3 Tier 1 Definitions: National MUP Tier 1 definition: Physical institutional presence on a campus that projects the image of a charmed and special place of learning and growth Collection of faculty, characterized by the prestige associated with their place of training and by the accumulated weight of their research discoveries and publications A body of students, seen as reflecting in the quality of their pre-collegiate academic preparation and the breadth and depth of their experiences in and of the world, who are a cross section of what may expect will become tomorrow s social, political, and economic elite Craig, D., & Lombardi, J. 4 Tier 1 Definitions: National MUP Tier 1 definition: Set of academic program offerings that closely match those of the most prestigious colleges and universities in America, touching on the humanities, fine arts, social sciences, and a strong representation of STEM. Organized into coherent curricular plans that lead students to graduation, successful transition to employment, or for the purposes of prestige to the next stage of graduate education for an advanced degree The University places itself among the most significant producers of advanced research in the nation, reflected in a presence in publications, research grants, inventions, laboratories, national and international prizes, and the engagement of the faculty, staff, graduate, and post graduates whose work claims national and international attention Craig, D., & Lombardi, J. 5 Tier 1 Definitions: National MUP Measured Criteria Includes: Total Research Federal Research Endowment Assets Annual Giving National Academy Members Faculty Awards Doctorates Awarded Postdoctoral Appointees SAT Scores Institutions are grouped according to how many times they are ranked in the top 25 on each of the nine measures Top category includes those universities that rank in the top 25 on all nine indicators
6 Tier 1 Definitions: National Association of American Universities (AAU) AAU is an association of 62 leading public and private research universities in the US and Canada Membership is by invitation and is based on the high quality of programs of academic research and scholarship and undergraduate, graduate, and professional education in a number of fields, as well as general recognition that a university is outstanding by reason of the excellence of its research and education programs. 8 Tier 1 Definitions: Texas Emerging Research Institution and High Research Institutions are defined ultimately by the Texas Higher Education Coordinating Board (THECB) THECB and HB51 definition: An institution of higher education that has demonstrated a commitment to developing and maintaining degree and research programs that support the institution s efforts to improve its ranking among research universities HB51, 81 st Texas Legislature Overview (2009). 9 Tier 1 Definitions: Texas Best way to measure a Tier 1 institution by Texas state standards is through the criteria for the National Research University Fund (NRUF) program NRUF Criteria: Institution is designated as an emerging research university under the coordinating board s accountability system In each of the two state fiscal years preceding the state fiscal year for which the appropriation is made, the institution expended at least $45 million in restricted research funds Tex. H.B. 51, 81 st Leg., R.S. (2009) ch 15 C
10 Tier 1 Definitions: Texas NRUF Criteria (cont.): Institution satisfies at least four of the following six: Institution s endowment is at least $400 million Awarded at least 200 doctor of philosophy degrees during the preceding two academic years Of the entering freshman class, at least 50% were in the top 25% of their high school class, average SAT or ACT score was at or above the 75 th percentile or greater than 1210 (SAT), or 26 (ACT), or demonstrates progress towards the THECB Closing the Gaps report through underrepresented students Institution is a member of the Association of Research Libraries, has a Phi Beta Kappa Chapter, or is a member of Phi Kappa Phi Tex. 11 Tier 1 Definitions: Texas NRUF Criteria (cont.): Institution satisfies at least four of the following six: Number of tenured/tenure-track faculty who have achieved national or international distinction through recognition as a member of a National academies or a Nobel prize is equal to or greater than 5, or at least 7 faculty have been awarded national or international distinction through a prestigious program Number of graduate-level programs at the institution is equal to or greater than 50 with the Master s graduation rate at 56% or higher At least 5 doctoral degree programs with a graduation rate of 58% or higher Tex. 12 Tier 1 Definitions Many of the same criteria overlap both nationally and state, the national status of Tier 1 is tied to prestige and resources whereas the state definition is closely tied with funding Based on the research, emerging institutions in Dallas are aiming to reach the national Tier 1 title, while using the checklist from the state to receive more funding and a clearer path to achieving the goal In the last THECB review in 2014 (another occurring in February 2015), zero Emerging Research Institutions in Dallas received funding from the NRUF, due to not meeting all of the detailed criteria.
