4 INTRODUCTION In accordance with the Niskamoon Agreement, Niskamoon Corporation was established in 2004 as a not-for-profit corporation with its head office in Nemaska, a second office in Chisasibi and a student support centre in Rouyn-Noranda. In partnership with Hydro-Québec, the Cree School Board and various Quebec educational institutions, Niskamoon Corporation is proud to offer training programs for all James Bay Cree beneficiaries as part of their mandate. This includes the Technical Employment with Hydro-Québec (TEHQ) Program and the Natural Environment Technology (NET) Program. In the following pages you will find all the necessary information regarding the programs and the application process.

5 T echnical Employment with Hydro-Québec (TEHQ) Program Hydro-Québec has committed to hiring a minimum of 150 qualified Cree employees to work in the James Bay territory by March 31st, Niskamoon Corporation and the Cree School Board are working in partnership to ensure that formal training is provided to James Bay Cree beneficiaries in order to access this permanent employment with Hydro-Québec. The following 4 disciplines are offered: Vocational Programs (2 years) Technical Programs (3 years) DEP 5281: Automated Systems Electro-Mechanics DEP 5260: Industrial Construction and Maintenance Mechanics DEC 243.C0: Industrial Electronics in Instrumentation and Automation DEC 243.BA: Electronics Technology in Telecommunications/Computers Student benefits for each of these programs include: a) Monthly Incentive Measures b) Successful Semester Incentives c) Cree Cultural Leave (optional for Technical Training Programs) d) Student Activity Funds e) Summer Student Employment f) Summer Student Equivalent Sponsorship g) Improved fluency of the French Language (for vocational programs) h) Access to Aboriginal Counseling services (in Rouyn and Amos only) Financial Assistance is also provided to eligible beneficiaries by the Cree School Board Post Secondary Student Services. 6 Summer Orientation Session This is a two week mandatory session designed for applicants to learn more about the TEHQ Program, and the roles and responsibilities of Niskamoon Corporation, the Cree School Board and Hydro-Québec. The main objective is to help applicants understand their commitment and level of effort required to succeed in the program. During this process, the applicants will also gain a better understanding of themselves in light of the exciting challenges they will face culturally and professionally. Student benefits include: a) Weekly Allowance b) Student Activity Funds c) Child Care and Travel Pre-Requisites Training Program This is for participants who are missing academic credits and who are able to complete them in one year. Subjects: French, Mathematics and Science Student benefits include: a) Equivalent Sponsorship to CSB PSSS rates (monthly student allowance, child care, travel, etc.) b) Student Activity Funds c) Summer Student Employment French Immersion Program This is for participants who need to improve their French fluency. This French language training program is currently only available to students in the vocational programs. Student benefits include: a) Allowance b) Student Activity Funds c) Summer Student Employment d) Child Care and Travel IMPORTANT TO NOTE Students may benefit from above program provisions based on the understanding that his/her academic file is in good standing for the duration of their studies in accordance with Niskamoon policies and procedures. 7 Automated Systems Electro-Mechanics (DEP 5281) Niskamoon Corporation, in partnership with the Cree School Board, is proud to offer a 2-year Automated Systems Electro-Mechanics Vocational Diploma Program. Upon completion of the program you will be deemed a successful candidate for an Apparatus Electrician Trade position with Hydro-Québec. Institution Location Language of Instruction Admission Requirements Centre Polymétier Rouyn-Noranda, Quebec French Completed Secondary 4 OR Be 18 years old and pass a General Development Test with Secondary 4 Math and/or pass a High School Equivalency Test Functional or fluent written and spoken French What does an Apparatus Electrician do at Hydro-Québec? While playing an important role in the delivery of electricity, you can perform an interesting variety of tasks using standard tools and plans. While working the majority of the time outdoors with a dynamic team, you can inspect, maintain and repair large scale equipment as well as small machines. You will be called upon to work with electrical circuits including circuit breakers and transformers in accordance with work and safety rules. 8 Industrial Construction and Maintenance Mechanics (DEP 5260) Niskamoon Corporation, in partnership with the Cree School Board, is proud to offer a 2-year Industrial Construction and Maintenance Mechanics Vocational Diploma Program. Upon completion of this program you will be deemed a successful candidate for an Industrial Construction and Maintenance Mechanic position with Hydro-Québec. While overseeing the proper functioning of vital equipment used to provide electricity on a large scale network and using industrial tools such as, overhead cranes, reading and interpreting plans, working with precision and measuring instruments, you will repair important pieces of equipment and be called upon to inspect, take apart and reassemble apparatus. While working with an experienced teammate, you will learn tricks of the trade in order to work rigorously on turbines with utmost dexterity and attention to detail. 9 Industrial Electronics in Instrumentation and Automation (DEC 243.C0) Niskamoon Corporation, in partnership with the Cree School Board, is proud to offer a 3-year Industrial Electronics in Instrumentation and Automation DEC Program. Upon completion of this program you will be deemed a successful candidate for an Automation Electronics Technician position with Hydro-Québec. Considered as the guardian of the electricity network, your expertise will be in the commands and protection systems. In overseeing the proper functioning of a highly diversified system and on top of mastering new technologies, you must know past methods such as electro-mechanics as they are used for electricity production, transportation and distribution. With your team, you will conduct maintenance activities such as: testing, measuring tools and instruments, provide technical support to colleagues by offering counsel, and work on projects using your knowledge on how the network functions and operates. 10 Electronics Technology in Telecommunications/Computers (DEC 243.BA) Niskamoon Corporation, in partnership with the Cree School Board, is proud to offer a 3-year Electronics Technology DEC Program. Upon completion of this program you will be deemed a successful candidate for a Telecommunications Technician position with Hydro-Québec. Institution Location Language of Instruction Admission Requirements CEGEP de l'outaouais Gatineau, Quebec French High School Diploma with Math 436 and Physical Science 436 Functional or fluent written and spoken French What does a Telecommunications Technician do at Hydro-Québec? Using standard tools such as sockets, electric drills, etc., you will install, inspect and repair equipment (by cabling, tests and programming). With devices used for measuring frequencies, digital data, etc., you will work on telephones, video conferencing equipment, computer equipment, automated functions and microwave sites. While working mostly indoors with another Telecommunications Technician, you will work frequently by computer. 11 N atural Environment Technology (NET) Program (DEC 147.A0) Niskamoon Corporation, in partnership with the Business and Community Service of Centre d études collégiales in Chibougamau, is proud to offer a 3-year Natural Environment Technology Program. The Natural Environment Technology (NET) Program is a provincially recognized professional course for James Bay Cree beneficiaries wishing to work in the environment sector. Through the program s unique educational approach, using environmental professionals and Cree elders, students will learn about the use and management of natural resources, sustainable development, and environmental protection. With 60% field work and 40% theory, they are taught in the classroom and in the northern James Bay natural environment. 12 Financial Assistance is provided to eligible beneficiaries by the Cree School Board Post Secondary Student Services. You may apply online at and call for assistance. Note: Although this is a DEC program, all James Bay Cree beneficiary applicants do not have to apply to SRASL. Upon completion of the program you will obtain a Diploma of College Studies (DEC) as a Wildlife Management Technician or an Environmental Protection Technician. What does an Environmental Technician do? Applies, in a team setting, a wide range of skills in the fields of ecology, sociology and economics to solve complex environmental problems. Works closely with biologists and engineers to ensure that projects conform to existing environmental laws and best practices. Performs their work using both modern tools and traditional Cree values in the completion of a variety of environmental projects.
