1 B Street Pedestrian Corridor Project is to design and construct a pedestrian pathway along vacated B Street Corridor between Kettner and Santa Fe Depot platform. Approved 12/10/02. Replacement transfer agreement approved 6/29/04. Obligation derives from OPA with Catellus for Santa Fe Depot. It is agency's responsibility to acquire easement from adjacent property owner to the north, design and construct improvements. To date, DOF has not objected to the funding for this project. Pacific Highway Medians E Street to Ash Agency obligated to design and construct medians. Developer obligated to contribute 50% of cost of construction at time of construction. Obligation derives from OPA with Catellus for Santa Fe Depot and Development Agreement between City and Catellus. Design to be determined by the current and future configuration of Pacific Highway, therefore project on hold until future phase of NEVP. To date, DOF has not objected to the funding for this project. North Embarcadero Visionary Plan Joint Powers agreement between the City of San Diego, the Agency and the Port of San Diego for improvements to the waterfront open space, public right of way, roads. Approved 12/05/2006 and amended 02/28,2011. DOF has approved the funding for Phase 1. Phase 1 is under construction with the Port managing the construction project. 2 Cedar Gateway Historic Chapel Pinnacle - 15th & Island Gaslamp Renaissance Ninth & Broadway Rehabilitation of the Historic Chapel into a restaurant/bar. Design, construction and maintenance (credit) of a public park located at 14th & Island to be built utilizing Developer Proceeds and via a construction contract between the Agency and the developer, as part of a private high-rise residential and commercial development. Construction of a 365-room hotel. Developer deposit subject to periodic withdrawals by Agency. Construction of a 250-unit affordable housing project with retail. Approved 05/19/08. Amended 11/23/09. Purchased this site simultaneously with the Cedar Gateway affordable housing property with the intention to renovate and sell or lease to private party for active commercial use. Issued RFP in Jan 2011 to select tenant. Selected Church Ale House proposal. Approved by Board to move forward with Church Ale House. Project is on hold until the DOF approves the property's transfer to the City for future development purposes; the DOF has not yet objected to the funding for the building restoration. Excavation of project's first tower underground parking is underway. Construction of garage is up to P- 4 (bottom level is P-5). Associated public park construction anticipated to begin in fall/winter 2013 and will be complete and open to public in summer/fall Obligation derived from DDA with developer approved April Developer has deposited Cash Security funds with Agency in accordance with DDA and subject to reimbursement to developer upon completion of conditions precedent. 3 Hotel Sandford Permanent Homeless Shelter Monarch School (D3/D8) Remediation of the Manor property Remediation of the 7th Market property Acquisition and rehabilitation of an historic SRO property with 130 affordable housing units targeting senior residents. Rehabilitation of the World Trade Center for a permanent homeless shelter. Sale and rehabilitation of City-owned property for a 51,000-SF school for disadvantaged children, with Agency purchase of existing school property, which includes closing costs. Remediation of the former Manor properties Approved 2/26/10. Construction complete. Final cost certification currently being developed by developer (San Diego Housing Commission). Project close-out anticipated in late summer Approved 03/01/11. Housing Commission and CCDC issued RFP in 2009 for this project and selected Connections Housing proposed by Affirmed Housing and PATH. City sold existing World Trade Center Building to Agency which in turn sold it to developer in Construction began December 2011 and is now complete. Approved 12/07/10. Amended 4/1/ Newton property (D8) Sold to Monarch in May Building rehab completed and School has opened. Agency purchased 808 W Cedar (D3) site in May 2012 and Civic SD staff intends to search for affordable housing developer for site. St. Josephs Park site. Funding for remediation held in Letter of Credit from purchase of site. Will be utilized when park construction moves forward. Perform remediation of the 7th & Market property Approved by the CCDC Board on 11/16/11. Future mixed use site with affordable housing. 4 Ballpark Village OPA between Agency and Ballpark Village LLC for construction of mixed-use development including retail, residential (including affordable housing), office, hotel and parking. OPA requires developer provide public benefits in conjunction with private development. OPA between Agency and Ballpark Village LLC. to allow for high density, mixed-use project with residential office, commercial and hotel. New development application for first phase of 634 residential units and 52,000 sq. ft. of retail space in 6-35 story buildings on 3.5 acres just east of Petco Park Project to be reviewed by CivicSD Board July- September 14th Street Promenade The 14th Street Promenade would provide an open space linkage connecting City College, East Village Green, 14th & Island Park and Barrio Logan. Improvements would be widened sidewalks, landscaping and a variety of amenities for passive recreation activities. Part of the Green Streets as described in the Downtown Community Plan reconfiguring streets to improve pedestrian and bicycle connectivity between Neighborhood Centers/Public Parks. SANDAG Grant for East Village Green/14th Street Promenade Master Plan to commence with RFP in October with completion in East Village Green Located between F, G, 13th and 15th streets. East Village Green may feature open lawn areas; an informal amphitheater; a recreation center with a public pool; public restrooms; Cafe; below-grade parking; outdoor seating; shade trees, gardens and trellises, and play areas, including a tot lot. A smaller paved area (between 13th and 14th Streets) could be utilized for events such as a farmers market. The 4.13-acre park is the largest park proposed in downtown. Project to be funded using Developer Impact Fees (DIF)/Parking District Funds (for underground public parking). SANDAG Grant to be approved for $300,000 to complete a Master Plan for the overall project (along with 14th Street Promenade). RFP to go out in October 2013 with plan completed in 2014 to be followed up with construction drawings and construction for the West block for an anticipated opening by Page 4 of 12 June 21, 2013

5 Children's Park 420 1st Ave, 101 Island Ave Quiet Zone Park Boulevard At-Grade Crossing Park & SD High School Crosswalk Improvements Enhancement of existing park to create multipurpose lawn areas; play equipment for children, an active water feature; public restroom/vendor building; improved pedestrian circulation throughout and other amenities to encourage greater use of public space. Existing park was built in Conceptual design complete. Exploring various funding sources to fund remaining design and improvements including Developer Impact Fees (DIF). Project includes 13 of the public right-of-way railroad crossings north of the railroad freight yard that are in the Downtown Redevelopment Area. The design removes and replaces the existing gradecrossing controller cabinets and equipment with new cabinets. Quiet Zone established November Working with the California Public Utilities Commission Staff and the Diagnostic Team to implement modifications to the warning bells per the Draft Noise Study. Design and Construction of the At-grade Railroad crossing that was closed by the CPUC and allowed to open by Final Order of the CPUC. Improvement of an existing pedestrian crosswalk on Park Boulevard, north of Russ Boulevard in front of the San Diego High School campus. Approved 11/30/04. Project design is 90% complete. Currently securing necessary permits and agreements with partner rail agencies. Construction and Maintenance Agreements being negotiated with MTS and BNSF Railway. Anticipate project out to bid and agreement executed by November 2013 with a completion of Fall Grant, Assignment and Assumption Agreement between the Redevelopment Agency, City of San Diego and SANDAG. The project is currently at 95% design review with City Engineering and Capital Projects. Civic SD is planning on Bidding and Awarding this project in October 2013 with a project completion of April Page 5 of 12 June 21, 2013

6 Fire Station No. 1 Rehabilitation of City of San Diego Fire Station No. 1 through a Cooperation Agreement between the Redevelopment Agency of the City of San Diego and the City of San Diego. The facility, built in 1971, has been determined to be insufficient. Rehab complete. Pending final payments to city for balance of work provided. Further rehab of the facility is needed. This may be included in the update to the Public Facilities Financing Plan. Fire Station No. 2 Demolition of 1451 F Street Construction of a new fire station for the City of San Diego, to accommodate three fire-rescue crews and equipment. Located in the Little Italy neighborhood at Cedar Street and Pacific Highway. Demolition required per City abatement notice on property. Demolition of patio structure at 1451 F Street. Request to bid approved 2/28/ % complete construction drawings. Potential to switch funding from TI to Bond proceeds. Construction funding denied by the DOF as an enforceable obligation; DOF has not yet objected to funding to complete the design and bid phases. Staff will pursue alternative funding sources to construct project. Contract approved at Board meeting 9/28/2011. Property listed as historic (HRB Site #971). Historical Resources Board to receive report on June 27, 2013 from staff recommending the property be delisted. If recommendation is approved demolition will be scheduled pending funding availability. Structure is half-burned down and uninhabitable. Start date of work to be determined. East Village Public Improvements Improvements to damaged and non-ada-compliant public improvements and install missing trees in the East Village neighborhood. Approved 9/23/09. Project construction was completed in November The 1 year plant establishment is underway. Island Avenue Pop-Outs Phase 2 Phase 2 of the construction of pop-outs on Island Avenue. Bids opened in October of Authorized by the RDA on 11/17/10. SANDAG Grant application to be approved and awarded in October 2013 with construction to be completed by March Page 6 of 12 June 21, 2013

7 Park to Bay Link The Park to Bay Link Phase 2 project is a trolley reconstruction/public improvements project set up for this type of highly specialized trolley. Park to Bay Link Phase 2 is a joint CCDC/SANDAG project, in which SANDAG is the lead for construction. Future phase between C Street and the Park to include enhanced paving and Landscaping. No alternative funding has been identified for this project. Gaslamp Square Rehabilitation Asian Thematic Historic District Demolition and removal of dysfunctional water feature and construction of brick paving in public plaza according to a Joint License for Encroachment agreement between San Diego & Arizona Eastern Railway Co., San Diego Metropolitan Transit System. Construction of streetscape improvements in the Asian Thematic District. Joint License for Encroachments along the Bayside Rail Corridor is dated, January 7, Project is on hold pending MTS decision to move forward with plaza improvements after Lease Agreement with City Parks and Rec Dept. is executed. The Thematic Program was near completion when the RDA was dissolved. Project on hold pending alternative funding sources. Horton Plaza Park Design and construction of new public urban plaza and rehabilitation of historic park Horton Plaza OPA Approved 01/16/2011. Authorization to bid approved by council Nov 13, Finalizing construction drawings with the anticipation of going to bid in summer 2013 and project completion/park opening late 2014/early Approved by the State DOF as an enforceable Demolition of existing structures is near completion. Construction of Park improvements are expected to begin fourth quarter Page 7 of 12 June 21, 2013

8 Lyceum Theatre Renovation Design and construction of the rehabilitation of existing Lyceum Theatre. Horton Plaza The plans for the various tenant improvements are currently in building permit plan check with DSD. The project is scheduled to be under construction by late 2013 with a completion by Q To date, DOF has not objected to the funding for this project. NORTH PARK El Cajon Blvd Streetlight Improvements (Louisiana St. to 54th St) Funding for design work for ornamental street lights along El Cajon Blvd in the amount of $248,000. City Heights/North Park City Council approved this Capital Improvement Project on October 11, 2011 and transferred $248,000 to Project with $124,000 from City Heights Project Area and $124,000 from Project Area. Denied by the State DOF as an enforceable Staff is assessing the possible availability of unencumbered bond proceeds S00827 Page 8 of 12 June 21, 2013

9 Gateway Disposition and Development Agreement 3067 University Ave Funding for public improvements of property at 3067 University Ave pursuant to DDA with North Park Gateway, LLC). Purchased in Aug, 2010; RFQ/P issued for adaptive reuse of historic building in Aug, The DDA was not fully executed prior to June 28, Pursuant to the proposed DDA, the RDA was to sell the property to the developer for $1, the developer was to rehabilitate the building with Residential and retail mixed use. The RDA was to provide a loan to the developer in the amount of $100,000 to pay for the offsite improvements. While the RDA's $100,000 obligation is on ROPS and has yet to be objected to, the project is on hold due to uncertainty that it will remain unquestioned by DOF. The developer remains interested in honoring its obligations under the proposed agreement if the Successor Agency were able to honor its side. It is likely that this property will be placed in the category of "Hold for Redevelopment Purposes" on the Long-Range Property Management Plan. Continuation of project dependant upon the DOF's approval of the transfer of the property to the City for redevelopment purposes. Upon completion of audits and approval by DOF the Project Area has bond funds that could be used to implement this project. Staff is working with the developer and is assessing the possible availability of unencumbered bond proceeds. Page 9 of 12 June 21, 2013

10 Renaissance community space tenant improvements th Architectural design: Completion of drawings and specifications bid package for the Renaissance Tenant Improvements Project (Police storefront and community space) per Renaissance DDA At this time there hasn't been a determination regarding this Site is already identified on the Master Property Listing. Tenant improvement plans have been prepared for potential City/public users but no further progress has been made to date. Upon receipt of a Finding of Completion from the DOF, bond funds may be used to implement this project. Staff is assessing the possible availability of unencumbered bond proceeds Mini Park Development & Streetscape Improvements. Way and 28th Construct Mini Park & Install Streetscape. City Council & Redevelopment Agency approved this S10050 Capital Improvement Project on October 27,2009, authorized the transfer of $125,000 which funded project design. Funding for the park construction was denied by the State DOF as an enforceable Funding totaling $2,198,675 is now included in the proposed FY14 budget and CIP. These are Park North- East - Park Development Funds (Special Park Fees). Streetscape improvements remain unfunded. Upon approval by the DOF, the site's ownership may be transferred to the City. Staff is assessing the possible availability of unencumbered bond proceeds and other sources of funding for the streetscape improvements. Page 10 of 12 June 21, 2013

11 ElderHelp Expansion th Street Rehabilitation of an approximate 8,000 sqft, Cityowned commercial space to provide for senior activities relocated from NP Community Park. Total Cost: $400,000 Denied by the State DOF as an enforceable Alternative funding sources shall be pursued. Records show that Site Improvement Assistance Agreement was not presented to Redevelopment Agency for action. Boundary Street Improvements Public improvements for vacant City owned parcels between Boundary Street & I-805 including lighting and landscaping. Total Cost: $300,000 Denied by the State DOF as an enforceable Alternative funding sources shall be pursued for this project. Project was on the 5-year implementation plan. University and 31st Street Public Improvements Phase 2: Design and installation of curbs, gutters, sidewalks, street trees, and utility undergrounding. Total Cost: $50,000 Denied by the State DOF as an enforceable Alternative funding sources shall be pursued to implement this project. Project was on the 5-year implementation plan. 30th St Improvements Design and installation of sidewalks, curbs, and drainage improvements Upas to University. Total Cost: $264,000 Denied by the State DOF as an enforceable Alternative funding sources to be pursued to implement this project. Project was on the 5-year implementation plan.
