1 ABOUT THE PUBLIC ADMINISTRATION INSTITUTE FOR TURKEY AND THE MIDDLE EAST (PAITME) Dr. S. Kemal KARTAL The Public Administration Institute for Turkeyand the Middle East (Türkiye ve Orta Doğu Amme İdaresi Enstitüsü (PAITME) has been in service for about 23 years. it was established in 1953 as a result of a special agreement between Turkeyand the United Nations, dated May By Law No. 7163, dated March 1959, PAITME has gained the status of corporate entity with academic, financial and administrative autonomy. The main aim of the Institute is to assist the improvement of the subject of public administration in Turkeyand to train public officialş through conducting various courses and seminars. Undertaking research and studies, assembling and disseminating the published and other information concerning public adıninistration in all aspects are also within the aims of PAITME. The activities of,the Institute undertaken to accomplish these aims can be summarized İn' six groups as : 1. Training Activities, :l. Research and Studies, 3. Documentation and Publication Activities, 4. Coordination of Research,and Training Programmes in the Field of Public Admİnistration. 5. Participatİon in the administration and allocation of scholarship funds given by various sources to those who will make research andıor study in PAITME. 1

For suecessful students of PAlTiME, faeulty members of of İnstitutions engaged in public administration edueation and for other eompetent researehers, opportunities are ereated by the Institute to study, to make research and to get on-the-job training in foreign eountries. ACTIVITIES OF PAITME IN BRIEF ( ) Training. Activities: P AITME has conducted various eourses and seminars İn the past 23 years. 3 training course of PAITME. Since 1953, 1182 public officials have been graduated from this programme. The participants of this programme had to be members of public service, must not be older than 45 years old on the date of the entrance examination, must be a graduate of a university or equivalent level of higher education establishment, and finally must successfully pass the entrance examination. The duration of this course was 32 working weeks. Subjects of this course included the following: (1) Administration; (2) Research Methods in Social Sciences; (3) Organization and Methods; (4) Administration and Politics; (5) Admİnİstratİon and Law; (6) Administration and Social Environment; (7) Administration and Economics; (8) Administrative Structure of Turkey; (9) Personnel Adminİstration; (LA) Public Relations; (l1) Administrative Psychology; (12) Modern Techniques of Administration; (13) Fi nancial Administration. In addition to these, each week a seminar and/or a conference is held. The other courses, shown in Table-l, are usually short term courses, lasting from one week to 12 weeks. Theyare generally un dertaken in collaboration with other public establishments. Research and Studies : PAITME has undertaken many research projects since its establishment. The research is accepted to be an essential function to aid other functions of the Institute. The activities of the Research Section of the Institute can be described as (a) large-scope research, (b) organization and method reviews, and (c) technical assistance and guidance to organizations given upon request. Examples of large-scope research projects completed last year include the following : (1) «Results obtained from the application of the Administrative Reform Project» (Published as a book), (2) «Top Administrators in the Turkish Public Sector», (3) «Emigration from Villages to Foreign Countries and lts Effects on Social Change» (First Part is completed and published) The second group (organization and method reviews) and the third group (technicai assistance and guidance) of research activi 3
4 ties are usually of limited scope and are almost always undertaken at the request of institutions. «Simplification of the Formalities in Industry» is just one example for the second group of activities and the third group of functions is usually the continuous ones which in fact fall into the routine work of all members of PAITME. Individual studies such as the one on Public Relations as well as the one on Provincial Administration mayaıso be included in this category of activities. In 1975, an «Adm,inistrative Research Center» will be estabiished at the Institute. Research projects to he undertaken by this Center will be determined together by PAITME and the State Planning Organization. AIso in 1975, in collaboration with the State Planning Organization, the preparatory work for the establishment of an «Administrative Research and Development UnU» at the central level will be completed. Documentation and Publlcation Activities: The Institute makes efforts to meet the requirement for written material İn the field of public administration. Up to now, a total of 150 original or translated works has been published by PAITME. PAITME has two periodical publications: First is the Publlc Administration Journal (Amme İdaresi Dergisi) published in Turkish. This journal ispublished quarterly (March, June, September, and December). The main purpose of the Journal is to disseminate and circulate the basic principles of, and the current developments in the field of pubhc administration. The second periodical is the Turkish Public Administration Annual, pubiished in English. it is pubiished once a year, as its name implies. The one you are holding now is the second (1975) issue of this AnnuaL. The first issue is published in The main purpose of the Turkish Public Administration Annuals is to reflect the main issues and current problems of the Turkish pubhc administration system. PAITME İs also responsible for updating and revision of the Turkish Government Organization Manual which was originally 4
5 - -.J published in 1963 and revised twice in the years 1968 and The aim of this Manual is to provide information ahout the Turkish public administration system and organizations to all those who are interested in the subject. This Manual will be updated again in PAITME, over the years, has.assembled a relatively large collection of books, reference materials and periodicals both İn Turkish and in other language s, totaling near1y 12,000 volumes. Thus, the Library of PAITME is an invaluable source in the field of public administration in Turkey. During the year 1974 and in the first few months of 1975, eight new books have been published by PAITME. These are: 1) Prof. Dr. Lütfi Duran, Türkiye idaresinin Sorumluluğu (The Responsibility of Turkish Admnistration). 2) Prof. Dr. Cevat Geray, Planlı Dönemde Köye Yönelik Çalışmalar. (Village Oriented Studies in the Planned Development Era). 3) Dr. Gencay Şaylan, Türkiye'de Kapitalizm, Bürokrasi ve Siyasal ideoloji (Capitalizm, Bureaucracy, and Political Ideology in Turkey). 4) Collective, Prof. Dr. Tahsin Bekir Balta'ya Armağan, (For the Memory of Prof. Dr. Tahsin Bekir Balta). 5) İlber Ortaylı, Tanzimattan Sonra Mahalli idareler (Provİn~ cial Administration after the Ottoman Reformation of 1839). 6) N. Dinçer and T. Ersoy, Merkezi Hükümet Teşkilat Araştırma Projesi (MEHTAP) Tavsiyelerinin Uygulanma durumunu Değerlendirme Araştırması (Result Obtained from the Application of the Administrative Reform Project - (MEHTAP-). 7) Tevfik Çavdar, Matematik (Mathematics). 8) J. One of them was the movement of the Institute 5
6 to its new building complex at Yücetepe, Ankara. The old building of the Institute was very insufficient for properly carrying out its functions. The modern new building complex at Yücetepe has all the necessary facilities which an edueational and training institution as PAITME requires today. The School of Management: The second important development at PAITME was the establishment of the School of Management - Sevk ve İdare Yüksek Okulu - (SİYO) in October SİYO İs established with the purpose of giying education in the fields of business and public administration.!ts graduates will be able to hold ad ministrative posts at both private and public organizations. The students of SİYO are chosen from a group of lycee graduates who were successful in getting a certain grade in the nation-wide competitive University Entrance Examinations. SİYO has four different programmes. One is called Pre-Licence (two years' higher education). The second one is called Licenee (four years' higher education). The third one is Pre-Lieence vvith Correspoııding (two years' higher education given through letters). And the fourth one İs the Master Programme İn Public Administration. Master Programme in Public Administration : A study group is working on the feasibility of changing the Post Graduate Public Administration Specialization eourse into a Master Programme in Publie Administration. To this programme, graduates of Licence Programme of SİYO and graduates of other schools giying equivalent higher education and also public officials with higher education will be accepted after a competitive examination. Undergraduate and graduate (Master) courses to be given at SlYO will be carried out by the faculty members of PAITME, supported by the visiting lecturers and faculty ınembers from other Turkish higher educational İnstitutions. At present, the number of faculty menıbers of PAITME is 29. These pernıanent faculty mem 6
7 bers are supported by 22 visiting lecturers/faculty members froın other institutions. * * * :AAITME İG renewing and changing itself to more effectively cope with the changing needs of the country. The Institute is based upon the idea that the subject of public administration may well be improved and adopted to the changing environmental and social conditions, thereby keeping pace with changing public service requirements and new technologies. The above mentioned changes accomplished in the year of 1974 are steps taken to accomplish these ends. Being now in a better position than ever before, PAITME will continue in coming years, to act as a «driving force» for administrative reform in Turkeyand to help to improve administrative practices in both pr~vate and public sectors through its various training and educational activities. 7
