1 Addendum No. 1 RFP # Project Management Training Program Following are the answers to questions submitted in response to the above referenced RFP as of May 12, All of the questions have been listed verbatim, as received by the Pennsylvania Turnpike Commission. 1. What is the impetus behind the training? Answer: See Part IV-2, Scope (page 11) - to standardize the PTC Project Management methodologies. The PTC recently implemented SAP and wants to fully utilize SAP s functionality. 2. What is the Turnpike Commission looking to accomplish with PM training? Answer: See IV-1 Task Objectives 3. If the commission already has project management, what problems could they have avoided? Answer: Non-standardization of Project Management techniques. We do not have a documented defined project management methodology. 4. Is the RFP to be fixed price or fixed hourly rate for each area/category of the project? If fixed hourly rate do you want an estimate on # of hours for each category, but not a price set in stone? If fixed price what is the significance of providing hourly breakdown as in section II-8? Answer: Fixed price; itemized into categories as outlined in Section II-8, citing hours and rates. 5. Can the Commission expect a solid proposal without having a Needs Assessment conducted first? Then based on the Needs Assessment results, a full scope and cost can be developed for the remaining categories? Can we provide a scope and cost for the Needs Assessment only, or will that be rejected? Answer: The cost proposal must include all the tasks as outlined in IV-4.
2 6. Does the Commission have a desired target start date? Answer: Begin Needs Assessment within 30 days of contract signing. 7. In section IV-4 Tasks: Is methodology development part of the scope of this work it only mentions recommendations? If so, will training plans need to incorporate training on this methodology? If not, is the training to be focused around project management fundamentals only? Answer: N/A 8. Is a blended learning solution required? Would the commission accept proposals that do not incorporate e-learning? Answer: No 9. How are the IT and Engineering Depts. currently using SAP for Project Management and document management? Answer: We are not using SAP for Project Management at this time. 10. Do you expect the chosen vendor to know how to program in SAP? Know how to use SAP PM and Doc Mgt. modules and use for monitoring of this project? Vendor should be knowledgeable of SAP functionality and processes. 11. Are we expected to train IT and Engineer personnel on the SAP PM and Doc Mgt. tools? Answer: No Is SAP training to be incorporated in to the training plans? Answer: No 12. What SAP Modules are being utilized? 2
3 Answer: VI-3 Requirements; HCM; Finance; SRM Logistics: Plant Maintenance, Materials Management, Project Systems Finance: FI and Controlling CO, Funds Management, Investment Management, Treasury and Asset Management 13. What is the size of the staff or team being trained? Answer: The initial audience will be approximately 130 IT and Engineering employees. 14. Will this be written instruction or e-learning? Answer: Training will consist of a blended learning solution (e-learning, classroom training, etc.) 15. Will this require full curriculum development or modification of existing curriculum? Answer: Full curriculum development. 16. The RFP states in requirement IV-3: Any training materials developed or modified for the Commission (including manuals, exercises and electronic media) will become the property of the Commission with full rights to revise and reproduce for internal use. This includes ownership of source code used for development of elearining courseware and any future modifications. Is this an absolute, nonnegotiable requirement for this RFP? 17. Does the Commission use standard project management methods and tools? If so, please provide descriptions of all. Answer: The Commission has standard Project Management process methodology, and tool set unique to the PTC. 18. Has the Commission provided employee s with any formal Project Management training in the past? If so, who provided the training? Answer: No formal training previously required. 19. How often will the successful bidder have access to a Commission SAP and subject matter expert to develop and incorporate SAP artifacts into the training? Answer: It is the intention of the Commission to provide SME on an as needed basis. 20. Section II-6 - Training: 3
4 (a) Is it acceptable to illustrate a general training solution with specific details to follow based on the results of the completed individual and organizational assessments?, providing a general training overview for the demos would be sufficient (b) What percentage of the participants will pursue PMP Certification? Answer: It is the PTC s intention to encourage certification but it s not likely a high level will pursue certification. (c) Can you provide the percentage of current individuals who have earned their PMP Certification or those that are eligible for PMP Certification? Answer: Less than 1% (d) It is assumed that there will be as many variations of the proposed solution as there are responses to the RFP. How will the Commission evaluate those responses? Answer: Proposals will be evaluated based on the Criteria for Selection outlined in Part III. 21. Section III-3 Evaluation Factors: a) What weight will be given to each of the evaluation factors? Answer: The Commission reserves the right to select a proposal based upon all the factors listed and will not necessarily choose the firm offering the best price. The Commission will select a firm with the proposal that best meets it s needs at the sole discretion of the Commission. b) Is price of equal, less, or more importance than other factors? Answer: While this area may be weighted heavily, it will not normally be the deciding factor in the selection process Section VI-1 General: a) How will success be measured? For example: Success will be measured based by 99% of the participants successfully completing their PMP Certification Exam on the first try. Answer: This will be determined once the program details are finalized. 4
5 23. Section IV-4: (a) Needs Assessment: 1) Please confirm the reference here means individual knowledge and organizational maturity. Reference to individual project maturity is unclear. Answer: Individual knowledge is correct. 2) Can Commission provide a current organizational chart that includes total proposed participant population? Answer: This will be provided to the successful vendor. (b) Support from the Commission: 1) When will an internal single point of contact project manager be assigned to this engagement who will provide ongoing support of the project and assist the vendor consultants? Answer: At the time of contract award. (c) Incorporate SAP project management systems documents and functionality: 1) How and when will the Commission provide course material and SAP documentation needed to be developed by the vendor? Answer: Access to SME s and documentation in course material will be provided as post-award contract. (d) Customize training materials to incorporate Commission examples, Documents, and agreed-upon processes. 1) Will the Commission provide the vendor with examples, documents, and Processes so they may be included in the course materials?. 24. A. Projects: What are the typical sizes of projects in relation to the following: 1. Dollars (budget): Answer: Several thousand dollars up to 150 million dollars. 5

Dedicated personnel: Answer: An individual can be dedicated to more than one project and multiple individuals are assigned to support a particular project depending on the scope of the project. 3. Duration: Answer: Several months to several years. 4. Type (We assume that virtually all projects are highway/bridge-related): Answer: The majority of projects are highway/bridge-related, however, we do have projects that are IT and infrastructure-related. B. Project Managers 1. How many people hold the title of Project Manager? Answer: 46 total. Engineer Project Manager 1: 4; Engineer Project Manager 2: 15; Engineer Project Manager 3: 16; Senior Engineer Project Manager: 8; ETC (Electronic Toll Collector) Manager: What qualifies them? Answer: Meeting the requirements of the position assigned. It varies across departments. Most of the people identified in this project do not have the title Project Manager. 3. What training have Project Managers received through the PA Turnpike Commission previously? Answer: They have received no formal Project Management training. C. Project Software 1. What project-related processes does the ERP software from SAP support? Answer: Capital Planning, Budgeting, Scheduling, and Procuring. 2. What non-project-related processes does the ERP software from SAP support? Answer: The SAP solution that was recently implemented supports many nonproject related business processes for the Commission that includes, but is not limited to, Human Capital Management processes such as Payroll, Benefits and Personnel Administration; Financial processes such as Accounts Payable/Receivable, Asset Accounting, General Ledger, Financial Reporting and Budget & Forecasting; Logistical processes such as Purchasing, Materials Management, Plan Maintenance, Supplier Relationship Management and Inventory Control and Accounting. 6
7 3. What other project planning/management software is currently used? Answer: Microsoft Office, Autodesk, On-Base, Buzzsaw, Constructware 4. What are currently seen as the most critical project-related concerns? Cost/Busget overruns Schedule delays People (Competency? Availability?) Risk management/mitigation. Answer: All of the above with the addition of consistency across the enterprise and reporting across the entire spectrum. 25. What are the business drivers for the Project Management Training Initiative? Answer: SAP implementation and the need to be more consistent across the enterprise with Project Management and to support the processes within SAP. 26. Some questions on SAP PM Methodology: a) What versions do you have? Answer: ECC60 and SRM versions b) When did you deploy it and to how many users: Answer: March 3, 2008; approximately 2362 c) What training did you deploy to support the SAP PM roll-out? Answer: Project Systems Overview General terms, concepts, Knowledge and skills web-based; Project Systems Complex Project Lifecycle Processing general terms, concepts, knowledge and skills associated with processing complex projects through a complete lifecycle; Project Systems Simple Project Lifecycle Processing general terms, concepts, knowledge and skills associated with processing simple projects through a complete lifecycle; Project Systems Project Systems Inquiry Overview general terms, concepts, knowledge and skills associated with executing reports for projects web based. 27. Some questions on your Target Audience of 130 a) In what timeframe do you wish to have this initial audience trained by? Answer: Will be determined by the scope of the training. b) What previous PM training have these resources had? Answer: No formal training previously required. 7
8 c) Can you further break down the job functions of this target audience (PMs, BAs, Schedulers, etc.)? Answer: Project Managers and non-project Managers. d) How would you characterize the experience level and competency level of this audience? Answer: Anywhere from new hires to long-term employees. 28. Remaining 2,200 active employees of the PA Turnpike Commission (outside of the 130) a) Are you open to sections of this population being assessed during the PM Maturity assessment? Answer: Limited to the target audience. b) How many of these employees do you think may receive PM training at a later date? Answer: N/A 29. Project Management Maturity Assessment: Our assessment process involves face to face interviews (approx 10) on line surveys and artifact review. a. Can we assume that all interviews would take place in the same location? Or should we plan for interviews to occur in the three locations you referenced in the RFP (New Stanton, King of Prussia & Middletown). Answer: It is likely that the majority will be in Middletown with the potential to interview at the other locations. All other terms, conditions and requirements of the original RFP dated April 28, 2008 remain unchanged unless modified by this Addendum. 8
