2 Center For Community Solutions (CCS) 1969 CCS was established as Center for Women s Studies and Services, a seven-component political, educational and service organization at San Diego State University. Now, CCS is funded by Federal, County and Blue Shield of California Foundation to support strengthening Cultural Competency in California s domestic violence field for high-need, underserved populations. CCS partners with law enforcement and other agencies to form the Domestic Violence High Risk Response Team to intervene in the highest-risk cases at a moment s notice in an effort to save lives.
