3 Our back to basics approach has benefited members and our Union. SECRETARY S REPORT from Diana Asmar Much of this year has been spent rebuilding our Union from scratch. As the new Secretary, my focus has been to clean up the mess left behind. We are cleaning up Enterprise Bargaining Agreements (EBAs). Already, we ve negotiated 150 of more than 400 lapsed or expired EBAs we inherited from the past Union administration. We are determined to have them all up to date by next year. Improving your pay is our job. know, millions of dollars were rorted by the previous administration of our Union. We are pursuing every last stolen dollar through legal means. under control. The terrible situation was caused by two things: years of rorting by corrupt Union consequence. Earlier this year, I made the strategic decision to shift the Union to a direct service based model, by employing more Organisers to service our members. We have serviced thousands of members this year, with the vast majority of workplace grievances resolved in favor of our Union members. our Union. But most importantly, we are rebuilding trust with members. This is an exciting period for our Union as we continue to rebuild. Diana Asmar, HWU Secretary New EBA Enforcement Officer The new Union oversees hundreds of Enterprise Bargaining Agreements (EBAs) across all health industry sectors. Members are telling our Union that, increasingly, management are (in many cases sneakily) not passing on EBA wage or entitlement increases to workers. We are putting a stop to this. We ve listened to members. That s why our Union recently resolved to employ Their job is to sift through every single agreement, every single pay scale making sure members get everything they are owed. 4 The Big Aged Care Sector EBA Clean Up If you do not have an EBA you could be earning at least 14% less than the rest of the industry. PRESIDENT S REPORT from David Eden We are fast approaching the end of the year. The HWU has been busy negotiating many EBAs. In particular, our attention this year has been focused on private sector aged care. To say the new Union inherited a mess in this sector is an understatement. We ve achieved some great pay rise outcomes for members so far. (If you work in private sector aged care and you do not have any agreement, ask your employer why not?) If you do not have an EBA you could be earning at least 14% less than the rest of the industry. Once our work on aged care is complete, our focus will shift to other sectors that have outstanding agreements. The HWU has to be systematic about our approach in dealing with an entire industry at a time (we can then place pressure on individual employers to meet what other employers are offering). Our next immediate task is to survey the private sector pathology industry and develop their log of claims. Focus on Residential and Disability Sector in 2014 resources put in to the residential and disability sector. This sector has been historically neglected and the wages and conditions are appalling. The Union has employed a specialist from the industry. We are looking forward to the challenge of uplifting the residential and disability sector to meet other health industry wages and conditions. GOOD GOVERNANCE & FINANCIAL TRANSPARENCY Stannards and was given a clean bill of health. 4 Stannards states the results are very satisfactory given the losses incurred previously by HSU1 between Kathy Lowther is one of eight organisers servicing Stannards our country members. 5 FAIR GO FOR AGED CARERS MEMBERS Messages I wish to thank you for all your help. It was very nice to talk to someone who was willing to listen to my problem, act on it and call me back with an answer. (I know it was from home a couple of times). You made me feel I was important. Being on Workcover has been a nightmare but thank you to the Union for all its help. Dawn W Aged care workers at Coorabin in Point Lonsdale have rallied against Bellarine Community Health s dreadful decision to close the facility. people in reaching this decision. The Board deliberated on this closure in July and sneakily presented its decision in a change impact statement as a foregone conclusion. It shows their contempt for the local community and its long serving employees. As such, our Union had serious concerns about Bellarine Community Health s capacity to act in good faith and address the negative effects on staff in relation to redeployment opportunities, redundancies and contracted hours. Our Union is doing everything it can to ensure our Coorabin members get the best possible outcome. Hi Diana. 6 FROM WORKPLACE DELEGATE TO REGIONAL ORGANISER: KATHY LOWTHER WIN FOR REGIONAL HOSPITAL MEMBERS After a strong Union and community campaign, management at Albury Wodonga Health will not cut jobs. This is a huge win for Union members at Albury Wodonga Health. Threats of contracting out non clinical support functions following a feasibility study would have affected all Albury Wodonga Health workers putting catering, cleaning, security, supply, ward staff and porters, engineering, grounds and The back down by management is good news for our members, their families and for the local Albury Wodonga community. Kathy Lowther is one of eight organisers servicing our country members. She s been in the health industry for over 14 years. I first worked as a food services assistant at Beaufort and Skipton Health Service, before & 4 in Aged Care and working as a personal care worker for many years at the Beaufort Hostel, says Kathy. Kathy s also worked in medical administration, as a ward assistant and ward clerk, and in the surgical bookings office. She has a solid understanding of the work our members do each and every day. I ve always been a passionate unionist. I didn t like seeing injustices in the workplace. So I decided, many years ago, to put my hand up to be a Union delegate, Kathy says. Protecting workers and improving their pay and conditions is what motivated Kathy. Unfortunately, previous Union officials didn t share these same values. I was fed up and made the difficult decision to leave the Union all together. I never thought I would. But I saw little hope after years of corruption and internal turmoil in the Union. Earlier this year, I decided to give our new Union team a go. I rejoined earlier this year. And now I m working as part of that team to help rebuild it. 6 I want our Union to reach its full potential and, if that happens, Victorian health workers will finally get the pay and respect we deserve, Kathy says.

7 VOLUNTARY REDUNDANCIES. THANKS, BUT NO THANKS. In what may be a sign of things to come next year as health funding is cut by the State Government, Melbourne Health management have tried to sneakily offer voluntary redundancies to front line workers. Hospital management recently are seeking to make $8 million in recurring savings. Their solution voluntary redundancies. The Union discourages all members and non-members from taking a voluntary redundancy. Here are the facts: These jobs, once gone, will not be replaced. These job losses will lead to overloading. Workloads will go through the roof for existing work colleagues, putting unfair pressure on them as line managers stretch staff resources. Patient care will suffer as a result. Once a redundancy package is taken from a public sector hospital, a person cannot work at another public sector hospital for Taking a voluntary redundancy is a bad decision. KNOW YOUR RIGHTS. Our Union is receiving an unprecedented number of calls about workplace bullying. No worker should have to put up with it. Workplace bullying can have a severe impact on a worker s health and affects their ability to do their job. If left unresolved, it can lead to loss of productivity, staff turnover, absenteeism and low morale. So, what is workplace bullying? It s the repeated unfavourable treatment of a person by another (or others) in the workplace. It includes behaviour that intimidates, offends, degrades or humiliates a worker. Workplace bullying can range from very obvious verbal or physical assault to very subtle psychological abuse. This behaviour may include: particular employees information vital for effective work performance. Workplace bullying is against Occupational Health and Safety (OHS) law. OHS law places duties on employers to eliminate risks to the health and safety of its workers. Every workplace must have a process for dealing with bullying. The Union encourages reporting, as early as possible, of instances of workplace bullying. If you or others you contact should be your workplace OHS representative. If the matter cannot be resolved in your workplace through regular channels, please call the Union on 11

14 NATIONAL COUNCIL CONFERENCE VOTES FOR STABILITY & ACCOUNTABILITY Last year, across Australia, members voted out former corrupt Union officials. This sweep of the broom means new Union leadership can now work to rebuild trust with members. As part of that rebuilding process, all State Council Conference in November to make rule changes that will provide greater stability and accountability to our Union. Our Victorian Branch worked actively and cooperatively with branches in Western Australia, New South Wales and Tasmania to ensure we put in real checks and balances that will ensure we can maintain a clean, honest Union. New Union rule changes included a new Part to the Rules (Part E Finances and Financial Accoutability), which set out the responsibilities of National and Branch Office Holders around financial reporting requirements. We are making sure that the corrupt behavior of past Union officials can never be allowed to happen again. Former ACTU Secretary Greg Combet addresses National Council Delegates.

16 OPERATION MENACE DENNIS PUBLIC SECTOR EBA CAMPAIGN STARTS JANUARY DENNIS NAPTHINE S STATE GOVERNMENT ON NOTICE. 16 The last Public Sector EBA in 2011 saw Victorian health workers get much less than police and teachers. Amid previous Union turmoil, the Napthine State Government struck a deal to pay a 10% pay rise over 4 years. The police union negotiated a 17% pay rise over 4 years for its members. The teachers union negotiated a 12.5% pay rise over 3 years for its members. Yet public sector health workers did not get nearly as much. Our message to Victorian Premier Dennis Napthine is clear health workers are as important to our community as police and teachers. In January this year, we will begin the first stage of our campaign. A campaign pack will go out to all public sector members. Included in this campaign pack will be a survey, listing your expectations from the next public sector EBA. We will be presenting a united voice and your response will help formulate a list of demands to the Victorian State Government. As 2014 is an election year, we will be also calling on the State Opposition to commit to an agreed position. We are determined to get a better outcome for our public sector members this time around.
