In response, VST created a working committee to review and revise operational procedures for client referrals, linkages and assistance with accessing the labyrinth of services in Toronto. VST continues to advocate for increased staffing resources to provide interim case management services, ensure linkages and monitor progress of clients up to a one year period for victims assessed to be at high risk. A major organizational achievement in the fiscal year was the newly established Youth Leadership component of Project T.E.A.R. (Teens Ending Abusive Relationships). T.E.A.R. built and incorporated a highly effective youth leadership component into the project. After one year of implementation, the interim evaluation results indicate that T.E.A.R has exceeded its benchmarks for recruitment, training and engaging youth leaders as well as its benchmark for satisfaction amongst youth. VST is very pleased to report on a new partnership initiative in Scarborough. Over the course of the fiscal year, VST has worked to establish a pilot Justice Centre for victims of domestic violence in Scarborough. The partners are continually expanding as the pilot project nears implementation and currently include: Toronto Police Service, Children s Aid Society, Cliff crest Employment Centre, Kennedy Employment and Social Services, Scarborough Centre for Healthy Communities, Scarborough Victim/Witness Assistance Program and The Scarborough Hospital Sexual Assault and Domestic Violence Care Centre. The agency s core programs and services including: Victim Crisis Response Program, High Risk Support Services and Victim Quick Response Program have maintained the quality and volume of service throughout the fiscal year. For the agency s success in the fiscal year, we gratefully acknowledge the staff, volunteers, partners, and funders including the Ontario Ministry of Attorney General, Victims and Vulnerable Persons Division, and the City of Toronto, Community Service Partnership Grants. VST would like to express its gratitude to the Toronto Police Service and its Board of Directors for their incredible ongoing support. 4 Facts about VST VST is the ONLY agency in the City of Toronto that provides immediate on-site assistance to victims of crime and tragic circumstances 24 hours a day, 7 days a week and 365 days a year. VST is a not-for-profit registered charity. VST s services are FREE of charge. VST employs 19 full time and 30 casual Crisis Counsellors. VST has 200 dedicated volunteers. VST staff and volunteers offer assistance in 35 languages. VST works in close partnership with Toronto Police Service. VST is located at Toronto Police Headquarters. 5 A Year at VST in Review 19,000 people received support and assistance from VST. 100,000 phone calls fielded by staff and volunteers. 30,000 VST website visitors. 10,000 youth reached through Project T.E.A.R. (Teens Ending Abusive Relationships) 7,000 people participated in VST events including: the Chief of Police Gala, David Dunmore Softball Tournament, Make Waves for Victims, Golf and Hockey Tournaments, Retired Cell Phones 4 Victims, and our Silent Auction. 2,400 Toronto Police Service members and new recruits from the Homicide, Sexual Assault, and Domestic Violence unit attended VST workshops and training. 1,200 regular subscribers receive VST newsletter. 1,100 times VST team assisted victims at the scene of a tragedy in the community. 800 people submitted volunteer applications. 200 community organizations in the General Toronto Area called to refer their clients to VST services.
