3 Articulation Project Teams Ten state based teams are participating in a 2 year project to develop and strengthen articulation agreements in their state. Increase the effectiveness, strength and number of early childhood articulation agreements between twoyear and four-year institutions of higher education. Each state has an action plan that identifies the goals that match the needs of their state.
4 Tools for Articulation! Successful articulation agreements have consistent elements according to current literature.! No element alone is the magic wand, and each team is identifying those elements that create the successful combination for their state s articulation goals.

7 Rebecca S. Carothers Program Chair, Early Childhood Education Ivy Tech Community College of Indiana, Northeast, Fort Wayne, IN. Rebecca S. Carothers, is the Early Childhood Education program chair at Ivy Tech Community College of Indiana, Northeast. In 2011 after receiving a $1.3 million endowment from the Dekko Foundation, she was named ECED Endowed Chair at Ivy Tech Community College, Northeast. Ivy Tech Community College of Indiana includes 13 regional campuses across the state of Indiana. Carothers serves as chair of the statewide ECED curriculum committee; advocating for common core curriculum in early childhood education, common key assessments, statewide articulation agreements with bachelor degree programs and supporting statewide efforts toward regional program accreditation.

14 Erin Speer Smith Director of Allied Health and Education Programs Johnston Community College, Smithfield, NC e Erin Speer Smith currently serves as faculty and program director for Early Childhood Education and School-age Education associate degree programs at Johnston Community College. Her service at the state level in the North Carolina Community College System office afforded her opportunities to work on higher education initiatives across the 58 community college early childhood education programs and within various state boards and committees. Erin s work at the NC Community College System office included development of high school to community college and community college to four-year program articulation, and other higher education curriculum improvement initiatives.

Syskowski Professor, Early Education and Child Development Community College of Allegheny County Pittsburgh, PA Cyndi Syskowski has been with the Community College of Allegheny County (CCAC) since She is a Professor of Early Education and Child Development at CCAC and the Program Coordinator. Cyndi has a MA Ed from Carlow College in Early Childhood Supervision. In 2010, Cyndi represented CCAC on the Western PA Early Childhood Education Articulation Project which developed a Program to Program articulation agreement with 5 community colleges and 4 four year universities. This agreement served as the model for the Statewide Program to Program ECE Articulation Agreement in Pennsylvania.

26 Major Requirements for PA P2P Articulation 30 credit core in ECE based on NAEYC s learning standards for ECE and PDE s 49-2 Competency-based, embedded or cross courses Particular course not required but competency must be met Trust and respect (and with a spirit of ish )
27 Process for Development: Regional Articulation Groups Three groups, 2 on Eastern side of state, one in Western PA Funded by OCDEL through PA Key Representative group of Community Colleges and 4 year Colleges and Universities Limited timeline to complete work Starting point and guidelines: NAEYC standards and PDE s 49-2

Why do this? (it s the law!) 2. When can we do this? (Need to be ready by April, 2010) 3. Can we do this? (after first meeting: Yes!) 4. How?

Developed matrix and saw how similar we already were Work groups: One NAEYC standard, developed rubric and artifacts Developed portfolio requirements Agreed to mandatory NAEYC Accreditation for CC s
30 Process for Development: Western PA ECE Articulation Group And, then: Presented our proposal to College Presidents Held info sessions for counselors, deans, etc. After minor revisions, articulation agreement was signed by 9 college presidents or representatives in June 2010 The Western PA Articulation Agreement served as the model used by TAOC for the PA Statewide P2P Articulation
31 Articulation Realities NAEYC Accreditation for CC s changed to recommended while alignment with NAEYC Standards is required Any changes must be submitted to/approved by TAOC Individual program and teaching approaches are respected; portfolio and standards alignment confirm competencies are being met CC students move into 4 year programs with full Junior standing Courses will be credited on an institutional basis; 30/30 credit standard is followed
