2 Article I Name Section 1. The official name of this organization shall be South Georgia Technical College Skills USA VICA (VICA). Article II Purposes The purposes of this organization are: To assist local Skills USA VICA members in their growth and development. To unite in a common bond without regard to race, creed or national origin students enrolled in classes with vocational trade and industrial, technical and health occupation education objectives. To develop leadership abilities through participation in educational, vocational, civic, recreational and social activities. To foster a deep respect for the DIGNITY OF WORK. To assist students in establishing realistic vocational goals. To help students in attain a purposeful life. To create enthusiasm for learning. To promote high standards in all phases of occupational endeavor including ethics, workmanship, scholarship and safety. To develop the ability of students to plan together, organize and carry out worthy activities and projects through the use of the democratic process. To foster a wholesome understanding of the functions of labor and management organizations, and a recognition of their mutual interdependence. To create among students, faculty members, patrons of the school and persons in the industry a sincere interest in and esteem for trade, industrial, technical and health occupations education. To develop patriotism through a knowledge of our nation s heritage and the practice of DEMOCRACY. To emphasize the importance of continuous education consistent to the needs of the individual and the requirements of his chosen occupation. Article III Organization Section 1. The South Georgia Technical College Skills USA VICA shall be affiliated with the Georgia Post-secondary Association of Skills USA VICA. The club shall operate in accordance with its charter granted by the Georgia Post-secondary Association of Skills USA VICA. Section 2. The club shall be organized into two sections, one on the Americus campus and one at the Crisp County Center. Each section shall have representatives on the executive council (club officers) and a calendar of activities. 2

3 Article IV Membership Section 1. Membership in the club shall be open to all students enrolled at South Georgia Tech. The member must pay the $20.00 membership fee. Section 2. Club membership shall be open to all students regardless of race, creed or national origin. Section 3. State and national membership shall be permitted only through the club, and all members of the local club must be members of the state and national organization. Section 4. Classes of membership, which will be recognized, are: Active Membership Students enrolled in vocational courses offered in trade, industrial, technical and health occupations at South Georgia Tech. Associate Membership Cooperative employers and/or training station sponsors, advisory council members and lay persons associated with and contributing to the improvement and development of the organization and vocation trade, industrial, technical and health occupations education. They are not eligible to hold office or vote. Professional Membership Persons associated with or participating in professional development of Skills USA VICA as approved by the club. Such members shall include club advisors, teacher educators and supervisors. Professional members will pay dues as established by Skills USA VICA, but members will be ineligible to serve as voting delegates, hold office or otherwise represent the club. Honorary Life Membership Individuals who have made significant contributions to the development of Skills USA VICA and vocational trade, industrial, technical and health occupations education whose membership has been approved by the club executive council upon the recommendation of the club. Such membership shall not require payment of dues. The club shall provide membership services. Section 5. A membership year shall be from September 1 through August 31, inclusive. Article V Competitor Requirements Active members are eligible to compete progressively through local, state and national competitions provided they meet the following criteria. a. An active member must be eligible to compete under state and national guidelines. b. An active member, to be eligible to compete at the local level, must attend three club meetings (two club meetings if the active member is a night student, a co-op student or a new student enrolled during winter quarter) and participate in one major fundraiser. 3

An active member, to be eligible to compete at the state level, must attend four club meetings (three club meetings if the active member is a night student, a co-op student or a new student enrolled during winter quarter) and participate in two major fundraisers. d. An active member, to be eligible to compete at the national level, must attend five club meetings (four club meetings if the active member is a night student, a co-op student or a new student enrolled during winter quarter) and participate in three major fundraisers. Article VI Executive Council (Officers) Section 1. There shall be an executive council consisting of President, Vice President (Americus), Vice President (Crisp County), Secretary / Treasurer, Parliamentarian / Reporter. Section 2. The executive council of South Georgia Tech Skills USA VICA shall be nominated and elected by ballot during Fall Quarter of each school year. Candidates must have their dues paid by the posted deadline in order to be eligible for office. Voting membership must have their dues paid by the posted deadline in order to be eligible for voting. The candidate with the most votes from the active membership will be declared the winner. Section 3. Active members shall be limited to two terms on the executive council. Section 4. In the event the club President office becomes vacant, the office will be filled by one of the two Vice-Presidents. The active membership shall vote for and elect one of the Vice Presidents. All other vacant offices shall be filled by nominations from the active membership and elected by the active membership in a special election. Section 5. Club officers and potential club officers must have no disciplinary actions pending in order to be eligible for office. Section 6. All club officer positions shall be re-elected during the Fall Quarter of each year. Article VII Duties of Executive Council (Officers) Section 1. Officers shall participate in all section and general meetings. Section 2. Officers shall attend the Fall Leadership Conference in November of each year. 4

5 Article VIII State Officers Section 1. Any active member meeting all local and state requirements is eligible to run for state office. Section 2. Any active member elected to state office will receive assistance from the advisory council for transportation to and from state officer events. However, state officers are ultimately responsible for their own transportation and should consider this before running for state office. The state officer may be reimbursed for mileage cost. Article IX Meetings Section 1. At the beginning of each Fall Quarter, there shall be a meeting open to all members and potential members for the purpose of declaring intentions to seek office. Section 2. Each quarter, there shall be a minimum of four club meetings, which are open to all active members and potential members. There shall be one section meeting on the Americus campus, one section meeting on the Crisp County campus, one section meeting for night students and one general meeting for both campuses. The general meeting will be held on the Americus campus during the Fall and Spring quarters and on the Crisp County campus during the Winter and Summer quarters. Section 3. The executive council shall meet prior to each club meeting for the purpose of conducting business. The executive council meeting shall be open to all active members. Section 4. Parliamentary procedure of all meetings will be governed by Robert s Rules of Order, Revised. Article X Advisors Section 1. All member advisors are members of the Advisory Committee. They shall meet periodically to discuss Skills USA VICA as it relates to the instructional program. Their advice and counsel shall be transmitted to the executive council through the Lead Advisory Team. Section 2. There shall be a Lead Advisory Team consisting of six advisors, five instructors and the Director of Campus Life. The five instructors represent a group of programs as outlined and shall be selected by their fellow instructors within their group and approved by the SGT President on an annual basis. Group 1 Automotive Technology, Auto Collision Repair Technology, Diesel and Heavy Equipment Technology, Aviation Maintenance Technology, Aircraft Structural Technology, Avionics Technology and Commercial Truck Driving. 5

6 Group 2 Welding and Joining Technology, Electronic Technology, Air Conditioning Technology and Drafting. Group 3 Machine Tool Technology, Automated Manufacturing Technology, Industrial Maintenance Technology and Industrial Electrical Technology. Group 4 Business and Office Technology, Accounting, CIS, Practical Nursing, Culinary Arts, Medical Assisting and Cosmetology. Group 5 Crisp County Center Section 3. The Lead Advisory Team shall be responsible for disseminating information to instructors in their group and also assist officers in planning and organizing the club meetings and fundraisers. Article XI Emblem and Colors The emblem of the South Georgia Tech Skills USA VICA shall be that of the National Organization. The National Organization will govern the wearing and use of this emblem. Article XII Amendments The South Georgia Tech Skills USA VICA By Laws may be amended as follows: a. All proposed amendments to the By Laws should be submitted in writing to the club executive council. b. The proposed amendment shall be approved by the club advisors and passed by a majority vote of the executive council. c. Once the club advisors and the executive council approve the proposed amendment, it must then be approved by a two-thirds vote of the active membership present at the next regular scheduled general meeting to become an amendment. 6
