1 TSMC Typhoon Morakot Relief Project Rebuilding Damaged Homes and Schools 2009/08/25 TSMC s Typhoon Morakot Relief Plan to rebuild damaged homes and schools, drafted on August 12, was as follows: 1) Disbursal of NT$50 million to affected TSMC employees; 2) Donation of NT$50 million for use in affected areas neighboring the Tainan Science Park; 3) Donation of NT$100 million to the Ministry of the Interior s Typhoon Morakot donation account to support the government s overall relief efforts. Typhoon Morakot struck south Taiwan, causing Taiwan s most severe flooding in 50 years. TSMC and all its employees are deeply saddened by the suffering caused by this typhoon, and we have assembled a Typhoon Morakot Project Team and have decided to donate NT$200 million to provide some small measure of relief to the people and places affected by this disaster. As TSMC employees come from all over Taiwan, many colleagues and their families live in areas severely affected by this disaster. We therefore asked managers at all levels to inquire whether their staff was affected by the flooding and whether they need assistance. Currently, over 1000 of our employees and their relatives live in severely flooded areas, and the great majority are production-line technicians. To provide the fastest and most direct support, TSMC will disburse up to NT$50 million in aid funds. Our employees direct supervisors will conduct site visits, and we will also use all our available resources to help our employees find missing family members. We hope that these efforts will demonstrate TSMC s commitment to its employees and also reduce some of the government s relief burden. In addition to taking care of our colleagues and their families, we are also actively using a variety of channels to find out what is needed in the disaster areas. As TSMC s Fab 14 and Fab 6 are located in the Tainan Science park, we have decided to reach out a helping hand to neighboring areas affected by flooding. After gaining a better understanding of the disaster areas in the past few days, we have decided on the following: To donate NT$100 million to the Ministry of the Interior s Typhoon Morakot donation account to support the government s overall relief efforts. To donate NT$50 million for use in affected areas neighboring the Tainan Science Park, and to assist in cleaning and rebuilding as we are able. As the school year is about to begin, we will place priority on middle and elementary schools, so that students can have functional facilities and campuses once school begins. In addition, we have also established a special Typhoon Morakot donation account to provide a convenient channel for donations to the Ministry of the Interior, World Vision Taiwan, the Red Cross Society of the Republic of China, and the Tzu Chi Foundation to help victims of Typhoon Morakot rebuild their homes 1. 1 As of August 20, TSMC employees have donated a total of NT$33 million.
2 Actions 1) Ms. Sophie Chang, representing Dr. Morris Chang, visits affected colleagues and their families. Chairman Dr. Morris Chang and his wife Ms. Sophie Chang are very concerned with the welfare of our colleagues in south Taiwan. Early on August 13, Ms. Chang went south and led the Fab Directors of Fab 6 and Fab 14 and other managers, to personally visit the homes of affected colleagues and distribute aid funds.
3 For many of our colleagues, three generations of their families were working together to rebuild their homes. (They have given Ms. Chang a mosquito repellant patch, seen on her arm in the picture below, to prevent insect bites) Flooding in Danei Township reached more than 2 stories. On August 13, after the waters subsided, everything remained covered in mud. Several of our colleagues homes are nearby.
4 Danei Township was covered in mud, and Ms. Chang rolled up her pant legs and walked worriedly towards our colleagues home. As our colleague arrived, Ms. Chang took her hand and asked what help she needed. When our colleague knew that Ms. Chang was arrive, she came as soon as possible down the muddy road to meet her at a nearby gas station, the only place clean enough to rest for a while.

6 Our colleague Bi-ru arrived the latest because she had prepared a note for Ms. Chang. She said: Floods covered all of Danei Township and recovery is a long way away. There was no place to find an appropriate card, so I could only tear off a page of my notebook. I hope that this can express my gratitude for the concern of the Chairman and Ms. Chang.
7 During her trip, Ms. Chang also arranged a visit with Tainan County Magistrate Su Huan-jhih to better understand the county s relief needs and also to tell the magistrate that we have begun to invest manpower and resources into middle and elementary schools near the Tainan science part, so that they can begin classes on schedule.
8 2) Direct professional assistance in cleaning and rebuilding middle and elementary schools in Tainan County Many schools in Tainan County were severely affected by this typhoon, with heavy damage to fences, classrooms, computers, and books. As the school year will begin very soon, the company decided to budget NT$50 million and use the company s resources to directly help in repairing damaged classrooms in a safe and timely manner, so that they can successfully begin classes on August 31. After reaching an agreement with the Tainan County Government, the County Department of Education assembled middle and elementary school principals from townships around the Tainan Science Park at 9:00am, August 17. At this meeting the project team described TSMC s assistance plan to the principals, then began an on-site survey of the schools to set priorities for reconstruction. On-Site Survey TSMC s project team and cooperating suppliers visited each school, meeting with school staff to survey damage to and to record, organize, and confirm the work required by each school. Our cooperating suppliers also began to deploy manpower and resources according to the survey. The survey was completed on August 19, and on August 21 the project report was delivered to the Tainan Department of Education. Schools Restored: A total of 92 schools, including 72 elementary schools, 19 middle schools, and 1 high school. Guidelines for Restoration Assisted in completely repairing all damage to 14 elementary and middle schools in townships near Tainan Science Park. Assisted in partially repairing 78 schools in Tainan County, including damage to kitchens/drinking water, machinery, and the campus. Repair Details Interior restoration: dismantling and re-laying damaged wooden
9 flooring. Electrical and Mechanical repairs: inspection of electrical, mechanical, and firefighting equipment; switchgear work; repairs on firefighting equipment and pumps; tests and repairs on lighting circuits. Kitchen repairs: Inspections and repairs on school kitchen equipment; restarting boilers; repairs on freezers; installing new gas cookers; coordinating delivery and installation of drinking fountains and refrigerators from suppliers. IT repairs: repair and renewal of school IT systems External restoration: clearing fallen trees, repairs of damaged drainage systems; remove and repair of damaged fences and shingles. Cooperating Suppliers: Our supplier partners also contributed to this project, investing at least 200 people each day from August 17. Quality Control: To ensure safety, we defined the following required inspections following completion of the repairs. Electrical Equipment: Switching gears must pass IR scan inspection. Drinking Water: All new drinking fountains or RO drinking water systems much pass water quality inspections. Gas systems: Must undergo inspection to ensure there are no leaks. Complete sanitization of the work environment. Currently, the project has proceeded for about a week, all participating colleagues have successfully met the target of allowing these schools to begin classes on Time. The Tainan County Government and each school have expressed their sincerest thanks for our help. 3) Donation of NT$100 million to the Ministry of the Interior's Typhoon Morakot donation account to support the government's overall relief efforts. We are currently holding discussions with the government on how to
10 proceed in order to make the most out of the resources of private enterprise. We will report on our progress at an appropriate time.
