3 NRMC Centralized Training Objective Develop standardized training plans, exportable to all locations Training Plan Development B-Code leads coordinate and manage input from all RMC SMEs Developed plan to be approved/promulgated by CNRMC Practical factors are being developed/integrated into training plans Standardization Develop continuous training - full range of experience/qualifications Incorporate issues associated with all ports - minimize process differences. 5 Integrated Test Coordinator Example Position Description Roles & Responsibilities A. Approve and provide oversight of the contractor s development and management of the Integrated Test Plan (ITP). B. Ensure the ITP is functionally linked to the Integrated Production Schedule per NAVSEA Standard Item This linkage shall ensure the ITP is responsive to changes in production schedule such that when production item completion dates change, their associated test dates change as well. This can be accomplished automatically within the framework of scheduling software or can be accomplished manually at a periodicity of at least weekly. C. Ensure the ITP includes all testing for all maintenance activities. Act as; Ensure; Collect. 19 Total Roles & Responsibilities currently identified Required Qualifications A. Knowledge of Mechanical Engineering as applicable to ship s auxiliary machinery, piping and refrigeration systems, combat systems, weight handling equipment, and crew habitability systems (sanitary, plumbing, galley). B. Knowledge of Electrical Engineering as applicable to ship s Electrical system functions, limitations, design, operations, performance, safety parameters and maintainability. C. Knowledge of basic project management principles. This would include but not limited to planning, organizing, directing and controlling organizational resources in order to meet the goals and objectives. 12 Core Competencies identified & 3 required Skills. Required Training A. An Engineer or Engineering Technician with prior training as a Lead Test Engineer at a Naval Shipyard meets or exceeds training requirements. B. On the job, over the shoulder training may be required from Naval Shipyard Chief Test Engineer (CTE) organization until skills can be developed. 5
6 Individual - Maintenance Team Positions to be Trained Ship Building Specialist - Responsible for using comprehensive subject matter knowledge to make informed decisions on each work item assigned Contract Specialist - Responsible for contract management oversight of the support contractors Project Manager - Responsible for the management of an Avail & emergent unscheduled work - Coordinates the on-site SBSs Assessment Coordinator - Responsible for the implementation, coordination and execution of TSRA and all other assessment events Integrated Test Coordinator - Manages the Avail certification process for the PM Port Engineer - Plans, develops and manages the work package and technical adjudication of work for the Avail 6
7 Individual Maintenance Training - SOSMRC Objective: The course is focused on providing Prospective Commanding Officers (PCOs) and Prospective Executive Officers with core knowledge and skills such as damage control procedures, equipment operation, material self-assessment, and shipboard safety requirements Recent updates to the course focus on material self-assessments and material readiness Training has classroom and hands-on segments Regular NRMC engagements with SOSMRC to educate PCOs on new efforts in the maintenance community 7 7
8 Core Group Training - Maintenance University Ship s Force example Objective: The training is focused on providing Ship s Force the processes, procedures and subject matter knowledge to perform preventative maintenance on their ship in an effort to reach ESL. SMEs and Ship s Force visit a host ship to be trained in the processes and procedures of preventative maintenance Sailors gain first-hand experience performing maintenance duties Ships receive supervised maintenance during the training Special attention is paid to corrosion control 8 8
9 Maintenance Team Training : IPTD Goals and Objectives Align Project Teams with shared mission, visions, expectations and strategies Brings key stakeholders customers together (public and private) at specific times during advance planning and execution Reinforce Project Team skills, roles and responsibilities, communications, meeting processes and accountability Rapidly adopt/incorporate Lessons Learned and Best Practices from past availabilities Review and refine project planning and execution products while applying project management methods, tools, and processes to availability planning and execution Mitigates risks (availability planning and execution) through early identification of issues and communication Provides professional development Reduced availability costs 9
