1 BT N 9776 Draft BT C135/2014 TECHNICAL BOARD CEN/BT by correspondence For vote Issue date: Simultaneous circulation to CENELEC/BT Deadline: SUBJECT Creation of a new CEN/TC Private security services BACKGROUND On 10 November 2014, ASI submitted a Form A (see Annex 1) to CEN proposing the creation of a new CEN Technical Committee encompassing all future standardization work in the field of civilian private security services. This new standardization activity was proposed with the support of COESS, Confederation of European Security Services. It aims at increasing the quality of the security services and at providing guidelines for both public and private buyers of private security services. In the recent years, COESS was also the initiator of two project committees that developed two standards on aviation security services and port and maritime services. COESS takes the view that the standardization of specific branches of private security services should be addressed in a systematic way and in the framework of a single technical body. This proposal was deemed necessary given the ongoing restructuring of security standardization at international level (ISO SAG-S outcomes, in particular the creation of ISO/TC 292 Security ). The proposed Form A envisages the development of standardization deliverables setting out requirements for civilian private security services providers, including: the establishment, operations, organisation and activities of private civilian security services providers; the screening, vetting, recruiting, training, supervision and management of all staff (management level and operational staff) of civilian private security services providers; the method of practice and management of commercial contracts on a contractual basis with clients for the execution of civilian private security services by private security companies and/or its independent branches and establishments under commercial law and trade; definition of minimum criteria related to the delivery of all kind of civilian private security services requested by public and private clients or buyers; standards which are suitable for the selection, attribution, awarding and post-contractual reviewing of the most suitable civilian private security services contractor of any kind of civilian private security services; Security services that currently fall within the scope of CEN/TC 391 Societal and citizen security and CEN/CLC/ TC 4 Fire safety and security systems are excluded from the scope of the proposed technical body. 1

2 Additionally, the forthcoming CEN/TC will take the responsibility of reviewing, maintaining, and improving the standards developed by the existing technical bodies: EN Security Services Providers Terminology (CEN/TC BT/TF 167 "Security services ); EN Airport and aviation security services (CEN/TC 384 Project Committee - Airport and aviation security services ); EN Maritime and Port Security Services (CEN/TC 417 Project Committee - Maritime and port security services ). By Resolution BT C75/2009, BT decided that both of the following criteria are to be met for acceptance of such a proposal for new work (in a new area): A two-thirds majority of the votes cast (abstentions not counted) are in favour of the proposal (or more); At least 5 members express commitment to participate. As a consequence, BT Members are requested to state explicitly, by means of the commenting field provided in the BT-balloting tool, whether or not they are committed to participate in the work. PROPOSAL(S) BT, having considered the proposal for new work (Form A) submitted by ASI as included in BT N 9776; considering that the following members have expressed commitment to participate: o <members>; decides to create a new Technical Committee with the following provisional title and scope: o Title: 'Private security services' o Scope: 'Standardisation in the field of all civilian private security services. Private Security Services Scope statement of the proposed new subject (The scope shall precisely define the limits of the new field of technical activity. Scopes shall not repeat general aims and principles governing the work of the organization but shall indicate the specific area concerned.) Standardisation in the field of all civilian private security services. Excluded from the scope is standardization of product related requirements and in the Societal and Citizen Security sector including aspects of prevention, response, mitigation, continuity and recovery before, during and after a destabilising or disruptive event, which fall under the responsibility of CEN/TC 391 Societal and Citizen Security. Purpose and justification for the proposal Security is a vital element for the society with high impact on the social, political and economic consolidation of Europe. CEN/TC 391 "Societal and Citizen Security" has the task to develop standards to protect our citizens, society and economy as well as our infrastructures and services, our prosperity, political stability and wellbeing. The outcome leads to many responsibilities which imply an increasing demand for private security services. ISO followed meanwhile that demand and created two new technical committees: ISO/TC 284 "Management system for quality of private security company (PSC) operations - Requirements with guidance" and ISO/TC 292 "Security". CEN initially did not wish to get involved in ISO/TC 284, as the scope was limited to crisis zones, and therefore was not relevant for Europe. Subsequently, a Committee has to be created to address standardisation needs in civilian private security services in the EU, as the specificities of the European market require this to be treated at a European level. 1

4 The discussion on ISO-level leads to the creation of the Technical Committee for security ISO/TC 292 which starts its work with ISO/TC 292 Security will be responsible for standardization in the field of security, including but not limited to general security management, business continuity management, resilience and emergency management, fraud countermeasures and controls, security services, homeland security. ISO/TC 292 will include the work of the following three committees: ISO/TC 223 Societal security, ISO/TC 247 Fraud countermeasures and controls and ISO/PC 284 Management system for quality of private security company (PSC) operations - Requirements with guidance. ISO/TC 292 will not influence the current work items of ISO/TC 247 and ISO/PC 284. On European level the Confederation of European Security Services (CoESS) the European umbrella organisation for 26 national private security employers associations takes the initiative to initiate two project committees dealing with some of the primary work for private security companies. These are CEN/TC 384 "Airport and aviation security services" and CEN/TC 417 "Maritime and port security services". To bring all that single tasks of private security services under one umbrella CoESS takes again the initiative to support the establishment of a technical committee which acts under one umbrella to develop the specific requirements for relevant private security services, as the need arises. This has the advantage to coordinate the different branches. The proposer feels that, where the need arises at EU level, it is necessary to develop European standards for the provision of civilian private security services provided by civilian private security services providers active in all segments where these services are being requested and contracted for on the basis of a commercial contract with a public or private buyer, and in respect with the European and/or national legislative frameworks. It is important, that this proposal is initiated by the civilian private security services sector itself and must thus be seen as the expression of the strong willingness by private security services providers to provide the necessary complement to a highly regulated segment of the private security market, both at European and at national level. The purpose of this proposal is therefore not as such to give private competitors in the concerned area a commercial and competitive advantage (although such a development will only contribute to increasing quality), but foremost to enhance overall security in a wide variety of public and private domains of the European and national economy, to support the implementation of European and national security strategies, and thus to also enhance the quality of the security, especially in vulnerable areas where persons, goods, assets, events, processes must be more than ever secured by all possible means. - Civilian private security services are being called upon by an increasing number of clients and buyers, especially in the public area. More and more civilian private security services providers are being called upon to support, supplement and cooperate with a large range of public security authorities, or even to take over some of the tasks of these authorities. Throughout Europe, civilian private security providers are becoming increasingly an important player and stakeholder and executor of a varied range of security tasks, whether in the public domain or not. - Today, there are no European-wide industry-driven standards related to the imperative needs of proving the service quality that must be provided by civilian private security companies delivering their services in a very large range and still growing number of environments. As the market develops in the various EU countries, it will become for civilian private security providers, which play an essential and growing role in overall security, to apply common quality standards, in those areas where is a case for it. Given the nature of civilian private security services and their increasing role in security policies in general, the availability/ existence of standards related to quality will contribute to increase the professionalism of the services offered, to avoid dubious/ uncertain providers to enter and operate on the market and hence lowering quality, professionalism and in the end jeopardising overall security to the detriment of high quality providers, public authorities, public and private buyers, citizens and society as a whole. - An increasing number of buyers of civilian private security services are public. These buyers still too often are bound by national rules regarding public procurement that are focusing too much on the price element only whereby the much needed quality of civilian private security services is not, or cannot be, taken into account. These standards also wants to give a guideline for buyers (public and private) for attaching the right importance to quality and make the right choice of a civilian private security services provider. - Services are an increasing cross-border market throughout Europe also for all civilian private security services. Standardisation for specific branches of civilian private security services helps to make the services comparable. It is a vital need for the single companies, especially for SMEs, to show their customers that they offer a quality which meets the requirements laid down in European wide accepted standard. Also the customer gets an instrument for the selection of companies fulfilling the quality requirements needed. - A series of standards will be designed to guide public and private buyers of - private security services through different key quality criteria to consider when selecting a high-quality provider of civilian private security services. It helps the buyer to distinguish between the requirements of different sites and private security services tasks and requirements, and to enable contracting parties to issue clear and detailed specifications of their requirements to prospective tenderers, thus generating a higher quality response. - The proposer is also convinced that these standards can provide a guideline to legislators looking for strengthening, improving and developing their binding regulations regarding civilian private security services providers and civilian private security services. - These standards are not intended to specify product-related requirements. 2

Each item on the programme of work shall be defined by both the subject aspect(s) to be standardized (for products, for example, the items would be the types of products, terminology, characteristics, other requirements, data to be supplied, test methods, performance requirements, etc.). Supplementary justification may be combined with particular items in the programme of work (e.g. output from a research project). The proposed programme of work shall also suggest priorities, target dates and the most appropriate type of deliverable (e.g. EN, TS) for each item - the initial working groups for the different sectors of private security services, e.g. transportation, financial services, event security, industrial security. The proposer should explain how the work differs from apparently similar work, or explain how duplication and conflict will be minimized. If seemingly similar or related work is already in the scope of other committees of the organization, or in other organizations, the proposed scope shall distinguish between the proposed work and the other work. The proposer shall indicate whether his or her proposal could be dealt with by widening the scope of an existing committee or by establishing a new committee.) The new TC will take the responsibility for the monitoring and revision of the standards of the following project committees: - CEN/TC BT/TF 167 "Security services - CEN/TC 384 Project Committee - Airport and aviation security services - CEN/TC 417 Project Committee - Maritime and port security services The new TC will act as European mirror committee of all ISO activities related to civilian private security services, e.g. ISO/TC 247, ISO/TC 292, ISO/PC 284 (ISO/PC 284 and ISO/TC 247 will be included in ISO/TC 292 when the current work items are published).
