Quick (Deputy Chief Academic Officer, Curriculum, Instruction, Technology and Accountability Services) and Mr. Neill Kimrey (Director, Instructional Technology) Description: The Department of Public Instruction established the Accountability and Curriculum Reform Effort (ACRE) to develop and implement a response to the Framework for Change adopted by the State Board of Education (SBE). The new assessments included with ACRE and Race to the Top/Common Core adoption require online testing in 2013/2014. As teachers and students shift to online assessments, so must teaching and learning. For online assessments to be feasible and successful, a digital reformation of teaching and learning resources from paper to online and digital resources like etextbooks and other digital teaching tools, is necessary. This presentation will inform the Board of the current status of readiness for the shift to online assessments and associated other changes. Resources: Framework for Change, etextbooks and Digital Resources presentation Input Process: Surveys of LEA technology directors, information from Textbook Warehouse and NCDPI Financial and Business Services Stakeholders: State Board of Education, Department of Public Instruction, General Assembly, Governor s Office, elearning Commission, Local Education Agencies, public schools, charter schools, students and parents Timeline For Action: This item is for discussion at the January 2011 State Board meeting. Recommendations: The State Board of Education is asked to provide input to the NCDPI on moving forward as a state with utilizing more online resources and digital textbooks. Audiovisual equipment requested for the presentation: Data Projector/Video (Videotape/DVD and/or Computer Data, Internet, Presentations-PowerPoint preferred) Specify: Audio Requirements (computer or other, except for PA system which is provided) Specify: Speakers needed for multimedia portion of presentation. 3 SBE Meeting 01/2011 Attachment : LFI 2 EXECUTIVE SUMMARY Title: Approval of Charter School Technology Plan Type of Executive Summary: Consent Action Action on First Reading Discussion Information Policy Implications: Constitution General Statute #115C-102.6C SBE Policy # SBE Policy Amendment SBE Policy (New) APA # APA Amendment APA (New) Other Presenter(s): Mr. Neil Kimrey (Director of Instructional Technology) Description: In accordance with Public School Law 115C-102.6C, the technology plans for the Charter Schools listed in the attachment following have been approved by both ITS and DPI instructional technology consultants. ITS consultants have evaluated the plans to comply with the statewide architecture guidelines; DPI instructional technology consultants have evaluated the plans for their instructional components. Final approval by the State Board of Education qualifies these charter schools for School Technology Trust Fund, No Child Left Behind and federal erate monies, as well as a variety of private technology grants. The list of Charter Schools submitting technology plans is attached. Resources: N/A Input Process: n 2007 the State Board of Education approved a revision of the North Carolina Educational Technology Plan to reflect North Carolina's vision of Future-Ready Schools for the 21st Century and to support the State Board of Education's strategic priorities of Globally Competitive Students, 21st Century Professionals, Healthy and Responsible Students, Leadership for Innovation, and 21st Century Systems. To align with this revision, LEA's and Charter Schools evaluated and revised their existing technology plans. Once submitted, each plan was reviewd by the Instructional Technology staff for instructional components of the plan and by the DPI Connectivity team for technical components. Stakeholders: North Carolina s public schools, NC General Assembly Timeline For Action: Approval is requested to ensure continued qualification for federal and state dollars. Recommendations: It is recommended that the SBE approve these Charter School technology plans.
