3 INTRODUCTION Welcome to the Diploma of Rehabilitation. This guide should provide you with all the information you need to assist you in your decision to enrol, but, if you have any questions or need any further information, please don t hesitate to ring one of our friendly team at the college! The Diploma of Rehabilitation is an accredited course, which has been developed by Royal Rehab College and is owned by Royal Rehab College. It is a Nationally Recognised course. Royal Rehab College has a team ready to support you throughout your course. If you need some help, you can always phone the college during business hours or send us an . One of our experienced college Educators, who are professionals in their fields, will be facilitating this course and marking your assessments. Should you decide to enrol in the course, your Educator will be in touch with you soon. This course is eligible for VET FEE-HELP assistance. For further information, please ensure you read the VET FEE-HELP information contained in the Student Handbook and also go to the Commonwealth Government Study Assist website: that provides information specifically regarding VET FEE-HELP. This Course Guide is to be read in conjunction with the Student Handbook. The Student Handbook contains the policies, procedures and information that applies to all Nationally Recognised Training by Royal Rehab College. 4 OUTCOME OF THE TRAINING PROGRAM Upon successful complete of the qualification, you will receive a Diploma of Rehabilitation (which is a nationally recognised qualification), including a Transcript of Results. A Statement of Attainment will be issued if you do not successfully complete all units of competency, for those units that you do complete. COURSE OUTLINE This program is designed for people who are currently working in, or wish to work in a senior health role where you are responsible for working with people in a rehabilitation environment. You may be a professional working in a rehabilitation environment, and/or you may wish to undertake this program as part of your professional development or to validate your current industry skills and knowledge. You may be currently working as a: Medical Practitioner Nurse Occupational Therapist Speech Pathologist Dietician Psychologist Podiatrist Pharmacist Allied Health Assistant Social Worker Welfare Worker Rehabilitation Counsellor Recreation Therapist. You may have already completed a Certificate IV qualification related to your health discipline. In this instance, you may be currently working as an: Allied Health Assistant Page 4 of 37

5 Aged Care Worker Disability Services Assistant Clinical Administrator Career Opportunities Once you have graduated from the Diploma of Rehabilitation you will have the qualifications to successfully enter the specialist field of rehabilitation. Your knowledge and skills will enable you to provide quality rehabilitation services, within the various job roles mentioned, to the burgeoning client numbers within this area. Applicable job roles may include: Program Manager for example, for services such as the Commonwealth Home Support Program (CHSP) programs including Meals on Wheels, Community Care Packages etc Page 5 of 37

6 Special Projects Manager for example, for specific programs such as Falls Prevention, Health Lifestyle, Activity Programs for the Disabled, Activity Programs for the Mentally Ill, etc Referral Coordinator for example, for non government services such as Catholic Community Care Research Officer Residential Services Supervisor Case Manager Service Coordinator Disability Employment Services Manager. Alternatively, this qualification may be undertaken as a relevant post graduate professional development opportunity for a number of health professionals who are either commencing work in their profession or who are interested in moving into the specialist area of rehabilitation. These health professions would include: Allied health physiotherapy, occupational therapy, social work, speech pathology, recreational therapy, etc Nursing Medical. Further Education Opportunities Royal Rehab College has credit transfer arrangements in place with two tertiary institutions which allow graduates of the Diploma of Rehabilitation to gain credit towards qualifications they wish to enter within those tertiary institutions. Macquarie University Graduates of the Diploma of Rehabilitation will gain 18 credit points to 100 Level (Year One) subjects and 6 credit points to 200 Level (Year 2) subjects within the Bachelor of Human Sciences. They will only gain credit to appropriate Health associated university courses. University of New England (UNE) UNE has completed a formal assessment process and will grant Advanced Standing to Royal Rehab College Students as follows: Page 6 of 37

7 Royal Rehab College students who successfully complete all the units in an AQF level 5 Diploma, will be granted 24, 36 or 48 credit points (up to 1 year equivalent full time study) into UNE s Bachelor of Health Practice. Royal Rehab College students who successfully complete all the units in an AQF level 5 Diploma, or level 6 Advanced Diploma, will be granted 36 credit points (0.75 year equivalent full time study) into UNE s Bachelor of Community Services. Royal Rehab College students who have successfully completed or are enrolled in an AQF level 5 Diploma, will be granted 48 credit points (1 year equivalent full time study) into UNE s combined Bachelor of Health Practice/Bachelor of Community Services. Further Study Pathways If you successfully complete this qualification, you may be interested in undertaking further study in higher level qualifications, including: HLT51612 Diploma of Nursing (Enrolled-Division 2 Nursing) HLT61107 Advanced Diploma of Nursing (Enrolled/Division 2 Nursing) CHC50108 Diploma of Disability CHC50312 Diploma of Community Services (Mental Health). Program Overview To receive the national qualification of Diploma of Rehabilitation, you are required to successfully complete 12 units of competency and 4 prerequisite units of competency: Four (4) prerequisite units of competency (units from the HLT42512 Certificate IV in Allied Health Assistance) Seven (7) core units of competency Five (5) elective units of competency (from a specific list). Please see the Course Structure section of this Course Guide for further details on the units of competency. You will complete the course over a maximum of 24 months with 4 Units of Study (semesters). Each Study (semester) contains 3 units of competency. Students will progress through the Core Units to the Elective streams/units. The recommended study load is approximately 9 hours per week. Page 7 of 37

8 The prerequisite units of competency are not part of the actual Diploma and need to be completed prior to commencement of the Diploma. Delivery Method The Diploma of Rehabilitation is delivered online. All training resources including information, documents, videos, links to relevant internet sites, etc, will be provided to you using an online learning system (Moodle). You will complete all of your learning and skills development through this online learning method. Your training and assessment resources will be accessed online and then you will upload your completed assessments to the online system. You will be encouraged to interact with your trainer/educator and with other students using online student forums and through your student portal. You will also be able to access your assessment results through the student portal. Entry Requirements You will need to meet the following entry requirements: 1. You would have completed year 10 or equivalent (Certificate II or higher). Industry experience in roles requiring the use of communication and written documentation may also be considered. 2. You must be at least 18 years of age. 3. You will need to show that you have adequate Language, Literacy and Numeracy skills to undertake the Diploma. This course involves the reading of detailed training resources, and the completion of a variety of written assessments. Students will also be involved in written and spoken communication with trainers, assessors and other students. As such, entry into the course requires English proficiency to a Year 12 literacy level, or equivalent, you will be required to take a basic short quiz during the enrolment process to show this. Royal Rehab College will endeavour to help students where we can, to accommodate anyone who has difficulties with language, literacy and/or numeracy. 4. You will need to demonstrate that you have sufficient and relevant work experience in a health environment. This is suggested as a minimum of one (1) recent year working with clients, although this will be determined on an individual basis. Page 8 of 37

You will also need to demonstrate competence, either by assessment, recognition or credit, in the following units of competency which are units of competency from the HLT42512 Certificate IV Allied Health Assistance. These are Entry Requirement Units for the Diploma and must be completed before commencement. HLTHIR402D Contribute to organisational effectiveness in the health industry HLTHIR506C Implement and monitor compliance with legal and ethical requirements HLTWHS300B Contribute to WHS processes HLTIN403C Implement and monitor infection control policy and procedures. SUPPORT You will be supported by experienced trainers and assessors with professional health qualifications. This support will include advice around your choice of elective streams, responses to questions about the training and assessment resources, advice around the study hours involved, information on accessing further knowledge and skills in your specific area(s) of interest, and advice around any special circumstances etc. Administrative staff are always available to support you in the enrolment process, payment of fees, VET FEE-HELP arrangements, change of contact details, etc. Peer support is available through the online forums which are part of the college s online learning system. You will have access to a range of information documents in your student portal including the Royal Rehab College Student Handbook which contains policies, procedures and all generic information which apply to all Royal Rehab College s nationally recognised training programs. 10 COURSE STRUCTURE To successfully complete the Diploma of Rehabilitation, you will need to complete: Prerequisite Units (4) Core Units (7) Elective Units (5) These have been separated into Streams. You must select one stream from the list given, however, if your needs are not covered by a particular stream, please contact the college, and we may be able to customise the course to meet your requirements. You will need to access the registration form online or request that one be sent to you. On this form you will advise us of the Elective Stream that you have chosen. You will be then sent all of the VET-FEE HELP documentation (if applicable) and your fees schedule with census dates etc. You can also access the Fee Schedule Document on our website: Your course is divided into 4 Units of Study (semesters), over a 24 month period. 11 You must have successfully completed the pre-requisite units of competency prior to commencement of the course. You will be issued your units of competency (3) for each unit of study on or before the Unit of Study commencement date, and you are expected to complete those units of competency by the end date for that unit of study. ALL UNITS OF STUDY/UNITS OF COMPETENCY MUST BE COMPLETED BY YOUR COURSE END DATE. Extensions will only be granted in extenuating circumstances, and an additional fee may be charged. Any extension requests need to be submitted in writing to Royal Rehab College: no later than 3 months before your completion date. PREREQUISITE UNITS OF COMPETENCY (all units must be completed either by assessment, recognition of prior learning or credit) Competence in these units needs to be established prior to commencing the Diploma. HLTHIR402D- Contribute to organisational effectiveness in the health industry This unit of competency describes the skills and knowledge required to facilitate effective organisation outcomes in the health industry by practicing and promoting legal and ethical work practices to protect client safety and enhance outcomes for the organisation and its clients, in the broader health industry context. HLTHIT506C Implement and monitor compliance with legal and ethical framework This unit describes the skills and knowledge required to implement and monitor compliance with legal and ethical requirements relevant in the work area. HLTWHS001 Participate in workplace health and safety This unit describes the skills and knowledge required for workers to participate in safe work practices to ensure their own health and safety, and that of others. HLTIN403C Implement and monitor infection control policy and procedures This unit is concerned with infection control responsibilities of employees with supervisory accountability to implement and monitor infection control policy and procedures in a specific work unit or team within an organisation. This unit is drawn from the Certificate IV in Allied Health Assistance qualification and includes the planning and delivery of rehabilitation programs which is a foundation for more specialist areas of practice. HLTART401B Work effectively in the rehabilitation environment This unit of competency describes the skills and knowledge required to work effectively in a rehabilitation environment. HLTHIR501C Maintain an effective health work environment This unit of competency describes the skills and knowledge required to maintain an effective work environment in a health setting by monitoring, coordinating and promoting the implementation of ethical, safe and effective work practices in line with established work requirements. CHCCOM504B Develop, implement and promote effective workplace communication This unit describes the knowledge and skills required to apply higher level communication skills that underpin effective workplace operations. CHCCS416B Assess and provide services for clients with complex needs This unit describes the knowledge and skills required to undertake assessments of more complex client needs and match to services available. HLTAP401B Confirm physical health status This unit of competency describes a detailed level of knowledge of anatomy and physiology required to confirm physical health status. HLTAN501C Use advanced health terminology in a professional context This unit of competency describes the skills and knowledge required to use appropriate health terminology when reading or writing reports and communicating with clients, their families and other health professionals. 18 FEES/CHARGES/REFUNDS The Diploma of Rehabilitation has 4 prerequisite units of competency which are compulsory, and as they are part of the Certificate IV in Allied Health Assistance, are not included in the cost of the Diploma (and therefore cannot be included in a VET FEE-HELP loan). Cost for prerequisite units of competency: $400 This cost is payable on enrolment into the Introduction course (it cannot be added to your VET FEE-HELP loan). If you have previous qualifications and/or feel that you would be eligible for RPL or Credit Transfer in any of these units, please ring us to discuss we may be able to discount this cost. The costs for your Diploma of Rehabilitation (online) are as follows: Full Fee for Service Students and VET FEE-HELP students Course Cost = $7500 You can choose to one of the options below to pay your fees, or a combination of options: 1. You can pay the full amount for each Study prior to the census date of Unit of Study. 2. You can choose to pay by payment plan 5 equal payments per study period, or 3. You can apply for VET FEE-HELP assistance, for some or all of the amount. If you would like further information regarding fees charges and refunds, please contact the college. The College Schedule of Fees and Charges for 2016 can be found in this Course Guide, in Appendix A. VET FEE-HELP VET FEE-HELP is a student loan scheme that is funded by the Commonwealth Government to assist eligible students pay for their Diploma tuition fees. Students eligible for VET FEE-HELP can choose to defer all of their tuition fees, or pay some tuition fees upfront and defer the balance. Your loan is repaid through the Australian Taxation Office (ATO), when you reach the minimum income threshold for repayment. For 2015/2016 the threshold is: $54,126. This loan is not subject to income or assets tests. Page 18 of 37

19 Royal Rehab College is an approved provider of VET FEE-HELP. VET FEE-HELP allows you to study now and pay later. Eligible students can borrow up to the FEE-HELP limit to pay their tuition fees. The FEE-HELP limit is the total amount available to eligible students under both the VET FEE-HELP and FEE-HELP loan schemes. This means that any amount you borrow under either VET FEE-HELP or FEE-HELP will reduce your FEE-HELP balance (the amount of FEE-HELP you have left to use) until you have reached the FEE-HELP limit. For 2015, the FEE-HELP limit is $97,728 for most students. For students undertaking medicine, dentistry and veterinary science courses (as defined in the Higher Education Support Act 2003) the FEE-HELP limit is $122,162. The FEE-HELP limit is a lifetime limit and is not reset or topped up by any repayments that you make. There is also loan fee of 20% for full fee paying students. Repayment income is calculated from the amounts given on your income tax return for: Your taxable income; Reportable fringe benefits (reported on your payment summary); Total net investment loss (which includes net rental loss); Reportable super contributions; and Exempt foreign employment income amounts. The amount you repay each year is a percentage of your repayment income. The percentage increases as your income increases, so the more you earn, the higher your repayment will be. The ATO will calculate your compulsory repayment for the year and include it on your income tax notice of assessment. Please see the VET FEE-HELP Booklet for details on repayment amounts. Your VET FEE-HELP loan will have an impact on your credit rating. It needs to be remembered that this is a personal debt obligation and has wage and tax repayment obligations. To be eligible you must be either an Australian Citizen or the holder of an eligible permanent humanitarian visa. You must also provide a Tax File Number. Holders of other permanent visas and New Zealand citizens are NOT eligible for VET FEE-HELP. Please see the VET FEE-HELP booklet in the Study Assist website: HELP%20booklet.pdf for further eligibility details. You will receive a CHESSN. A CHESSN is a Commonwealth Higher Education Student Support Number which is allocated to all students when they first access Commonwealth Assistance. Your student loans are recorded against your CHESSN. You must always use the same CHESSN. If you already have a CHESSN, please supply that number when you enrol, or if this is the first time you have accessed Commonwealth Assistance, Royal Rehab College will provide you with one. 20 VET FEE-HELP courses are offered and charged by Units of Study. Royal Rehab College s Diploma of Rehabilitation course has 4 Units of Study and the course is delivered over a 24 month period. Each Study has a census date which is set no earlier than 20% into that Study. If you withdraw from the unit of study on or prior to that census date, you will not incur a debt for that Study. You will be provided with the course fees before you enrol. Prior to each census date (at least 14 days prior), you will be issued with an invoice, which will remind you of how much the next Study will cost and the date that you would have to withdraw by, if you did not wish to incur that debt. After the census date you will receive a CAN (Commonwealth Assistance Notice) which will confirm your debt for that Study. Royal Rehab College will consistently provide student support to all students, and will attempt to contact you if it looks like you are not progressing. We reserve the right to cancel your enrolment if you have not accessed your learning materials in a particular Study, to prevent you from being charged for the next Study and therefore incurring further debt. There are also some specific VET FEE-HELP policies and procedures in the Student Handbook, which you will need to read. The schedule of Study start and end dates, as well as the census dates are located in Appendix B. There are 2 different methods of payment for those students who are not taking up a VET FEE-HELP loan. Page 20 of 37

Refunds and Withdrawals If you wish to withdraw from the course, you must do so formally (by or by completing the withdrawal form found on the website). Your withdrawal date is the date that Royal Rehab College receives your withdrawal. For courses that are VET FEE-HELP enabled, there are no refunds applicable. If you wish to withdraw on or before the census date for a Study, you will not incur the debt for Page 22 of 37

23 that Unit. If, however, you withdraw after the census date for a Study, you will incur the full debt for that Study (but not the following one). This will also apply to those students who are VET FEE-HELP eligible but choose not to access the loan, and pay their payments per semester either by the census date or via the payment plan, as well as those students who are not eligible for VET Fee-Help.
