1 Rethinking Equity & Teaching for English Language Learners (RETELL) & SEI Endorsement Newburyport Public Schools

2 ELL Enrollment Statewide is Over 70,000 and has Increased 57% Since ,567 70,207 44,747 49,297 55, This trend indicates that by 2021, ~ 20% of all MA students K-12 will be ELLs

3 English language learners are an important focus of the DESE Board s Proficiency Gap Task Force Closing this proficiency gap depends on teachers having the skills and knowledge necessary to instruct ELLs RETELL initiative aims to strengthen teaching and learning for ELLs Given the growth of the ELL student population, all educators can expect to work with ELLs at some point in their careers Background

4 English as a Second Language (ESL)- the teaching of the English language to ELLs Sheltered English Immersion (SEI)- An approach to teaching academic content in English to ELLs Generally, but not always, ELLs are in the same classrooms as native English-speaking students Two Components of ELL Education

5 Knowledge and professional standards are in place for English as a Second Language (ESL) Teachers No Standards specific to teaching Sheltered English Immersion (SEI) Category trainings were recommended but not required Introduced teachers to concepts of SEI and ELL education Needed to be revamped to reflect updated research in the field DOE says state has duty to mandate preparation and training for SEI Teachers Licensure

6 New SEI knowledge standards will be embedded in every relevant preparation program by July 2013 Eventually, every educator who graduates from a preparation program in Massachusetts will have earned the SEI endorsement. Educator Preparation

7 Regulatory requirement Obtained through ESE-approved course of study or its equivalent All Core academic teachers: Early childhood, elementary, teachers of students with moderate and sever disabilities, teachers of English, reading, language arts, mathematics, science, civics and government, economics, history and geography SEI Administrator Endorsement: Administrators who supervise and evaluate core academic teachers Sheltered English Immersion (SEI) Endorsement

8 Beginning July 1, 2016, a Core Academic Teacher who is assigned an ELL student must either hold an SEI Endorsement or obtain one within a year. Core Academic Teacher who do not teach an ELL student , incumbent CATs are not required to earn an SEI Endorsement Non-Core Academic Teachers with ELL students are not required to hold SEI Endorsement ESL teachers are encouraged to audit the course so they can support their colleagues Sheltered English Immersion (SEI) Endorsement (cont)

10 Effective 7/1/14, All Core Academic Teachers: Preliminary License: Complete SEI endorsement before advancing to initial license Temporary License: must complete SEI endorsement before advancing to initial license Initial License: must complete SEI endorsement to qualify for initial license Professional License: must complete SEI endorsement to qualify for professional license Licensure Changes

11 150 Professional Development Points (PDPS) needed to renew an educator license: 15 PDPs related to ESL/SEI 15 PDPs related to instruction of students with disabilities 90 PDPs in content or content-based pedagogy 30 PDPs in an elective License Renewal Changes

12 Between , teachers of ELL students and administrators are required to earn SEI Endorsement at different times based on your assigned cohort Newburyport is in cohort 3 and training for cohort 3 begins in the fall of 2014 Newburyport

13 The number of teachers a district can train free of charge over the next 2 years is determined by the number of ELL students in the district Newburyport has been given permission to train 33 teachers 17 teachers in teachers The district has been approved to host a regional Full SEI Endorsement training for the Spring of 2015 Newburyport Training Target

16 Newburyport Teachers of ELL students who are recertifying this spring 2014 will not need the endorsement to apply for recertification because registration for cohort 3 does not open until summer If you are enrolled in endorsement training during the year you need to recertify and you teach an ELL student you have until the end of that year to complete the endorsement SEI Endorsement is a licensure requirement involving the individual educator and the DESE Licensure Impact

22 Already available Long term pathway to obtain SEI Endorsement after 2016 An option for those who have ELLs aand are not eligible to take the current no-cost SEI Endorsement courses, but want the skills (e.g. Art, Modern Languages, Music, PE, etc.) No-ELLs course available in the fall 2015 For-Cost SEI Course
