1 JOB ANNOUNCEMENT Houston Housing Authority POSITION TITLE: Master Plumber DEPARTMENT: Houston Housing Authority SALARY: Negotiable DATE POSTED: 11/05/09 CLOSING DATE: Until Filled FLSA CLASS: Non-Exempt POSTING MPHHA General Overview: The Master Plumber is responsible for all levels of repair and preventive maintenance on all plumbing systems including domestic water, hot water, chilled water, sewer, storm water, air, gas and vacuum. Specific responsibilities include; but are not limited to the following: Duties and Responsibilities 1. Clean mechanical rooms, pick up and deliver parts. 2. Assist other mechanics as required/directed. 3. Perform basic calculations and conversions. 4. Use hand and power tools associated with the trade. 5. Perform all plumbing maintenance tasks assigned by the supervisor. 6. Process hot work permits. 7. Perform safety duties as a fire watch. 8. Complete paperwork including but not limited to work orders, inventory, and preventive maintenance forms. 9. Perform intermediate math calculations including simple, rolling and parallel offsets with the use of a pipefitter s handbook. 10. Locate, install, connect, and test complete drain, waste, and vent systems. 11. Locate, install, and connect roof, floor, and area drains. 12. Perform repairs and replacements of various types of plumbing valves. 13. Locate, install and connect roof, floor, and area drains as associated with horizontal and vertical storm drainage systems. 14. Install basic plumbing fixtures, including bathtubs, shower stalls, lavatories, sinks, water closets, urinals, and related vales and faucets. 15. Troubleshoot and repair fixtures, valves and faucets. 16. Use soft soldering techniques in the installation, maintenance and repair of plumbing systems. 17. Use silver soldering techniques in installation, maintenance, and repair of plumbing systems. 18. Operate specialty tools of the plumbing trade including hand dies, taps, and freeze tools. 2 Page 2 of Use troubleshooting techniques in the maintenance and repair of plumbing systems. 20. Install different types of vents used in a DWV system. 21. Install, diagnose and repair pumps, controls and sumps used in sewage and storm water removal systems. 22. Size water supply systems, including calculating system requirements and demand, developed lengths, pressure drops, and system efficiency. 23. Install, repair and replace the different types of backflow prevention devices. 24. Assemble water pressure booster system an drecirculating systems using pumbs, storage tanks, controls, piping and fittings. 25. Diagnose and repair water supply and drainage piping, water heaters and other common plumbing appliances and fixtures. 26. Use and install fire-stoping materials. 27. Use all gas powered equipment relating to plumbing maintenance. 28. Perform on the job task organization including personal responsibilities, task organization, safety and quality control. 29. Perform minor and major repairs and replacements of traps and interceptors. 30. Size basic water supply piping based on fixtrure demand and code requirements. 31. Establish and follow Houston Housing Authority standard procedures in servicing of plumbing applications. 32. Size drainage and waste piping and solve associated problems. 33. Perform minor repairs to chilled water system components. 34. Perform minor repairs to commercial kitchen equipment, including disposals, dishwashers, sinks, faucets and basins. 35. Install and maintain compressed air systems including piping and all associated plumbing components. 36. Install and maintain hydronic heating systems. 37. Install and maintain corrosive resistant waste systems including piping and all associated components. 38. Install and maintain gas systems. Qualifications and Knowledge Work requires an educational background normally acquired through a high school education with course work in skilled crafts, or an equivalent combination of relevant education and/or experience. Possess a valid Texas Drivers license. Received training on general OSHA standards and requirements. Received training on the use of portable fire extinguisher. Received training on hazardous waste awareness. Received training on asbestos hazards and safety. Received Fleet Safety training. Received training on the Computerized Maintenance Management System. Received training on communication etiquette including phone, radio and customer service. Received training on hot work permits. Received training on fire watch safety procedures. Received confined space entry procedures training. Received training on the use and maintenance of gas detection devices. Received Lock-out/Tag-out procedures training. Received training on firestopping materials. Received training on gas powered plumbing equipment. Received training on computer software applicable to maintenance operations. Possess a State of Texas Plumbing Contractor s License. Possess Local/State Cross Connection certification. 1. Knowledge and maintenance of private water systems including well casings, pumps, caps and pressure tanks.
3 Page 3 of 5 2. Review design documents and evaluate compliance to standards and specifications. 3. Conduct job-site inspections to determine compliance to standards and codes. 4. Make work assignments to lower level personnel using applicable planning and scheduling methods. 5. Conduct training sessions for lower level personnel in any plumbing related topic. 6. Use computer software applicable to maintenance operations. 7. Provide logistical support for any plumbing maintenance activity. 8. Analyze system or component failures and recommend proper corrective actions. 9. Design and implement preventative maintenance procedures for plumbing equipment. 10. Ability to lift fifty (50) pounds. 11. Valid Texas driver s license or obtain such within the first thirty (30) days of employment. Must be able to drive under varying weather conditions. Eligibility for coverage under PHA Fleet insurance. 12. Must Pass Drug Test 13. Perform supervisory duties in the supervisor s absence. 14. Perform other related duties incidental to the work herein. Supervision Received and Given The employee receives assignments from the Construction Superintendent. Most instructions the employee receives are specific in nature; occasionally he/she will receive broad directive or policy statements. The employee initiates and follows through on routine tasks with minimal supervision. The employee's work is evaluated for conformity to organizational policies and attainment of personal performance evaluation objectives. Situations that arise which are not covered by instructions are referred to the supervisor or dealt with independently, depending on the circumstances. The employee gives general assignments to all lower level staff when project needs to be accomplished. Guidelines The employee follows various written guidelines in performing work. Guidelines generally are not available for daily operating decisions, emergency decisions or unusual circumstances. Situations not covered by guidelines are referred to the supervisor or handled independently, depending on the circumstances. Complexity The employee performs a wide variety of tasks that range from routine to difficult. The employee identifies work to be done and determines the course of action to follow. The employee coordinates, integrates, and
4 Page 4 of 5 prioritizes the tasks, and intermittently makes decisions regarding unusual circumstances, conflicting data, or other non-routine occurrences. Problems and issues are easily identified and decisions made by the employee my involve work in several authority activities. Scope and Effect The employee s work primarily affects maintenance, its accomplishments to complete its projects on schedule, within budget, and has maintained the PHA developments in an above average appearance. Successful accomplishment of the maintenance function is essential to achieving the Authority s basic mission to provide housing that is decent, safe, and sanitary. Personal Contacts The employee has contact primarily with authority employees, residents, local contractors, and consultants. Normally, contacts require ordinary tact and courtesy. Infrequently, the employee may be involved in negotiations or controversial matters, which require extra tact and diplomacy. Contacts are to obtain or give information or facts, or to plan and coordinate activities. Contacts may also be made to motivate, influence, direct, or to justify, defend, negotiate, or resolve significant matters. Physical Demands Work is performed both indoors and outdoors that involves physical exertion common to the construction, rehabilitation, and maintenance industries, such as bending, stooping, standing, and walking on rough terrain. Work may require specific physical characteristics and abilities such as above-average strength, agility and dexterity. Work hours may vary from the normal core hours of the agency and on occasion may involve weekend work. Work Environment Work involves moderate risks and discomforts, which are common to architects, engineers, and contractors. The Working Foreman may require special safety precautions and use of protective clothing or gear, such as a helmet, mask, goggles, steel-toe-shoes, or a safely belt.
