2 About this document The Workplace Gender Equality Agency (Agency) is an Australian Government statutory agency charged with promoting and improving gender equality in Australian workplaces. The Agency administers the Workplace Gender Equality Act 2012 (Act), under which non-public sector organisations with 100 or more employees are required to report their workplace profile, which provides a breakdown of the workforce composition by gender, to the Agency each year. The purpose of the Agency s interactive data centre dashboards is to enable a wide variety of stakeholders including organisations that report to the Agency, media, academics, industry associations and other members of the general public to easily access and interact with aggregated workplace profile and voluntary telephone survey data. By making this information available, organisations are able to compare data by industry for: gender and workforce status, organisational uptake of gender pay gap analyses and paid parental leave provisions. This document was developed to assist the user to better understand functions offered within the dashboards, and to interact with and customise Agency data as desired. The user will be able to quickly and accurately produce graphs and tables that illustrate data that represents their industry for export into their own documents. What is a dashboard? A dashboard is an easy to read interface showing a graphical representation of key data. Interactive data centre This year, to accompany the all industries snapshot, the Agency has also developed a suite of dashboards which are available at the interactive data centre on the WGEA website. The dashboards allow users to interactively compare industries on gender equality indicators against five key areas: managers and employees by workforce status managers and employees comparative analysis gender pay gap paid parental leave types of paid parental leave payments. The dashboards and the all industries snapshot can be found under the Learn section of the Agency s website. Workplace Gender Equality Agency Interactive data centre dashboards instruction guide 2
3 Dashboard overview Dashboard: Managers and employees by workforce status Chart: Managers and employees by workforce status, by industry The chart shows the proportions of managers and employees within Agency reporting organisations by gender, workforce status and industry. To the right are three button menus: Gender, which provides two options: women and men. Industry, which provides all 19 industries and All industries. Workforce status, which provides managers and employees by full-time, part-time and casual work status. In the bottom right corner is a list of coloured keys which signify each type of manager/employee by workforce status that are present in the chart. The chart can be used to compare differences in the proportions of women or men between workforce status types and between industries. Note that the chart can be changed to display women and men at the same time. To do this, hover the mouse over the Gender items list and click on the arrow to bring up a dropdown menu. Click on Multiple Values (List) and the chart should now display both women and men. Source: Workplace Gender Equality Agency, reporting organisation workplace profile data, 2013 (n = 3,966 reporting organisations) Note: Reporting organisations are defined as non-public sector organisations that employ 100 or more employees. In the reporting period, a total of 3,966 reporting organisations reported their workplace profile to the Agency. 4 Dashboard: Managers and employees comparative analysis Chart: Manager and employee relationship by gender, by industry The chart shows the relationship between the proportions of managers and employees within Agency reporting organisations by gender and industry. To the right are two button menus: Gender, which provides two options: women and men. Industry, which provides all 19 industries and All industries. To the top right corner is a key for Gender : circle for women and square for men. In the bottom right corner is a list of coloured keys signifying each industry present in the chart. The closer an icon is to the top right corner, the greater the proportions of managers and employees of a specific gender employed within that industry. The more aligned an icon is between two matching axis points (e.g. 80.0% on the % managers axis and 80.0% on the % employees axis), the closer the proportions of managers and employees match, indicating a high chance for employees to be promoted to managerial positions within that industry. The chart can be used to compare differences in the relative proportions of managers and employees between industries. Chart: Manager to employee ratio by gender, by industry Workplace Gender Equality Agency Interactive data centre dashboards instruction guide 4
5 The chart shows a measure of the representation of managers by gender and industry using the share of employees as the comparison base. This comparison is done by calculating the ratio of managers to employees by a specific gender and industry. If an industry has a ratio value of one, this means that the proportion of employees and the proportion of managers of a specific gender is the same. If an industry has a ratio of less than one, this means that there is a lower proportion of managers to employees by a specific gender. If an industry has a ratio greater than one, this means there is a higher proportion of managers to employees by a specific gender, and therefore a high chance for employees to be promoted to managerial positions. For example: if women and the industry administrative and support services are selected, the manager to employee ratio is 1.1. This means that there is a higher proportion of female managers than female employees within that industry, and there subsequently is a good chance of female employees being promoted to managerial positions. Dashboard: Gender pay gap Chart: Gender pay gap over time by industry The chart shows the gender pay gap, which represents the difference between women s and men s averaged earnings, expressed as a percentage of men s earnings. In the top right corner is a list of coloured keys signifying each industry present in the chart. The chart can be used to compare changes in the gender pay gap over time between industries. Source: ABS (2014), Average Weekly Earnings, Australia, Nov 2013, cat. no , viewed 20 February 2014, Data are based on Full Time Adult Ordinary Time Earnings, and November as the reference period. Note: Gender pay gap calculation: (100-Female average earnings/male average earnings*100) Note: These ABS data are not directly comparable with Agency reporting data, as they include all employees, not just those that are employed in an organisation with 100 or more employees, as is the requirement of organisations that report to the Agency. 6 Chart: Reporting organisations that conducted and planned to conduct a gender pay gap analysis, by industry The chart shows proportions of Agency reporting organisations that have conducted a gender pay gap analysis, and those that plan to conduct a gender pay gap analysis, by industry. To the right of the chart is a button menu titled Industry, which provides all 19 industries and All industries. The chart can be used to examine the uptake of gender pay gap analyses by reporting organisations between industries. Source: Workplace Gender Equality Agency, voluntary telephone survey data, 2013 (n = 2,594 reporting organisations) Note: Since 2001, the Agency has conducted annual voluntary telephone surveys of reporting organisations. The 2013 survey focused on paid maternity/primary carer s leave and paid paternity/secondary carer s leave, and whether organisations had conducted a gender pay gap analysis, or if there were plans to do so in the next 12 months. The 2013 survey participation rate was 65.4%. Note: Percentages do not always add to 100% because reporting organisations were able to provide an answer for both questions. For example, an organisation may have previously conducted a gender pay gap analysis but also have plans to conduct a further analysis. Chart: Reporting organisations that conducted and planned to conduct a gender pay gap analysis, by industry The chart shows proportions of Agency reporting organisations by when they last conducted a gender pay gap analysis by industry, and includes the responses Never and Don t know. In the bottom right corner is a list of coloured keys which signify each available response, including the last time a gender pay gap analysis was conducted, if an analysis had not been conducted and if the reporting organisation did not know if an analysis had been conducted. Dashboard: Paid parental leave Chart: Reporting organisations that offer paid parental leave, by industry The chart shows the proportion of Agency reporting organisations that offer paid parental leave by industry. To the right of the chart are two button menus which enable the selection or removal of one or more variables: Paid parental leave, which provides two options: % primary carer s leave (previously known as maternity leave) and % secondary carer s leave (equivalent to paternity leave but not gender specific). Industry, which provides all 19 industries and then All industries. The chart can be used to compare differences in proportional offerings of paid parental leave between industries. Holding the mouse over or clicking on an item in the chart will bring up a floating box, detailing the proportion of organisations offering leave, the proportion that offer superannuation and the average number of weeks of paid parental leave offered. Note that the chart can be changed to display primary carer s leave and secondary carer s leave at the same time.
