2 Aaniin, Boozhoo, Greengs First of all, a big congratulaons to all our students from Day Care to University! This month there will be a number of graduaon ceremonies I will be a'ending and I wish I could be at each and every one, however I want to acknowledge all of our students for their success and connuous hard work to accomplish goals. Chief and Council is extremely proud of all our youth and students and wish everyone the all best in future endeavors. May 10 I met with Fire Coordinator Steve Nolan, Union of Ontario Indians, Grand Council Chief Pat Mahdabee and Ministry representaves regarding increasing fire services, fire equipment and funds all across Ontario. The agreements are in the negoaon stage. On June 3, 2016 the Ontario Nave Firefighter Associaon will have their AGM and the Firefighter compeon here in Garden River First Naon on June 4, 2016 at the GRFN Fire Hall Come and support our firemen at the compeon this weekend! May 11 First GRFN Chief and Council Live Stream The live stream went well and the rangs are ge<ng high. We are excited for the programs, services and delivery the NSTC will have to offer each First Naon. Volume 1, Issue 9 June May 24 Robinson Huron Treaty Meeng The Robinson Huron Treaty signatories had a discussion meeng on issues and next steps for the Robinson Huron Treaty. Some acvies for the summer include: elder s input on treaes, development of an alliance, and planning of September 9 th, 2016 Treaty Gathering. Stay tuned for further noces. The May 26 Community Feast & Meeng with MTO Representaves went well. The meeng included discussion on areas of concern, Highway Safety Study, suggesons for highway improvements and potenal short and long term goals. Meegwetch to all community and council members who a'ended. As well, meegwetch to Silver Creek for cooking the pickerel. It was an excellent feast! In closing, I d like to acknowledge and commend elder Shirley Roach for providing a heareelt response to CBC News on May 30, 2016 regarding Premier Kathleen Wynne s official response to last year s report from the Truth and Reconciliaon Commission on the abuses suffered by First Naon residents. The government has commi'ed funds to assist with First Naon programs and services in which we shall pursue in moving forward to our healing journey as Anishinaabe people RespecEully, Chief Paul Syre'e Page 2

Dear Paul Syre'e, Request for Assistant: Encouraging IAP Applicants to Inquiry about their Claims The Indian Residenal Schools Adjudicaon ( the Secretariat ) believes that there may be people in your community that submi'ed a claim to the independent Assessment Process (the IAP ) that have since stopped communicaon with the Secretariat and/or their counsel. The Secretariat cannot properly resolve their claims unless they parcipate. We are asking for your assistance to re-establish contact with these applicants. We humbly request your permission to share, circulate and adverse IAP postcards within your community. The postcards simply ask IAP applicaons to contact the Secretariat and inquiry about the status of their claims. The goal is to renew their involvement in the IAP. Should you be agreeable to this request enclosed is an inial batch of postcards. Encouraging anyone who applied to the IAP to inquire about their claim is to their own benefit, so we ask that you share the postcards with as many peoples as possible. Also enclosed are some guidelines on encouraging people to inquire about the IAP claims. These guidelines were developed to ensure that claimants privacy is both protected and respected. 9 ELEMENTARY PROGRAM UPDATE & MAY PHOTO HIGHLIGHTS... It s the final count down for the school year. Students will be participating in year-end fun filled field trips and activities in June. The Grade 8 s will be preparing for their graduations in which East View, Holy Cross and St. Mary s French Immersion all take place on the same June 27th evening. This year we have 22 graduates in 6 elementary schools. I would like to acknowledge Kailyn Boissoneau-Mercier (Superior Heights Intermediate School) who was also registered in the Advanced Placement Math course as mentioned in April s newsletter. This means that 45% of our grade 8 s are taking reach ahead credits. Giver Giver Garden River!! We started off with a luncheon at Rosedale French Immersion School, then a school tour and gathering at Holy Cross Catholic School and then a class to class student guided tour at East View Public School. The students were very excited to see the Chief in their classrooms, out on the playground and gatherings in the library. During the gatherings,the students had an opportunity to ask questions and interact with the Chief who shared a message of education and anti-bullying. Mr. Nolan s class sang a song in Ojibway to honour his presence. Great job, it is so nice to hear our language. 10 Akira Charlotte Art, Tyana & Chance Tanya & Avery Holy Cross Spring Pow Wow May 6th Beth & Tesla Janessa What a beautiful sunny day to have a spring mini Pow Wow. Holy Cross Catholic School hosted its first Pow Wow since the school opened in It was nice to see all the students/parents/grandparents and community members supporting the cultural event. There were youth dancers and drummers who came from other schools to participate in this special event. Even past Holy Cross graduates came back to support their old school and share time with their younger sibling(s). It was a great closing celebration for education week. 11 Randy and Nevaeh Welcome to Kindergarten On May 18th Parents and/or Guardians of the registered fall J.K. students were bussed to and from Holy Cross Catholic School. This is a very exciting and emotional time for the little ones and parents/guardians to experience their first bus ride together. This year as part of the transportation transition we have added more bus rides from the GR Child Care Centre in May and June. If you submi'ed your applicaon before the May 15 th applicaon deadline, you should have received an with the status of your applicaon. I have now completed reviewing and assessing all applicants for their individual eligibility for sponsorship. I have now ed your condi$onal approval for sponsorship. The sponsorship approvals are only condi$onal because all applicants must meet all eligibility requirements, all official informa$on must be submi*ed News From Post Secondary Counsellor and your file must be clear of any outstanding issues. Important update: With the limited available funding from INAC, there is only enough monies let in the PS budget to offer sponsorships to the Priories #1, #2, #3 and only 7 of the Priority #4's for the new school year, 2016/2017. The remaining applicants were not approved for sponsorship and they have all been advised to make a back up plan by seeking alternate funding. The students that were approved have unl June 2 nd to confirm their intenons as a'ending or not a'ending. ATer this date and should monies become available from students changing their educaon plans for this year, I will be simply be going down the list to offer sponsorship to the remaining eligible applicants using both the individual priority number and the date the applicaon was received. I will update you as soon as I can. WAIT LIST For the applicants that submi'ed ater the May 15 th deadline, you have already been advised that you are on the waitlist. I will only be able to get to the waitlist if I have been able to approve the remaining applicants that applied before the May 15 th deadline. I will be updang you as soon as possible. Please, remember that Post-Secondary Sponsorship is not guaranteed just Page 11

12 because you aended the previous year or semester - you must reapply every year before the applicaon deadline. ** IMPORTANT ** NEW TO COLLEGE OR UNIVERSITY? If you are new to college or university, PLEASE REMEMBER that there are deadlines to accept your offer of admission and most mes, a confirma$on fee or tui$on deposit must be sent to hold your seat. Please send/ bring me copies of all your official acceptance informaon that you receive. We are not responsible for any lost seats due to deadline dates missed. Please read your offer of admission / acceptance le*er carefully - most of the offers are condi$onal unless you have submi'ed all necessary documents and/or are connuing your studies. If you did receive a condi$onal acceptance you probably haven t submi'ed the remaining informaon to the school (like your final grades for this current semester and/or transcripts and/or a resume and/or write the college/ university entrance requirement tests) it is your responsibility to send the remaining informa$on required. Once you have submi'ed the informaon and ater they review it, you will either receive a new final offer of admission / acceptance le*er or the school will withdraw their condi$onal offer. REMEMBER, that it is of the utmost importance to keep your educaon plans current with me along with keeping your address up-to-date throughout both the applicaon process and once you become a student. It is always the student s responsibility to ensure that all paperwork is brought in, sent in, or faxed in to my office. I do not receive any paperwork from the college/university directly. 15 Right To Play Youth Leadership Program Community Update: Youth Summit On May 6th, 7th and 8th, ten Garden River youth parcipated in the New Northern Youth Mentality Youth Summit at Camp Wakonda, just east of Garden River. Algoma Family Services and their youth engagement group, Younion hosted this summit for approximately 40 youth, ages 13 to 23 years, from Northern Ontario. The New Mentality is a group that focuses on desgmazing mental illness and bringing awareness to mental health issues. This three day event gave Garden River youth and many others, the opportunity to come together, explore mental health topics, become more aware of LGBTQ issues, learn more about youth engagement, and become advocates in their communies. The weekend included several youth led sessions, a special presentaon by Teddy Syre'e, from Batchewana First Naon, a dream catcher making workshop, many ice-breakers and team building games, as well as nightly campfires and s'mores. Each youth parcipant received several gits including two t-shirts and a water bo'le. Thank you to the host agency and the young members of the Younion group who hosted our youth. 16 Children s Oral Health Ini$a$ve Program (COHI) WHAT IS COHI? COHI is designed to help prevent and control tooth decay in young children and set the stage for a lifeme of healthy teeth. WHO BENEFITS FROM COHI? Children aged 0 to 7 years old Parents & caregivers of children aged 0 to 7 years Pregnant women WHAT ARE COHI SERVICES? COHI Screening - During a screening a Dental Professional will check your child s teeth for signs of tooth decay. Wellness News Fluoride Varnish Applica$ons - may be painted on all visible surfaces of the teeth to protect and strengthen the teeth, making it more difficult for tooth decay to begin. Sealants - are thin, clear or white, plasc coangs placed on the surfaces of teeth to help prevent tooth decay. Sealants prevent acids which cause tooth decay from ge<ng into the grooves and pits of the tooth. 18 Chiefs of Ontario Naonal Non-Insured Health Benefits (NIHB) Joint Review Update As you are aware the objecve of the NIHB Joint Review is to idenfy and implement acons that enhance First Naons cizens access to benefits, idenfy and address gaps in benefits, streamline service delivery to be more responsive to the client s needs, and increase program efficiencies. The NIHB Joint Review Steering Commi'ee (JRSC) is made up of 2 Representaves from the Naonal Chiefs Commi'ee, 2 Representaves from the Naonal First Naon Health Techs, 2 Representaves from the Naonal NIHB Navigators, Assembly of First Naons (AFN) Staff, and 2 NIHB Regional Managers and First Naons and Inuit Health Branch (FNIHB) Representaves who have agreed to: 1. Garden River First Naon Uranium Water Samply Results 2016 Health Canada, First Naons & Inuit Health Branch, Thunder Bay Zone Office, May 13, 2016 Chief Paul Syre'e, Garden River First Naon RE: Garden River First Naon Uranium Water Sample Results Dear Chief Syre'e: water supply. On several occasions, water sample results have demonstrated levels of uranium that have slightly exceeded the Maximum Acceptable Concentraon (MAC). Uranium is a naturally-occurring element commonly found in soil and rocks. The concentraon of uranium in water is typically very small, but varies from region to region; depending on the type of minerals in the soil and bedrock. For example, in granite bedrock, the average concentraon tends to be higher. I would like to provide the public health and medical informaon required to be'er understand the health risks associated with the uranium levels found in the community The current guideline for uranium in drinking water is a MAC of 0.02 milligrams/litre (mg/l). This means that no adverse healthy effects would occur from the ingeson of 1.5 L of Page 18

19 drinking water per day containing uranium (at this level) over a lifeme (70 years). The kidney is the most sensive endpoint for uranium. This means that the kidney is the organ that is most suscepble to the effects of uranium, which may cause nephris (inflammaon). Most uranium from drinking water is eliminated from the body. However, a small amount is absorbed and carried through the bloodstream. Once in the bloodstream, the uranium compounds are filtered by the kidneys, the potenal health effects from uranium in drinking water come from its heavy metal characteriscs and not its radioacvity, which is very low. Bathing or showering with water that contains uranium is not a health concern. Please refer to the enclosed fact sheet that can be provided to community members. Health Canada recommends that both the Guidelines for Drinking Water Quality and the Ontario Drinking Water Standards be followed. The MAC is defined as 0.02 milligrams/litre (mg/l) in both standards. There are drinking water treatment devices available to reduce the levels of uranium in drinking water to levels below the guideline level of 0.02 mg/l. A water treatment professional should be consulted for advice on your parcular situaon. They will also be able to provide you with an accurate cost of the available systems, as well as installaon and maintenance costs, based on your specific water quality. Health Canada recommends that consumers use devices that have been cerfied as meeng the appropriate NSF Internaonal / American Naonal Standards Instute standard for drinking water treatment units by an accredited cerficaon body. These standards have been designed to safeguard drinking water by helping to ensure the material safety and performance of products that come into contact with drinking water. 23 The 1850 Trea$es and the United States Comments and Transcripon by Karl S. Hele Historical Documents submitted Garden by Karl River Hele Fire Department [page 353] A430 1 Interesngly a great deal of wring concerning the 1850 Robinson Treaes has neglected to consult the United States (U.S.) Indian records. It seems that the internaonal border, created in 1783 and finalized in 1842, acts as a wall for many researchers. In seeking records relang to the 1850 Treaty, missionaries, and the Més, I came across the following document. This document not only illustrates the concerns of Anishinaabeg living in the U.S. relang to removal, the 1842 Treaty of LaPointe, and the Sault reserve, it also connects with events in Brish-Canada. Specifically, Sub Indian Agent David Aitken notes that the unhappiness of the Lake Superior Indians is contribung to a potenal Anishinaabeg relocaon to Brish-Canada as well as American Indian parcipaon in upcoming treaty and present distribuon on Lake Huron (most likely at Manitowaning). The U.S. Indian agents throughout the Great Lakes regularly expressed concern about Indians from America-claimed lands venturing to Canada to partake in conversaons with and accept presents from Brish authories. Since the end of the War of 1812, U.S. Indian Agents were under instrucons to harass, redirect, and prevent American Indians from a'ending Brish present distribuons. Many Americans felt that the Indians were being armed by the Brish with the sole intent of wreaking havoc in the U.S. Addionally, the noon that the Indians somehow belonged to the U.S. brought up noons of Naonalism about foreigners interfering with internal ma'ers. The Brish desire to avoid another conflict with the U.S., as well as an effort to reduce costs associated with the Indian department, ended the custom of presents to American Indians in 1843 and to Brish Indians in The present or git distribuon was oten viewed as a bribe by the Brish whereas First Naons saw it as a symbolic exchanged that reaffirmed their relaonship with the Crown. In his le'er, Aitken also notes that some American Indians had already moved to Brish-Canada, others were planning to follow suit, and many planned to parcipate in the upcoming Brish treaty. We know from other records that some American Indians did parcipate in the negoaons and signed the 1850 Treaes. These American Indians are ater all our relaons, many of whom held a claim to Anishinaabeg lands and waters along the northern shores of the Upper Lakes. Aitken s le'er clearly demonstrates that U.S. authories, while not condoning American Indian parcipaon in the 1850 Robinson Treaes, were certainly aware of Anishinaabeg parcipaon and were concerned about its potenal affect on policy and people. His le'er also shows that despite the presence of the line drawn upon the water, the Anishinaabeg connued to interact with both the Brish-Canadian and U.S. colonial powers in an effort to maintain independence and rights. Addionally, the Anishinaabeg by using the border sought to migate the detrimental effects of increased se'lement and resource extracon, as well as their declining polical and economic power in the face of se'ler colonialism. Affairs at Detroit, who I learn is absent from home on Official business. What I wish to communicate now is the apparent state of ma'ers amongst the Chippewas on Lake Superior those of them embraced in the Treat of Oct caused by the news which they received this last spring to prepare for their removal. 3 A circumstance which has apparently changed their operaons from a state of acve industry and improvement to one of apathy and indifference. The news of the Small Pox 4 amongst them, could hardly have created a more excited state of feeling I have received various messages from the Chiefs and headmen, as also a delegaon from the Ance Band of Indians, asking permission to visit their Great father at Washington. I have replied to them that I would write and ask to allow a delegaon of three or four Indians together with myself and Interpreter to go on to Washington. You can judge whether it would be proper to grant their request in this case as they have up their minds that it is the only means to get their wrongs redressed Some of them I learn have come down the Lake and have gone over to Canada to become Brish Subjects, and others will follow from above unless [page 355] diverted by being allowed to go and see their Great father himself I would menon here that the Brish Govt are on the eve of making a Treaty with the Chippewas on the Canada side for all their lands on the North Shore of Lake Superior, Which transacon at this parcular moment affords an opening for our Indians to visit the Canada side to parcipate in the benefits of said Treaty, which is to come off beginning of next month (Sept) some of our Indians, though but few, have gone below to a'end the Presents made by the Brish Page 23

24 Govt annually on Lake Huron, we have endeavored by faithful warning to prevent our Indians having any thing to do with Brish ma'ers and in many cases I hope have succeeded. The limits of a le'er will not suffice however to set this ma'er clearly before the Department. I wrote to the Dept. About four weeks since in relaons to the Indian Reserve 5 at this place, but have not had the honor of a reply to said Communicaon Can I here respeceully request an early reply to this communicaon, so that I can give the Indians a decisive answer on the Subject, which is whether they can send a delegaon to see their Great father. The season is advancing in this Northern region and Navigaon closes early with us with the hopes of hearing soon. Under the terms of this treaty the Chippewa of western Lake Superior, including those at the Sault, surrendered a vast tract of land known for its mineral potenal. The 1842 surrendered led to one of the earliest mining booms in the United States, with thousands of miners, speculators, surveyors, and others heading to the southern shores of Lake Superior in search of copper. This explosion of fortune seekers helped fuel speculaon about the mineral potenal of Lake Superior s northern shoreline which led to the signing of the 1850 Robinson Treaes. See Charles J. Once the treaty was rafied by Congress the Indians were expected to abide by it, regardless of whether or not they had agreed to the changes. Arcle 6 of the Treaty with the Chippewa, 1842, states The Indians residing on the Mineral district, shall be subject to removal therefrom at the pleasure of the President of the United States. 4 Due to the presence and fear of Small Pox and Cholera some Lake Superior Anishinaabeg avoided Thomas Anderson and Alexander Vidal s claims invesgaon in 1849 and failed to a'end the 1850 treaty negoaons. 5 The Indian Reserve Aitken is referring to once sat along the St. Mary s Rapids in front of Fort Brady. It was essenally destroyed in 1850 by the construcon of the U.S. locks. Anishinaabeg living on the reserve were summarily evicted and presented with a small sum for their cabins. Anishinaabeg protests concerning the loss of homes, destrucon of a burial ground, and access to the rapids led to a treaty in The 1855 Treaty essenally recognized the thet of the 1820 reservaon. Under the Treaty's terms, the Sault Anishinaabeg surrendered their campground as well as their right to fish in the St. Mary's Rapids. The government also agreed to appoint Page 24
