1 15 June 2015 F BATHYMETRIC SURVEYS MAGDALEN ISLANDS AMENDMENT 002 Amendment 002 is raised to answer bidder questions, provide additional before/after survey drawings and pictures of the Small Craft Harbors as well as additional information concerning the understanding of the environment in which the winning bidding company s bathymetric surveys must be completed. Q1 A1 Q2 A2 Q3 A3 Q4 The tender contains specifications for Dredging (section ). Please confirm whether the provision of dredging services is included in this RFP. Bathymetric surveys to be carried out as part of this tender will be in the context of maintenance dredging performed by a dredging contractor and in favor of a separate contract. The section is written "Dredging (bathymetric survey)" and the information contained therein relate both to conduct bathymetric surveys and dredging context in which they are made. Section refers to Department s survey team. Does this indicate that DFO personnel will be participating in the surveys, and if so, how many personnel and in what capacity? The Ministry bathymetry team consists of a Ministerial project technician and a representative of the dredging contractor who must be present at the site but not necessarily in the ship that will carry out the bathymetric surveys, in order to ensuring that operations are realised without problem. One of the mandatory requirements of the RFP states that we must include a sample of a bathymetric survey (drawing) done "on behalf of the Small Craft Harbours Program." Are you referring to a specific government program or can we submit a sample of a bathymetric survey of a "small craft harbour" not "approved" by the government? The M4 requirement regarding provision of a sample bathymetric survey conducted on behalf of the Small Craft Harbours Program can be met by providing a bathymetric survey conducted in comparable conditions and in an environment similar to that shown throughout the drawings and photographs accompanying the RFP documents. Based on the drawings accompanying the request for proposal, the areas to be surveyed are approximately 0.25 km 2 (500 m X 500 m) in size each rather than 1 to 5 km 2 each as mentioned in the answers to the questions submitted (document RFP_fr_001.pdf point R1). Could you please confirm or specify to what these surface areas of 1 to 5 km 2 refer.

2 A4 The drawings accompanying amendment 001 of the RFP are examples of harbours where bathymetric surveys could be conducted. The answer to question Q1 in amendment 001 of the RFP was an estimate of the maximum surface areas that could be subject to checks. Companies interested in bidding must understand that while the surface area to be surveyed can vary, when weather conditions are good, bathymetric surveys generally require 4 to 8 hours of field work (1 day). Companies interested in bidding must understand that in the current environment, where fishing harbours are shallow, bathymetric surveys must be conducted with a small vessel, which is generally transported on a trailer and launched in each fishing harbour using existing ramps. We require measured depths and seabed profiles within the dredging areas in order to determine the amounts to be paid to the contractor responsible for providing maintenance dredging. Given the many issues raised regarding this request for proposal and the fact that it is critical for bidding companies to have as much information as possible to understand the environment in which the bathymetric surveys must be completed, the following additional information is provided regarding the cooperation required from the winning bidding company. In mid-march, depending on ice conditions in the fishing harbours of the Magdalen Islands, Fisheries and Oceans Canada's Small Craft Harbours Program requires that bathymetric surveys be conducted for harbours requiring annual maintenance dredging to create a priority list for maintenance dredging. To do so, interested bidders must realize that they are to be available and on site in the Magdalen Islands, in the harbour indicated by the Fisheries and Oceans Canada's Small Craft Harbours Program, within forty-eight (48) hours of being notified to mobilize. This requirement is crucial in order to perform the dredging needed to ensure secure access and regular maintenance dredging in at least four (4) fishing harbours located in the Magdalen Islands within a limited timeframe before the opening of the lobster fishery, and also to comply with environmental restrictions established by DFO's Fisheries Protection Program. Generally, six (6) weeks are allocated from the date on which DFO's Small Craft Harbours Program asks the company to begin performing bathymetric surveys until the end of dredging activities to secure access to the harbours. Also, in general, eight (8) weeks are allocated from the date on which dredging to secure access is completed and the end of regular maintenance dredging. Other requests could be made during or after this period to meet the operational requirements of DFO's Small Craft Harbours Program. Potential bidders should understand that the duration of the dredging activities may vary from two (2) to five (5) calendar days for secure access dredging and from five (5) to fifteen (15) calendar days for regular maintenance dredging. The above-mentioned periods exclude time lost due to bad weather or damage to maintenance dredging equipment. Page 2 of 5

3 In addition, due to the high frequency of weather conditions affecting depths in each of the harbours before and after dredging, DFO's Small Craft Harbours Program requires that the company selected to complete the bathymetric surveys be able to mobilize quickly and provide the information needed for managing the dredging contract within tight deadlines (a few days), in order to limit potential claims from the contractor responsible for maintenance dredging on behalf of DFO's Small Craft Harbours Program. The unit price per survey requested from interested bidders is an firm unit price for the completion of approximately 16 bathymetric surveys in the immediate vicinity of the Magdalen Islands, performed during a one-year period from the date of contract award to 30 June 2016, according to conditions mentioned in the specifications and modification(s) issued for this request for proposal. The number of annual bathymetric surveys could be more or less than 16 (in the latter case on prior approval of the Contracting Authority) depending on the operational requirements of DFO's Small Craft Harbours Program, to meet requirements relating to silting conditions in fishing harbours and sediment transport dynamics which depend on currents, tides and weather conditions whose effects are difficult to quantify in advance in terms of the number of bathymetric surveys needed. The average annual number of bathymetric surveys is therefore set at 16. It is also very important for interested bidders to understand that the firm unit price for bathymetric surveys in the Magdalen Islands includes all equipment, tools, labour, machinery, software and computer equipment, fees, travel and living expenses, time lost due to poor weather conditions preventing work on site (risk management item), time lost for delays due to travel by plane, by ship or by other means to and from the sites (risk management item), consumables, licences and user fees, office management costs and profits for completing the work (such as bathymetric surveys, quantity calculations and the provision of electronic files, among other things) on behalf of DFO's Small Craft Harbours Program in the immediate vicinity of the Magdalen Islands. Applicable taxes are not included in the submitted prices. Finally, for the sake of transparency about local market conditions and to comply with various commercial or free trade agreements applicable to this request for proposal where Canadian and/or Chilean and/or Columbian and/or Panamanian and/or Peruvian and/or North American companies and/or companies that fall under the World Trade Organization Agreement on Government Procurement must be aware of the environment of isolation and limited markets in which these companies may submit a bid, there is a local company, based in the Magdalen Islands, that offers this type of service. Interested bidders should not assume that mentioning that a local company exists on-site will be interpreted in a more favourable light from DFO's Small Craft Harbours Program, but rather as an indication of the time needed by external bidders to submit a competitive bid. Fisheries and Oceans Canada's Small Craft Harbours Program encourages multiple bidders and openness to all companies wishing to submit bids, while being transparent about existing conditions and the local environment in which these companies will have to compete. 4 Q5 A5 On page 34 of 69 of the RFP, in item 1.5 Location is listed the following sites which we have not found in the tender: Havre Aubert, Étang--du-Nord, Cap-aux-Meules, Pointe-aux-Loups and Miscellaneous sites for open sea disposal and artificial reef sites. Would it be possible to send us these documents? Please see attached images of Havre Aubert, Étang--du-Nord, Cap-aux-Meules, Pointe-aux-Loups and Miscellaneous sites for open sea disposal and artificial reef sites. Additional Information. We do not own air picture for that location. Minimal effort from the bidder is required to place the coordinates into a software for visualization of the Earth with a blend of aerial or satellite photographs. The area to be checked is the one stated in response to the Q5 question related to amendment 001. Île-d Entrée : The IE-6 disposal site is located at the following coordinates : 47,28650 N (NAD83); 61,76000 W (NAD83); This site is located at around 3.2 km North-West of Île-d Entree fishing harbor. We do not own air picture for that location. Minimal effort from the bidder is required to place the coordinates into a software for visualization of the Earth with a blend of aerial or satellite photographs.
