7 Employment Support and Training EMPLOYMENT SUPPORT AND TRAINING Aboriginal Human Resources Development Strategy Human Resources and Skills Development Canada (HRSDC) carries out its responsibility for Aboriginal employment program policies, designs, and operations through its Aboriginal Affairs and Aboriginal and Youth Employment Directorates. Together, they work in close collaboration with Aboriginal organizations and communities, and with HRSDC Regional offices, to develop the employability of Aboriginal people and create meaningful job opportunities for them. Type of Assistance The Aboriginal Human Resources Development Strategy (AHRDS) is designed to expand the employment opportunities of Aboriginal people across Canada. Under this Strategy, Aboriginal organizations design and deliver employment programs and services best suited to meet the unique needs of their communities. The AHRDS is designed to assist Aboriginal people to prepare for, find and keep jobs. Achievement, Independence, Motivation (A.I.M.) for Work is a community-based employment program that promotes the equality of employment opportunities for persons with physical disabilities. A.I.M. for Work uses a full range of the highest quality vocational rehabilitation intervention methods available, with a special focus on employment services. There is no cost to eligible participants. Persons eligible for A.I.M. for Work must: have a chronic illness or physical disability live in the area served by Selkirk and Steinbach Human Resources Centre and Employment and Training Services Interlake Types of Assistance Assistance is employment-related. If eligible, A.I.M. may be able to help with the costs of vocational testing, ergonomics expertise and technical aids, as they relate to vocational planning and employment. 9 Employment Support and Training Brandon Community Options Inc. Brandon Community Options Inc. is a non-profit agency that provides residential and daytime options for adults with intellectual disabilities. Adults whose disability occurred before the age of 18 are eligible for assistance. Type of Assistance There are two assistance options: Residential assistance provides individuals with the choice of living independently or having one, two or three roommates. Daytime options can range from employment opportunities, to volunteerism, to recreational activities. Support provided in either area will vary depending on the person s need. 10 Employment Programs and Services for People with Disabilities Guide Canadian National Institute for the Blind (CNIB) Founded in 1918, The Canadian National Institute for the Blind (CNIB) is a nationwide, community-based, registered charity that reaches out to communities across the country. CNIB is committed to public education, research and the vision health of all Canadians. CNIB provides the services and support necessary to enjoy a good quality of life while living with vision loss. Canadian residents who have suffered vision loss are eligible for assistance. 11 Employment Support and Training Canadian Paraplegic Association (Manitoba) Inc. The Canadian Paraplegic Association (Manitoba) Inc. (CPA) helps individuals with spinal cord injuries and other physical disabilities achieve independence, self-reliance and full community participation. Individuals who have spinal cord injuries and other physical disabilities are eligible to apply for assistance. Individuals with intellectual disabilities are eligible for assistance. 13 Employment Support and Training Community Mental Health Services Parkland Regional Health Authority The Parkland Regional Health Authority offers a range of community-based mental health services. Eligible individuals may continue to live at home while receiving treatment. All services are free of charge and confidential. All residents of the Parkland Region are eligible for assistance. Type of Assistance Psychosocial rehabilitation services: Intensive Case Management (ICM) program Employment Development Counselling (EDC) program These services provide counselling for adults with persistent psychiatric disorders that affect the ability to handle routines of daily living over the long term. Both the ICM and EDC programs help people develop skills and support them through the choose, get, keep, model of psychosocial rehabilitation. Employment development counselling includes vocational planning, training, support services and job placement for those who choose to pursue employment. Proctor service: Proctors are hired by Community Mental Health Services to work one-on-one with people with mental health disorders. The focus is on teaching and support with the goal being an improved quality of life. HERO club (Helping Everyone Reach Out): HERO club provides social, recreational and employment-related activities for adults whose psychiatric disorders are persistent and long-term. 14 Employment Programs and Services for People with Disabilities Guide Counselling and Disability Services Red River College Red River College (RRC) believes personal well-being is critical to academic success in postsecondary education. RRC offers counselling support to students struggling with personal, academic, career direction and financial concerns. Counselling and Disability Services is also responsible for the development and implementation of support services for students with disabilities. RRC students with diagnosed disabilities (learning, mental health, physical) are eligible to receive educational and emotional support services as determined by current documentation and an RRC counsellor. 15 Employment Support and Training El dad Ranch, a program of the Mennonite Central Committee Manitoba El dad Ranch is a multifaceted semi-rural program that provides safe residence, life skills training, vocational training and education for men who have defined intellectual disabilities or meet other approved criteria. Consistent with Mennonite values, the program helps eligible men set goals for themselves and learn ways to achieve them. Questions of eligibility should be directed to the Beausejour office of Family Services, director of Supported Living Program. Type of Assistance El dad provides three programs: Klassen House Program men in need of limited support or supervision evening and overnight supervision in the house depending on client needs perfect for individuals who enjoy semi-rural independent living staff are available on site at all hours Supported Living Program men in need of intensive support and supervision participants become involved in structured and appropriate day programs staff on duty all hours, every day Alternative Justice Program men with intellectual disabilities serving community or parole sentencing for nonviolent, non-sexual crimes intensive individual programming in all areas of day-to-day life continuous staff support and supervision El dad also offers a stand-alone program that accommodates a range of needs and abilities, from supervised assistance with chores, to a planned entrance into the workforce, formal or otherwise. 16 Employment Programs and Services for People with Disabilities Guide Employment Equity Program Manitoba Hydro This program is an approach to identify and eliminate systemic disadvantages in employment that Aboriginal peoples, women, persons with disabilities and members of visible minority groups have historically faced. It is Manitoba Hydro s intention to ensure that members of these under-represented groups are given the opportunity to participate equitably in employment and career advancement opportunities consistent with their abilities and aspirations. requires membership in the target population: Aboriginal people, women, persons with disabilities and members of visible minority groups. Type of Assistance Consultation services are provided in the areas of employment preparation and opportunities. Financial assistance is available to post-secondary students who enter fields of study that complement corporate occupational requirements. 17 Employment Support and Training Epic Opportunities Epic Opportunities exists to celebrate the gifts and uniqueness of people with developmental disabilities and support their growth in all areas of their life. It operates on the belief that everyone has the right to work and to receive equal pay for equal work. Epic Opportunities builds partnerships within the business community, working together with employers to determine and address human resource needs. Hope Centre Inc. is a Christian non-profit organization. People with developmental disabilities who live in Winnipeg are eligible for assistance. Type of Assistance The centre s employment program offers four separate day services to help people with developmental disabilities obtain competitive employment. Hope Centre Inc. Focus on Employment Inc. is an employment support project designed to help individuals with disabilities enter or re-enter the workforce within the Swan Valley Health District. 19 Employment Support and Training Independent Living Resource Centre (ILRC) The ILRC is a self-help organization that provides information and referral services, peer support, individual advocacy, independent living skills assistance and various other services for people with disabilities. Persons of any age who are affected by a disability are encouraged to join. Type of Assistance The ILRC is a peer-led organization that is operated by people of all ages and disabilities. Although the centre does offer information and referral services, the main objective is for peers to help and support each other. 20 Employment Programs and Services for People with Disabilities Guide Interlake Employment Services Interlake Employment Services provides supported employment services throughout Manitoba s Interlake region for people with intellectual disabilities, mental health issues and learning disabilities. The organization helps people from Arborg, Ashern, Gimli, Lundar, Selkirk, Stonewall, and other Manitoba Interlake region communities. Type of Assistance The Interlake Employment Services centre offers a variety of supported employment services. 21 Employment Support and Training Juniper Centre Inc. The Juniper Centre is a non-profit agency that provides programming for special needs adults. Adults living with a mental disability residing in the city of Thompson are eligible for assistance. Type of Assistance The centre offers a variety of skills and employment-related supports including: supported employment job readiness training a retirement program Five businesses are operated out of the facility. They are: the local handi-van service an in-house catering business a decorating business a flyer delivery service a wood shop A large portion of the income from these businesses is paid to participants as wages. 22 Employment Programs and Services for People with Disabilities Guide The Manitoba Civil Service Commission Internship, Equity and Employee Development Program The Manitoba Civil Service Commission offers internship, development and career assistance programs to diverse applicants from both government and private sectors. The objective is to promote public service employment by providing training, mentoring, networking, personal development opportunities and exposure to a variety of government business areas. Government goals include staff diversity, enhancement and replenishment that anticipates increasing retirements among senior staff in years to come. Types of Programs Career Assistance Program for Persons with Disabilities The Career Assistance Program for Persons with Disabilities supports employment of people with disabilities in government jobs by assessing, accommodating and placing them in workplaces to improve their likelihood of success. Management Internship Program (MIP) MIP is a three-year program that provides training and development opportunities to government and private sector interns who are interested in civil service careers. The program prepares interns to compete successfully for professional and managerial civil service opportunities. After orientation, interns are rotated through a variety of work assignments and provided with ongoing mentoring and structured training. The program provides accelerated learning and maximum exposure to government operations. Administrative Staff Certificate Program The Administrative Staff Certificate Program is a series of Organization and Staff Development workshops that provide professional development leading to certification for administrative support staff. 23 Employment Support and Training Manitoba League of Persons with Disabilities A united voice of people with disabilities and their supporters that promotes equal rights, full participation in society and facilitates positive change through advocacy and public education. The league is open to all persons who are disabled or want to support disabled individuals. 25 Employment Support and Training Rehabilitation & Recovery Service Canadian Mental Health Association: Winnipeg Region The Canadian Mental Health Association helps individuals who have mental illness, including those with a co-occurring disorder (substance abuse/dependence or gambling), choose and achieve important goals related to: a place to live meaningful employment or education meaningful activities People living in Winnipeg, who have a diagnosed mental illness, are eligible for assistance. Type of Assistance The services offered provide an organized, step-by-step process using the individual s strengths to define goals, set a course of action and achieve satisfaction in the desired new role by developing needed skills, resources and supports. Winnipeg individuals living with mental health issues and returning to the workforce, are eligible for services. 28 Employment Programs and Services for People with Disabilities Guide Society for Manitobans with Disabilities (SMD) SMD offers support programs and services that provide people with assistance as they improve the quality of life for themselves and others living with disabilities. From education and work training to counselling and therapy programs, professionals and volunteers connect people with the resources they need to become more active in their community, participating in more activities and enjoying a greater level of independence. Adults and children living with disabilities may be eligible for assistance from SMD. is program specific. Types of Assistance SMD focuses on education and training, as well as counselling and therapy programs, to help people with disabilities become more active within their communities. Professional staff and volunteers help connect people with the resources that are necessary to participate in more activities and achieve a higher level of independence. 31 Employment Support and Training St. James-Assiniboia Industries Inc. (SJAI) Employment Services Incorporated in 1979, SJAI provides pre-employment and employment services for persons with intellectual, mental and physical disabilities in jobs of their choice. These services are carried out in community settings. SJAI accepts referrals of individuals who are unemployed or on income assistance, have intellectual, mental or physical disabilities, and who are interested in obtaining pre employment training or employment. Type of Assistance SJAI Employment Services employs professional staff to help individuals with disabilities in all phases of employment including: writing resumes learning job interview skills writing cover letters job hunting Pre-employment and employment support includes: assertive employment skills one-to-one job seeking assistance On-the-job support includes: monitoring follow-up services SJAI Employment Services also provides assistance in advocacy, counselling needs and financial needs. 32 Employment Programs and Services for People with Disabilities Guide Supported Employment Options ACL Beausejour Supported Employment Options works closely with employers to tailor services that address their specific needs. Upon request, Supported Employment Options will review employer needs, analyze potential positions and identify qualified employee candidates. Individuals who face barriers to employment are eligible for assistance through this program if they live in the Anola, Beausejour, Lac Du Bonnet, Oakbank, Pinawa, Pine Falls and Whitemouth areas. 34 Employment Programs and Services for People with Disabilities Guide Vocational Rehabilitation Program Manitoba Family Services and Consumer Affairs The Vocational Rehabilitation Program helps eligible adults with disabilities pursue and secure gainful employment by providing vocational training, education and support services. To be eligible for Vocational Rehabilitation Services, a person must be: a resident of Manitoba with a mental, psychiatric, learning or physical disability 16 years of age or older legally entitled to work in Manitoba willing to prepare for, obtain and maintain employment Proof of a qualifying disability diagnosed or assessed by an appropriate professional must also be included. Types of Assistance Vocational Counseling: a vocational counselor will assist in exploring vocational goals based on the individual s interests, abilities and skills. Assessment: specialized vocational assessments may be used to help identify appropriate employment options and supports. Vocational Planning: planning is done on an individual basis to address each person s unique training or employment support needs. It may involve a single service or a multi-year training plan that includes a variety of supports. 36 Employment Programs and Services for People with Disabilities Guide CONNECT Employment Services CONNECT Employment Services was founded in 1990 by a small group of individuals who wanted to create an agency that focused on supporting adults with intellectual disabilities. The vision for this new agency was to enable persons with intellectual disabilities become fully integrated into the community, including having jobs in the community, where they would work in businesses of their own choosing, according to their own talents and interests with a diverse group of co-workers. CONNECT Employment Services offers placement services, job search assistance and training support in community-based settings to adults with intellectual disabilities. Any adult who has an intellectual disability as their primary disability is eligible to apply for services. Services are available to a wide range of people with varying intellectual disabilities, including: people who are very independent and require minimal support to find and train for a job people who require a significant amount of support to find and train for a job people who require one-to-one support to work and participate in the community Individuals interested in becoming involved with CONNECT must talk to their social worker and request a referral. A personal interview will then be arranged. If the individual meets the requirements, they will be placed on a waiting list, and will be placed in the appropriate program when a spot becomes available. Type of Assistance CONNECT Employment Services offers the following programs: Competitive Employment Program: Designed to assist job ready individuals to find and maintain paid work within one year. Ongoing support is provided to successful participants to encourage job retention and assist with career development. Competitive Employment Transition Program: Designed to assist individuals who require further skill development to become job ready. Participants are expected to find and maintain paid work within two years. Ongoing support is provided to successful participants to encourage job retention and assist with career development. Individualized Program: Designed for individuals who have demonstrated an interest in working and participating in the community, and will require intensive support to do so. 37 Employment Search CONNECT Employment Services (continued) CONNECT offers the following services: Transition Planning: By invitation, CONNECT can attend transition-planning sessions with social workers and teachers to help identify and plan for appropriate support services after school is completed. Summer Employment Exposure Program is another CONNECT program, which allows individuals with intellectual disabilities an opportunity to try CONNECT services while gaining meaningful work experiences in the community. Work plans: When a client joins CONNECT, they will receive assistance in developing a work plan. The purpose of the work plan is to identify the individual s choices, potential opportunities in the community and the supports required to realize those choices. Support networks, which could include family members, advocates and friends, may be included in the planning process, in recognition of the important role they often play in the lives of people with intellectual disabilities. Work plans are reviewed on an annual basis. Employment Preparation: Staff help clients prepare a professional resume and teach them about employer expectations. Staff can also co-ordinate and attend interviews with potential employers. Job Search Assistance: Each individual is marketed to employers in the community and is assisted in finding a job that meets their needs. Staff also encourage and nurture relationships between clients and others in the community, and promote awareness of each person s abilities. Transportation: CONNECT assists clients in planning transportation routes to and from work, which may require that the individual be accompanied by a staff member when using public transportation. The majority of CONNECT clients qualify for financial assistance for transportation through employment and income assistance, vocational rehabilitation or supported living. Training: Services continue at a person s workplace, where a CONNECT staff member will work with the client and employer to develop a training and support strategy. Staff supports a client in learning their job, understanding the policies of the workplace and developing effective and meaningful relationships with co-workers and supervisors. Once the client is working successfully, CONNECT staff will decrease their support to encourage independence and the development of natural supports in the workplace. Long-term Support: Once the initial training period is complete, CONNECT staff continue to provide support to the client and employer to encourage job retention and personal development. (CFEI) CFEI aims to strengthen communities in the eastern Interlake by focusing on business and community development, and developing opportunities. The program provides participants with the training and supports necessary to start a business by offering business planning, selfemployment/entrepreneurial skills training (includes classroom instruction) and individual consulting. Participation is subject to eligibility restrictions. Participants are eligible for up to 52 weeks of training and business supports (planning and on-going coaching) with up to 39 weeks of income support. Businesses must be launched by the end of the 13th week of participation in the program. Employment Manitoba (EM) has contracts with several service providers (organizations who provide service on behalf of EM) to deliver the SE program. Service providers assess the feasibility/viability of business ideas, provide coaching in business plan development/ implementation and offer other business supports as required. In Winnipeg, the program is delivered on either an individual basis or in a group setting and businesses must operate within City of Winnipeg boundaries. If the business will be operating in rural Manitoba, contact the local Employment Centre for more information on the SE program. is based on federal Employment Insurance (EI) legislation and EM guidelines. To be eligible, applicants must be unemployed (working less than an average of 20 hours/week) and be a current or previous EI benefits recipient. Specific additional criteria will apply. Clients who have a disability that will affect their ability to make the business sustainable in one year are eligible for support for a maximum duration of 78 weeks. Applicants must: demonstrate that self-employment is the most appropriate option have a viable and feasible business concept be legally entitled to work in Canada be able to contribute equity towards the business (in cash or in kind) in the amount of 25 per cent of the total EI benefits/living allowances received during the program, up to a maximum of $4,000 Applicants must not: have received funding for skill training within the past two years have been funded by EM or Human Resources and Skills Development Canada (HRSDC) for the SE program within the past five years start the business or be deemed to be self-employed (according to the regulations of EI or Canada Revenue Agency) prior to being accepted into the SE program Continued on next page 56 September 2011

Each offers a unique program with different time frames, curricula and class sizes. Applicants are encouraged to attend information sessions with more than one service provider; but applicants may apply with only one: Meyers Norris Penny ( ) The YMCA/YWCA ( ) CDEM (for francophone service delivery throughout Manitoba) ( ) 1. a service provider about attending an information/orientation session to get an overview of program and what s involved in becoming self-employed. Complete a form so that initial eligibility can be verified. 2. Provide a written business description related to the business concept and attend a personal interview. Using a combination of the business description, application and a personal interview, the service provider assesses suitability for self-employment, the viability and the feasibility of the business idea, and whether the business concept is suitable for public funding. 3. Complete the EM Self Employment Program application form (including an income assessment form) for review by EM. Applicants are encouraged to research business ideas, but must not go beyond the research stage at this point. Applicants should not: secure financing purchase a business or a franchise enter into a contract to purchase a premise or a property obtain an occupancy permit, a development permit or an authorization clearance from the zoning branch enter into a lease or take out an option to lease buy or rent equipment specifically for use in the business enter into contracts for supplies (ex: office supplies, materials) sell goods or services connected with the business at any time before acceptance advertise for staff and/or hire anyone for work connected with the proposed business any time before acceptance install a business phone line 4. If selected for the SE program, applicants will be required to sign an agreement with the Province of Manitoba, under which applicant obligations will include: preparing and submitting to the service provider, within the allotted period, a business plan that demonstrates potential for long-term self-employment and self sufficiency launching the business within the allotted timeframe (no later than 13 weeks after your program start date) working full-time on developing and implementing the business plan/business (minimum 30 hours a week) submitting monthly business activity reports and financial statements to the service provider reporting any income from sources other than the business Outside Winnipeg the program is offered on an individual basis following similar procedures to those outlined above. the local Employment Centre for more information.
