1 We Provide Solutions Information Management (IM) domain activities in current and recent IHRC contracts for the Centers for Disease Control and Prevention (CDC) Mathematical and Computational Modeling for CDC's Office of Infectious Diseases (OID) This contract's primary activities include mathematical and computational modeling using regression analysis and predictive logic, especially in the areas of public health and infectious diseases. IHRC staff occupy key roles, providing expertise and assistance to the modeling units to the CDC scientists supported by Office of Infectious Diseases (OID) modeling units. We develop computational models of the interactions between infectious agents and their hosts and the dynamics of disease spread. We model preparedness threats, prediction systems and response strategies and we design economic models pertaining to public health. Examples of the diseases that IHRC staff are modeling are Flu, Measles, Mumps, fungal meningitis and Group A Streptococcus. Software coding for individual based model of sexually transmitted infections; Design and interpretation of study to determine student behavior during school closure, mobile phone surveillance of flu spread in Mexico, efficient use of a limited antiviral stockpile and use of antivirals to lower household transmission; Programming languages such as Perl, Matlab, SAS, Perl, STATA, SPSS, ArcGIS, and Mathmatica. CDC's Center for Global Health (CGH) / Division of Parasitic Diseases and Malaria (DPDM) For Malaria related research programs IHRC provides: Database management systems; Data management methodologies using Good Data Management Practices; Direction, design and implementation of data analytics of research results; Statistical Support; expert use of statistical analysis software; Training of staff and collaborators in the use of statistical software; GIS and spatial analysis; Software modification.
2 Develop and implement data collection systems for surveys and field studies. Develop training materials and conduct training for the usage of data collection systems for surveys and field studies. Develop data analysis programs for data collection systems, assist in interpretation of data, and writing of reports or manuscripts. Provide technical training and support to international collaborators, visiting scientists and students by presenting instruction on techniques and devices used to create data collection systems. Lead for IT team - supervising programmers and data managers; Oversee application development from conception and design through coding, testing, documentation, implementation and training Mobile application design and development; Designed, translated and coded Epi Info-based antimalarial drug efficacy survey and analysis tool for PAHO s Amazon Malaria Initiative; C++, HTML, Java, Unix, Epi-Info, SQL, VB, Perl, Access; Design and coding of SAS based data management system for IPTi project. Analysis of existing CDC stores and procurement system, interviewing users and managers to determine needs and limits of existing system, COTS evaluation of commercial computer procurement packages and enterprise resource planning (ERP) software to recommend appropriate software systems for CDC. Develop and implement data collection systems for surveys and field studies. Public Health Capacity Support for CDC's National Center for Immunization and Respiratory Diseases / Meningitis and Vaccine Preventable Diseases Branch This work is centered on molecular typing, real-time PCR assays, serologic tests, data analysis of laboratory results, QA/QC, as well as database administration Software coding for individual based model of sexually transmitted infections; Design and interpretation of study to determine student behavior during school closure, mobile phone surveillance of flu spread in Mexico, efficient use of a limited antiviral stockpile and use of antivirals to lower household transmission; Programming languages such as Perl, Matlab, SAS, Perl, STATA, SPSS, ArcGIS, and Mathmatica.
3 CDC's National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP) / Division for Heart Disease and Stroke Prevention (DHDSP) DHDSP administers and coordinates four major CDC funded programs: (1) National Heart Disease and Stroke Prevention Program, (2) Paul Coverdell National Acute Stroke Registry, (3) WISEWOMAN programs, and (4) Cardiac Arrest Registry to Enhance Survival (CARES). The IHRC contracts include providing Data Analysis and Health Communication support for the Division. The Data Analysis tasks include importing, cleaning, transforming, validating or modeling data with the purpose of understanding or making conclusions from the data for decision making purposes. The data analyst's responsibilities include presenting data in charts, graphs, tables, designing and developing relational databases for collecting data and in some organizations it also includes building or designing data input or data collection screens. The data analyst may be responsible for improving data quality and for designing or presenting conclusions gained from analyzing data using statistical tools like Microsoft Excel, SAS, SPSS and others. The IHRC Health Communication Specialist is primary contact for the Division's sodium reduction communication campaign, including developing all campaign messaging for all the Division's websites. Data Analysis, statistical analysis, program management on data-related issues including: o website development, o data submission, o data systems development; Technical assistance importing, cleaning, transforming, validating or modeling data; Designing and developing relational databases for collecting data; Building and designing data input or data collection screens; Data quality; Detailed documentation of data sources, statistical methods, computer programs and statistical results; SAS, MS Excel, SUDAAN, and Stata and S-Plus, R, MS Access, SQL, ArcGIS.
4 Public Health Capacity Support for CDC's National Center for Emerging, Zoonotic, and Infectious Diseases (NCEZID) / Division of Foodborne, Waterborne, and Enteric Diseases (DFWED) Health Communications/Pubic Health Analysis, Epidemiology, Microbiology, Database Management and Bioinformatics services for NCEZID/DFWED Microbiology - In addition to traditional lab activities, one staff member's skill set provides insight into the IM tasks supported. Information Management (IM) skills and qualifications of this IHRC Microbiologist: Proficient with business process reengineering as it applies to Laboratory Information Systems (LIMs), QA and QC processes, software testing and developing and writing SOPs; Effective scientific consultant and Business Analyst responsible for interpreting and communicating complex laboratory business requirements to project managers, developers and database architects for Information System development; Performed GAP analysis of business rules, business and system process flows, user administration, and requirements; Validated the system at the end of the development process against specified requirements; Implemented redesigned system in the laboratory; Verified testing process to ensure deliverables were of acceptable quality and that they were complete and correct. Technical Writing/Editing Health Communications - Web and print communications, including web site development; Database Management - This contract includes the provision of broad data management and informatics support including the management and administration of several branch specific surveillance systems; Analysis and maintenance of incoming data files for specific databases, e.g.: o PulseNet, o Special Bacteriology Reference Laboratory (SBRL), o Anti-microbial Resistance (AMR) Database o The National Antimicrobial Resistance Monitoring System (NARMS); DNA pattern analysis support including preliminary analysis of data from on-going laboratory based surveillance and outbreak support; Whole Genome sequencing (~250 complete sequences); Enable partners' real-time remote DNA comparisons for outbreak detection; Server maintenance for Epi Data and Lab Data servers; Partner support for secure server access;
5 Development, rollout, training and maintenance of partner collaboration platforms; Design and development of new databases as well as migration of data subsets; Basic data entry; Maintenance of public health databases; and data reports in response to public requests using analytic software (SAS, Epi-Info, Microsoft Access); Tools and languages include -SAS, Epi-Info, MS Access, PERL scripts - BioNumerics); Excel and other software; SBRL phenotypic database requirements Web development; Quality Assurance; Section 508 compliance Network Engineer/System Administrator, supporting a national surveillance project, administering servers running Microsoft Windows operating systems, and providing technical support for 10 database managers and over 50 public health labs in support of PulseNet Staff includes Microsoft Certified Professional. Bioinformatician - Analysis of pathogen genome sequences, Databases, bioinformatics tools for gap closure and primer design --- MEGA, PAUP Develop, organize and coordinate on-going strategic management and planning for CDC bioinformatics programs with CDC senior leadership and scientific staff. Provide consultation, specific recommendations and action plans for CDC bioinformatics programs and activities. Provide actionable recommendations for the structure and nature of centralized resources, and the coordination with existing programmatic bioinformatics investments and resources. Provide consultation on complex technical matters in the current CDC bioinformatics environment as identified; and articulate solution action plans. Information Management (IM) skills and qualifications of the employee assigned to this work: Software developer on LIPED and LINKAGE, some of the first genetic linkage analysis programs applied to mapping human disease traits; Overseeing the database of CEPH family genotypes, a resource ultimately used by more than 1000 labs in an international consortium to construct the first genetic maps of the human genome; US Human Genome Project, first as the Co-Director of the Informatics Core in the Baylor College of Medicine Human Genome Center, then as Operations Director of the Genome Database at the Johns Hopkins University School of Medicine; Lead the team that developed FASTLINK, an improved version of LINKAGE that ran 1000s of time faster and was parallelizable thus enabling many research groups to map previously intractable disease traits; (continued next page)
6 Information Management (IM) skills and qualifications of the employee assigned to this work: (continued) Head of the bioinformatics group at Darwin Molecular, a biotech startup mapping disease traits as a lead-in to drug discovery; Vice President of Computing at Celltech Chiroscience, a UK biopharmaceutical company; Co-founded Vizx Labs, a bioinformatics company that developed GeneSifter, the first web based gene expression microarray analysis service now owned by Perkin Elmer and used worldwide by hundreds of labs; Lead the Oak Ridge National Lab Computational Biology and Bioinformatics group that currently has projects in the DOE BioEnergy Science Center, Genomic Science programs, and the DOE Systems Biology Knowledgebase. Responsible for uploading results and updating information in Microsoft Access database. Used Microsoft Excel for data logging and maintained chemical inventory using Microsoft Access. Lead developer for CG-Pipeline and MGIP (Kislyuk AO, Katz LS, et. al. "A Computational Genomics Pipeline for Microbial Sequencing Projects." Bioinformatics. (2010) 26:15) Lead developer of NBase (starting Jan 2011, nbase.biology.gatech.edu, submitted) Developed a database of genomes called Neisseria Base at Assembled and annotated new genomes using 454 pyrosequencing data. Created MGIP as a website at - a standard for multilocus sequence typing (MLST) data analysis and other molecular typing data. Computer Languages and Frameworks: Perl, PHP, HTML, JavaScript, CSS, MySQL, BioPerl, BioPHP, SMS (Sequence Manipulation Suite, akin to "BioJavaScript"), Prototype, Scriptaculous Bioinformatics Tools: Phred, Phrap, NCBI toolkit (BLAST, bl2seq, fastacmd, etc.), MAUVE, Clustal, Muscle, Newbler, GBrowse, EMBOSS, MEGA, LaserGene, AMOS, GMOD Operating Systems: Windows, Ubuntu Linux, Red Hat Linux, Mac OS, UNIX CDC's Malaria Branch - Information Systems Support for Malaria Drug Resistance Studies IHRC is providing information support services to CDC/MB for the development, implementation, and training on usage of information systems. These information systems will be utilized in large scale surveys to evaluate national malaria control programs and field studies in malaria-endemic countries. Develop mobile data collection technologies for data collection systems; Built-in quality control checks; Relational database systems; GPS technology incorporated into data collection systems; Develop and implement data collection systems; creation, design and testing of new information systems; Develop training materials and conduct training for the usage of data collection systems; Develop data analysis programs for data collection systems; Provide technical training and support to international collaborators
7 IM activities for the US Department of Labor Mathematical Statistician Provide statistical methodology research and software development services in survey sample design, survey estimation, inference from small samples, statistical simulation, seasonal adjustment, time series analysis, and variance estimation, Contribute to the research, analysis, design, developmental sampling and computing methodologies that support ongoing and new survey programs within BLS, Conduct research and analyses into the application of sample design, weighting, estimation, Monte Carlo and bootstrap methods, Design, develop, test, implement, and maintain statistical software in the BLS microcomputer/local area network environment within the established BLS policies and procedures.
