3 c. Individual property owners should pay the cost of changing over utility services to connect their residence to underground utilities in the Right-of-way or utility easement. d. Undergrounding of Utilities on Gulf Boulevard should only occur if the County shares the cost with the City. COMMUNITY PLANNING ISSUES 16.
