1 Call for Candidates Open call for tender for the Registration Authority (RA) for a Search Terminology Digital Annex (DA) to access road vehicles repair and maintenance information (RMI) in the frame of the European Commission mandate M/421 Standardization in the field of vehicle On Board Diagnostic, Repair and Maintenance information. This second call for tender takes into account the last standardization work and the need of simplification and saving cost highlighted through the first one circulated last year. 1 Background 1.1 Registration Authority role description Following the EC mandate M/421 from 21 January 2008 according to Regulation (EC) 715/2007, CEN is currently developing standards EN ISO Standardized repair and maintenance information (RMI) Terminology and EN ISO Standardized access to automotive repair and maintenance information (RMI) for standardized access to road vehicles repair and maintenance information at websites to be provided by vehicle manufacturers. These Standards affect manufacturers of light and commercial vehicles type-approved as EURO 5/6 and heavy duty vehicles type-approved as EURO VI. The standards development process is at an advanced stage of development. ISO is already published as International Standard. The Final Drafts of International Standard (FDIS) of ISO and ISO , -2 and -3 have been recently approved. A publication of these parts is expected for mid The Committee Draft for ISO is currently distributed for voting until April A working draft for a new part of ISO to adapt the standard for heavy duty vehicles is under development. While EN ISO specifies in its parts the use cases, the technical requirements and the user interface requirements for access to information, EN ISO describes the process and technical implementation requirements for the provision and publication of a set of standardized terms, a socalled Digital Annex, to be used for searching the manufacturers repair and maintenance websites as required by Use Case 4.2 of ISO Figure 1 illustrates the search of RMI by standardized terms in a vehicle manufacturer s RMI website according to Use Case 4.2 of ISO Please note that the vehicle manufacturers will not necessarily use the standardized terms in his RMI documents, however they will need to map the standardized terms to the own terminology to provide the searched content as required. The independent operator needs therefore not to know a priori the proprietary terms of the various vehicle manufacturers if he has access to the Digital Annex. RMI search by standardized terms Figure 2 illustrates the process for elaboration, maintenance and publication of the Digital Annex according to ISO The Digital Annex will contain the standardized terms themselves and their definitions. 2. Elaboration and publication of the Digital Annex Figure To actually provide the set of standardized terms, an organization with an official mandate from CEN, called a Registration Authority (RA), is required. The Registration Authority will be responsible for: the implementation, maintenance and sustainable business operation of the process for the elaboration of the Digital Annex, and of a supporting Information Technology (IT) system as specified in ISO Dr. Albert Mas y Parareda Call for Candidates 2

3 the elaboration and maintenance of the Digital Annex of RMI search terms in English, French and German. the publication and distribution of the actual Digital Annex in English, French and German. The Registration Authority will have the exclusive responsibility for the Digital Annex. The Registration Authority will be required to indicate clearly in their operations that it has been designated by CEN (for example, by including the appropriate wording in the letterhead). The Registration Authority will operate under commercial conditions. However it needs to be impartial with regards to the interests of the various stakeholders involved in vehicle repair and maintenance in the automotive aftermarket. The business model is considered in more detail in the next section Registration authority business process description The RA business process description has to consider two stages: Stage 1. RMI Terminology Process implementation Stage 2. RMI Terminology Process operation In Stage 1 the Registration Authority has to: establish an organization for the operation of the RMI terminology process, implement a terminology management system (TMS, a web-based system that is used to create and manage the agreed terms) for the process operation support, design the Digital Annex, structure, granularity, etc., carry out the initial filling for the terminology database following the process specified in ISO in English, French and German, and prepare ready for publishing the first version of the Digital Annex. In Stage 2 the Registration Authority has to: publish and distribute the Digital Annex, maintain the terminology database following the process specified in ISO , sustain a change and release management process for the DA with a relevant frequency of updated version releases. The required organization for stage 1 is illustrated in the following figure. 1 The role of a RA is not unique to the RMI terminology process. Similar ideas are considered in parallel in other standardization processes. Candidates might see a potential for re-use of the process workflow and of the underlying IT system for other registration processes. This could positively influence the business case. Registration Authority organization for stage Registration Authority business model While the EC would be prepared to financially support the first stage, the process in stage 2 shall be self-sustaining. The Registration Authority is allowed to sell licenses for the usage of the Digital Annex for appropriate license fees in order to finance the operation cost in stage 2. The potential market for Digital Annex licenses consists of the stakeholders in the automotive aftermarket, i.e. the different players directly or indirectly involved in the repair and maintenance of road vehicles: Independent operators, e.g. independent repairers, republishers, redistributors, tool and components manufacturers Vehicle manufacturers, that will need to map the Digital Annex and the following updates to the own RMI search terminology Dr. Albert Mas y Parareda Call for Candidates 4

5 A consultation of the stakeholder associations ACEA (Association of European Vehicle Manufacturers) and AFCAR (Alliance for the Freedom of Car Repair: AIRC, CECRA, EGEA, FIA and FIGIEFA) indicates that there is a clear market demand for the RMI Search Terminology Digital Annex. As a result of the consultation stakeholders are willing to acquire licenses for the usage of the Digital Annex. Corresponding contracts based on flat rates per year will need to be negotiated in detail between the Registration Authority and the stakeholder companies. The Registration Authority candidates are requested to provide an estimation of the required overall fees as a base first for selection and then for the negotiation of licensing contracts. The method of DA publication and distribution may strongly influence the market demand and the achievable revenue. The default distribution of the DA is as a document in pdf format. More sophisticated distribution solutions, e.g. a digitally process able format may be offered by the RA to leverage the business model Projected potential demand for the Digital Annex A pre-evaluation of the potential demand has been conducted by consultation of the stakeholder associations AFCAR and ACEA. The number of indirectly involved IOs per type and the percentage of IOs willing to access the DA were reported by AFCAR as documented in the following table: IO type Number of companies Willingness to access DA Tool manufacturers % willing to access DA Data publishers, software companies, publishers and agencies 2100 (it could not be established how many of these companies will be willing to access DA) Parts wholesalers % willing to access DA Roadside assistance clubs % willing to access DA ACEA reported the number of manufacturers selling vehicles in the European Union as 31. A VM may have many brands. As a result the total of brands is at least 54. All VMs will need a DA license to be able to support the standardized RMI access as regulated Expected collaboration for the terminology process Two (2) independent operators representatives will be nominated to participate in the RMI terminology process as proposers and reviewers. Ten (10) VMs have declared themselves to be willing to participate in the RMI terminology process as proposers and reviewers. 6 Applications are to be in English and at a minimum contain the following information: I. Description of the candidate s profile and organization. II. Description of the organizational structure and integration of the RA role. III. Description of the terminology process setup. IV. Commitment to time schedule. V. Description of proposed Terminology Management System (TMS). VI. Statement of fulfillment of TMS requirements. VII. Statement of fulfillment of operational and service level requirements. VIII. Publication requirements. IX. Business model description: costs, license fees and expected revenue. X. Statement of enduring RA services provision. The description and statements need to at least provide answers for the detailed topics and requirements in the attached document RA requirements. Additional descriptions, statements and data may be added if considered convenient for the overall appreciation and understanding of the application. 3 Evaluation of applications and RA candidate selection Applications / tenders will be analyzed by the leader of the RA selection project contracted by CEN/TC301-AFNOR for this purpose. The analysis result will be presented to a Stakeholders Advisory Group for the establishment of an RMI Terminology RA (SAG) constituted under the aegis of AFNOR and chaired by CEN/TC301. The SAG consists of: Chair and secretary of CEN/TC301 AFNOR representative CEN CCMC representative ACEA representative FIGIEFA representative Project Managers of Mandate M/421 Access to RMI (TF1) and RMI Terminology (TF4) The SAG will then select a candidate and prepare a recommendation to the Technical Board (BT) of CEN. For this reason, every application / tender needs to be complete and clear in every respect when submitted as no second submission / clarification stage is anticipated ahead of formal contractual negotiations. The CCMC (CEN / CENELEC Management Center) will consider the recommendation and negotiate in parallel an agreement with EC for the support of stage 1. If the recommendation is accepted and the agreement with the EC is negotiated, the CEN BT will formally nominate the Registration Authority. A final report of the RA selection project with the candidate recommendation to the BT and EC is planned for August Criteria for eligibility The criteria to guide an application s analysis and selection are: Dr. Albert Mas y Parareda Call for Candidates 6

7 Impartiality, i.e. independence from commercial or political interest of the vehicle RMI stakeholders. Experience in standardization and in regulation compliance projects. Expertise to manage the search terminology elaboration process. Credible and trusted ability to implement and execute the process in a sustainable manner. Quality and robustness of the proposed IT system for process implementation. Requested funding in stage 1, and estimated cost in stage 2 (to be covered by DA license fees). 5 Questions and support Candidates may send questions regarding this call for candidates to the CEN/TC301 secretariat (see chapter 2 for details).
