12 American School Counselor Association recommends: 1. High quality and effective comprehensive school counseling programs be delivered in a systematic fashion; 2. Collaboration between the professional school counselor, families, and other educators to create an environment promoting student achievement; 3. Data-driven programs based on standards in academic, career, and personal/social development; 4. The ratio of school counselor to student should be at a maximum of 1:250, but preferably 1:100.

14 School counseling services shall be provided by certified school counselors. The ratio of student to school counselor, to the extent practicable, should conform to nationally recognized standards. Provide all students in P-12 public schools with annual progress review plans reflecting educational progress and career plans conducted by certified school counselors Comprehensive school counseling plans should be updated annually and available on the district website. Districts must establish a school counselor advisory council to review and advise the district on implementation issues relating to the comprehensive developmental school counseling program Change the word guidance program to school counseling program. Use the title School Counselor rather than Guidance Counselor

PK-12 Program developed by certified school counselors based on student competencies: a) Annual individual progress review plan for each student b) School counseling core curriculum instruction addressing student competencies c) Other direct student services (includes social workers and school psychologists as providers in cooperation with school counselors) d) Indirect student services (e.g. referrals consultation, collaboration)

Annual School Counselor/Building Leader program agreement to include: program objectives and activities; program development and maintenance planning; school counseling curriculum and lesson plan development; professional development planning; evaluation methods based on data analysis of program results and closing the gap analysis reports to inform program improvement; and, assessment of the resources necessary to support positive student outcomes. b. Program outcomes report presented to district BOE annually

Develop a program advisory council Include representative stakeholders such as: Parents board of education members District and building leaders Community based service providers Teachers School counselors Other pupil personnel service providers Meet no less than twice a year Review the program plan and advise on implementation Submit annual report to district BOE

Use recommended ratios to the extent practicable ASCA recommends students per school counselor Consider student need and the nature and frequency of related services provided Consider the extent to which services require specific targeted program delivery (e.g. direct counseling or support services)
