4 Community Service: Adopt a Spot Program Starting Garbage Collection Service For additional information, please contact the Department of Public Works at Trinity Avenue, Suite 4800 Atlanta, Georgia Attention: Customer Service Division (office) (fax) The City of Atlanta Department of Public Works (DPW) is seeking volunteers to lend a hand in keeping public spaces clean. Any portion of the City s public right-of-way, is eligible for adoption including traffic islands, medians, city owned lots, and MARTA stops, if available. Volunteers are required to agree to maintain the adopted space for up to one year and complete DPW Safety Training. New property owners can fax or mail a copy of their settlement statement to the Customer Service Division in order to obtain a garbage container ("Herbie Curbie") Starting Recycling Service General questions regarding Household garbage, recycling and yard trimmings, or missed trash pick-ups Backyard Pickup Requests for Fee Reduction/Tax Exemption for Solid Waste Disposal For more information you can visit or contact the Department of Public Works Customer Service Center at or by to publicworks@atlantaga.gov. Customers should contact the Fulton County Tax Commissioner s Office at to make such arrangements. Starting October 15, 2012, all residences will receive a 96 gallon recycling tote as part of the city s Cartlanta program. Household garbage, recycling and yard trimmings are collected weekly on the scheduled collection day. For questions regarding pick up service, please contact the Customer Service Call Center Monday Friday, 8:15 am 5:00 pm. Age and physical condition eligibility requirements. The senior citizen Exemption is administered by the Tax Assessor s office. Taxpayers age 65 and over with an annual income of $39,000 or less can receive a 30% exemption on their Solid Waste service fee. The $30.00 recycling exemption is offered by Public Works for persons (regardless of age) who make less than $8, annually. Hardship cases are reviewed by Fulton County with regards to making payment arrangements - - but not reductions on the bill.

However, information about safe disposal available at website provided. Do not place these items out for pick-up, they will not be collected. The City of Atlanta encourages recycling at all outdoor events. Reservations accepts applications in person Monday, Wednesday, and Friday between the hours of 8:30 a.m. and 1:00 p.m. Tuesday and Thursday between the hours of 1:00 p.m. and 4:30 p.m. on a firstcome, first served basis. At this time you can meet with a representative from the Reservations Office for a 15 min. meeting about your event/application. If you drop off your application any other time, there is a drop box in the lobby on the 16th Floor available 6:30 am - 7 pm.

WATERSHED MANAGEMENT Toilet Rebate Program ($100 rebate for replacing old toilets with more efficient, WaterSense certified 1.28 gallons-per-flush or less toilets) What are my water and sewer rates? Mail your completed signed application, original receipt for the new toilet purchased, and a copy of your most recent water bill to: Metropolitan North Georgia Water Planning District Toilet Rebate Program 40 Courtland Street, NE Atlanta, GA You will receive a letter or once your application is approved and your rebate is processed. Rebate applications take approximately 4 to 6 weeks to process. You should receive your rebate within 2 billing cycles after your rebate application has been approved. Water/sewer rates are based on the amount of water you use. Atlanta and other local water service providers have adopted a conservationbased rate structure as a financial incentive to encourage customers to use less water. Per-100 cubic feet (CCF) rates increase with usage; customers pay one rate for the first three CCF, a higher rate for the next three, and the highest rate for everything else.

7 How do I appeal my bill? How do I get a Senior citizen discount? Call the DWM Customer Service Call Center at , Monday-Friday, from 7 a.m. to 6 p.m. To obtain a Low Income Senior Citizen Discount application via mail, contact the Department of Watershed Management Customer Service Division at Applications are also available at Fulton County Senior Citizen Facilities, Atlanta libraries, City of Atlanta recreation facilities and the Customer Service Office at 55 Trinity Avenue, 1st Floor, City Hall. If you believe your bill is incorrect, there are a few steps you can take: First, you can discuss your concerns by calling the DWM Customer Service Call Center, or you can access a dispute form at ater_and_sewer_bill_dispute_form.pdf and it to watershedhelp@atlantaga.gov. Or, you can mail a letter to: Department of Watershed Management Customer Service Department 55 Trinity Avenue SW, Suite 5400 Atlanta GA Senior Citizens are eligible for a 30% discount on water and sewer bills. Eligibility requirements: You are 65 years or older. You must provide a birth certificate, driver s license or other valid Georgia ID. You have a maximum household income of $25,000 or less. You must provide proof of income, such as previous or current year Federal Income Tax Form 1040 or You are the primary titleholder or leaseholder on the property subject to the bill. You must provide proof of residency, such as a warranty deed or lease agreement. You must be a City of Atlanta water and sewer customer. If you do not receive your water and sewer bill directly from the City of Atlanta, you cannot receive the senior citizen discount. How do I report leaky meters or hydrants? How do I report water emergencies like flooding, a broken water main, water service termination, or contamination? To report a water system leak, please call , press 2. Call the Watershed management Customer Service line at If the leak runs clear and smells like chlorine, it is likely a leak in the water system. If a leak is cloudy and smells like sewage or stormwater, it is likely a leak in the sewer system.

8 How do I report sewer emergencies such as sewer overflows, a ruptured sewer line, a sinkhole, or sewage flooding? How do I report low water pressure? How do I report brown water? How do I report bad tasting water? Call To report a system-related low water pressure problem, contact Customer Service at (press 2). To report persistent brown water, contact Customer Service at To report a sudden, unpleasant change in water taste or odor that does not go away after running the water for 15 to 20 minutes, contact , press 2. Low water pressure may be the result of problems with your plumbing system or it may result from a problem in the pipeline serving your area. If you have low water pressure often, you may have debris in your pipes, water supply and other valves may not be open, or you may have leaks. To address low pressure problems inside your home, you should call a plumber and have your system checked. A sudden drop in water pressure may result from a water main leak or pump station malfunction. Typically, several homes in an area will be affected. If this occurs, DWM crews will be needed to fix the problem. Brown water occurs when normal sediments in the water lines become stirred up or agitated. Agitation can occur when the lines are turned off for repairs or when a line breaks. The brown color is usually from iron (rust) particles that come off of the older pipes. Although it is undesirable, the water is safe to drink. The color can stain white clothes in the washing machine. Try to eliminate the brown color by running your cold water for 15 to 20 minutes (run from an outside faucet). If the color does not go away, the outside lines may need to be flushed. Normally, any taste in tap water can be attributed to the chlorine that is used to purify it. It is not harmful at all. Pouring water into a glass and letting it stand a few minutes will generally eliminate any residual chlorine taste. There are a number of other potential reasons for funny tasting water, including recent plumbing work, new hoses on the dishwasher or washer, or if the water has not been used in a few days. If this is the case, running the water for 5 to 10 minutes should clear it up.

9 LIBRARY SERVICES How do I get a library card? Applications are available at any of the Atlanta-Fulton Public Library branches, or online at The Atlanta-Fulton Public Library system issues free cards to everyone who lives in Fulton County, as well as people who live inside the legal city limits of the City of Atlanta, including the part of the City of Atlanta that is in DeKalb County. Your Atlanta-Fulton Public Library card can open the door to a world of information. The library system offers books, e-audiobooks, DVDs, CDs and videos for you to borrow to use and enjoy, with additional services available online through the library system s website. Cardholders may borrow up to 25 items at one time. Cardholders may also reserve meeting rooms at no charge. To obtain a library card, you must show a form (or forms) of identification that shows who you are and where you live. A completed meeting room application should be submitted to the library manager or designee. Meeting room applications are available at any library location or on-line at You must have an Atlanta-Fulton Public Library card in order to use a computer at a branch location. Printing from the computer costs.10 per page at some branches, and you may purchase a guest card if you do not have a library card at this time. The Atlanta-Fulton Public Library System is pleased to offer free meeting room space for community use. The availability of meeting room space is on a first-come, first-served basis by application. Meetings must be free and open to the public. Groups planning to have food and/or
