4 AARP New York Nursing Home Consumer Information Survey Background Americans are facing major long-tem care challenges as the United States population ages and people live longer lives. In 1999 there were over 112,000 New York residents in nursing homes 1. A national nursing home study found that 45% of Americans surveyed believe there is not enough government regulation of nursing homes. Moreover, almost seven in ten respondents (65%) believe government is not enforcing quality standards for nursing homes 2. Citizens are concerned about nursing home quality. Having access to information can ease concerns and help consumers make informed decisions as they manage their longterm care needs. The AARP New York Nursing Home Consumer Information Survey examines:!"the priority that AARP should place on work to improve the quality of nursing homes in the state!"the importance of New York providing timely information about individual nursing homes that might help the consumer judge the quality of a facility!"members likelihood of voting for a candidate who supports improving the availability and quality of information on nursing homes!"new York members experience with nursing homes This telephone survey was conducted between December 7 and 14, 2001 with a random sample of 806 New York AARP members. 5 Highlights Eight in ten New York members say it should be a priority for AARP to work to improve the quality of nursing homes. Forty-three percent of members consider it a top priority while 36 percent consider it a high priority. New York AARP members believe it is very important for the state to provide timely information about nursing home quality.!"93 percent of New York members believe it is very important for the state to provide information about whether a nursing home has failed to correct serious problems!"88 percent of members believe it is very important for New York to provide information about whether a nursing home has been subject to fines, penalties, or otherwise cited for deficient care!"87 percent of members believe it is very important for the state to provide information about how well a nursing home has done on its most recent inspections Members report that nursing home issues would likely affect their voting behavior: Seven in ten New York members would be more likely to vote for a candidate who supports improving the availability and quality of information about nursing homes. 6 Findings Eight in Ten Members Rate Working to Improve Nursing Home Quality as a Top or High Priority for AARP Improving nursing home quality is a priority issue for AARP members in New York. Over nine in ten members believe that information on failure to correct quality problems is very important, and almost as many rate information on whether a home has been subjected to fines or penalties and information on the results of recent inspections as very important. 7 Other types of information are also important to consumers. About three in four say it is very important for the state to provide information on the hours of face-to-face or hands-on care provided, the availability of special care units, and the financial stability of the nursing home. 8 Members Would Vote for Candidates Who Support Improving the Availability and Quality of Information About Nursing Homes The level of importance New York members place on nursing home consumer information carries over to their voting behavior. Seven in ten members say they are more likely to vote for a candidate who supports improving the availability and quality of information about nursing homes. Thus, the nursing home experience has touched about 725,000 New York AARP members in the past five years. 9 A Profile of New York Respondents AARP New York members are politically active. Eighty-four percent of respondents have voted in nearly all (69%) or most (15%) of the state elections held in the last ten years. In the past five years, 38 percent of New York respondents have phoned, faxed, or written a public official on matters of concern to them. Twenty-eight percent of responding members have contributed money to a candidate or political party in the same time period. More women than men (58% vs. 42%) responded to the survey. Most of the respondents are Caucasian (83%), married (54%), and have at least some college education (61%). While some respondents are still active in the work force (30%), the majority is retired (69%). Thirty-nine percent of respondents have incomes above $35,000. Conclusions New York members are politically engaged people with strong opinions about nursing home quality and consumer information. They are concerned about the quality of nursing homes and want more information so they can make informed choices. Respondents overwhelmingly favor the State of New York providing more nursing home consumer information. In each of the six areas surveyed, at least 94 percent of respondents want timely consumer information about nursing homes. Importantly, respondents indicate they will vote for state office candidates who support improving the availability and quality of nursing home consumer information. Methodology AARP contracted with Woelfel Research, Inc., a national opinion survey research firm, to conduct a telephone survey of New York AARP members. From a random sample of 5,541 AARP members with known telephone numbers, 806 interviews were completed from December 7 14, 2001, yielding a 17 percent response rate 4 and an 88 percent cooperation rate.
