2 What is TRiO? TRIO is a set of federally-funded college opportunity programs that motivate and support students from disadvantaged backgrounds in their pursuit of a college degree. More than 840,000 low-income, first-generation students and students with disabilities from sixth grade through college graduation are served by more than 2,900 programs nationally. TRIO programs provide academic tutoring, personal counseling, mentoring, financial guidance, and other supports necessary for educational access and retention. TRIO programs provide direct support services for students, and relevant training for directors and staff. As mandated by Congress, two-thirds of the students served must come from families with incomes at 150% or less of the federal poverty level and in which neither parent graduated from college. Thirty-five percent of TRIO students are Whites, 35% are African- Americans, 19% are Hispanics, 4% are Native Americans, 3% are Asian-Americans, and 4% are listed as Other, including multiracial students. More than 7,000 students with disabilities and approximately 6,000 U.S. veterans are currently enrolled in the TRIO programs as well. Programs and Who They Serve. McNair Provides Graduate School Preparation for Undergraduates Educational Opportunity Centers Adults Purpose The primary purpose of the TRiO programs is to prepare disadvantaged persons for successful entry into, retention in, and completion of postsecondary education. In general, these programs identify lowincome, first-generation college students and students with disabilities and provide them with assistance, support and encouragement necessary to complete a postsecondary education. TRiO in South Dakota There are 12 programs in the state of South Dakota bringing $4 million in federal funding. Approximately 2700 students use TRIO program services in South Dakota. 1

5 Student Support Services Student Support services programs increase the college retention and graduation rates of their participants. The program provides opportunities for academic development, assists students with basic college requirements, and serves to motivate students toward the successful completion of their postsecondary education. Student Support Services (SSS) projects also may provide grant aid to current SSS participants who are receiving Federal Pell Grants. 8 Upward Bound Upward Bound provides intensive academic support to participants in their preparation for college entrance. Students must have completed the eighth grade and be between the ages of 13 and 19, enrolled in high school, planning to go to college and need the services in order to fulfill their goals. The overall goal of Upward Bound is to increase the rate at which participants complete secondary education and enroll in and graduate from institutions of postsecondary education. Upward Bound programs also provide a six-week summer experience on a college campus to acclimate and prepare students for college entrance. 9 Upward Bound Services Instruction in reading, writing, study skills, and other subjects necessary for success in education beyond high school Instruction in math, laboratory science, composition literature, and foreign language Academic, financial, or personal counseling Exposure to academic programs and cultural events Tutorial services Mentoring programs Information on postsecondary education opportunities Assistance in completing college entrance and financial aid applications Assistance in preparing for college entrance exams Work study positions to expose participants to careers requiring a postsecondary degree Service learning and leadership activities Targeted instruction to improve performance on State standardized achievement tests 8
10 Educational Talent Search Educational Talent Search (ETS) is primarily an early intervention TRiO program serving mostly individuals aged to encourage students to complete high school and enroll in postsecondary education. However, ETS programs may also serve high school dropouts to age 27 by encouraging and preparing individuals to re-enter the educational system and complete their education. 12 Upward Bound Math/Science Upward Bound Math & Science helps students from low-income families to strengthen math and science skills. In addition, students learn computer technology as well as English, foreign language and study skills. The goal of the program is to help students recognize and develop their potential to excel in math and science and to encourage them to pursue postsecondary degrees in math and science, and ultimately careers in the math and science profession.
