EPE has acted as owner s engineer since 1968 for electric cooperatives, utilities, as well as industrial plants. 4 EPE Qualification Documents 2014 Company Profile Electric Power Engineers, Inc. was incorporated in 1968 to provide consulting engineering services to rural electric cooperatives, municipal electric systems and utilities in central Texas. Since incorporation, Electric Power Engineers, Inc. has extended its client base to include industrial clients and international clients. Electric Power Engineers now has two offices; one office in Austin -Texas and one office in Beirut-Middle East. Electric Power Engineers has expanded into renewable energy development since 1994, and has assisted in the study and development of a large number of wind and solar generation projects all over the United States and internationally. Ballouz, P.E.: Renewable Energy Development Electric Power Engineers, Inc. assists developers of renewable generation, specifically wind and solar, in evaluation and development of generation resources in Texas. Load flow modeling of the electric transmission grid, mapping of the state-wide transmission grid, feasibility studies, design-engineeringprocurement management for renewable projects, mapping of potential renewable generation sites, special investigations of transmission grid interconnection issues, cost estimates for wheeling and losses, interface discussions with Independent System Operators (ISO), interface discussions with various transmission service providers, responses to requests for proposals to provide renewable generation, etc. are provided on a regular basis. Several years experience in load flow calculations and modeling using the transmission program PSS/E of PTI/Siemens. Experience in evaluating feasibility and system impact studies that analyze the prospect of interconnecting renewable project, in particular wind and solar, to a transmission grid. Continuous research (since 1994) in the transmission industry operational standards and tariffs. Electric Power Engineers Inc. is knowledgeable in Open Access Transmission Tariffs and Locational Marginal Pricing issues within several transmission grids. Capabilities in evaluating transmission system upgrades and the associated costs necessary to incorporate renewable projects into the transmission grid. Analysis expertise in wheeling charges within a transmission grid or in export across one or more transmission grids.

5 EPE Qualification Documents 2014 Electric Power Engineers, Inc. has special knowledge in proposing and utilizing Special Protection Schemes in order to mitigate grid limitations to accommodate larger size generation projects. Design/Engineering/Procurement for renewable projects. Electric Power Engineers, Inc. has completed load flow modeling, grid interconnection, and/or design of renewable generation projects for over 100 renewable energy clients. Electric Power Engineers, Inc. evaluates over 100 transmission grid assessments per year. Electric Power Engineers, Inc acted as owner s engineer on all transmission grid and project design issues for interconnection of FRV s (SunEdison s) 30 MW solar project, the first large scale solar Photovoltaic Project initiated in the US, and the largest in commercial operation in Texas. Electric Power Engineers, Inc managed the development of and acted as owner s engineer on all transmission grid and project design issues of RRE Austin Solar 60 MW project in Pflugerville Texas from inception to shovel ready. Electric Power Engineers oversaw design engineering, equipment procurement, and construction of the electrical system associated with the 80 MW Caprock Wind Ranch, which was completed for Texas Wind Power Company. The electrical system included a 90 MVA, 115 kv kv substation with an 80 MVA dynamic reactive power compensation system (D-VAR), 15 miles of 115 kv, 795 kcmil ACSR transmission line, 15 miles of underground 34.5 kv line using conductors ranging from 1000 kcmil to #1/0 AWG, 20 miles of overhead 34.5 kv line using conductors ranging from 795 kcmil to #1/0 AWG, and eighty 1.25 MVA, 34.5 kv V pad-mount transformers. Electric Power Engineers acted the owner s engineering on the electrical interconnection design of the first D8.2, 2 MW wind turbine prototype by DeWind Inc. This prototype, located in Roscoe near Sweetwater, Texas was used to provide funding for wind farm research at TSTC. Commissioning was successfully completed the week of March 3, 2008 putting this prototype in operation for the first time in the US. Electric Power Engineers, Inc provided Spinnaker Energy, Inc. full engineering/design/procurement support of two large wind projects in South Texas (94 MW and 88 MW). Electric Power Engineers assisted in the construction phase of a large solar thermal generation development project in California converting solar energy into thermal heat. Electric Power Engineers, Inc. has worked with the General Services Administration in developing Requests for Proposals for electric service to state buildings. 2 Page

6 EPE Qualification Documents 2014 Market Analysis and Resource Integration The EPE team conducts valuation studies in Texas using state-of-the-art models covering every aspect of short- and long-term operations and planning for the electric industries. EPE s extensive experience in the ERCOT, SPP and WECC market is key to the assumptions and analysis that underlay the transmission grid operation and to identification of solutions. Our clients are major key players in the energy market and have been repeat clients with attestations on quality of work that transcends beyond any given scope. Extensive experience in developing model for market analyses EPE are intimately familiar with the development of the new Nodal Market designs particularly in Texas, CA and now in SPP including all related modeling requirements, as well as transmission grid topology sensitivities. Rich experience in strategic integrated resource planning The team offers a full range of consulting services, including siting studies, asset valuations, resource planning, wind and solar generation integration, transmission cost benefit, price forecasts, congestion analysis and system adequacy analysis. We provide our services to a rich spectrum of market stakeholders seeking to optimize resources in a competitive energy market. EPE alone has been key in validating over 7000 MW of renewable generation projects and have conducted countless resource and generation expansion studies in the last 30 years. Significant cost savings and timely analyses EPE keeps our databases ready for each application particularly for ERCOT price and congestion analysis. The databases are updated quarterly as well as for each engagement to take into account the latest price and bidding patterns. Our models are kept up to date with the Regional Planning Group network for generation and transmission resource expansion the seasonal models. In-depth knowledge of utility restructuring and market design EPE s team is highly knowledgeable about the changes in the electricity market. We have analyzed the market impacts and implications for a variety of market participants. Key team members continuously participate in working group meetings, and particularly in ERCOT, where our team works closely with key grid planners on implementing and reviewing changes in market and operations protocols. 3 Page

9 EPE Qualification Documents 2014 Design and Construction Projects Engineering Coordination Electric Power Engineers, Inc is currently providing design/engineering/procurement services to several large generation projects. This includes preparing wind farm design specifications and bid proposals for wind farm substation and collector circuit equipment. Design engineering, equipment procurement, and construction of the electrical system associated with the 80 MW Caprock Wind Ranch, which was completed for Texas Wind Power Company. This work has helped to refine our Texas transmission map for enhanced use in evaluating interconnection options. The geographical accuracy of transmission lines and equipment can be further refined through the use of a Global Position System (GPS). Electric Power Engineers, Inc. is experienced in locating transmission equipment with GPS, and is equipped to do so throughout the United States. Distribution Line Construction Distribution line construction and rehabilitation projects have been completed for the following systems. These projects include preparation of staking sheets, line staking, construction contract preparation, construction observation, inspection, and contract closeout document preparation. These substation projects included substation design, material and labor contract preparation, construction observation, inspection, testing, and preparation of closeout documents. City of College Station 138 kv-12.5 kv Highway 30 Substation Three (3) power transformers rated 25/33/42 MVA and Twelve (12) 12.5 kv distribution bays. City of Abilene, Jacob & Martin Engineers Fort Phantom Hill Pump Station Four (4), 700 horsepower pumps Protective Relaying Relaying projects including design, contract preparation, construction inspection, testing, and closeout document preparation have been completed for the following clients. 13 EPE Qualification Documents 2014 Software Development EPE Software, LTD, a subsidiary of Electric Power Engineers, Inc. has developed state-of-the art PC-based software to meet the needs for customer billing/records, mapping, and engineering requirements of electric, water, gas, distribution utilities. IBM and Electric Power Engineers have formed an alliance to develop a new generation of Online Intelligent Software for the Design Automation and Optimization of Electric Distribution Systems. Provide complete financial analysis of all alternatives including but not limited to, equipment and construction costs, energy costs, wheeling and wholesale power costs and other economic indices Provide financing recommendations and assistance. The wind farm design recommended in the feasibility study provides the base for the next phase of the wind farm development. UAE, Ras El Kaimah, Transmission Grid Planning Studies: Research and map existing transmission grid, and overlay Supply/Demand projections. Develop a long range plan to provide the Emirate delivery of power to exponential growth in industrial and large recreational developments. Propose alternative for power generation such as wind and nuclear including identifying grid interconnection strategy for new generation. Study the integration of a small 30 MW wind farm with the existing grid and private power plant in the Emirate. Morocco, Solar & Wind Integration in the Moroccan Grid: USTDA Definitional Mission for Renewable Energy Development in Morocco. The project covered defining the scope for and coordinating an extensive Renewable Energy Integration Study for the Office National de L Electricite de Maroc (ONE) for the addition of 2000 MW of renewable energy on the Moroccan national grid. The efforts included coordination with officials in the Ministry of Energy, American Moroccan Chamber of Commerce (AmCham), Agency for Development of Renewable Energy and Energy Efficiency (ADEREE), Moroccan Agency of Solar Energy (MASEN) and other key agencies and officials in Morocco. The mission definition was expected. Kenya, Lamu and Lambwe Valley Wind Integration: Preliminary feasibility study for wind energy development in Kenya for a total of 350 MW in Lamu and/or Lambwe, Kenya. The study is for Cordisons International Limited and implementing partners and it addressed site suitability assessment, wind resource viability, power deliverability and power market evaluation as well as study of regulatory and tariff structure from the perspective of renewable energy market in Kenya. El Salvador (CEL): Study to assist the National Electric Utility of in modernizing billing/records procedures including recommendations for a state-of-the art system of computer hardware/software and communications. 17 HUB Certified WOSB Certified The WOSB Program is a program that authorizes contracting officers to specifically limiting, or setting aside, certain requirements for competition solely amongst women-owned small businesses (WOSBs) or economically disadvantaged women-owned small businesses (EDWOSBs). What is the purpose of the WOSB Program? The Federal government has both prime contracting and subcontracting goals for small businesses.
