3 CHAPTER 1 ADMINISTRATION SECTION 101 GENERAL Title. These regulations shall be known as the Fire Code of (NAME OF JURISDICTION), hereinafter referred to as this code is amended to read: These regulations shall be known as the Fire Code of Casa Grande, hereinafter referred to as this code Appendices. Provisions in the appendices shall not apply unless specifically adopted is amended to read: Appendices. The following appendices are adopted as part of this code by the City of Casa Grande: Appendices B, C, D, E, F, G, and Appendix H as added. Other provisions in the appendices shall not apply. SECTION 102 APPLICABILITY Change of Use or Occupancy. The provisions of the International Existing Building Code shall apply to all buildings undergoing a change of occupancy is amended to read: Change of Use or Occupancy. All changes of use or occupancy shall comply with the provisions of the International Existing Building Code and shall be coordinated with the Fire Chief prior to issuance of a temporary or permanent Certificate of Occupancy Referenced codes and standards. The codes and standards referenced in this code shall be those that are listed in Chapter 45 and such codes and standards shall be considered part of the requirements of this code to the prescribed extent of each such reference. Where differences occur between the provisions of this code and the referenced standards, the provisions of this code shall apply is amended to read: Referenced codes and standards. 4 provisions of this code and the referenced standards, the provisions of this code shall apply. SECTION 103 DEPARTMENT OF FIRE PREVENTION Appointment. The fire code official shall be appointed by the chief appointing authority of the jurisdiction; and the fire code official shall not be removed from office except for cause and after full opportunity to be heard on specific and relevant charges by and before the appointing authority is amended to read: Appointment. The fire code official shall be appointed by the chief appointing authority of the jurisdiction. SECTION 105 PERMITS Permits required. Permits required by this code shall be obtained from the fire code official. Permit fees, if any, shall be paid prior to issuance of the permit. Issued permits shall be kept on the premises designated therein at all times and shall be readily available for inspection by the fire code official is amended to read: Permits required; fees. It shall be unlawful for any person, firm, or corporation to use a building or premises or engage in any activities for which a permit is determined to be required by the Fire Chief without having first obtained such permit. The fees for fire code permits shall be established by the City of Casa Grande Consolidated Fee Schedule. Permit fees shall be paid prior to issuance of the permit. Issued permits shall be kept on the premises designated therein at all times and shall be readily available for inspection by the fire code official is added as follows: Work commencing before permit issuance; fees. Any person who commences any work on an item requiring a fire code permit before obtaining the necessary permits shall be liable for the cost of the permit, along with an additional assessment equal to the normal assessed permit fees Required construction permits. 5 is added as follows: Fire apparatus access gates. A construction permit is required to install or modify both manual and automatic fire apparatus access gates and their appurtenances. It shall be the duty of the holder of the permit or their duly authorized agent to notify the fire code official when work is ready for inspection. It shall be the duty of the permit holder to provide access to and means for inspections of such work that is required by this code is added as follows: Approval required. Work shall not be done beyond the point indicated in each successive inspection without first obtaining the approval of the fire code official. Any portions that do not comply shall be corrected and such portion shall not be covered or concealed until re-inspected and authorized by the fire code official Concealed work. Whenever any installation subject to inspection prior to use is covered or concealed without having first been inspected, the fire code official shall have the authority to require that such work be exposed for inspection is amended to read: Concealed work. It shall be the duty of the permit applicant to cause the work to remain accessible and exposed for inspection purposes. 7 CHAPTER 2 DEFINITONS SECTION 202 GENERAL DEFINITIONS 202 is amended to add the following definitions: STANDBY PERSONNEL. Qualified fire service personnel, whether City employees or otherwise, as reasonably approved by the Fire Chief. When utilized, the number required shall be as directed by the Fire Chief. Charges for utilization of city employees as standby personnel shall be as set forth in the City of Casa Grande Consolidated Fee Schedule. SPECIAL FIRE RISK AREA. Land which is covered with grass, grain, brush or forest, whether privately or publicly owned, which is so situated or is of such inaccessible location that a fire originating upon it would present an abnormally difficult job of suppression or would result in great or unusual damage through fire, or such areas designated by the Fire Chief. 202 is further amended as follows: Group I-1. This occupancy shall include buildings, structures or parts thereof housing more than 16 persons, on a 24-hour basis, who because of age, mental disability or other reasons, live in a supervised residential environment that provides personal care services. The occupants are capable of responding to an emergency situation without physical assistance from staff. This group shall include, but not be limited to, the following: Alcohol and drug centers Assisted living facilities Congregate care facilities Convalescent facilities Group homes Half-way houses Residential board and care facilities Social rehabilitation facilities A facility such as the above with five or fewer persons shall be classified as Group R-3 or shall comply with the International Residential Code. A facility such as above, housing at least six and not more than 16 persons, shall be classified as Group R-4. Group I-1 is amended to read: Group I-1. This occupancy shall include a building or part thereof housing more than 10 persons on a 24-hour basis, who because of age, mental disability or other reasons, live in a supervised residential environment which provides personal care services. The occupants are capable of responding to an emergency situation without physical assistance from staff. This group shall include, but not be limited to the following: residential board and care facilities, assisted living facilities, half-way houses, group homes, congregate care faculties, social rehabilitation, alcohol and drug centers and convalescent 6
8 facilities. A facility such as the above with five or fewer persons shall be classified as Group R-3. A facility such as above, housing at least six and not more than 10 persons shall be classified as Group R R-3 Residential occupancies where the occupancies are primarily permanent in nature and not classified as R-1, R-2, or Group I and where buildings do not contain more than two dwelling units, or adult and child care facilities that provide accommodations for five or fewer persons of any age for less than 24-hours. Adult and child care facilities that are within a single-family home are permitted to comply with the International Residential Code. R-3 is amended to read: R-3 Residential occupancies where the occupants are primarily permanent in nature and not classified as R-1, R-2, R-4 or Group I and where buildings do not contain more than two dwelling units or adult and child care facilities not located in a single-family home that provide accommodations for five or fewer persons of any age for less than 24 hours. Adult and child care facilities that are within single-family home are permitted to comply with the International Residential Code. R-3 Residential Care/Assisted Living Facilities occupancies in existing structures with five or fewer occupants excluding staff shall meet the following requirements: 1. Inter-connected hard wired Smoke detectors shall be installed in all livable areas. 2. Posted evacuation map and emergency procedures. 3. Portable fire extinguishers in accordance to Casa Grande Fire Code R-4 Residential occupancies shall include buildings arranged for occupancy as Residential Care/Assisted Living Facilities including more than five but not more than 16 occupants. Group R-4 occupancies shall meet the requirements for construction as defined for Group R-3 except for the height and area limitations provided in Section 503 of the International Building Code or shall comply with the International Residential Code. R-4 is amended to read: R-4 Residential occupancies shall include buildings arranged for occupancy as Residential Care/Assisted Living Facilities including more than five but not more than 10 occupants, excluding staff. Such occupancies shall meet the following requirements: 1. An automatic fire sprinkler system installed in accordance with the City of Casa Grande Fire Code. 7
9 2. Smoke detectors shall be installed in all livable areas. 3. Posted evacuation map and emergency procedures. 4. Portable fire extinguishers in accordance to Casa Grande Fire Code. Exceptions: 1. State licensed residential care/assisted living facilities in which all of the care recipients are capable of self-preservation and responding to an emergency situation without assistance from another person. 2. R-4 occupancies existing before August 1, 2008, shall not be required to install an automatic fire sprinkler system unless there is a change of occupancy classification due to an increase in the number of licensed occupants. 8
10 CHAPTER 3 GENERAL PRECAUTIONS AGAINST FIRE SECTION 302 DEFINITIONS is amended to add the following definition: FORCED AIR CURTAIN DESTRUCTOR. A forced air pit incinerator that is utilized for the purpose of disposal of waste or vegetative debris. SECTION 307 OPEN BURNING AND RECREATIONAL FIRES is added as follows: Forced air curtain destructor. A forced air curtain destructor requires a permit and shall not be conducted within 500 feet of any dwelling. Conditions which could cause a fire to spread within 50 feet of a structure shall be eliminated prior to ignition. SECTION 308 OPEN FLAMES Open-flame cooking devices. Charcoal burners and other open-flame cooking devices shall not be operated on combustible balconies or within 10 feet (3048 mm) of combustible construction. Exceptions: 1. One- and two-family dwellings. 2. Where buildings, balconies and decks are protected by an automatic sprinkler system is amended to read: Open-flame cooking devices. Charcoal burners, portable barbecues and other open flame devices shall not be operated on combustible balconies or within 10 feet (3048 mm) of combustible construction. Exception: One and two-family dwellings. SECTION 311 VACANT PREMISES Fire protection. Fire alarm, sprinkler and standpipe systems shall be maintained in an operable condition at all times. Exceptions: 1. When the premises have been cleared of all combustible materials and debris and, in the opinion of the fire code official, the type of construction, fire separation distance and security of the premises do not create a fire hazard. 9

Where buildings will not be heated and fire protection systems will be exposed to freezing temperatures, fire alarm and sprinkler systems are permitted to be placed out of service and standpipes are permitted to be maintained as dry systems (without an automatic water supply) provided the building has no contents or storage, and windows, doors and other openings are secured to prohibit entry by unauthorized persons is amended by deleting exceptions 1 and 2. 10
12 CHAPTER 5 FIRE SERVICE FEATURES SECTION 501 GENERAL is added as follows: Finished Drawings. Upon completion of construction and prior to issue of a Certificate of Occupancy, unless the same would constitute a demonstrated hardship to the applicant, a copy of finished drawings shall be supplied to the Fire Department in an electronic format acceptable to the Fire Department. SECTION 502 DEFINITIONS is amended to add the following definitions: PREEMPTION DEVICE. A listed and approved electronic device that receives a signal compatible with transmitters on emergency vehicles and that is used to automatically open or close fire apparatus access gates and all traffic control devices. FIRE FLOW. The flow rate of a water supply, measured at 20 psi residual pressure that is available for firefighting. SECTION 503 FIRE APPARATUS ACCESS is added as follows: Temporary Fire Department access. Temporary Fire Department access shall comply with Fire Department requirements. No construction on any project may proceed until such time as the fire protection plan for the project has been approved by the fire code official Security gates The installation of security gates across a fire apparatus access road shall be approved by the fire chief. Where security gates are installed, they shall have an approved means of emergency operation. The security gates and the emergency operation shall be maintained operational at all times is as amended as follows: The installation of security gates across a fire apparatus access road shall be approved by the fire chief. Where security gates are installed, they shall have a preemption device and a key override switch for entry and exit. 13 SECTION 508 FIRE PROTECTION WATER SUPPLIES Fire flow. Fire flow requirements for buildings or portions of buildings and facilities shall be determined by an approved method is amended to read: Fire flow. Each water service provider serving areas within the City, whether municipal or private, shall provide the fire department with three sets of maps identifying the location of water tanks, distribution lines, service lines, and fire hydrants within the service area of the water provider. The tops and nozzle caps shall be painted with the following capacity-indicating color scheme in accordance with NFPA 291: Light blue Class AA Rated capacity of 1500 gpm (5680 L/min) or greater Green Class A Rated capacity of gpm ( L/min) Orange Class B Rated capacity of gpm ( L/min) Red Class C Rated capacity of less than 500 gpm (1900 L/min) For rapid identification at night, the capacity colors shall be of reflective-type paint. 12

Water lines serve a building over 52,000 sq. ft. (40,000 sq. ft. when used for any amount of high-piled storage). 3. Water lines serve a building over two stories. 4. Water lines serve more then one commercial building. 5. Water lines serve over 30 single-family residential units. 6. Water lines serve a Group H occupancy. 7. As otherwise required by the fire marshal. Where two water connections are required, they shall be placed a distance apart equal to not less than one half of the length of the maximum overall diagonal dimension of the property or area to be served, measured in a straight line between the water connections. Where two water connections are required, they shall be made to separate water lines where possible is added as follows: Water distribution system failure notification. 15 CHAPTER 9 FIRE PROTECTION SYSTEMS SECTION 903 AUTOMATIC SPRINKLER SYSTEMS Group A-1. An automatic sprinkler system shall be provided for Group A-1 occupancies where one of the following conditions exists: 1. The fire area exceeds 12,000 square feet (1115 m2); 2. The fire area has an occupant load of 300 or more; 3. The fire area is located on a floor other than the level of exit discharge; or 4. The fire area contains a multi-theater complex is amended to read: Group A-1. An automatic sprinkler system shall be provided for Group A-1 occupancies where one of the following conditions exists: 1. The fire area exceeds 5,000 square feet; 2. The fire area has an occupant load of 300 or more; 3. The fire area is located on a floor other than the level of exit discharge; or 4. The fire area contains a multi-theater complex Group A-3. An automatic sprinkler system shall be provided for Group A-3 occupancies where one of the following conditions exists: 1. The fire area exceeds 12,000 square feet (1115 m2); 2. The fire area has an occupant load of 300 or more; or 3. The fire area is located on a floor other than the level of exit discharge. Exception: Areas used exclusively as participant sports areas where the main floor area is located at the same level as the level of exit discharge of the main entrance and exit is amended to read: Group A-3. An automatic sprinkler system shall be provided for Group A-3 occupancies where one of the following conditions exists: 1. The fire area exceeds 5,000 square feet; 2. The fire area has an occupant load of 300 or more; 3. The fire area is located on a floor other than the level of exit discharge Group A-4. An automatic sprinkler system shall be provided for Group A-4 occupancies where one of the following conditions exists: 1. The fire area exceeds 12,000 square feet (1115 m2); 2. The fire area has an occupant load of 300 or more; or 3. The fire area is located on a floor other than the level of exit discharge. Exception: Areas used exclusively as participant sports areas where the main floor area is located at the same level as the level of exit discharge of the main entrance and exit. 14

Exception: An automatic sprinkler system is not required in any fire area or area below the level of exit discharge where every classroom throughout the building has at least one exterior exit door at ground level is amended to read: Group E. Where the combined area of all Group F-1 fire areas on all floors, including any mezzanines, exceeds 24,000 square feet (2230 m2) is amended to read: Group F-1. An automatic sprinkler system shall be provided throughout all buildings containing Group F-1 occupancy where one of the following conditions exists: 1. Where a Group F-1 or area exceeds 5,000 square feet; 2. Where a Group F-1 or fire area is located more than three stories above grade; or 3. Where the combined area of all Group F-1 fire areas on all floors, including any mezzanines, exceeds 5,000 square feet. 15
17 Group I An automatic sprinkler system shall be provided throughout buildings with a Group I fire area. Exception: An automatic sprinkler system in accordance with Section or shall be allowed in Group I-1 facilities Group I is amended to read: An automatic sprinkler system shall be provided throughout buildings with a Group I fire area. Exceptions: 1. An automatic sprinkler system in accordance with Section or shall be allowed in Group I-1 facilities. 2. Daycare or childcare facilities occurring in single-family dwellings Group M. An automatic sprinkler system shall be provided throughout buildings containing a Group M occupancy where one of the following conditions exists: 1. Where a Group M fire area exceeds 12,000 square feet (1115 m2); 2. Where a Group M fire area is located more than three stories above grade; or 3. Where the combined area of all Group M fire areas on all floors, including any mezzanines, exceeds 24,000 square feet (2230 m2) is amended to read: Group M. An automatic sprinkler system shall be provided throughout all buildings containing Group M occupancy where one of the following conditions exists: 1. Where a Group M fire area exceeds 5,000 square feet; 2. Where a Group M fire area is located more than three stories above grade; 3. Where the combined area of all Group M fire areas on all floors, including mezzanines, exceeds 5,000 square feet Group R An automatic sprinkler system installed in accordance with Section shall be provided throughout all buildings with a Group R fire area is amended to read: Group R. 18 Group S-1. An automatic sprinkler system shall be provided throughout all buildings containing a Group S-1 occupancy where one of the following conditions exist: 1. Where a Group S-1 fire area exceeds 12,000 square feet (1115 m2); 2. Where a Group S-1 fire area is located more than three stories above grade; or 3. Where the combined area of all Group S-1 fire areas on all floors, including any mezzanines, exceeds 24,000 square feet (2230 m2) is amended to read: Group S-1 and S-2. An automatic sprinkler system shall be provided throughout all buildings containing Group S-1 occupancy where one of the following conditions exists: 1. Where a Group S-1 or S-2 fire area exceeds 5,000 square feet; 2. Where a Group S-1 or S-2 fire area is located more than three stories above grade; or 3. Where the combined area of all Group S-1 or S-2 fire areas on all floors, including mezzanines, exceeds 5,000 square feet Repair garages. An automatic sprinkler system shall be provided throughout all buildings used as repair garages in accordance with the International Building Code, as follows: 1. Buildings two or more stories in height, including basements, with a fire area containing a repair garage exceeding 10,000 square feet (929 m2). 2. One-story buildings with a fire area containing a repair garage exceeding 12,000 square feet (1115 m2). 3. Buildings with a repair garage servicing vehicles parked in the basement is amended to read: Repair Garages. An automatic sprinkler system shall be provided throughout all buildings used as repair garages in accordance with the International Building Code, as follows: 1. Buildings two or more stories in height, including basements, with a fire area containing a repair garage exceeding 5,000 square feet. 2. One-story buildings with a fire area containing a repair garage exceeding 5,000 square feet. 3. Buildings with a repair garage servicing vehicles parked in the basement Bulk storage of tires. Buildings and structures where the area for the storage of tires exceeds 20,000 cubic feet (566 m3) shall be equipped throughout with an automatic sprinkler system in accordance with Section is amended to read: 17

Buildings and structures where the area for the storage of tires exceeds 5,000 square feet shall be equipped throughout with an automatic sprinkler system in accordance with Section is added to read: Group B. An automatic sprinkler system shall be provided throughout buildings containing a Group B occupancy where one of the following conditions exists: 1. Where a Group B fire area exceeds 5,000 square feet (1115m 2 ) 2. Where a Group B fire area is located more than three stories above grade; or 3. When demising walls are present, 1 (one) hornstrobe shall be installed for each space. Multi-story buildings shall require a minimum of 1 (one) horn-strobe per level. Tenant Improvements (Shell build-outs): 1 (one) horn-strobe shall be provided for each individual tenant. When a common area is provided serving multiple tenants, a minimum of 1 (one) horn-strobe in the common area shall be provided. The outlet of a pressure relief valve, temperature relief valve or combination thereof, shall not be directly connected to the drainage system. The discharge from the relief valve shall be piped full size separately to the floor, to the outside of the building or to an indirect waste receptor located inside the building. In areas subject to freezing, the relief valve shall discharge through an air gap into an indirect waste receptor located within a heated space, or by other approved means. The discharge shall be installed in a manner that does not cause personal injury or property damage and this is readily observable by the building occupants. The discharge from a relief valve shall not be trapped. The diameter of the discharge piping shall not be less than the diameter of the relief valve outlet. The discharge pipe shall be installed so as to drain by gravity flow and shall terminate atmospherically not more than 6 inches (152 mm) above the floor not less than 6 inches (152mm) nor more than 24 inches (610 mm) above the floor or finish grade. 49 CHAPTER 44 MANUFACTURED HOUSING CHAPTER 44, Manufactured Housing, is added as follows: SECTION 4401 GENERAL Purpose. The purpose of this Chapter is to provide standards to safeguard life and limb, health, property and public welfare by regulating and controlling the design, construction and quality of materials for foundation systems and building service equipment connections for the installation of manufactured homes, mobile homes, singlefamily factory built buildings, park models, and their accessory structures, as well as to provide standards for alterations, additions and repairs to such structures Scope. The provisions of this Chapter shall be applicable only to manufactured units used as a single-family dwelling unit. Accessory buildings and structures shall be classified as to occupancy as set forth in the International Building Code Application. Manufactured units which are in existence at the time of adoption of this guideline may have their existing use or occupancy continued if such use or occupancy was legal at the time of the adoption of this guideline, provided such continued use is not dangerous to life, health and safety. Exception: Installation of smoke detectors, see Section 4409 (a) below Maintenance. All manufactured units and their building service equipment, existing and new, and all parts thereof shall be maintained in a safe and sanitary condition. All devices or safeguards which are required by applicable codes or by the Manufactured Home Standards as may be established by the City or as established by the Office of Manufactured Housing, Arizona Department of Fire, Building and Life Safety, shall be maintained in conformance with the code or standard under which it was installed. The owner or his designated agent shall be responsible for the maintenance of manufactured homes, accessory structures and their building service equipment. To determine compliance with this subsection, the Building Official may cause any manufactured home, accessory building or structure to be inspected or re-inspected Applicability of Other Codes. In addition to complying with all applicable Federal, State, County, and City code provisions, the following shall be specifically adhered to: Casa Grande Municipal Code Chapter 15.40, Flood Damage Prevention. Any unit or property located in a 100 year floodplain or floodway shall comply with said Chapter s requirements. 25

In the granting of a conditionally permitted use by the Planning and Zoning Commission the following conditions shall be adhered to, in addition to those imposed by the Commission: a. Running gear shall be removed. b. Towing assembly (tongue) shall be removed. c. The exterior perimeter of the unit shall be mounted upon a block stem wall foundation, in addition to any interior pier blocking that may be required. The stem wall foundation shall be constructed to the structural standards of Veteran s Administration regulations. Exception: Units recessed into the ground. d. The exterior elements (eaves, stairs, porches, appliances, heating and cooling units, etc.) of the unit shall be painted and maintained in good condition to compliment the surrounding area Appeals. Persons who are aggrieved by orders, decisions, or determinations by the Building Official in the enforcement of this Chapter may make an appeal to the City of Casa Grande s Board of Appeals. Upon review by the Board of Appeals, the applicant shall provide an affidavit that the following conditions exist and will be complied with: a. Applicant is the bona fide owner of the mobile home. b. For existing units, the unit has been continuously occupied for a period of not less than one year immediately preceding the application date. c. The applicant intends to occupy the unit for a period of not less than one year from the issuance date of the permit. d. Set forth the reasons, and a description of evidence of hardship that the applicant would suffer if the appeal is not granted. 26
51 SECTION 4402 DEFINITIONS Section 4402 Definitions. The following terms shall, for the purposes of this chapter and as used elsewhere in the code, have the following meaning: ACCESSORY STRUCTURE. Installation, assembly, connection or construction of any habitable room, storage room, patio, porch, garage, carport, awning, skirting, retaining wall, evaporative cooler, refrigeration air conditioning system, solar system or wood decking attached to a new or used manufactured unit. ACT. National Manufactured Home Construction and Safety Standards Act of 1974 and as amended by applicable Public Laws. BUILDING SERVICE EQUIPMENT. Refers to the plumbing, mechanical, electrical and elevator equipment including piping, wiring, fixtures and other accessories which provide sanitation, lighting, heating, ventilation, cooling, refrigeration, firefighting and transportation facilities essential for the habitable occupancy of the building or structure for its designated use and occupancy. CERTIFICATE OF REHABILITATION. A certificate wherein a mobile home, having demonstrated that it can meet set standards that significantly decrease the life-safety hazards of the unit, is permitted to be installed within the City boundaries. The Arizona Office of Manufactured Housing s rehabilitation standards are set as the standard for the City. FACTORY BUILT BUILDING, SINGLE-FAMILY. Residential building which is either wholly or in substantial part manufactured at an off-site location to be assembled on-site. This does not include a manufactured home or mobile home as defined in this section. HUD. Means the United States Department of Housing and Urban Development. INSIGNIA OF APPROVAL. Numbered or serialized label or seal issued by the Office of Administration of the Arizona Department of Building and Fire Safety as certification of compliance with the provisions of this Chapter. INSTALLATION: Includes one or all of the following: a. Connecting new or used mobile homes, manufactures homes, park models or factory-built buildings to on-site utility terminals or repairing these utility connections. b. Placing new or used mobile homes, manufactured homes, park models, accessory structures or factory-built building on foundation systems or repairing these foundation systems. 27
52 c. Providing ground anchoring for new or used mobile homes or manufactured homes or repairing the ground anchoring. MANUFACTURED HOME. Structure built on or after June 15, 1976 in accordance with the Act. MANUFACTURED HOME STANDARDS. Manufactured Home Construction and Safety Standards as promulgated by HUD. MANUFACTURED UNIT. A generic term used to describe a manufactured home, mobile home, park model, factory-built building for single-family use or accessory structures. MOBILE HOME. Structure built prior to June 15, 1976, on a permanent chassis, capable of being transported in one or more sections and designed to be used with or without a permanent foundation as a dwelling when connected to on-site utilities except factory-built buildings. PARK MODEL (PARK TRAILER). A unit built on a single chassis, mounted on wheels and designed to be connected to utilities necessary for operation of installed fixtures and appliances and has a gross trailer area of not less than three hundred twenty square feet and not more than four hundred square feet when it is set up, except that it does not include fifth wheel trailers. Units shall be constructed to American National Standards Institute A SECTION 4403 PERMITS Permits. The following permits shall be required for all homes falling within this Chapter General. Manufactured Homes, park models and Mobile Homes shall not be installed, reinstalled, or occupied without first obtaining an installation permit from the Building Official Installations. An installation permit shall be issued only to those units that qualify as: a. Mobile home bearing the insignia of approval and issued a Certificate of Compliance by the Arizona Office of Manufactured Housing. b. Manufactured home. c. Park Model. d. Factory built building used as a single-family dwelling unit. e. Mobile home issued a Certificate of Rehabilitation by the City of Casa Grande. See Section 4409 (B) Accessory Structures. Permits shall be required for the installation, alteration, or repair of accessory structures and their building service equipment. 28
53 Additions, alterations and Repairs. A permit shall be obtained to add, alter, or repair a manufactured unit or park model and their building service equipment Application for Permit. To obtain a permit, the applicant shall file an application in writing on a form furnished by the Building Official. Every application shall state: a. The unit s manufacturer, serial number, model, year, and size. b. Be accompanied by a site plan showing all boundary lines, the location of the proposed unit, all structures, and utility locations. c. When deemed necessary by the Building Official provide additional plans, engineering calculations and other data Permit Issuance. If the Building Official finds that the work described in the submitted documents conform to the requirements of the Chapter and other pertinent codes, laws and ordinances, and that the fees specified have been paid, he shall issue a permit to the applicant Utility Service. Utility service shall not be provided to any building service equipment until approved by the Building Official Fees SECTION 4404 FEES a. Installation Permit. Fees shall be assessed per the Arizona Office of Manufactured Housing s Rules and Regulations. b. Accessory Structures. No fee shall be assessed to those accessory structures included in the installation permit, as permitted by the State Office of Manufactured Housing rules and regulations. Structures not part of the installation permit shall have their fees assessed as stated in the City of Casa Grande Consolidated Fee Schedule. c. Additions, Alterations, and Repairs. Fees shall be assessed as stated in the City of Casa Grande Consolidated Fee Schedule. d. Park Model. Same as Manufactured Home. Additional inspections will be assessed an additional fee as described in the City of Casa Grande Consolidated Fee Schedule. e. Rehabilitation Compliance Permit. Fees shall be assessed per the State Office of Manufactured Housing Rules and Regulations. 29
54 SECTION 4405 INSPECTIONS Installation. Shall consist of two inspections; a Set-up and a final Inspection Set-up Inspection. Consist of any one or combination of the following: a. Foundation inspection, concrete slab or under floor inspection, pier blocking inspection. b. Utility inspection. Inspection of any and all utilities services such as: water, sewer, gas, and electric Final Inspection. a. Utility inspection. Inspection of any and all utilities services not previously approved or inspected. b. Stair/ramp Inspection. See Section c. Accessory Structure(s) Inspection. When included as part of the installation contract, an accessory structure inspection is to be performed Accessory Structures. Inspections shall be as prescribed in Section 109 of this Code Additions, Alterations, and Repairs. Inspections shall be as prescribed in Section 109 of this Code Park Models. Upon issuance of a permit three inspections will be allotted. Additional inspections will be assessed an additional fee Rehabilitation Compliance Permit. Upon issuance of permit one inspection will be allotted. Additional inspections will be assessed an additional fee Location on Property. SECTION 4406 INSTALLATION AND CONSTRUCTION a. Permitted Locations. Units shall be installed as permitted by the applicable provisions from Title 17, Zoning, of the Casa Grande Municipal Code. b. Minimum Setbacks. Minimum setbacks from property lines or assumed property lines between units shall be as permitted by the applicable provisions from Title 17, Zoning, of the Casa Grande Municipal Code. 30
55 c. Encroachment: Permitted encroachment into required setbacks shall be as authorized by City of Casa Grande Municipal Code Exterior Wall and Opening Protection. Exterior wall and opening protection shall be measured from the property line or assumed property lines as follows: a. Fire Resistance of Exterior Walls: 1 hour less than 3 feet. b. Openings in Exterior Walls: Not Permitted less than 3 feet Height. Maximum building height Foundation Systems. Installation of foundation and unit support systems shall comply with the Arizona Office of Manufactured Housing s Rules and Regulations Anchoring Systems. Anchorage of units is recommended. When anchoring is provided is shall comply with the Arizona Office of Manufactured Housing s Rules and Regulations Skirting. Skirting shall be provided around the entire perimeter of the unit and shall comply with the Arizona Office of Manufactured Housing s Rules and Regulations. Exception: Units that have a masonry stem wall Additions, Alterations, and Repairs. Work may be performed to any manufactured unit without requiring the existing manufactured unit to comply with all requirements of this Chapter, provided the addition, alteration or repair conforms to that required for new construction, and provided that no hazard to life, health or safety will be created by such work. a. Additions shall be structurally separated from the manufactured unit. Exception: Submission of structural calculations to justify the omission of such separation. b. Additions and alterations made to a manufactured unit shall conform to one of the following: 1. Be designed and constructed to conform with the applicable provisions of the National Manufactured Home Construction and Safety Standards Act of 1974 (42 U.S.C. Section 5401, et seq.). A certificate of compliance issued by the manufacturer shall be provided for such structure. 2. Be designed and constructed in conformance with City codes. 31
56 SECTION 4407 STAIRS AND RAMPS Stairs and Ramps. Exterior stairs and ramps shall comply with the International Building Code Building Service Equipment. SECTION 4408 BUILDING SERVICE EQUIPMENT (a) Existing Equipment. Building service equipment lawfully in existence at the time of the adoption of the applicable codes may have their use, maintenance or repair continued if the use, maintenance or repair is in accordance with the original design and no hazard to life, health or property has been created by such building service equipment. (b) Additions, Alterations, and Repairs. Work may be performed to the building service equipment without requiring the existing building service equipment to comply with all requirements of this Chapter, provided the addition, alteration or repair conforms to that required for new construction, and provided that no hazard to life, health or safety will be created by such additions, alterations or repairs Special Provisions SECTION 4409 SPECIAL PROVISIONS (a) Smoke Detectors. Detectors shall be installed in all existing manufactured units. They may be battery operated or connected directly to an existing circuit. Detectors shall be installed as prescribed in this Section. (b) Certificate of Rehabilitation. Owners of mobile homes shall meet the City s Mobile Home Rehabilitation Standards set forth below, and comply with all other state laws, rules or regulations to obtain a Certificate of Rehabilitation. No mobile home may be moved within or brought into the City unless it has been completely rehabilitated by the owner. All rehabilitation work shall be done at the unit s present site. Upon completion of all rehabilitation work the owner may submit for a Rehabilitation Compliance Permit. Upon issuance of a Rehabilitation Compliance Permit the owner may move the mobile home to its approved site. Within five days of moving the unit to its approved site the owner shall call for a rehabilitation inspection. Upon successfully meeting all rehabilitation standards a Certificate of Rehabilitation and Installation Permit will be issued. (c) Mobile Home Rehabilitation Standards. 1. Gas Appliance Compartments. The walls, ceilings and doors of each compartment containing a gas fired furnace or water heater shall be lined with 5/16 inch gypsum board, unless the door opens to the exterior of the mobile home in which case the 32
57 door may be all metal construction. All exterior compartments must seal to the interior of the mobile home. 2. Emergency Escape. Each room designated expressly for sleeping purposes, shall have an exterior exit door or at least one outside egress window or other approved exit device with: A. A minimum clear height and width dimension of 22 inches. B. A minimum clear opening of five square feet. C. The bottom of the exit shall not be more than 44 inches above the floor. 3. Electrical Systems. All electrical systems shall: A. Have a smoke detector installed, as follows: The detector may be a single station alarm device. Shall be installed on any wall in a hallway or space communicating with each bedroom area and the living area on the living area side. When located in a hallway the detector shall be between the return air intake and the living area. Shall be installed in accordance with its listing. The top of the detector shall be located on a wall 4 inches to 12 inches below the ceiling. May be battery powered or may be connected to an electrical outlet box by a permanent wiring method into a general electrical branch circuit, without any switch between the overcurrent protection device protecting the branch circuit and the detector. B. Tested for continuity to assure metallic parts are properly bonded. C. Tested for operation to demonstrate that all equipment is in working order. D. Given a polarity check to determine proper connections. E. Protected for the required amperage load. F. If the unit wiring is of aluminum conductors, all receptacles and switches rated 20 amperes or less directly connected to the aluminum conductors shall be marked CO/ALR. G. All 125-volt, single phase 15- or 20-ampere receptacles installed in bathrooms or within 6 feet of a kitchen sink above a counter top surface shall have ground-fault circuit-interrupter protection for personnel. H. Exterior receptacle other than heat tape receptacles, shall be of the round fault circuit interrupter type. I. Conductors of dissimilar metals (Copper/Aluminum/ or Copper Clad Aluminum) must be connected in accordance with NEC Gas Piping System. The unit s gas piping system shall be tested as follows: 33
58 A. Pressure shall be measured with a mercury manometer or a gauge calibrated so as to read in increments of not greater than 1/10 pound or equivalent device. B. The source of normal operating pressure shall be isolated before the pressure test is made. C. Gas piping shall be tested with the appliance flex piping disconnected from the appliance and capped. The piping system shall withstand a pressure of at least 6-inch mercury or 3 PSO gauge for a period of not less than 10 minutes without showing any drop in pressure. D. After the appliance connections are reinstalled, the piping system and connections shall be tested with line pressure of not less than 10 inches or more than 14 inches water column air pressure. The appliance connections shall be tested for leakage with soapy water or bubble solution. 5. Gas Appliance Venting. All gas furnaces and water heater shall be vented to the exterior in accordance with the International Mechanical Code and the International Plumbing Code. 34

The provisions of the International Property Maintenance Code shall apply, if and to the extent that it is adopted by the City of Casa Grande, to existing structures and premises; equipment and facilities; light, ventilation, space heating, sanitation, life and fire safety hazards; responsibilities of owners, operators and occupants; and occupancy of existing premises and structures. SECTION Energy is hereby deleted in its entirety. SECTION Existing Structures. The legal occupancy of any structure existing on the date of adoption of this code shall be permitted to continue without change, except as is specifically covered in this code, the International Property Maintenance Code, if and to the extent that it is adopted by the City of Casa Grande, or the International Fire Code, or as is deemed necessary by the building official for the general safety and welfare of the occupants and the public. SECTION Deputies. In accordance with the prescribed procedures of this jurisdiction and with the concurrence of the appointing authority, the building official shall have the authority to appoint a deputy building official, the relatd technical officers, inspectors, plan examiners and other employees. Such employes shall have powers as delegated by the building official. For the maintenance of existing properties, see the International Property Maintenance Code, if and to the extent that it is adopted by the City of Casa Grande. 2

63 CHAPTER 3 USE AND OCCUPANCY CLASSIFICATION The following sections are amended as follows: SECTION Group I-1. This occupancy shall include buildings, structures or parts thereof housing more than persons, on a 24-hour basis, who because of age, mental disability or other reason, live in a supervised residential environment that provides supervisory care services. The occupants are capable of responding to an emergency situation without physical assistance from staff. This group shall include, but not limited to, the following: Residential board and care facilities Assisted living centers Halfway houses Group homes Congregate care facilities Social rehabilitation facilities Alcohol and drug abuse centers Convalescent facilities A facility such as the above with five or fewer person shall be classified as a Group R-3, a facility such as the above with more than 5 persons shall be classified as an R-4 Condition 1, or shall comply with the International Residential Code in accordance with Section where the building is in compliance with Section 419 of this code. SECTION Group I-2. This occupancy shall include building and structures used for medical, surgical, psychiatric, nursing, custodial, personal, or directed care on a 24- hour basis of more than five persons who are not capable of self-preservation by responding to an emergency situation without physical assistance from staff. This group shall include, but not be limited to, the following: Hospitals Nursing homes (both intermediate-care facilities and skilled nursing facilities) Mental hospitals Detoxification facilities A facility such as the above with five or fewer persons shall be classified as Group R-3 or shall comply with the International Residential Code in accordance with Section This occupancy shall also include building and structures used for assisted living homes providing supervisory, personal, or directed care on a 24-hour basis of more than 10 4
64 persons who are not capable of self-preservation by responding to an emergency situation without physical assistance from staff. A facility such as the above with ten or fewer persons shall be classified as R-4 Condition 2. SECTION Group R-4. Residential occupancies shall include buildings arranged for occupancy as residential care/assisted living homes including more than five but less than occupants, excluding staff Condition 1. This occupancy condition shall include facilities licensed to provide supervisory care services in which occupants are capable of self preservation by responding to an emergency situation without physical assistance from staff. Condition 1 facilities housing more than 10 persons shall be classified as a Group I Condition 2. This occupancy condition shall include facilities licensed to provide personal or directed care services in which occupants are incapable of self preservation by responding to an emergency without physical assistance from staff. Condition 2 facilities housing more than 10 persons shall be classified as Group I-2. R-4 occupancies shall meet the requirements for construction as defined in Group R-3 except as otherwise provided for in this code or in Section 419 or shall comply with the International Residential Code in accordance with section where the building is in compliance with Section 419 of this code. SECTION Definitions DIRECTED CARE SERVICE. Care of residents, including personal care services, who are incapable of recognizing danger, summoning assistance, expressing need, or making basic care decisions. PERSONAL CARE SERVICE. The care of residents who do not require chronic or convalescent medical or nursing care. Personal care involves responsibility for the safety of the resident while inside the building. Assistance with activities of daily living that can be performed by persons without professional skills or professional training and includes the coordination or provision of intermittent nursing services ant the administration of medications and treatments. RESIDENTIAL CARE/ASSISTED LIVING HOME. A building or part thereof housing a maximum of 10 persons, excluding staff, on a 24-hour basis, who because of age, mental disability or other reasons, live in a supervised residential environment which provides personal care supervisory, personal, or directed services. The occupants are capable of responding to an emergency situation without physical assistance from staff. This classification shall include, but not be limited to, the following: residential board and care facilities, assisted living homes, halfway houses, group homes, congregate care facilities, social rehabilitation facilities, alcohol and drug abuse centers and convalescent facilities. 5
65 SUPERVISORY CARE SERVICE. General supervision, including daily awareness of resident functioning and continuing needs. 6
66 CHAPTER 4 SPECIAL DETAILED REQUIREMENTS BASED ON USE AND OCCUPANCY The following section is amended as follows: SECTION SEPARATION. 1. The private garage shall be separated from the dwelling unit and its attic area by means of a minimum ½-inch (12.7 mm) gypsum board applied to the garage side. Garages beneath habitable rooms shall be separated from all habitable rooms above by not less than 5/8-inch Type X gypsum board or equivalent. Door openings between a private garage and the dwelling unit shall be equipped with either solid wood doors, or solid or honeycomb core steel doors not less than 1 3/8 inches (34.9 mm) thick, or doors in compliance with Section Openings from a private garage directly into a room used for sleeping purposes shall not be permitted. Doors shall be self-closing and self-latching. In buildings protected with an automatic fire sprinkler system, including the private garage, the room finish materials shall be permitted to be a minimum ½-inch (12.7 mm) gypsum board applied to the garage side. The following section is added: SECTION 419 Residential Care/Assisted Living Homes Applicability. The provisions of this section shall apply to a building or part thereof housing more than five but not more than 10 persons, excluding staff, on a 24-hour basis, who because of age, mental disability or other reasons, live in a supervised residential environment which provides licensed care services. Except as specifically required by this division, R-4 occupancies shall meet all applicable provisions of Group R General. Building or portions of buildings classified as R-4 occupancies shall meet all of the applicable provisions of Group R-3, may be constructed of any materials allowed by this code, shall not exceed two stories in height nor be located above the second story in any building, and shall not exceed 2000 square feet above the first story except as provided in Section Special Provisions. R-4 occupancies having more than 2000 square feet of floor area above the first floor shall be of not less than one-hour fire-resistive construction throughout Mixed Uses. R-4 occupancies shall be separated from other uses as provide in Table Access and Means of Egress Facilities. 7
67 Accessibility. R-4 occupancies shall be provided with at least one accessible route per the Arizonans with Disabilities Act. Sleeping rooms and associated toilets shall be accessible. Exception: Existing buildings shall comply with Section Bathing and toilet facilities need not be made accessible, but shall be provided with grab bars in accordance with ICC/ANSI A Exits Number of Exits. Every story and basement, or portion thereof, shall have not less than two exits. Exception: Basements and stories above the first floor containing no sleeping rooms may have one means of egress as provided in Chapter Distance to Exits. The maximum travel distance shall comply with Section 1004, except that the maximum travel distance from the center point of any sleeping room to an exit shall not exceed 75 feet Emergency Exit Illumination. In the event of a power failure, exit illumination shall be automatically provided from an emergency system powered by storage batteries or an onsite generator set installed in accordance with the ICC Electrical Code Emergency Escape and Rescue. R-4 occupancies shall comply with the requirements of Section 1025, except that Exception 1 to Section does not apply to R-4 occupancies Delayed egress locks. In R-4 Condition 2 occupancies, delayed egress locks shall be permitted in accordance with Sections and , items 1, 2, 4, 5 and Smoke Detectors and Sprinkler Systems Smoke Alarms. All habitable rooms and hallways in R-4 occupancies shall be provided with smoke alarms installed in accordance with Section Sprinkler Systems. R-4 occupancies shall be provided with a sprinkler system installed in accordance with Section as amended. Sprinkler systems installed under this Section shall be installed throughout, including attached garages, and in Condition 2 facilities shall include attics and concealed spaces of or containing combustible materials. Such systems may not contain unsupervised valves between the domestic water riser control valve and the sprinklers. In R-4 Condition 2 8
68 occupancies, such systems shall contain water-flow switches electrically supervised by an approved supervising station, and shall sound an audible signal at a constantly attended location. Exception: Existing R-4 occupancies as of March 30, 2008 shall not be required to install an automatic sprinkler system unless there is a upward change in the number of occupants the facility is licensed to care for Residential care/assisted living facilities. All new residential care and assisted living facilities having more than 5 persons and licensed by the Arizona Department of Health Services or the Arizona Department of Economic Security to provide nursing services, directed care services, supervisory care services and/or personal care services shall be provided with an automatic fire protection system complying with Section 903.3, as applicable, and shall utilize fast response or residential sprinkler heads appropriate for the specific occupancy. The fire sprinkler system activation and control valves shall be monitored by an approved central station service. Exceptions: 1. State licensed residential care/assisted living facilities in which all of the care recipients are capable of self-preservation and responding to an emergency situation without assistance from another person. 2. State licensed residential care/assisted living facilities in which some or all of the care recipients are incapable of self-preservation or of responding to an emergency situation without assistance from another person, and that legally existed prior to August 1,
69 CHAPTER 5 GENERAL BUILDING HEIGHTS AND AREAS The following sections are amended as follows: SECTION Sprinklered, one story. The area of a one-story, Group B, F, M or S building or a one-story Group A-4 building of other than Type V construction shall not be limited when the building is provided with an automatic sprinkler system throughout in accordance with Section , and is surrounded and adjoined by public ways or yards not less than 60 feet ( mm) in width. Exceptions: 1. (No change) 2. (No change) Such buildings may contain other occupancies, without H fire areas, provided that such occupancies do not occupy more than 10 percent of the area of any floor of a building, nor more than the tabular values permitted in the occupancy by Table 503 for such occupancy. Exception: Group H fire areas as permitted by Section SECTION Two story. The area of a two-story, Group B, F, M or S building shall not be limited when the building is provided with an automatic sprinkler system in accordance with Section throughout, and is surrounded and adjoined by public ways or yards not less than 60 feet ( mm) in width. Such buildings may contain other occupancies, without H fire areas, provided that such occupancies do not occupy more than 10 percent of the area of any floor of a building, nor more than the tabular values permitted in the occupancy by Table 503 for such occupancy. Exception: Group H fire areas as permitted by Section

72 CHAPTER 10 MEANS OF EGRESS The following sections are amended as follows: SECTION Door Swing. Egress doors shall be side-hinged swinging. Exceptions: 1. Private garages, office areas, factory and storage areas with an occupant load of 10 or less. 2. Group I-3 occupancies used as a place of detention. 3. Doors within or serving a single dwelling unit in Groups R-2, R-3, and R-4 as applicable in Section (no other changes) SECTION Panic and Fire Exit Hardware. Where panic and fire exit hardware is installed, it shall comply with the following: 1. The actuating portion of the releasing device shall extend at least one-half of the door leaf width. 2. A maximum unlatching force of 15 pounds (67 N). Each door in a means of egress from an occupancy of Group A, with the exception of a main exit in compliance with Section (2), or E having an occupant load of 100 or more and any occupancy of Group H-1, H-2, H-3 or H-5 shall not be provided with a latch or lock unless it is panic hardware or fire exit hardware. If balanced doors are used and panic hardware is required, the panic hardware shall be of the push-pad type and the pad shall not extend more than one-half the width of the door measured from the latch side. SECTION Assembly other exits. In addition to having access to a main exit, each level of an occupancy in Group A having an occupant load of greater than 300 shall be provided with additional exits means of egress that shall provide an egress capacity for at least one-half of the total occupant load served by that level and comply with Section Exception is deleted in its entirety. 13
73 CHAPTER 11 ACCESSIBILITY Chapter 11 is amended as follows: CHAPTER 11 ARIZONANS WITH DISABILITIES ACT SECTION 1101 GENERAL Scope. Arizonans with Disabilities Act (Arizona Revised Statutes, Title 41, Chapter 9, Article 8), and the Arizonans with Disabilities Act Implementing Rules (Arizona Administrative Code, Title 10, Chapter 3, Article 4), which rules incorporate the federal Americans with Disabilities Act Accessibility Guidelines for Building and Facilities, is hereby adopted as the Arizonans with Disabilities Act of the City Of Casa Grande and shall apply to new construction and alterations and are not required in building or portions of existing buildings that do not meet the standards and specifications and this act is hereby referred to, adopted, and made a part hereof as though fully set forth in this section. 14

76 CHAPTER 15 ROOF ASSEMBLIES AND ROOFTOP STRUCTURES The following section is amended as follows: SECTION Roof Drainage. Design and installation of roof drainage systems shall comply with this Section and the International Plumbing Code. SECTION Where Required. All roofs, paved areas, yards, courts and courtyards shall drain into a separate storm sewer system, or a combined sewer system, or to an approved place of disposal. SECTION Roof design. Roofs shall be designed for the maximum possible depth of water that will pond thereon as determined by the relative levels of roof deck and overflow weirs, scuppers, edges or serviceable drains in combination with the deflected structural elements. In determining the maximum possible depth of water, all primary roof drainage means shall be assumed to be blocked. SECTION Overflow drainage required. Overflow (emergency) roof drains or scuppers shall be provided where the roof perimeter construction extends above the roof in such a manner that water will be entrapped if the primary drains allow buildup for any reason. SECTION Separate systems required. Overflow roof drain systems shall have the end point of discharge separate from the primary stem. Discharge shall be above grade, in a location, which would normally be observed by the building occupants or maintenance personnel. SECTION Overflow drains and scuppers. Where roof drains are required, overflow drains having the same size as the roof drains shall be installed with the inlet flow line located 2 inches (51 mm) above the low point of the roof, or overflow scuppers having three times the size of the roof drains may be installed in the adjacent parapet walls. Scuppers shall be sized to prevent the depth of ponding water from exceeding that for which the roof was designed as determined by the plumbing code. Scuppers shall not have an opening dimension of less than 4 inches (102 mm). The flow through the primary system shall not be considered when sizing the secondary roof drain system. 17

86 CHAPTER 36 REGISTERED INDUSTRIAL PLANT Chapter 36, Registered Industrial Plant, is added to read as follows: Scope. Registered Industrial Plants are exempt from the requirements Section 105 ( Permits ) of this Code, for work on existing building, structures and utilities accessory thereto that do not increase the floor area, height, or occupancy. These provisions are limited to buildings owned or leased by the plant and under direct control of the holder of the registration. Use of these provisions shall not be construed to waive any requirements of this Code, and all applicable requirements shall be complied with. The plant registration is not transferable Definition. For the purpose of this Code, a Registered Industrial Plant is a person, firm, corporation, or political entity engaged in manufacturing, processing, or service which requires specialized buildings, utilities and equipment to the extent that the plant maintains full-time personnel for the operation and maintenance of such buildings, utilities and equipment and when such plant has complied with all the provisions of this Chapter Qualifications. (a) A Registered Industrial Plant shall have in its employ an engineer registered in the State of Arizona who shall be responsible for complying with the provisions of this Code. (b) Buildings or structures qualify as a Registered Industrial Plant after a Certificate of Occupancy has been issued for the structure Application. To obtain Registration, the applicant shall file an application on a form furnished by the Building Official. Appropriate action shall be taken by the Building Official on such application and the applicant shall be notified within ten days of submittal. If the application is disapproved, the applicant may appeal from such decision to the City Board of Appeals. No filing fee will be required to appear before the Board Registration Fees and Renewal. Every applicant for registration shall pay a fee at the time of approval as set forth in the City of Casa Grande s Consolidated Fee Schedule. The registration fee may be prorated by one-twelfth (1/12) of the full amount, for each month that has fully elapsed at the date of application submittal. In no case however shall the registration fee be prorated to less than $ Registrations shall expire on December 31 st of each year and may be renewed voluntarily each year by payment of the fee before December 31. Any work performed after expiration without permits and inspections as required by this Chapter shall be a violation of this Code. 27
87 Work Report and Inspections. A report of work done under the plant registration shall be signed and sealed by the registered engineer and submitted monthly to the Building Official together with any plans and valuation of work to buildings or utilities covered by the Code. When no work is done, no report is required to be submitted. Exception: Repair of electrical, plumbing, or mechanical systems directly related to production or testing. Plans submitted pursuant to this Section may be reviewed and inspection of the work conducted by the Building Official or authorized representatives as set forth in this Code; provided, however, that work may proceed without inspection pursuant to this Section. The engineer may request a plan review or inspection of any work performed under this Section without payment of additional fees Validity of Registration. Registration shall be valid only as long as the named engineer remains in the employ of the plant. If the engineer should leave the employ of the plant, registration is suspended until another registered engineer is assigned the responsibility for work done under the registration. The registrant shall notify the Building Official immediately and shall call for inspection of any work in progress. Before any new work commences while registration is invalid or suspended, permits and inspections shall be obtained pursuant to City Code Revocation of Registration. The Building Official may suspend or revoke a registration when the engineer or plant fails to comply with any of the registration responsibilities or provisions of this Code. When the Building Official deems that registration shall be suspended or revoked, the procedure shall be as follows: a. The plant shall be notified in writing by certified mail at least seven days prior to suspension or revocation. b. Upon receipt of the notice, the plant may request a hearing. Such request shall be in writing to the Building Official within seven days of receipt of notice. i. If a hearing is requested by the plant, the Building Official shall set a time, date, and place and so notify the plant. ii. When a hearing is conducted, the plant and other interested parties may be in attendance. Upon completion of the hearing, the Building Official shall take all evidence submitted under advisement and shall notify the plant of this findings in writing by certified mail. 28
88 iii. If the decision rendered by the Building Official is adverse to the registrant, the plant may appeal from such decision within ten days to the City Board of Appeals. 29

The relief valve shall discharge full size to a safe place of disposal such as the floor, outside the building, or an indirect waste receptor. The discharge pipe shall not have any trapped sections and shall have a visible air gap or air gap fitting located in the same room as the water heater. The outlet end of the discharge pipe shall not be threaded and such discharge pipe shall not have a valve or tee installed. Relief valve piping shall be piped independent of other equipment drains or relief valve discharge piping to the disposal point. Such pipe shall be installed in a manner that does not cause personal injury to occupants in the immediate area or structural damage to the building constructed so as to discharge in a downward direction, and shall terminate not less than 6 inches (152 mm) and not more than 24 inches (610 mm) above the finish surface or grade. 6

All 125-volt, single-phase, 15-and 20-ampere receptacles installed in the locations specified in: (1) through (8) shall have ground-fault circuit-interrupter protection for personnel. (7) Laundry, utility, and wet bar sinks. Where the receptacles are installed within 1.8 m (6 ft) of the outside edge of the wet bar sink. Convenience receptacles located within 1.8 m (6ft) of any sink, wash basin, tub, or shower. (B) Other than Dwelling Units. All 125-volt, single-phase, 15-and 20-ampere receptacles installed in the locations specified in (1) through (5 6) shall have groundfault circuit-interrupter protection for personnel. (6) Convenience receptacles located within 1.8 m (6 ft) of sink, wash basin, tub, or shower. The following article is added as follows: Location. All service rated 1000 or more located inside a building shall be enclosed within a room or space separated from the rest of the building by not less that one-fire-resistive occupancy separation from the rest of the building by not less than one-hour fire- resistive occupancy separation or fire barrier installed in compliance with the building code. The following article is amended as follows: Types of Equipment Grounding Conductors The equipment grounding conductor run with or enclosing the circuit conductors shall be one or more or a combination of the following: 1. A copper, aluminum, or copper-clad aluminum conductor. This conductor shall be solid or stranded; insulated, covered, or bare; and in the form of a wire or a busbar any shape. 2. Threaded Rigid metal conduit and fittings. 3. Threaded Intermediate metal conduit and fittings. 3
106 4. Electrical metallic tubing. 5. Listed flexible metal conduit that is not listed for grounding and meeting all the following conditions. a. The conduit is terminated in fittings listed for grounding. b. The circuit conductors contained in the conduit are protected by overcurrent devices rated at 20 amperes or less. c. The combined length of flexible metal conduit and flexible metallic tubing and liquidtight flexible metal conduit in the same ground return path does not exceed 6 ft (1.83 m). d. The conduit is not installed for flexibility. 6. Listed liquidtight flexible metal conduit meeting all the following conditions. a. The conduit is terminated in fitting listed for grounding. b. For trade sizes 3/8 in. through ½ in., the circuit conductors contained in the conduit are protected by overcurrent devices rated at 20 amperes or less. c. For trade sizes 3/8 in. through 1 ¼ in., the circuit conductors contained in the conduit are protected by over current devices rated not more than 60 amperes and there is no flexible metal conduit, flexible metallic tubing, or liquidtight flexible metal conduit in trade sizes 3/8 in. or ½ in., in the grounding path.. d. The combined length of flexible metal conduit and flexible metallic tubing and liquidtight flexible metal conduit in the same ground return path does not exceed 6 ft (1.83m). e. The conduit is not installed for flexibility. 7. Flexible metallic tubing where the tubing is terminated in fittings listed for grounding and meeting all the following conditions. a. The circuit conductors contained in the tubing are protected by overcurrent devices rated at 20 amperes or less. b.
