1 National Business Continuity 5 year Strategy Chief Officer Mike Bowron QPM States of Jersey Police

2 Introduction Purpose This five-year strategy sets out ACPO s vision for delivering business continuity nationally throughout the police service of England, Wales and Northern Ireland. It shows how we plan to deliver our statutory business continuity duties as Category One Responders under the Civil Contingency Act It also shows how and where we intend to add value so that we not only achieve our statutory aims but, where possible, provide good business practice and value for money. This is a long-term strategy. Priorities may be subject to change in both legislation and governmental policy. Flexibility is a cornerstone of the strategy and will enable us to adapt quickly to changing circumstances. However, if all remains the same, the objectives set out here are what we believe we can achieve over the next five years. Our strategic vision The strategic vision driving this business plan is to:- Improve the organisational resilience of the police service of England, Wales and Northern Ireland through effective business continuity management. Roles and responsibilities The Civil Contingency Act 2004 section 2 (1)(c) places a duty on Category One Responders including police forces of England, Wales and Northern Ireland to:- Page 2 of 7

3 Maintain plans for the purpose of ensuring, so far as is reasonably practicable, that if an emergency occurs the person or body is able to continue to perform his or its functions. This is achieved by each force, having an effective business continuity management system, which is regularly exercised and maintained. Each of the nine ACPO policing regions currently has a business continuity forum which is attended by each member s business continuity coordinator. The regions provide a representative to the national police business continuity forum Chaired by Chief Officer Mike Bowron (States of Jersey Police), who in turn reports to the ACPO Emergency Procedures portfolio holder. Aim The aim of this plan is to ensure that the police service of England, Wales and Northern Ireland fulfils its statutory duty under the Civil Contingencies Act 2004 to plan, exercise and maintain effective Business Continuity management systems. Structure The three core objectives framing the plan are:- 1. To raise Business Continuity awareness throughout the police service of England, Wales and Northern Ireland. 2. To improve the standard of each forces Business Continuity management system. 3. To promote continued professional development for Business Continuity practitioners. Page 3 of 7

4 Business strategy TO RAISE BUSINESS CONTINUITY AWARENESS THROUGHOUT THE POLICE SERVICE OF ENGLAND, Objective 1 WALES AND NORTHERN IRELAND. Business Continuity to be fully incorporated including duties and objectives within the Police Authorised Professional Practice achieved: 1 ACPO Business Continuity Lead CO Bowron to engage with ACPO to ensure inclusion in the Authorised Professional Practice ACPO raise the profile of business continuity to the police service Provide the opportunity for awareness training to all Senior Officers on the benefits of effective business achieved: 2 continuity management ACPO and HMIC to promote the necessity of having effective business continuity management Develop a generic business continuity elearning package The national business continuity forum to develop a learning package based on the Business Continuity achieved: 3 Institutes Good Practice Guidelines / ISO 22301/22313 ACPO to recommend the training for all police staff charged with business continuity responsibilities. Organise regional / national business continuity exercises Each regional to develop a business continuity exercise to test regional interoperability / mutual aid (example - National Fuel Dispute / Pandemic / Public Sector Strikes) achieved: 4 National business continuity forum in collaboration with PNICC to develop a national business continuity exercise Develop business continuity hot topic seminars Page 4 of 7

5 achieved: 5 achieved: 6 National / Regional business continuity forums to develop topical seminars to raise awareness and exchange good practice (example NW Region facilitated national seminars on Pandemic & Contingency Premises issues 2010) Request that business continuity topics are featured at future ACPO Emergency Procedures conferences Enhance the national / regional business continuity forum Appoint regional forum Chairs / Deputy Chairs Coordinate the regional forum meeting agendas and provide feedback to the national forum National forum to coordinate the regional responses Update the ACPO EP Lead regarding the readiness state of national business continuity Objective 2 achieved: 1 achieved: 2 achieved: 3 TO IMPROVE THE STANDARD OF EACH FORCES BUSINESS CONTINUITY MANAGEMENT SYSTEM. Promote the new international business continuity standard (ISO 22301/22313) as the benchmark for the police service to aspire to ACPO Business Continuity Lead CC Bowron to write to all Chief Constables explaining and promoting the use of ISO 22301/22313 as a benchmark standard for the police service Provide ISO 22301/22313 training for each force business continuity practitioner Develop a national self-assessment template based on ISO 22301/22313 The national business continuity forum to form a group of regional members to develop the template Promote the use of peer assessments National forum to identify suitably experienced business continuity practitioners to conduct peer assessments Promote the use of peer assessment as a benchmarking tool for forces Page 5 of 7

6 achieved: 4 Business continuity assessors to provide written feedback to the assessed force utilising the ISO 22301/22313 assessment template Raise awareness of the new international standard (ISO 22301/22313) with HMIC, regarding future inspections Provide training for HMIC regarding the ISO 22301/22313 for future inspections Objective 3 achieved: 1 achieved: 2 TO PROMOTE CONTINUED PROFESSIONAL DEVELOPMENT FOR BUSINESS CONTINUITY PRACTITIONERS. Raise awareness to ACPO on the benefits of business continuity practitioners gaining recognised industry qualifications National business continuity forum to identify the suggested minimum level of competence for all police service practitioners (example CBCI / AMBCI / MBCI) ACPO Business Continuity Lead to write to all Chief Constables explaining the business benefits of having suitably qualified practitioners in force Work in partnership with the Business Continuity Institute to raise practitioner skills and experience The national business continuity forum to continue to work with as a corporate partner the Business Continuity Institute The police service to take up the offer of one member of each force being admitted to the institute at associate level Business continuity practitioners to work towards gaining full membership of the Business Continuity Institute Page 6 of 7

7 Monitoring and delivery The business plan will drive the ACPO Business Continuity work programme for the next five years. Work plans based on the core objectives will be developed and reviewed by the ACPO Business Continuity Lead, CO Bowron, at six monthly intervals. The use of a wide range of police service Business Continuity practitioners to work on the plan will raise subject awareness and expertise across the service and beyond. Accountability The ACPO Business Continuity work programme is accountable to the ACPO Emergency Procedures Portfolio holder. This business plan and subsequent monitoring and review will be subject to his scrutiny and approval on request. Page 7 of 7
