1 EVENT OVERVIEW The eleventh annual Oklahoma City University (OCU) Head of the Oklahoma regatta takes place on the Oklahoma River October 3-4, 2015 as part of Oklahoma City s premier fall event, the Oklahoma Regatta Festival- a four day celebration of rowing, kayaking, dragon boating and family fun on the Oklahoma River. In addition to the OCU Head of the Oklahoma, this year s festival includes OGE Night Sprints and a family festival featuring live music, food from some of Oklahoma City s most popular food trucks, a beer garden, and a front row seat for all of the races! All of it happens in the Boathouse District on the Oklahoma River, adjacent to downtown Oklahoma City and the Bricktown entertainment district. With a sidewalk following the Bricktown canal to the Oklahoma River, crews staying in Bricktown hotels can easily walk to the venue. HEAD OF THE OKLAHOMA Presented by Oklahoma City University (OCU), the Head of the Oklahoma has quickly become one of the top collegiate rowing regattas in the country. The 2015 OCU Head of the Oklahoma will attract an estimated 1,000+ athletes from 40+ collegiate and community rowing clubs, with top crews including the OKC National High Performance Team. Teams will compete in the 4000m Head of the Oklahoma head race on Saturday with racing beginning at 10:00 am. ROW FOR THE CURE The Oklahoma Boathouse Foundation is proud to announce that this year s Head of the Oklahoma will be a Row for the Cure event. Events highlighted in pink are Row for the Cure designated races. OGE NIGHTSPRINTS In its tenth year, the OGE NightSprints attract thousands of spectators to the Oklahoma River as world-class rowers from across the nation sprint under giant stadium lights. Notice: New in 2014 and continuing in 2015, crews will complete additional entries for night races. The top 3 spots will be reserved for the top 3 finishers of last year s event. If a crew does not make registration, then the team can sign up on the wait list on Regatta Central. There is a limit to two entries per team per event. Head race results will determine lane assignments. In addition, in events with multiple finals, head race results will also determine if a crew is in the petit or grand final. CHESAPEAKE FINISH LINE TOWER ACCESS- New! The 4 th floor of the Chesapeake Finish Line Tower is available for your crew to get out of the weather and have exclusive access. If your team is interested in reserving this area, the cost is $600 for Saturday and $300 for Sunday. Please contact the Race Director for more information. CONCEPT2 CTS OAR REPAIR SERVICE AT THE OKLAHOMA REGATTA FESTIVAL For all teams and individuals coming to Oklahoma to race, make plans to stop by the Concept2 CTS Regatta Service tent for any equipment tune ups you may need. Concept2 technicians will be on site during the event to offer oar repairs and simple lessons in do-it-yourself fixes. This service is free of charge to all competitors in the regatta. Teams interested in servicing older equipment at the Oklahoma regatta venue should call Customer Service in advance ( ) to discuss the nature of the repairs needed. 2 EVENT CATEGORIES Collegiate Varsity and club collegiate rowing programs. See special notice regarding NCAA Rule below Open All USRowing registered rowing clubs, individuals, and teams (no handicapping) except junior athletes, crews and scholastic programs. All international crews who are not juniors should enter open events. Youth Scholastic and club junior crews. Juniors may only row or cox in events with a Youth designation. Lightweights: Open to rowers who do not weigh more than the following Men: 165 lbs Junior Men: 155 lbs Lightweight Women: 135 lbs Junior Women: 135 lbs Collegiate Freshman/Novice Open to rowers who have not competed in the past year as a collegiate athlete. Youth Novice Limited to youth rowers who began rowing after January 1, Masters The Head of the Oklahoma will follow USRowing Rules of Rowing for Masters eligibility and handicapping guidelines. The Head of the Oklahoma will recognize all categories of masters racing. Masters head race events will be handicapped. Night Sprints Masters 2x and 4x will be handicapped. Mixed Masters Boats must have 50% women rowers. TA Class Rower has trunk function with significantly weakened movement of the lower extremities that prevents use of a sliding seat to propel a boat. Fixed seat and knee and lap/hip straps required. AS Class Rower is able to apply force using predominantly the arms and shoulders. Fixed seat, knee and lap/hip straps, and pontoons required. Non-collegiate rowers, scullers and coxswains are not allowed to enter competitions representing a college or university. SPECIAL NOTICE REGARDING NCAA RULE The Head of the Oklahoma encourages the participation of both college and high school athletes, and allows participation by both groups of athletes while not jeopardizing their ability to compete in future intercollegiate competition. The restrictions apply to high school students participating in both school AND club-based junior programs. Page

3 REGATTA INFORMATION IMPORTANT NOTICE The Head of the Oklahoma is a USRowing registered regatta. All participating organizations/ schools/clubs must be members of the USRowing; single scullers do not have to be individual members. If your organization is not a member of USRowing, contact: USRowing Membership Services 2 Wall Street Princeton, NJ members@usrowing.org PRACTICE Thursday: If a team arrives early and would like to practice on Thursday, please contact the regatta director. Friday: 12:00 pm to 5:00 pm *Please note that all crews cannot launch after 4:30 pm and must be off the water by 5:00 pm. Saturday: 7:00 am to 9:30 am, *Please note that all crews cannot launch after 9:00 am and must be off the water by 9:30 am. Please follow the direction of the dock staff as to launch and recovery during these practices. The Oklahoma River head race course will be used by OG&E Corporate Challenge NightSprints on Thursday and Friday 6:00 pm to 10:30 pm, so will be closed for practice. BOAT STAGING Please keep all boats and oars in the designated staging areas and clear of marked pathways and docks. Most staging will occur around the Devon Boathouse and Chesapeake Finish Line Tower. Boat staging will be using over 20 A-frame racks and will be on a first-come, first-serve basis. They are available at your own risk. We encourage all teams to tie down A-frames as well as all boats. REGISTRATION Friday, October 2, 2015: 1:00-6:00 pm, Saturday, October 3, 2015: 9:00 am 12 noon Sunday, October 5, 2015: 7:00-8:00 am. WEIGH-IN TIMES New for 2015: Athletes will weigh-in once for the weekend. Weigh-ins will take place on the 2 nd floor of the Devon Boathouse. Athletes in the same boat do not need to weigh-in together. Coxswains do not weigh-in. BUS AND ATHLETE PARKING Due to limited availability, there is no parking for busses. Busses can drop off athletes at The Compass Rose off of RIVERSPORT Dr (formerly known as SE 6 th St.). Athletes are encouraged to carpool or walk to the Boathouse District from Bricktown. There will be a $10 charge for car and van parking as long as space is available. There is no complimentary parking. TEAM TENTS Clubs and universities are permitted to erect tents designated areas along the race course on the west side of the Chesapeake Finish Line Tower and surrounding the Devon Boathouse and CHK Central Boathouse inlet. Please see the registration officials for information on the permitted tent locations. Notice: Team tents cannot be set up until Saturday morning. Page

5 REGISTRATION INFORMATION REGISTRATION All regatta registration will take place on Regatta Central. Monday, August 17, 2015: entries open Friday, September 18, 2015: entries close at midnight (PST) Friday, September 25, 2015: deadline for line-ups at midnight (PST) Friday, September 25, 2015: deadline for late entries at midnight (PST) Please see or for registration information. Packets will include heat sheets with corresponding bow numbers and race bibs, course maps, and additional event instructions and information. REFUNDS/SCRATCHES/LATE ENTRIES Entry fees will be refunded for scratches registered on or before Friday, September 18, Scratches after this date will forfeit their entry fees. A $10 scratch fee will apply for scratches after this date and for no-shows on race day. Notice: Late entries can be requested and, if accepted, are subject to an additional $50 fee per entry. RELEASE OF LIABILITY WAIVERS The Head of the Oklahoma is a USRowing event and requires a signed USRowing Release of Liability for each athlete. Waivers may be signed online which is the preferred method for submission. Paper waivers may be mailed in advance or presented at Registration. All junior team coaches must carry and be able to provide a signed copy of the USRowing Release of Liability for each member of the team. To sign an online waiver, the athlete may do it either through the USRowing web site or on Regatta Central. USRowing: 1. Go to 2. Click on Join/Renew in the upper right hand corner. 3. Full-Privilege members of USRowing 4. Click Sign Your Waiver Online. 5. If the athlete is not a Full-Privilege member of USRowing, click Sign Waiver and Add My Name to my Organization s Roster. 6. Complete the forms per their instructions. RegattaCentral.com: 1. Log-in to 2. On the home page, under My Roster, click on Instructions for USRowing Waiver Submission. IMPORTANT: Athletes or their legal guardian must submit and sign waivers. Coaches are not permitted to submit a waiver on a rower's behalf. Page

6 REGATTA INFORMATION SEEDING The starting positions for the head race events will be seeded to ensure safe and fair racing. Race seeders will consult the results from All other starting positions will be assigned according to a random draw. The lane assignments for the NightSprint events will be based upon the finish times from the corresponding head race events. EXHIBITION EVENTS The Parent/Child NightSprints are direct registration with no corresponding head race event. To register, Megan Duffy mduffy@okcbf.org. In deference to NCAA regulations, collegiate rowers are excluded from participation in Parent/Child NightSprints. TIMING All event timing and results will be posted on RESULTS All results will be on facebook at facebook.com/oklahomaregattafestival and on twitter at twitter.com/oklaregatta. Hashtag is #HOTO. We will also be posting results at the venue. COACHES AND COXSWAIN MEETINGS Saturday, October 3, 2015: 8:00 am at the base of the Chesapeake Finish Line Tower. Sunday, October 4, 2015 (for those not racing on Saturday): 7:00 am at the base of the Chesapeake Finish Line Tower. RESULTS Results will be posted online at as well as on digital boards throughout the Boathouse District. AWARDS: Head of the Oklahoma Awards will be distributed for the Head of the Oklahoma at designated times throughout the day on Saturday and Sunday as results become official. Medals can be picked up on the first floor of the Devon Boathouse. Special awards will be awarded during a ceremony prior to the start of the OG&E NightSprints. Trophies include:! Norick Cup First-place finisher of the Men s Collegiate Eight Head Race! Ackerman Cup First-place finisher of the Women s Collegiate Eight Head Race! Schnittman Cup First-place finisher of the Men s Collegiate Four Race AWARDS: OGE NightSprints Gold Medals for the OGE NightSprints will be distributed immediately following each NightSprint event at the awards dock located near the Devon Boathouse inlet. Second and third place medals can be picked up at the awards table on the first floor of the Devon Boathouse. ATHLETE FOOD Food will be available from food trucks in the grassy area north of the University of Central Oklahoma s CHK Central Boathouse. REFRESHMENTS Free water to refill water bottles will be available from a water monster located in the middle of the venue. Page

7 FIRST AID: First aid will be available from the OSOI trailer parked in the circle between the Chesapeake Boathouse and the Chesapeake Finish Line Tower. APPAREL/VENDORS Oklahoma Regatta Festival apparel and other merchandise will be on the first floor of the Devon Boathouse. Quantities are limited, so purchase earlier. RACE COURSE/ REGATTA RULES TRAFFIC PATTERN (reverses from head race to NightSprints) Please see course map for specific traffic-related information. All head racing will be conducted in a counter-clockwise traffic pattern with racing occurring from West to East. All 500m racing will be conducted in a clockwise traffic pattern with racing occurring from East to West. Please use caution when passing through the bridges that cross the course. LAUNCHING (switches from head race to NightSprints) Head Race: All participants are expected to launch a minimum of 40 minutes in advance of the Head Race event in which they are entered. Crews will launch from the dock in front of the Chesapeake Boathouse. Crews will be responsible for launching on time and allowing for time to get to the starting line in time for their event. There will not be any calls to water. Any changes to the launch times will be announced. Events will not be held for late crews. Please ensure your crews are prompt on the dock and observe a 90 second dock time. NightSprints: All participants are expected to launch 20 minutes in advance of the NightSprint event in which they are entered. Crews will launch from the dock in front of the Chesapeake Finish Line Tower. Crews will be responsible for launching on time and allowing for time to get to the starting line in time for their event. There will not be any calls to the water. Any changes to the launch times will be announced. Events will not be held for late crews. Please ensure your crews are prompt on the dock and observe a 90 second dock time. CONTROL COMMISSION All crews are expected to check in at the Control Commission tent prior to launching. The crew will be given direction as to which dock to use for launching and will check for a properly affixed bow ball and heel ties on each shoe. Control Commission representatives will be located near boat launching areas. RECOVERY/DOCKING (switches from head race to NightSprints) Head Race: Crews will recover at the dock at the base of the Chesapeake Finish Line Tower. NightSprints: Crews will recover at the dock in front of the Chesapeake Boathouse. Page

8 INCLEMENT WEATHER POLICY The Chief Referee, USRowing, and the LOC will work together to monitor the weather continuously during the event. Should it be determined that schedule changes are necessary due to weather concerns, the following weather plan will be utilized: Communication Plan a. Weather-related schedule changes will be announced utilizing the following media. i. Posted on the results board at the regatta site. ii. Announced over the on-site sound system. iii. Posted online via Twitter, Facebook, RegattaCentral, and the event website, Teams are responsible for staying updated on announced schedule changes. Please direct any questions about schedule changes to USRowing at the registration area. Schedule Changes will be made with the following priorities - Delay racing later the same day, if time is available Begin racing earlier than previously announced. Announcement will be made no later than 3 hours before racing or 9:00 p.m. the evening before in the case of morning racing. Combine events within the same boat class, but across age categories. Cancel regatta. Schedule changes will be announced over the PA system. For any additional questions, please visit the Registration Desk on the second floor of the Devon Boathouse. BOAT LIGHTING Teams racing in the NightSprint events need to bring safety lights for all crews registered to race. Boats are prohibited from launching without the required lighting. RACE BIBS/BOW MARKERS Race bibs and bow numbers will be in your entry packet that should be picked up at registration. All waivers must be turned in to receive the packet. All boats must have the bow number displayed during the race and the race bibs should be worn on the back of all bow seat rowers. Please place the bow numbers in the marked receptacle located at the recovery dock at the conclusion of your race. Notice: There will be a $10 charge for each bow number not returned. HOT SEATING Hot seating will be permitted only from the Recovery Dock. The control commission must be informed in advance of a hot seating situation. No events will be delayed for late arriving crews. Late arriving crews may race the course for time if deemed safe by the starting official; however, they will not be eligible for a medal. STARTING The starter will arrange the crews so that crews cross the starting line at approximately 15 second intervals. Please have your crews line-up in the order of your bow numbers prior to the start of each race. To consolidate space in the starting area and expedite the start Page

9 process, crews will set up in two lines with the even numbers on the north and odd on the south. RIGHT OF WAY A crew is deemed to be overtaking another crew when it has moved within one length of open water of the crew ahead. On those portions of the course that are straight, a crew being overtaken shall move to the right to allow the overtaking crew to pass. Where the course turns, a crew being overtaken shall move to the outside turn and allow the overtaking crew to pass along the shorter path. Nevertheless, in cases where the overtaking crew's position clearly prevents safe passage or where there is insufficient room to yield, passing is not allowed, nor is the crew being overtaken required to yield. Use caution near all the bridges and be extra careful as you go through the railroad trestle bridge located just west of the Chesapeake Boathouse. At the Shields Avenue Bridge, make sure that there is no one about to pass you. If there is a boat that is overtaking you, your crew needs to take the right-hand (south) bridge opening. PENALTIES Buoys Yellow buoys mark the boundaries of the course, dividing the race lanes from the warmup/traffic lanes. Red buoys alert of approaching hazards. A crew shall be penalized 10 seconds for each buoy the crew passed incorrectly. A crew passes a buoy incorrectly when any part of its hull passes on the wrong side of the buoy. Start A crew that missed the correct order of the start will be penalized 10 seconds. Yielding A crew that fails to yield to a crew having proper right of way shall be penalized 30 seconds. A crew that fails to yield to a crew being properly summoned to the starting area, or interferes with the staging of the start may be penalized 10 seconds by the Marshal or Starter. Bow Number A crew that crosses the starting line without its required bow number shall be penalized 60 seconds. Unsportsmanlike Conduct A crew that is heard to be using foul language will be given one warning. If heard again, they will be disqualified. PROTESTS The regatta will consider a protest from a coach per USRowing rules. A fee of $50 is charged for each protest. The protest must be filed with the Registration Desk on the second floor of the Devon Boathouse. The protest must be filed and the fee must be paid within 90 minutes of the last boat finish time for the race in question. The fee will be returned if the protest is upheld.
