1 CITY OF EUREKA POLICE DEPARTMENT GENERAL ORDER 3 EFFECTIVE: APRIL 2, 2010 REVISED: TO: ALL PERSONNEL INDEX AS: CALL OUTS MAJOR CASE SUBJECT: I. PURPOSE A. The purpose of this General Order is to establish guidelines and procedures for Major Case Squad Investigations. II. DEFINITIONS A. The Major Case Squad of Greater St. Louis is an investigative task force comprised from various law enforcement agencies in the St. Louis area. The squad provides assistance to any law enforcement agency that has encountered a serious crime within the squad s coverage area. III. CALL-OUT PROCEDURES A. Major Case Squad assignment to investigations outside of the city limits of Eureka: 1. The chief of police may annually appoint member(s) of the Criminal Investigation Unit as members of the Major Case Squad. 2. Upon receiving a request for personnel assistance from the Major Case Squad, the chief will assign one detective to the Major Case Squad for a period of five days. In the event that a Major Case investigation is extended beyond the initial five days, the chief will determine if the assigned employee will be allowed to remain detached to the Major Case investigation. B. Major Case Squad investigations within the city limits of Eureka: 1. In the event that a serious crime or homicide occurs within the city limits of Eureka and the identity of the perpetrator is not readily apparent, the officer in charge of the crime scene shall, as soon as practical, notify the chief of police. When appropriate, the chief of police will request that the Major Case Squad be called out to assist with the investigation. 2. In the event of a Major Case Squad call-out within the city limits of Eureka, all detectives will be activated. The detectives will serve as the department s liaison to the squad, assuring that all of the squad s logistical needs are met. 3. In an effort to provide a supportive environment and meet all of the logistical needs of the Major Case Squad, the Department will maintain a Major Case Squad Manual. The manual details the steps to be taken by departmental
2 Page 2 personnel in order to allow the Major Case Squad to operate at maximum efficiency. IV. GUIDELINES When officers of this department participate in a Major Case Squad call-out, the following conditions shall apply: A. When appropriate, Major Case Squad officers shall brief fellow officers at roll call regarding the investigation, either during or at the conclusion of their assignment. B. When a Major Case Squad investigation results in the accumulation of excessive compensatory time, the supervisor shall make every effort to reduce the amount of accumulated comp time to under the 40-hour limit as soon as possible. 3 Page 3 CITY OF EUREKA POLICE DEPARTMENT Major Case Squad PLAN OF ACTION MANUAL INTRODUCTION PURPOSE The purpose of this manual is to establish guidelines for activation of the Major Case Squad to assist with the investigation of a major crime within the city limits of Eureka Additionally, the manual outlines a plan of action regarding Major Case call-outs. GENERAL The Major Case Squad of Greater St. Louis is an investigative task force comprised of investigators from various law enforcement agencies in the St. Louis area. The squad provides assistance to any law enforcement agency that has encountered a serious crime within the squad s coverage area. IMPLEMENTATION CALL OUT In the event a serious crime, homicide or child abduction, occurs within the city limits of Eureka and the identity of the perpetrator is not readily apparent, the officer in charge of the crime scene shall, as soon as practical, notify the chief of police. When appropriate the chief of police will request that the Major Case Squad be called out to assist with the investigation. ACTIVATION OF DEPARTMENTAL PERSONNEL In the event of a Major Case Squad call-out within the city limits of Eureka, all detectives will be activated. The detectives will serve as the department s liaison to the squad, assuring that all of the squad s logistical needs are met. PLAN OF ACTION A number of logistical items must be addressed in order for the squad to operate at maximum efficiency. Some such items are specifically addressed in this manual. SUMMARY The Major Case Squad is a tremendous resource available to our department for the investigation of complex, serious crimes. Members of the department should make every effort to assist members of the squad in any way possible in order to make their job more efficient. As the host agency, it is the intention of the Eureka Police Department to make the squad s collaboration with us as efficient and pleasant as possible.
4 Page 4 LOGISTICS Office Space When the Major Case Squad is activated, the members of the squad shall utilize the department s courtroom. Members of the Major Case Squad will have free access to all areas of the police department with the exception of the evidence storage room and some private offices. Parking Members of the Major Case Squad will be able to park in any area not specifically designated for another purpose.. Equipment The squad will provide the majority of the equipment necessary for the investigation. A small quantity of start-up supplies has been compiled and will be maintained in a clearly marked plastic storage container (see SECTION Check List for Major Case Supplies) kept in the Detective Bureau. Vehicle Service It is the responsibility of the hosting agency to provide fuel for the vehicles operated by members of the major case squad. Arrangements have been made for the use of Fuelman at Old Towne Shell and the procedures for obtaining fuel are outlined in SECTION Major Case Squad Investigators Information Booklet. Meals It is the responsibility of the hosting agency to provide meals to all members of the Major Case Squad. Arrangements have been made with local restaurants to provide meals to squad members (see SECTION Major Case Squad Investigators Information Booklet). The department is also responsible for making soda and coffee available for squad members.

6 Eureka Police Department MAJOR CASE SQUAD Vehicle Fueling Procedure GENERAL ORDER 3 Page 6 Fuel will be available for Major Case Squad investigators at the Old Towne Shell, located at 100 Old Towne Drive, just north of the police building at highway 109 and Old Towne Drive. Investigators must obtain the Fuelman pump card from the Chief of Police or his designate in order to activate the pumps. A Fuelman card will be issued to the Major Case Squad while in service for the City of Eureka. A pin number will be assigned designating the use by the Major Case Squad. To use: Insert and remove quickly the fuelman card into the pump, enter pin (driver number), do not enter mileage, but press enter to pass over the mileage question. When finished fueling the fuelman card should then be removed so it can be returned to the station.
