3 Are you a qualified PM? Federal agencies require a qualified PM for their projects. These are vastly important jobs and often extremely satisfying to those PMs skilled enough to be selected.

5 Does the government have a standard list of skills for a qualified PM? Yes No Maybe Unfortunately, the definitions still vary by y, y y agency for the term qualified PM.

6 Office of Personnel Management Interpretive Guidance for Project Manager Positions was published by the Office of Personnel Management in August This guidance defines three areas of knowledge for the aspiring PM General knowledge Project knowledge Technical lknowledge

8 Federal CIO Council In 2004, the CIO Council's Workforce and Human Capital for Information Technology (IT) Committee released the Federal IT Project Manager (PM) Guidance Matrix. 9 Office of Management and Budget This site issues circulars from the White House. For example, on the OMB site a search for M yields the CIO Council's Workforce and Human Capital for Information Technology (IT) Committee. They released the Federal IT Project Manager (PM) Guidance Matrix. Had enough? Nobody said this would be easy to understand. How about a self-evaluation tool that is quick, easy, and may be helpful prior to a screening interview?

10 Self evaluation for the PM Similar to survey software, we introduce a spreadsheet as an easy tool for a PM candidate to use. The objective is for a PM candidate to fill out the tool before an interview. Using a defined rating scale the candidate may anticipate the interviewer asking questions about experience and where training was received - a good guide for dialog. ( The spreadsheet maintains a summary score for each category. A category rating of 20 points or higher is recommended for a Level 1 project manager.

11 Rating categories The General and the Project Management categories are typical of all Federal requirements. Our Technical category comes from Information Technology (IT) requirements. These are representative ti of fthe level lof specific technical knowledge and will vary by industry. There are three worksheets. Each worksheet has questions on abilities/competencies 1. General knowledge and skills 2. Project Management knowledge and skills 3. Technical lknowledge and skills

12 A rating scale for your use From descriptions published by OPM, OMB, FAI and other federal agencies we propose an objective weighting for the appropriate skills. The rating scale for each criteria i is simple. The objective is to help the individual PM identify areas that need improvement. Rating scale 0 = no training and no experience 1 = training with no experience 2 = experience and knowledge with no training 3 = both thtrained and experienced
