3 Mandate Established in 1971, the CICB is Ontario s independent adjudicative tribunal that assesses and awards compensation to victims of violent crime in accordance with the Compensation for Victims of Crime Act. Our mission is to respond effectively to the diverse needs of victims of violent crime in Ontario with accessible, fair, respectful and timely assessments of compensation requests. The CICB determines whether applicants are eligible for compensation at an oral or written hearing. The amount of an award is assessed based on the information supplied by victims, in accordance with the nature and extent of the injuries sustained. Compensation may be awarded for pain and suffering, treatment expenses incurred as a result of an injury or death, income loss, loss of support and other reasonable expenses related to a crime of violence. The CICB adheres to the requirements established in the Adjudicative Tribunals Accountability, Governance and Appointments Act, The CICB s mandate is directly related to the Ministry s priority of protecting the interests of victims and vulnerable people. Our plans and priorities are designed to provide more effective service to victims in a modern, efficient manner. Strategic Objectives: 2013/14 to 2015/16 The Board s strategic objective for the period 2013/14 to 2015/16 is to continue to provide timely, user-friendly and cost effective adjudication of compensation claims for victims of crime. The following plans and priorities reflect those continuing from 2012/13 and new initiatives. 1. Complete outstanding initiatives from the 2009/10 to 2011/12 strategic plan including formal adoption of the triage model, and implementation of a 12-month claims processing timeline; 2. Update the case management system by leveraging existing and new technology to automate and streamline work processes and work with Justice Technology Services to deliver, implement and support new and enhanced IT business solutions; 3. Adjust hearing site standards and locations; the CICB is developing a plan to ensure that all Hearing Sites meet the OPS Standards and expectations for security, accessibility and quality customer service. 4. Implement a comprehensive public outreach strategy and comprehensive communications plan. 5. Evaluate the costs associated with adjudications and implement efficiencies where applicable. Prepare a comprehensive human resource strategy to ensure stability within the organization and to ensure the goals of diversity and inclusion are met within the staff and Board member complement. Within these initiatives and wherever possible, consultations and partnerships with other tribunals and clusters will take place to ensure the CICB is operating collaboratively, effectively and efficiently. Proposed Budget CICB will update its expenditure forecasting models in order to re-establish appropriate approved allocations for administrative and service expenditures for the next three fiscal years. Expenditure of transfer payment allocations is dependent upon the number and type of claims received by the Board and may therefore require in-year adjustments. The Board and Ministry are working closely to ensure that the Board can balance the need to adjudicate claims in a timely manner with its budgetary allocation. The Ministry has committed to assisting the Board financially, if necessary, to ensure that claims can proceed to hearing and be paid out without delay. 5 Staff Numbers As of 2012/13, CICB has a total permanent complement of 50 FTE positions. CICB also has 29 part-time OIC appointees and 2 part-time Vice-Chairs who are paid per diem rates. The number of Board members and Vice Chairs may fluctuate based on the volume of work. Performance Measures The CICB is committed to organizational learning and an ongoing process that monitors performance and implements necessary process changes to deliver better, more timely services for those persons who participate in CICB claims processes. The Board s primary performance indicators are: 1.) the average time taken to complete a claim; 2.) the number of hearings completed each year. In 2012/13, the Board s forecasted average timeline for completing regular claims is approximately 13.5 months from receipt of the application. In 2006/2007, the average timeline was 39 months. The Board is committed to developing a 12-month claims process. Based on an assessment of past years number of claims received, the Board plans on developing an organizational capacity model to process 4,000 claims per year. In 2012/13, the Board forecasted hearing 3150 claims. In 2006/2007, it heard approximately 2400 claims. Additional quantitative measures include: differences in completion times between claims filed within the limitation period and those filed beyond it; ratio of oral hearings to written hearings; average awards values; administration and service costs as a percentage of total program costs; There is a desire to further expand performance measures to include more qualitative indicators. The existing Customer Satisfaction Survey will be reviewed. Further, the Board understands that efforts are being made by PATD to develop updated performance measures across the adjudicative tribunals sector and hopes to participate in that initiative.
