2 ECTA ECTA represents more than 100 companies, including leaders in the following market segments throughout Europe Alternative providers of consumer broadband and triple-play First to launch Internet dial-up, first to launch unmetered Internet dial-up First to launch broadband, first to launch ADSL2+, first to launch IPTV Early/Major investors in FttP (FttB/H) Providers of pan-european/global services to businesses First to launch IP-VPN, first to launch Ethernet services Early/Major investors in FttP (FttO) Challenger mobile network operators i.e. the primary innovators in implementation of advanced telecommunications and broadband services
3 Competition innovation (addressing bottlenecks) Effective competition in telecommunications markets is the best guarantor of innovation (technical, service, quality, price, ) across the value chain, in the telecoms sector and beyond Where a market is characterised by control over bottleneck facilities and is not (yet) effectively competitive, wholesale access obligations are necessary, in the ultimate interest of end-users (consumers and businesses) to: maintain the existing level of competition (avoid re-monopolisation) promote competition going forward i.e. unlock innovation in the telecoms sector and beyond ECTA agrees with the European Regulators Group (ERG) concept of ladder of investment, considers that it is more relevant than ever, and interprets this as providing options for industry to make efficient investment decisions (including make or buy decisions) across the value chain
4 ECTA members priorities: wholesale access Where upstream markets are not (yet) effectively competitive (i.e. where significant market power exists), ECTA members require EACH OF: Access to ducts and associated facilities (chambers, building entries, etc.) Copper and fibre unbundling, with hand-off at a sufficiently large concentration location (e.g. copper MDF / fibre ODF) priority for consumer BB providers is continued workable LLU, where technically and economically viable priority for consumer BB providers is P2P fibre unbundling at large ODF, where technically and economically viable Fit-for-purpose bitstream access, consumer-grade and business-grade priority for business providers is advanced Ethernet bitstream with QoS freedom, multiple VLANs (nation-wide / pan-european) because own fibre and unbundling are only viable in very limited number of locations priority for consumer BB providers is advanced Ethernet bitstream with QoS freedom and advanced multicast capability, to serve areas where LLU and ODF-access are not, and will not be, technically and economically viable, or where FttN/PON architectures are deployed
5 Standardisation of fit-for-purpose bitstream ECTA supports standardisation of fit-for-purpose bitstream (multiplatform), to enable BOTH consumer-grade and business-grade services; ALA is one possible implementation of fit-for-purpose bitstream ECTA wishes to insist on the essential nature of the following features being included in any standardisation work: Consumer-grade bitstream: ability for the access-taker to define multiple own downstream and upstream bandwidth profiles, its own multiple QoS levels ability for the access-taker to use wholesale multicast AND provide its own multicast capability Business-grade bitstream: ability for the access-taker to define multiple own downstream and upstream bandwidth profiles, its own multiple QoS levels ability for the access-taker to create its own VLANs to each customer location, including to serve multi-site businesses General: wires-only interfaces to VDSL2 and GPON CPE freedom
