Bachelor s degree from an accredited college or university with an emphasis in criminal justice or closely related field of study. Master s degree from an accredited college or university with an emphasis in criminal justice or public administration is preferred. 2. Five (5) years of progressively responsible law enforcement and/or public safety management experience within a large public sector environment equal in scope to the duties and requirements of the position. Candidates must currently be certified or possess the ability to re-certify within one (1) year of employment as a law enforcement officer in the State of Florida. 3. Completion of the FEMA Professional Development Series and Incident Command System/National Incident Management System CBRNE Awareness courses within 6-months of hire as a condition of employment. 4. Completion of FEMA All-Hazards Incident Commander training course within 24- months of hire as a condition of employment. 5. Demonstrated success working with and through people in establishing goals, objectives and action plans to produce expected results. 6. Must successfully pass a comprehensive law enforcement background assessment and related selection criteria. 7. Graduation from the Southern Police Institute s Command Officer s Development Course, Northwestern University s School of Police Staff and Command or the FBI s National Academy is desirable. Position will transition to state certified police officer status by August KNOWLEDGE, SKILLS AND ABILITIES: Demonstrated knowledge and experience in applying advanced law enforcement, public safety and/or security management principles, practices and techniques. Prior experience as a law enforcement, public safety or security investigative supervisor responsible for managing the investigation of crimes, compliance violations, and personal conduct / integrity allegations and prohibited conduct. Proven ability to provide
2 exceptional leadership during critical incidents and emergent situations. Proficiency in the use of standardized law enforcement, public safety and/or security software (i.e., CAD, RMS, etc.). Demonstrated skills in developing and implementing aligned strategic initiatives, both forward leaning and in response to emerging trends. Possess strong coalition-building skills capable of developing collaborative relationships with diverse external and internal cohorts. Excellent conceptual and critical thinking skills. Possess strong analytical, problem identification and resolution capabilities. Clear capacity to communicate verbally and in writing, effectively presenting ideas and providing plans, policies and procedures in a clear and concise manner to internal customers, team members and senior leadership. Able to consistently demonstrate a high degree of accountability, personal integrity and emotional maturity. Proven ability to effectively, continuously and discreetly work with confidential and potentially sensitive information. Demonstrated commitment to working with individuals from diverse socio-economic and cultural backgrounds. REPORTS TO: Director Protective Services JOB GOAL: Responsible for emergency management, law enforcement, safety and security services in an assigned region. SUPERVISES: Uniform Security Officer, Security Attendants, School Resource Officers and Contracted Security Personnel WORKING CONDITIONS: Conditions the worker will be subject to in this position. Duties will require the ability to respond to incidents after hours, and work extended hours on site, possibly under difficult and trying circumstances. Must maintain 24-hour availability via a wireless device capable of voice and data communications. The incumbent will be considered essential personnel subject to being called back to the office or a district location at all times. Duties may expose individual to personal risks as they observe and report details relating to potential and actual hazards, incidents and/or emergencies. Position requires incumbents to work in all weather conditions, under extreme temperatures, around chemicals, chemical fumes, bio-hazards and electrical and mechanical hazards. Note: Area Managers will be required to work evening and weekend hours to ensure a presence during extracurricular activities, special events, town hall meetings and other activities as required by regional activity. PERFORMANCE RESPONSIBILITIES: Manifests a professional code of ethics and values.
3 Responds to internal and external customers in a timely, accurate, courteous and empathetic manner representing OCPS in a positive light. Models the routine, intentional and effective use of technology in daily work, including communications, organization and management tasks. Coordinates emergency management, law enforcement, safety and security services for an assigned region serving as a critical link between district administration and school-based leadership. Supports an enterprise risk management model through the use of risk identification and mitigation strategies. Works closely with district safety and security administration and other district risk groups in developing school level risk reduction processes and systems. Assists school leadership in the selection, management and training of school-based security personnel. Aligns school security officer programs with district standards. Routinely audits school-based security officer programs to ensure compliance. Provides training programs to reinforce district standards and build security staff competency. Administers the School Resource Officer (SRO) program within assigned region. Ensures that SRO s are aligned with the SRO contract and district expectations. Works to develop an effective problem-solving relationship with SROs and their agencies. Facilitates a collaborative relationship between law enforcement and school-based personnel. Responds to critical incidents or emergent safety and security events occurring within assigned area of responsibility, and supports district-wide response activities as required. Acts as a district liaison with responding public safety agencies, and represents district interests within the incident command structure. Takes appropriate action to manage response, and eliminate any threats to district students, personnel and assets. Case manages all investigations relating to criminal conduct occurring within assigned region. Serves as primary contact for law enforcement, and facilitates interactions between law enforcement and school staff. Conducts investigations as requested, and generates a comprehensive report of all findings. Supports Employee Relations inquiries occurring within assigned are of responsibility. Conducts annual security risks and vulnerability assessments of schools within assigned region. Reviews Safe School Plans for accuracy, appropriateness and completeness. Collaborates with school-based leadership and area superintendent to ensure compliance and resolve deficiencies. Coordinates with the Office of Emergency Management and Business Continuity (OEM/BC) to conduct one functional or tabletop exercise within assigned area of responsibility per year. Assist OEM/BC and the Office of Fire, Health and Safety (OFHS) in overseeing school-based emergency procedures to include active assailant, fire and weather drills. Coordinates with the OFHS and Environmental Services to ensure school environments are kept free of all safety hazards, and that compliance deficiencies are addressed within the proscribed timeframe. Regularly meets with the OFHS and Environmental Services directors to ensure coordination of efforts, and consistency with district standards. Participate in on-site inspections within assigned region. Provides standardized and non-traditional safety and security training for school communities. Works with school leadership to provide site specific training to ensure a wedding of district standards with the unique environmental circumstances of individual sites.
4 Oversees all electronic safety and security systems within assigned region. Partners with Facilities Maintenance and school leadership in managing programming for physical security devices and structures. Coordinates activities with the district security group to ensure alignment with district standards. Coordinates visitor management programming for all schools and facilities within assigned area of responsibility. Ensures that all locations are fully trained in the use of the application suite, and that district visitor management standards are maintained. Assist school staff with technical issues and oversees material management. Conducts routine audits of the system, and alerts school leadership to identified issues. Drives processes and systems to protect district assets and prevent loss due to criminal conduct. Works with other units to develop trend mechanisms to monitor losses. Conducts security audits of assets to validate integrity of controls. Investigates losses, and reports findings to district leadership. Serves as regional digital curriculum security officer for area of responsibility. Develops and implements event security standards for all schools within assigned region. Routinely participates in after-hours events (i.e., commencements, social events, sports contests, etc.) to serve as a resource for school administrators. Coordinates with public safety agencies for all large events requiring external support. Partners with school leadership, law enforcement and Transportation Services administrators to resolve issues around traffic safety and the safe movement of students to and from schools. Works with Transportation Services safety managers to reduce bus related accidents. Supports transportation security programming ensuring a safe environment for students and drivers. Leads special safety and security programs occurring within assigned region. These activities could include contraband and weapons screening; drug interdiction; executive/special protection; trend suppression/targeted enforcement; gang identification/interdiction and related functions. Serves as regional data collections and integrity officer to ensure all law enforcement, safety and security activities are being accurately documented in support of the district s intelligence based policing initiative. Accountable for meeting district strategic objectives and individual regional goals. Collaborates with aligned internal risk-based units in developing and delivering integrated school district safety strategies. Represents the school district on various working groups and fosters positive relationships within these cohorts. Maintains close professional relationships with local counterparts. Participates in relevant professional associations to remain current on knowledge and skills. Leads program/service assessment, quality improvement and/or special study projects as assigned. Identifies and selects appropriate resources to support efforts. Develops written reports articulating findings and recommendations. Presents results and, as approved, direct implementation plan. Provides management support and/or assumes leadership during critical incidents including civil unrest, high-profile crimes, natural and man-made disasters, special events, wide-spread police actions or other significant department operations. Assists in the overall administration and management of departmental budgets, personnel, programs, resources and strategic initiatives to ensure that priorities are established and satisfied. Contributes to the development of standards and
5 practices that ensure the department s position as a model school district safety and security agency. Follow the district s policies and procedures as related to all HRMD guidelines, executive limitations, the district s instructional initiatives, and the school district s charter guidelines. Follow the district s policies and procedures as related to fixed assets. Develop leadership in subordinates. Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position. Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise. Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility. Perform other duties and responsibilities as assigned by supervisor.
