1 HR MEDE Circular No. 77/2015 Ministry for Education and Employment Education Building Great Siege Road Floriana VLT 2000 Date: 14 December 2015 To: Permanent Secretaries Directors-General Directors Heads of Public Sector Organisations POSITION OF CENTRE ADMINISTRATOR (SCHOOL OF ART MALTA) IN THE DIRECTORATE FOR LIFELONG LEARNING IN THE MINISTRY FOR EDUCATION AND EMPLOYMENT (capacity building approval dated 17 March 2015) In accordance with clause 3.1(l) of the current Collective Agreement, nomenclatures importing the male gender include also the female gender. The call HR/MEDE 62/2015 Centre Manager (School of Art) published 20 th November 2015 is being withdrawn and replaced by this call. Therefore applicants who applied for the call Centre Manager (School of Art) need not re-apply for this call. 1.0 General 1.1 The Permanent Secretary, Ministry for Education and Employment invites applications from Public Officers in the Malta Public Service or Public Sector employees in the wider Public Sector for the position of a Centre Administrator (School of Art Malta) in the Directorate for Lifelong Learning and Early School Leavers (DLL/ESL) within the Ministry for Education and Employment (MEDE). Public Officers in the Malta Public Service who are on secondment/on loan/detailed with/deployed with/on attachment to Public Sector Organisations may also apply. 2.0 Duration of Assignment and Conditions 2.1 A selected candidate will enter into a thirty-six (36) month assignment as a Centre Administrator (School of Art Malta) in the Directorate for Lifelong Learning and Early School Leavers (DLL/ESL) within the Ministry for Education and Employment (MEDE), which may be renewed for further periods.
2 2.2 If a selected applicant is an employee from an organisation in the wider Public Sector, s/he must make his/her own arrangements for his/her release to the Directorate for Lifelong Learning (DLL/ESL) within the Ministry for Education and Employment (MEDE). 2.3 This position is on a full-time basis and the selected candidate may be required to work a maximum of a six (6) day working week with an average of forty (40) hours per week distributed over a calendar year that will cover the opening hours during general service hours, according to a work schedule established by the Director DLL/ESL and is subject to the rules and regulations governing from time to time the Malta Public Service in general and the DLL/ESL in particular and involves liability to be deployed according to the exigencies of the Malta Public Service. 2.4 The position of a Centre Administrator (School of Art Malta) in the Directorate for Lifelong Learning (DLL/ESL) within the Ministry for Education and Employment (MEDE) is subject to a probationary period of one year. 3.0 Salary pegged to the Position 3.1 The salary attached to the position of a Centre Administrator is equivalent to Salary Scale 6, which in 2015 is 22, per annum rising by annual increments of up to a maximum of 26, The selected candidate is entitled to a Performance Bonus of up to 10% of the basic salary and this entitlement will be subject to the established performance review procedure. The appointee will not be entitled to other perquisites pertaining to an appointment to a Headship position. 4.0 Duties 4.1 The duties and responsibilities of a Centre Administrator shall include the following: Ensuring the provision of an inclusive learning environment, ensuring equitable access to all persons in respect of diversity; Promoting the ongoing development and strengthening of Art as a key element of education in Malta and Gozo; Developing learning programmes that lead to the development of artistic excellence and professional skills of learners, enabling them to fulfil their potential within the cultural and creative industries; Developing learning programmes for adults that enable them to widen their appreciation of the visual and performing arts; Co-operating with other Centres for Visual and Performing arts within the Directorate for Lifelong Learning and Early School Leavers to offer a coherent
3 learning experience and also to create collaborative learning and performance projects; Ensuring that all courses offered at the School are level rated on the MQF within the timeframe established by the Directorate for Lifelong Learning and Early School Leavers and securing the collaboration of teachers and adult educators so that this aim is reached; Overseeing the assessment of learners so that it is based on learning outcomes as established by the DLL/ESL; Coordinating time-tables, monitoring the attendance of the learners and continuously updating school statistics and records; Ensuring order and discipline and promoting a healthy relationship between the staff and the learning community; Offering individual mentoring and guidance services to learners; Offering professional support and possibilities for continuous professional development for the teaching staff; Offering possibilities for further training, skilling and upskilling for all other professional and ancillary staff giving any kind of service in the centre; Monitoring the school s cleanliness and seeing to the proper maintenance and servicing of the centre s building, facilities and equipment; Preparing the capital and recurrent school budget within the parameters and priorities set by the DLL/ESL; Managing and controlling funds according to established Government financial regulations and recording all transactions according to established practice; Verifying and endorsing the monthly payments of part-time adult educators; Performing duties connected with the School Council in accordance with the rules and regulations of School Councils; Preparing annual development plans for the School in cooperation with the staff and the learning community; Establishing links with stakeholders outside the School and with different communities to enable the Centre to offer a relevant and diversified learning experience for learners and professionally enriching experiences for the staff; Keeping a detailed inventory of the School and its resources and amenities according to prescribed regulations; When required, attending meetings or other activities in Malta and abroad that are pertinent to reaching the aims and goals of the School;
4 Liaising and collaborating with the management of the Directorate for Lifelong Learning and Early School Leavers; Performing other duties as delegated by the DLL/ESLL and/or the Director General Directorate for Educational Services. Carrying out other duties as may be determined from time to time by the Permanent Secretary MEDE; Carrying out any other duties according to the exigencies of the Public Service as directed by the Principal Permanent Secretary. 4.2 The Centre Administrator (School of Art Malta) may be deployed in adult learning centres as managed by the Directorate for Educational Services on a flexible working timetable. 5.0 Eligibility Requirements 5.1 By the closing time and date of this call for applications, applicants must be: (a) (b) (c) Public Officers or employees in the wider Public Sector who are able to communicate in both the English and Maltese languages; Public Officers in a Scale not below Scale 10 or employees in a comparable level of responsibility in the wider Public Sector, with seven (7) years relevant work experience. OR Public Officers or employees in the wider Public Sector in possession of: i. a recognised post-graduate degree (Masters) at MQF Level 7 with a minimum of 90 ECTS/ECVETS or equivalent in Art Education, or in the Visual Arts, or in a related area of study, and two (2) years relevant work experience; OR ii. a recognised first degree at MQF Level 6 with a minimum of 180 ECTS/ECVETS or equivalent in Art Education, or in the Visual Arts, or in a related area of study or and four (4) years relevant work experience Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements. Moreover, candidates who have not yet formally obtained any of the above-mentioned qualifications will still be considered, provided that they submit evidence that they have been approved for the award of the qualifications in question by the closing time and date of the call for applications.
5 5.2 Due consideration will be given to applicants who, besides the requisites indicated in paragraph 5.1, have proven relevant work experience including adult education, adult training or community development experience and/or Administratorial/administrative experience. 5.3 Prospective applicants should note the requirement to produce QRIC recognition statements in respect of their qualifications from QRIC, or other designated authorities, as applicable, as per provisions applicable to this call for applications (see link below). 6.0 Submission of Supporting Documentation 6.1 Qualifications and/or experience claimed must be supported by certificates and/or testimonials, copies of which should be attached to the application. Diploma/Degree/Post-Graduate certificates or comparable qualifications must be accompanied by a transcript in English (Diploma/Certificate supplement), showing the Degree obtained and the final classification. Scanned copies sent electronically are acceptable. 6.2 Original certificates and/or testimonials are to be invariably produced for verification at the interview. 7.0 Selection Procedure 7.1 Eligible applicants will be assessed by a Selection Board to determine their suitability for the position. 8.0 Submission of Applications 8.1 A public call for the same position of Centre Administrator (School of Art Malta) in the Directorate for Lifelong Learning (DLL/ESL) within the Ministry for Education and Employment (MEDE) is also being issued today in concurrence with this sector wide call for applications. Applicants who are successful under the sector-wide call will be given precendence over those who are successful under the public call.
