2 NOTES Cerebral Innovative Choices is administered by the Cerebral Support Network Cerebral Innovative Choices is a registered Victorian Government Department of Human Services (DHS) disability service provider. CEREBRAL PALSY SUPPORT NETWORK NOTES The Cerebral Support Network (CPSN) is a Victorian-based organisation that was established in 1995 by a small group of individuals parents of children with Cerebral. CPSN is governed by a Board of Management (BOM), consisting of members who are volunteers, have Cerebral themselves, have a family member with Cerebral or have an interest in Cerebral. CPSN is dedicated to providing information, resources services to children adults with Cerebral their families. Over the years the CPSN membership has steadily grown, now provides an extensive range of information services to individuals with Cerebral. To respond to this need, the CPSN implemented a flexible program for its members. It was known as the Cerebral Brokerage Program. In 2012 Cerebral Brokerage Program went through a full review was renamed rebred giving it its own identity. It is now known as Cerebral Innovative Choices (CPIC). Cerebral Support Network developed this program to cement its vision: Do you or someone you care for have Cerebral? Do you have an ISP (Individualised Support Program) or other available funding? 6 EMPLOYMENT INFORMATION Cerebral Innovative Choices employs workers under the CPSN Australian Collective Workplace Agreement (2006). Pay rates in this agreement have been adjusted to include pay increases in line with the Fair Work Act 2006 the Federal Wage Increases. These will be revised each financial year to ensure they remain current in accordance with legislation. Cerebral Innovative Choices pays all work cover insurance superannuation costs related to the employment of all workers. Funding Arrangement Options Option 1: Cerebral Innovative Choices as the registered DHS Service Provider Enables you to allocate your package/funding to be paid directly to Cerebral Innovative Choices. Cerebral Innovative Choices then holds, disperses your package advises you on a quarterly basis of what you have used. Option 2: Direct Payments You receive your funding package directly into your nominated bank account then use this funding to purchase services from Cerebral Innovative Choices. Cerebral Innovative Choices invoices you for services used provides you with a quarterly statement on what you have used what is still outsting. Option 3: Using a Financial Intermediary (FI) You manage your own allocated funding package (ISP), however you use MOIRA or another selected organisation to act as your Financial Intermediary. The allocated agency is responsible to pay for any services you use on your behalf. Cerebral Innovative Choices will invoice you for services you have used, you approve the invoice send it to the FI for payment. We then provide you of quarterly statements on what you have used what is still outsting. Option 4: Funding provided by an organisation other than DHS An agency has agreed to provide you with funding to use via Cerebral Innovative Choices. You negotiate this amount with the funding provider then inform Cerebral Innovative Choices of this agreement. You will need to tell us if this is a one off or an ongoing agreement. Once you use the care according to the agreement we will invoice the funding provider. Fees & Charges Cerebral Innovative Choices charges a unit cost which reflects the Department of Human Services unit cost is indexed each financial year. Cerebral Innovative Choices has clear conditions pay rates, making it easier for you to schedule care balance cost. This also gives you the opportunity to utilise your money for extra care or for any employment related costs. Where applicable, Cerebral Innovative Choices makes available the difference between the real cost of delivering the service (including wages, tax, superannuation, work cover insurance) the amount charged by Cerebral Innovative Choices. This amount can be accumulated used by you when required. Cerebral Innovative Choices refers to this as Excess Funding. Participants who use the Senior Master to administer their funding have a different fee structure. Fees are calculated according to the cost of their worker (for more information please contact Cerebral Innovative Choices). Cerebral Innovative Choices ensures all the program profits are returned to the Cerebral Support Network to provide programs services for individuals with Cerebral their families. Purchasing Care Once the care has been provided to the participant time sheets have been received by Cerebral Innovative Choices, the worker s wages are paid the participant is invoiced for the amount used (as per the time sheet). This gives participants the opportunity to accumulate excess funds that can also be used for extra care when they need it or for any employment related expenses. This audit is done by an external auditor ensures that we comply with all government quality stards. A strategic evaluation of the program will also be conducted every 3 years. This will be done by a Cerebral Support Network panel that comprises of representation of a staff member, participant, worker, BOM representative manager. Recommendations from the panel are to be presented to the BOM for approval. In addition to this, Cerebral Innovative Choices conducts an annual review/evaluation of the program. This is based on participant feedback which will allow for any administrative operational areas to be addressed. Feedback from all stakeholders of Cerebral Innovative Choices is welcomed at all times is sought formally informally as much as possible. All feedback is considered recommendations are made to the CPSN Manager. Stakeholder feedback helps us to address any areas where there may be gaps identified, implement any developments or trends in the disability sector for continued quality control, making the program more attractive to consumers funding bodies.
