GDP in the Euro countries declined. To a large extent, world economic growth focused on developing economies, although even in those countries the trend was weaker than expected e.g. in China economic activity turned down. Later in the year, even the financially strongest European countries were increasingly burdened by the debt crisis and decline in export orders within Europe. New orders decreased by five per cent in the electronics and electrical industry. Finland s current account surplus was still at quite a good level until the end of 2008, however there was a significant reduction during the next year. In 2012, the current account fell into deficit. The reduction in exports and continuous fall in competitiveness throughout the 2000s resulted in state finances and debt beginning to grow rapidly. Finland s economic growth and prerequisites for such underwent great change. The export of mobile phones from Finland began to collapse at the turn of 2008/9, and practically came to a standstill from July 2012 onwards. In the technology industry, export of goods and services as well as research and development investments started to fall in Finland. With this as an indicator, the negative impact is predicted to continue for the coming years, especially in the electronics industry, which may have negative effects on electrotechnical standardization activities as well. From January July 2012, the turnover of electronics and electrical industries (telecommunications, electrical machinery and instruments) in Finland was two per cent lower than during the same period in the previous year. Within the telecommunications industry, the situation has been challenging throughout the year. As a result, the volume of orders remained at a low level also for the entire electronics and electrical industry. The number of employees within the industry continued to decline compared to the previous year-end. At the end of September, there were approximately employees, while before the crises in 2008, the companies in the field employed people. With the manufacturing electrical industry moving out of Finland, it will create a risk also for national involvement in electrotechnical standardization. Strength of electrical installations standards For SESKO year 2012 was economically slightly better than the previous few years. Operating expenses increased as new personnel was recruited. Operating incomes rose, while SESKO s most demanded standards series SFS 6000 was completed in October 2012, additionally six other standard handbooks were published. The standards series SFS 6000 includes 39 standards regarding low voltage electrical installations. Electrical installation sector immediately began to acquire the printed handbooks and electronic documentation collections containing the standards series and its reference standards, and then apply information in practice. The safety of electrical installations has been secured with standards for decades in Finland, which has ensured a strong status for the electrical installations standards series in electricity sector. Also, the expected publications of LED handbooks and automation handbooks improved the accessibility to standards for their sectors. Active standardization work Standardization activity has been quite lively during the past year, as the Finns have had altogether nearly 400 members within IEC working groups. Participation in international working group meetings has increased slightly. Within SESKO, the number of experts involved in standardization has increased by about five per cent, and was almost 480 people. They represent different social areas, such as technology industry and other businesses, authorities, testing and inspection sector, research institutions, polytechnics and Universities. The Finnish experts were also represented at the management of international bodies drafting standards. Of them, 11 acted as a chairperson or secretary for the international technical committee and 14 as a convenor or project manager. During the year, Electrical Energy Storage Systems became a new subject matter besides Smart Grid, Energy Efficiency and Electrical Vehicle issues. Due to the growth of energy production based on renewable resources and the generalization of energy production dependent on natural conditions, electrical energy storage needs are going to grow in the future. These energy storages will be of great importance to electricity grids. SESKO has focused mainly on these subjects. In addition, a new national committee regarding nuclear automation was established. Besides the actual standardization work, SESKO produced extensive teaching and self-study materials about electrical safety standard for educational institutions on the web portal for students and teachers. The material is freely available also for electrical professionals. Drawing attention to SESKO s recommendations SESKO hosted the joint Nordic NOREK presidium meeting for electrotechnical standardisers in April Frans Vreeswijk, the new IEC General Secretary and CEO, honoured the meeting with his presence with regards from the international electrotechnical commission. Regarding technical standardization, NOREK dealt mainly with the state of standardization on electric vehicles. SESKO introduced a recommendation Electrical installations for charging electric vehicles made by an electric vehicles committee. The recommendation is published on SESKO s website in both Finnish and English, and has attracted great interest in Finland and globally. Based on a decision that was made in the NOREK meeting, an intensive seminar about electric vehicles was arranged in Sweden for Nordic companies and standardisers in the business. Meeting the criteria The very first self evaluation based on the membership criteria, drafted by the European standardisation organisations CEN and CENELEC, was carried out at SESKO. SESKO s activities against the criteria were judged by SFS and METSTA, and as a CENELEC member, SESKO met the criteria well. The assessment report was submitted to CENELEC, who collects information on best practices and policies from its member bodies. Future guidelines The European Parliament adopted a regulation on European standardization in 2012, which is considered as an important recognition for the standardization system within Europe. Being a part of an international standardization system, the European standardization strengthens the competitiveness of companies globally as well. The new regulation is aimed in particular at improving the use of standards in the service sector and to accelerate ICT s standards development process. The Parliament s key objective was to ensure that public authorities, trade associations and SMEs are being heard in standardization. 3 Report from SESKO s Administrative Board SESKO members Sesko consisted of 21 members ending Members met twice during the year. Passing the membership from Housing Technology Federation to Service Sector Employers PALTA was approved at SESKO s Annual General Meeting (AGM) in March. The resignation of Digita Oy as well as the dissolution of Federation of Electrical Technicians in Finland was discussed at the Election Meeting in November. Along with the AGM, SESKO s traditional Spring Seminar was held. This time the theme dealt with piracy and counterfeit goods. Management The SESKO Board consists of ten members. Kimmo Saarinen, Vice President of Kemet Electronics Corporation, continued to chair the Administrative Board and the association. Director Kari J. Lång at Nokia Oyj acted as Vice President. The board conducted five meetings during the year, including a Strategic seminar. The Board Members advocated SESKO s member communities by divisions so that there were four members from the largest interest group of standard users (group 1), four members from the group of electrotechnical authorities, inspection and testing organisations (group 2), and two members from other interest groups of electrotechnical standards (group 3). Auditing SESKO s accounts were audited by Master of Economic Sciences Heidi Vierros APA from KPMG Oy Ab and the deputy auditor was KPMG Oy Ab collectively. Executive Director Risto Hiltunen from Electrical Consulting Engineers NSS acted as the inspector in accordance with the law regarding associations. Committees By the end of the year the number of national committees set up by the SESKO Administrative Board was 47. In addition there were about 100 national follow-up groups, which together with the committees consisted of 477 experts. The Administrative Board approved 485 standards, of which 66 were published in Finnish. Personnel At the end of 2012, SESKO employed 13 people of which eight were technical experts and five in the supporting service role. A temporary project designer took over a permanent position as a group manager. One person had a shorter working day. 4 Finance Awards Erkki Yrjölä Medals In 2012, SESKO s Erkki Yrjölä Medal was awarded to three distinguished experts in standardization: Senior Research Scientist Dr. Jari Hällström (Centre for Metrology and Accreditation, MIKES), Product Development Manager Mika Mutru (Reka Cables Ltd) and Operations Manager Jorma Rutanen (Thermo Fisher Scientific Oy). Jari Hällström was awarded for his credit in the international committee IEC TC 42 on high-voltage test techniques. He has been a highly respected leader and member of the committee, its working groups and maintenance teams ever since This is in addition to his earlier IEC1906 Award in Mika Mutru is an active and competent member of SESKO s committee SK 20 Electrical Cables and he was the committee s secretary from Mika Mutru represents Finland in the international electric cables committees of IEC and CENELEC. With his effective input he has influenced the development of cable standards both in Finland and internationally. Jorma Rutanen has made a valuable contribution to the drafting of standard IEC Safety requirements for electrical for measurement, control, and laboratory use. He was a convenor of working group IEC TC 66/WG 1 Safety requirements of measuring, control and laboratory during the drafting of the third edition of the standard. For his merits as a leader of the working group IEC TC 66/WG 1 Mr Rutanen received the IEC 1906 Award in The association s operating costs were precisely , and increased from the previous year by 1.3 %. Personnel expenses rose 6.1 %. This was primarily due to increased salary expenses and related costs, as SESKO hired new employees. The relative share of personnel costs increased 2 % compared to the previous year and was 61 % of the total operating expenses. The association s financial result for 2012 was a negative sum of The deficit financing was mostly affected by increased salaries and employee costs. The profit from SFS s compilation compensation recovered slightly due to the publication of the standard series SFS 6000 at the end of Distribution of standards The compilation and distribution compensation based on selling standards covered 44 % (39%) of SESKO s financing. The compilation compensation of SFS standards and handbooks added up to 30 % (23 %). The previous year s figures are in parentheses. Participation fees In SESKO s standardization committees and follow-up groups, there were 477 (463) electrotechnical experts from various areas of the Finnish society. The number of participants increased about three percent. The return from the participation fees covered approximately 24 % (27 %) of the entire financing. International membership fees SESKO received overall as state assistance from the Employment and Economic Development Department (TEM) via The Finnish Standards Association (SFS), of which 51 % (53 %) was used for international membership fees (IEC, CENELEC). SFS paid secretarial, translation and conference expenses via state funded assistance from TEM. The travel expenses paid directly to the participants of international standardization meetings accounted for VTT Expert Services Oy bore the IECEx membership costs and KEMET Electronics Oy took care of the membership fees of IECQ. Assistance from Promotion Centre for Electrical Safety During the year, the assistance for standardization on electrical safety from Promotion Centre for Electrical Safety (STEK) was , which accounted for approximately 14 % of funding. IEC 1906 Award In 2006, the International Electrotechnical Commission (IEC) celebrated its 100th anniversary. In honour of the first century it set up the 1906 Award to put a premium on the valuable standardization work of the experts in technical committees, sub committees and working groups. In 2012, the IEC 1906 Award was given to 140 experts. The only awarded Finn was MSc Jari Uusitalo (Eaton Power Quality Oy). He became involved in the technical committee on power electronic systems and in In the committee s maintenance teams, MT and MT , he has been constructive and consistent in an exemplary manner. Both national and international colleagues in the standardization appreciate the way he applies himself in drafting standards. Jari Uusitalo s responsibilities for Eaton Power Quality Oy include active involvement in the international standardization and the development of new products. Added to that, he conducts the initiation of young experts and also coordinates the support on safety and EMC issues for design engineers and other divisions. Spring Seminar 2012 The traditional Spring Seminar in March brought together many standardization experts and SESKO partners to get information about piracy and counterfeit goods, and they also wanted to congratulate the newest EY medal winners as well. SESKO s Managing Director Sinikka Hieta-Wilkman opened the seminar with an overview of standardization in Pictured left Hanna-Maija Elo, Master of Laws at Juridia, gave instructions on how to recognise piracy and avoid purchasing counterfeit goods. The presentation covered detailed information about intellectual property rights, trademark and copyright as well as their protection means and market surveillance. Also Mika Richardt (Director at SGS Fimko Oy), Paavo Tammisto (Director at ABB Oy Wiring Accessories), Kimmo Saarinen (SESKO President of the Board, KEMET Electronics), Tom Törn (Director at SGS Fimko Oy) and Matti Katajisto (Expert at VTT Expert Service Oy) gave presentations at the seminar. IEC GM in Oslo International electrotechnical commission IEC had its 76th General Meeting from in Oslo, Norway. The picture is taken at the opening event in an impressive stateroom where the Nobel Peace Prize is also awarded annually. Participating in administrative meetings and technical committee meetings, held alongside the GM, there were altogether nearly 1200 attendees from approximately 70 member states. SESKO was represented by President Kimmo Saarinen and Managing Director Sinikka Hieta-Wilkman participating in IEC governing body meetings. For 2012 there were 16 Finnish experts participating in more than 50 technical committee and working group meetings in Oslo. SK 45 Nuclear automation The Finnish follow up group IEC TC 45 regarding nuclear automation was established as the national mirror group SK 45. 8 Communications Raising awareness of standardization and electrotechnical standards through various communication channels is one of SESKO s missions. The companies and organizations closely related to electrotechnology, along with SESKO member communities and experts, are the target groups. To them, it s important to obtain current information about the new standards as well as standardization projects. Consequently, each party can contribute to the standards at the appropriate time and obtain information to promote their own activity. Also, students and teachers are an important target group for continuous communications. SESKO in the spotlight SESKO approaches its target group through allocated digital and printed media. Altogether 227 (222) articles and newsletters, about electrotecnical standardization or standards, were published Electrotechnical standardization and standards were presented at several different events during the year. At the Sähkö, Tele, Valo ja AV 2012 event in Jyväskylä, SESKO had its own stand and conducted short presentations regarding the new SFS 6000 standard series and the standards concerin various media formats during SESKO, along with electrotechnical standards, were displayed throughout many websites, active directories, seminars and educational events. SESKO s own media consists of the printed publication SESKO magazine, issued five times a year, and it s website Each year the first annual issue of SESKO magazine includes a list of established and published standards from the previous year. During 2012 SESKO magazine gradually shifted to a digital format for improved and a more efficient publication process. The readers are notified of each new issue on the website and via . Volumes of the magazine have been archived on the website since In addition, electrical standardization is presented through the educational portal for students and teachers. The main theme in 2012 was the new edition of low-voltage electric installations standard series, SFS News on progress of the edition appeared in articles and advertisements throughout the year. SESKO s website presented the standard series SFS 6000 and related handbooks in a special section which has direct links from other electrotecnical partners websites. A media notice was released on every standard published during Experts prepared articles for professional journals on the most significant standard publications, such as automation, material declaration, solar power and technical documentation standards as well as LED handbooks. A recommendation on charging electric vehicles from household socketoutlets was published in print as well as digital form both in Finnish and English. The recommendation received a lot of publicity at home within the houses of parliament as well as abroad. SESKO s website Hits for the site have continued to increase gradually as new generations have started to use electronic communication tools and channels. The section for educational institutions, having links from has been updated with new studying and teaching material on safety in electrical and documentation. On the site, besides national standardization news, there are also reports of current European and global topics and events regarding standardization. The section on SESKO s committees is one of the most popular sections of the site and most frequently updated. The English section serves SESKO s international partners and also participants of international meetings in Finland. Fairs and events ning charging electrical vehicles. SESKO s Spring Seminar 2012 dealt with piracy and counterfeit goods. SESKO also participated in the SFS FORUM 2012 along with other SFS s affiliates. Educational cooperation SESKO attended the European standardization organisations (CEN, CENELEC and ETSI) joint working group regarding Education about Standardization (JWG EaS). Correspondingly, SESKO is involved in a steering group of SFS and its affiliates acting as a National mirror group for JWG EaS. SESKO aims its educational presentations and academic information towards students and teachers in electrotechnical field, mainly polytechnics, Universities of applied sciences and vocational institutes. SESKO maintains an electrotechnical section on In 2012, SESKO organized three educational events presenting electrotechnical standardization and standards. Together with JAMK University of applied sciences (Jyväskylän ammattikorkeakoulu) SESKO had a standardization seminar which was included in a course for electrotechnical engineering. The students were particularly interested in the revision of electric installations standards, Smart Grid and electric vehicles. At the Tampere University of Technology, SESKO s representative gave a lecture on EMC standards. In addition, at the forum Insinöörikoulutus 100 vuotta in Tampere, SESKO had an excellent opportunity to highlight electrotechnical standardization as an important part of engineering education throughout the past century. Education SESKO s personnel gave lectures during a number of events, which were organized by many member communities and other organizations. In general, the lectures dealt with the standardization system, standards content and their status as well as their guidance. Specific topics in 2012 included low voltage installation, intelligent electrification, smart metering, electromagnetic compatibility, LED standards and electric vehicles along with their charging systems. 12 SESKO Annual Report 2012 SESKO Annual Report

9 Standardization Committees and follow-up groups Overall, by the end of 2012, SESKO had 47 standardization committees and approximately 100 follow-up groups having a total of 477 expert members. The standardization committees assemble regularly and have a designated chairperson and secretary. Committees are usually set up for the nationally significant electrotechnical lines of business. National committees may also be required when there is a special need to have standards published in Finnish. IEC and CENELEC subjects which deal mainly with international standardization, in the case there is no need for a national committee, SESKO provides follow-up groups. Besides members, a contact person is appointed for each follow-up group. The activities of committees and follow-up groups The focus areas of the standardization committees and follow-up groups vary annually by each topic. In the work of all groups, active and comprehensive participation in IEC and CENELEC voting, commenting and group work is important. This is the best way to influence the contents of standards and prepare for their implementation. Fields in which there are many actors within Finland, the translation of standards and preparation of national parts to standards is an essential to the work of a committee. Active Committees and Follow-up Groups in 2012 SK3 Information Structures, Documentation and Graphical Symbols The committee prepared Finnish translations of international standards on preparing user manuals and part lists as well as on structuring documentation, and prepared the Finnish material to be added to the IEC database. Due to the merger of IEC committees TC 3 and TC 16, the national committee will participate also in the standardization of the basic terms related to electrical safety from now on. Within the scope of the committee, handbooks were finalized on documentation of electrical design and basic safety concepts of electrical installations and electrical devices. At the initiative of the committee, the first international graphical symbol related to electrical vehicles was standardized. The committee also prepared new educational material on documenta- tion standards for the SFSedu.fi website to be used by students and teachers. The secretary of SK 3, Arto Sirviö, is the chairman of the international committee IEC SC 3C and the secretary of the graphical symbol maintenance team MT 60617, as well as the person responsible for CENELEC SR 3C reporting secretariat. The standards in this area have an impact within large circles, and they form the basis and terminology for all other technical standardization committees. SK 11 Overhead Lines The committee participated in the preparation of new CENELEC standards on high voltage overhead lines. In the past, different standards were used for overhead lines of more than 45 kv and up to 45 kv. Now these requirements were combined into one basic standard, which also takes into account the latest eurocodes on mechanical dimensioning. A new draft was prepared concerning Finland. SK 13 Equipment for Electrical Energy Measurement and Load Control The national committee worked actively in year 2012 because of activities related to the Smart Metering mandate. Finnish delegates participated in the working group and committee on data transfer related to the metering of electrical energy, and in the Nordic NOREK group. Support was given to developing the Open Smart Grid Protocol (OSGP), which was created at the initiative of Finland, into one of the European electrical energy metering protocols meant by the mandate M/441, which is important for Finnish business players. Three national SFS standards on electrical energy metering centers were published in Finnish. Lectures on smart metering of electrical energy were given in various events. SK 22 Power Electronic Systems and Equipment The committee efficiently prepared topical European and international standards in this field. Power electronics is one of the most vital sectors of the electronics industry in Finland having a significant amount of expertise. Finland is strongly represented for the working groups of IEC TC 22 subcommittees SC 22G Adjustable speed electric drive systems incorporating semiconductor power converters and SC 22H Uninterruptible power systems (UPS). The publication of a new safety standard for power electronics and the preparation of an energy efficiency standard for power drive systems as well as changing EMC standards were key items being prepared or worked on within the committee. SK 23 Plugs, Socket-outlets, Switches and Connecting Devices Finnish delegates of the committee participated in the meetings of the IEC and CENELEC committees and working groups standardizing requirements for plugs, socket-outlets and connecting devices. There was active participation especially in the standardization of plugs for electric vehicles in both European and international project teams. The EN standards on plugs for electric vehicles were published. A standard on household extension cords was published, further improving the safety of extension cords placed on the Finnish market. Finland resigned from the responsibility of leading the maintenance group on SELV plug standard due to lack of industrial interest. SK 31 Electrical Apparatus for Explosive Atmospheres The international IEC TC 31 has a wellestablished position in the standardization of for explosive atmospheres. In addition to standards for electrical, IEC also prepares standards for mechanical devices and quality systems. Finland has globally significant manufacturing of for explosive atmospheres. For this reason, SK 31 is actively participating in international TC 31 work: 15 persons are members in 21 working groups in total. From the Finnish perspective, the focus areas are preparation of standards particularly on motors, luminaries and installations. SK 34 Luminaires and Associated Equipment Key work items for the committee on luminaries are the preparation of standards for energy-saving light bulbs and energy saving lamps and LEDs, LED lamps and their auxiliaries. Finnish experts participated in the meetings of the working groups on lamps, auxiliaries and luminaries. Markku Norhio (Helvar Oy) is acting as the chairman of the committee IEC SC 34C, which standardizes auxiliaries for luminaries. The committee published two handbooks on LEDs. One contains the construction and performance standards and the other standards on EMC and radiation requirements. The guidance in the handbooks directed at manufacturers and importers is believed to improve the safety of LED products in Finland. 14 SESKO Annual Report 2012 SESKO Annual Report

10 SK 45 Nuclear automation The follow-up group on IEC nuclear automation was transformed into a national mirror committee. This was influenced by Finland s nuclear power knowledge regarding new generation systems and on-going large-scale national construction and renewal projects attracting plenty of attention worldwide. A key objective for the standardization work of the national committee is to influence safety issues, operator interfaces and requirements for the automation architecture. Additionally the committee is tasked with following and understanding the entities for standardization of nuclear automation and bringing new knowledge and experience regarding these to nuclear facilities in Finland. The nuclear technology industry is a significant employer in Finland and, due to its lack of CO2 emissions, an important form of energy production. Also, Finland s bedrock is suitable for a final repository of spent fuel. International standards are being revised and harmonized, which will result in great activity for standardizations in this field. The parties working in this field are widely involved with the committee work. SK 46 Communication Cables The committee prepared topical IEC and CENELEC standard drafts related to data communication cables. A joint meeting was organized between the members of national committees SK 46, SK 86 and SK 215 to prepare common comments on a new revision of InfraRYL guidelines concerning buried cable installations. A member of the national committee, Lauri Halme, is the chairman of the CENELEC committee TC 46 X and the convenor of the IEC workgroup TC 46/WG 5 Screening Effectiveness. Dr. Halme is also the chairman of IEC committees TC 46 and SC 46A. IEC TC 57 Power systems management and associated information exchange Members of the national follow-up group are involved in the international working groups that are preparing the communication system standards for power grids. The smart grid communication system is based on the standards prepared by the international committee IEC TC 57. These define the functional model of the communication system including security requirements, protocols and data models. They are also part of the standardization mandate M/490 from the EU Commission. SK 61 Safety of Household and Similar Electrical Appliances The committee has been actively participating in both European and International standardization by submitting proposals to IEC in order to rectify recognized safety issues (battery charger cables, washing machine connectors, hot surfaces) and by commenting numerous international and European standard drafts. The committee has published amendments to standards on the general safety requirements for household electrical appliances, interior heaters for vehicles and electric toys. The finalization of a new edition of a standard on general safety requirements for household electrical appliances was completed. SK 64 Electrical Installations and Protection against Electric Shock The committee responsible for the standardization of low-voltage electrical installations finalized the revised standard series SFS 6000, containing 39 parts. This series of installation standards has a very wide user base ranging from electrical contractors acting as small entrepreneurs and electrical designers to large corporations. Also the constitution of the committee reflects the user base well, as there are several representatives from small companies. The standard series is estimated to have almost individual users in Finland. This comprehensive standard series on the safety of electrical installations is mostly used in the form of a handbook, and that s why the standard series was also published as SFS handbook Handbooks and were also prepared in SESKO, containing standards and regulations related to the SFS standard series SFS and SESKO had a larger than usual direct marketing campaign and advertisements and articles in magazines to publicize the new handbooks. SK 65 Industrial-Process Measurement, Control and Automation Two parts of the revised Automation Handbook prepared by the committee, Vocabulary and Functional Safety, and Programming and Documentation, were published during the year Standards related to the third part, Security, were translated into Finnish, so that they can be published as a handbook in The committee and its working committee had several meetings during the year in order to discuss current IEC and CENELEC matters. Industrial wireless networks continue to be a hot topic in Europe, because the division of work between the different standardization organizations is not totally clear. The secretary of the committee participated in the meetings of the IRWC working group, in which the strategy how to improve collaboration between ETSI and CENELEC was also discussed. In conjunction with meetings of the national committee, some presentations were also given on selected topics, e.g. on the research carried out by the Wireless Sensor Systems group at Aalto University, and on the activities of Wapice and Inspecta. SK 69 Electrical Road Vehicles and Industrial Trucks The committee, which has been functioning for three years, has become established and has continued to be very active. The committee follows the standardization of charging systems and the plug for electric vehicles, and participates in the standardization through its members e.g. by commenting standard drafts. There has been very active participation in the CEN-CENELEC group coordinating the status of European standardization and European recommendations, and the issues important to Finland have been taken care of there. A delegate of the committee has also participated in the work of the strategy group under IEC/SMB on future standardization requirements of electric traffic. The national committee prepared the recommendation Electrical installations for charging electric vehicles, published both in Finnish and in English, which attracted broad attention both nationally and internationally. The recommendation has been referenced in multiple contexts, and it has been presented in the Parliament, and articles and press releases have been prepared and lectures have been given about it. At Finnish initiative, also Nordic collaboration on the standardization of electric vehicles was started. In the first NOREK meeting, which was held in the autumn of 2012, the Nordic challenges were determined to be common between the participants, and the policies already outlined were noticed to be quite similar. There are significant national innovation programs on-going in this field, and therefore standardization is of interest to many different parties. SK 77 Electromagnetic Compatibility (EMC) and CISPR Radio Interference Electromagnetic compatibility is a mandatory property of every electrical or electronic device. It is made mandatory by the EU EMC directive. According to the principles of the New Approach, compliance with the requirements of the directive can be demonstrated through the use of harmonized standards. The technical content of standards related to EMC is prepared internationally in IEC technical committees. The technical mirror committee in CENELEC takes care of adopting the international IEC and CISPR standards as European EN standards and makes small changes related to particular European requirements if necessary. The national committees of SESKO, SK CISPR and SK 77, participate in the international preparation of EMC standards. SK CISPR has dealt with several proposals related to the preparation of standards and responded to several 16 SESKO Annual Report 2012 SESKO Annual Report

11 tens of votes and requests for comments. The most significant of the new standards in 2012 applies to interference emitted by multimedia. It combines the information technology emission requirements (CISPR 22) and broadcast radio receiver emission requirements into one standard. The corresponding immunity standard is also under preparation. EMC matters. In addition to authorities, EMC matters concern very many parties in Finland: product manufacturers, designers and installation companies. SK 78 Electrical Work Safety The scope of the former Live Working committee was changed to cover electrical work safety as a whole, and at the same time the name of the committee was changed from Live Working to Electrical Work Safety. The work of the committee will intensify in the future, as CENELEC is about to complete a new edition of the standard on electrical work safety. This has meant the commencement of revision work on the electrical work safety standard SFS 6002 nationally. This standard has a broad user base in Finland, because it is a key tool for all electrical professionals. SK 79 Alarm Systems The committee prepared Finnish translations of standards on application guidelines for a camera surveillance system and alarm transmission systems. A joint working group of the committees IEC TC 79 and CLC TC 79 started defining interoperability requirements for security systems. The standardization of camera surveillance and access control systems was completely transferred to IEC TC 79, whose latest topics relate to the standardization of digital locks and requirements for a building communication network for security systems. The secretary of the Finnish mirror committee, Arto Sirviö, is also acting as the secretary of the European working group on terms and definitions. The manufacturers and installation contractors of alarm systems are interested in the objects of standardization, and therefore the activity of Finnish experts in the international standardization is remarkable. IEC TC 82 Solar Photovoltaic Energy Systems Members of the national follow-up group were interested participants in the corresponding European committee. The follow-up group prepared Finnish translations of the documentation for photovoltaic systems connected to the electric grid. In addition, minimum requirements were drafted for the tests, inspection and documentation of photovoltaic systems. Press releases and articles were used to inform the public about these. Small-scale electricity generating systems based on photovoltaic panels have become quite popular in Central Europe. Also in Finland, the interest in small-scale generation of electricity and related standards has clearly increased. IEC TC 88 Wind Turbines Members of the national follow-up group are involved in the international working groups preparing standards for wind turbines. Wind power technology is a significant method of producing renewable energy. Wind generators are manufactured ranging from small-scale producing a couple of kilowattsto megawattclass power plants and wind power parks. The IEC standards place requirements for safety and performance and design guidelines and simulation and measurement methods for the. There is growing interest at the political level as well as amongst citizens in Finland in higher utilization of wind energy in the future. SK 91 Electronics Manufacturing Technologies The Finnish delegate is carrying out the duties of the reporting secretariat in this field. IEC established a new committee on printed electronics, TC 119, to standardize the terminology and the properties of and the requirements for the, products and manufacuring processes of the materials. In addition, the committee takes into account issues related to health, safety and environment. The coordination of its standardization in SESKO was assigned to the committee SK 91. Due to this change, the name of the committee SK 91 was changed to Electronics Manufacturing Technologies. This made the membership grow significantly, and it made the participation more efficient. IEC TC 105 Fuel Cell Technologies Members of the national follow-up group participated in the international preparation of standards on fuel cells. Fuel cell technology is used to generate electricity and heat. Fuel cell technology is scalable from small consumer devices to vehicles and large power plants. In distributed small-scale production of electricity, fuel cell technology can be used to compensate for production outages of solar electricity systems for instance during night time. SK 111 Environment One of the most significant accomplishments in this field was the publication of the material declaration standard and the creation of the work processes for the validation team that is maintaining the related database of reportable substances. The importance of the standard to the whole supply chain, i.e. component manufacturers and device manufacturers, importers and vendors was emphasized further when CENELEC published a standard that mentions material declarations as one approved means of demonstrating that a product complies with the requirement of the RoHS II directive. An article was published in print media, and press releases on the web. The committee has also been following ecodesign and energy efficiency issues e.g. in EU Commission and other IEC committees, because the role of the committee is quite horizontal, and it serves many other fields. SK 205 Home and Building Systems (HBES) The committee has participated in the standardization general requirements and an open communication system for home and building automation systems (HBES/ BACS). During the year, effort was invested in specifying the smart grid related interface between a building and the power distribution network, and specifying the features of the power consumption display device for consumers related to power consumption measuring mandate M/441. The committee prepared Finnish translations of a functional classification standard and a functional safety standard. SK SG Smart Grid Smart grid and related standardization continues to be a key focus area in electrical standardization. The committee intends to identify the standardization projects that will be essential for Finnish industry, e.g. to ensure the capability for the industry to influence the standards. Members of the committee have participated in the work of CEN/CENELEC/ETSI Smart Grid Coordination Group and a working group on smart charging of electrical vehicles. Finnish research results and usage experiences about low voltage DC system installations have been submitted to IEC low voltage installation committee for their information.
