5 A GUIDE TO SERVICES FOR CHILDREN WITH DISABILITIES COMMUNITY SERVICES WITHIN THE HEALTH SERVICE EXECUTIVE Public Health Nursing Description of services The public health nursing service carries out developmental examinations five times during a young child s life. These examinations happen at the following stages: at birth; at 3 months; between 7 and 9 months; between 18 months and 2 years; and at 3 to 4 years. If there is a concern about a child s development during any of the developmental examinations, the nurse will refer your child to another service, for example the Area Medical Officer, a speech and language therapist, a GP and so on. Once your child is in school, they are offered sight and hearing tests in senior infants and 6th class. A specialised nursing service and play therapy service is provided to asylum seekers living in the Balseskin Reception Centre. Public health nurses specialising in Traveller health provide services to the local Traveller community. All public health nurses are notified of all births in their area through the maternity hospitals and will visit you at home as soon as possible after you leave hospital. You can refer yourself to the public health nurse by calling at your local health centre. Service provider details Public health nurses are based throughout North West Dublin in all the following health centres: Other services provided by the public health nurse include: child health clinics and breastfeeding support groups in local health centres and in community facilities; nursing care, advice and support to families and children with special needs or children with serious illnesses; and with other professionals and voluntary groups: Parentcraft,- parenting skills group breastfeeding support, community mothers programme, parent, infant and toddler support groups, post-natal depression support group, child immunisations. 5

The services provided by Community Health Doctors include: Developmental clinics Special clinics are held once or twice a month in health centres. (You can contact the local public health nurse for an appointment.) At these clinics children are assessed for delays in development, speech and language problems, behavioural problems and so on. When the doctor has assessed the child, they will give advice regarding follow-up with the appropriate service. Child immunisations BCG clinics are held in the health centres in Quarry Road, Roselawn, Ballygall and Corduff for children from birth to 15 years. Contact Booster vaccinations are given within schools during the school year. In junior infants, children get the booster for diphtheria, tetanus, whooping cough and polio. Measles, mumps and rubella vaccines are provided. Contact Primary medical certificate Community health doctors medically assess those who have applied. 7 A GUIDE TO SERVICES FOR CHILDREN WITH DISABILITIES Medical assessments and advice Community health doctors assess people s health for some social welfare benefits and give advice on qualifying for long-term illness supports, Hardship Scheme and some medical appliances (e.g. insulin pumps). Referral and access to these services are through public health nurses, GPs and, sometimes, school principals. If a child is in care, referrals are made by social workers. Help may include monitoring the child s progress, individual or group therapy and advice programmes for family, teachers and/or carers. Anyone involved with the child can, with the parents consent, refer them to the service. All referrals must come with a referral form. Please note that if a child is attending another service for speech and language therapy (for example with a voluntary organisation), they cannot avail of this service. 8 DUBLIN NORTH WEST LOCAL HEALTH OFFICE COMMUNITY SERVICES WITHIN THE HEALTH SERVICE EXECUTIVE Community Occupational Therapy Description of service The occupational therapy service is available to children in the Dublin North West Local Health Office area from birth up to the end of primary school. The service is aimed especially at children aged 12 years or under who are having problems such as clumsiness, delayed development, difficulties with handwriting or colouring in, oversensitivity to touch, sound or movement, difficulty with building blocks, jigsaws or puzzles and poor balance. Services include: advice and support; home programmes; school visits; individual sessions; and group programmes. Anyone can refer a child for occupational therapy. Referral forms are available in many schools and health centres and will be posted out to you on request. Please note that if a child is attending another service for therapy, for example from a voluntary agency, they cannot avail of this service. Physiotherapy assessment of the child involves assessing their quality of movements, movement restrictions, and how their bones are developing. Children will get the therapy they need and parents and carers will be given advice and help to carry on with exercises at home. The child s progress will be reviewed from time to time. are accepted from the primary care team and public health nurses, GPs and other health care professionals as well as the family s parents or guardian(s). 8

The service aims to identify and treat these problems early. 10 DUBLIN NORTH WEST LOCAL HEALTH OFFICE COMMUNITY SERVICES WITHIN THE HEALTH SERVICE EXECUTIVE Community Development Team Description of service The Community Development Team s work includes: assessing the community needs for all age groups to identify gaps in services and develop services to fill those gaps; working with other organisations to provide more services; providing a family support worker service which is a aimed at vulnerable children and their families; providing a therapeutic social worker based at St. Helena s who works with individual children and families linked to St. Helena s Family Resource Centre and other agencies in the Finglas area; and providing community development workers, based in Finglas, Mulhuddart and the north inner city, who develop and manage projects to meet the community needs. A referral can be made through any health or social care professional. Parental consent for referral is required. Community development workers are also open to contact from the general public. These teams are made up of nurses, physiotherapists, occupational therapists, speech and language therapists, social workers, participating GPs and administrative staff. The Corduff and Mulhuddart/Tyrellstown teams also have a community mental health nurse. The work of the primary care teams include: providing each person living in their catchment area with easy access to all services that lead to improved health and well-being; promoting health, assessing, diagnosing and treating medical conditions and providing rehabilitation and personal social services. Referral is open and families can refer themselves. are also accepted from public health nurses, GPs and other health care professionals. 12 DUBLIN NORTH WEST LOCAL HEALTH OFFICE COMMUNITY SERVICES WITHIN THE HEALTH SERVICE EXECUTIVE Child protection and social work services Description of service are in place to help children aged under 18 who are not receiving enough care and protection. The opening hours of this service are 9.00am to 1.00pm and 2.15pm to 5.00pm, Monday to Friday. The service includes: child protection; assessment of the family situation and any risks to the child; family support; and assistance in fostering and adoption. The service mainly identifies children who are not receiving proper care and attention will respond appropriately to these situations. At times, this may involve seeking emergency, interim and full-care orders as well as supervision orders if it thinks a child is at serious risk of assault, ill-treatment, neglect or sexual abuse. The service also offers: community child care services, which work with children individually or in groups to help with difficulties they might be having; aftercare services up to age 21 for children who have been in the care of the HSE; and support and advice for adults who wish to disclose abuse that they have experienced in their past. 13 A GUIDE TO SERVICES FOR CHILDREN WITH DISABILITIES Disability Services within the HSE (a) Disability Manager Description of service The role of the disability manager in Dublin North is to make sure that people with physical, sensory and intellectual disabilities receive a service suitable to their needs within available resources. The disability manager works with voluntary agencies and private providers. Service SERVICE provider PROVIDER details DETAILS details Administration Disability Services Tel: Old Nurses Home Rathdown Road (b) Assessment Officer Description of service The assessment officer role was created under the Disability Act The assessment of need process is available to children aged under 5 who might have a disability. When the assessment officer receives an application, they meet the family and look at existing reports to find out whether a child is eligible for assessment. If they are, the child will be assessed by various therapists from places such as St Michael s House and the Central Remedial Clinic or by the Early Intervention Team or Primary Care Team within the local health office. assessments are complete, the assessment officer writes a report on all the findings. This report is forwarded to the case manager or liaison officer, who will complete a service statement for the child. A referral to the assessment officer can be made by parents, a professional already working with the child or a relative or guardian. All referrals must be made with a completed application form. You can get application forms and information leaflets from the assessment officer or from the HSE website, Assessments must begin no later than three months after the assessment officer receives the completed application form. They should also finish no later than three months after they start. When the 13

Between them, the team offer speech and language therapy, physiotherapy, psychology, occupational therapy and social work services. They work with existing services to make sure the child s needs are met. To qualify for the services of the EIT, a child must: live in North West Dublin, require at least two kinds of therapy, and not qualify for any other specialist services. With the consent of the family, a child and parent can be referred to the Early Intervention team by any health professional. 14

Children in national school are given dental check-ups in 2nd, 4th, and 6th classes and follow up is provided in local health centres. 16 DUBLIN NORTH WEST LOCAL HEALTH OFFICE COMMUNITY SERVICES WITHIN THE HEALTH SERVICE EXECUTIVE Ophthalmology Services (eye care) Description of service An ophthalmology service is provided to all primary school children in the Dublin North Central, Dublin North and Dublin North West areas. A range of eye tests and treatments are provided to meet your child s eye care needs. Children who start receiving eye treatment before going into secondary school will continue to receive it when they leave. Secondary school pupils who have not received eye care when in primary school will only qualify for eye care services if they have a medical card for this service are through public health nurses, GPs or a children s hospital. The service provides amplification devices (hearing aids) to people with a hearing impairment and gives advice and information to help them overcome or reduce the effects of their hearing difficulties. Services include: hearing tests; fitting of hearing aids; reviews of the effectiveness of the hearing aid, for example by monitoring the child s speech and language and general progress at school; technical support and repairs for hearing aids that were provided by the audiology service. There is a walk-in service between the hours of 9.30am to 12.30pm and 2pm to 4.30pm in North Great Georges Street. A postal service is also available. As a parent or guardian, you need to give your consent before a child is referred to the audiology service. can be from medical practitioners, public health nurses, community health doctors and other healthcare professionals. Ideally, children should have had a medical examination before being referred to the service. 16

Services can take the form of individual or group sessions, for example parents and child, brothers and sisters, couples and so on. can come from individuals and families or from healthcare professionals. Its approach, driven by the child s needs, is to work with children, their families and communities and to campaign for the rights of children. Local services provided by Barnardos in the North West Dublin region include: an early years service (in Roselawn) for vulnerable pre-school children and their parents, which focuses on healthy development and getting ready for school and includes a parents group every Friday along with a crèche (see contact details below); Traveller Education and Support Options (TESO) in Finglas, which provides support to parents, education and development work in schools and individual and group work with school-age children; family support services in Mulhuddart and Dublin 1 that work with children aged 12 or under and their parents on things like toilet training, behaviour and attachment and offers parents groups (see contact details below); services for vulnerable school children to improve learning, development and self-esteem and help them move successfully into young adulthood and get the best life chances; Springboard Projects in Finglas and Corduff, which offer information, help and support for parents, carers, families and children and runs family and fun days for the local community with other organisations (see contact details below). can be made by any organisation or agency or by parents themselves. 21 A GUIDE TO SERVICES FOR CHILDREN WITH DISABILITIES Daughters of Charity Community Services Description of services The Daughters of Charity provide services to the community, including: Henrietta Street School, which offers an educational programme in small classes to young people with social, emotional or behavioural difficulties; a Community Training Centre that caters for year olds and offers a mix of activities and courses such as woodwork, IT, catering, metalwork, art, retail sales, health and beauty, Junior Cert and life skills; St. Mary s Nursery for children aged 3 months to 5 years, in particular for mothers who area attending the training centre. the Central Services Support Team, which provides counselling, stress management advice, healthcare, psychological assessment, advocates for families and links in with other organisations if necessary, offers career assessment, guidance and coaching, and gives advice and information to all those using the services and those in the local community. come from public health nurses, social workers, speech and language therapists, psychologists and child and family services. 22 DUBLIN NORTH WEST LOCAL HEALTH OFFICE COMMUNITY SERVICES WITHIN THE HEALTH SERVICE EXECUTIVE Neighbourhood Youth Project (NYP) Description of service This is a community-based support service that works mainly with young people aged 10 to 18 who are experiencing (or who are at risk of experiencing) personal or social difficulties. The project helps young people to develop to their full potential by helping them to work through their problems and find solutions. Young people are encouraged and supported to play a meaningful role in their own family and in the community. Particular services offered by the Neighbourhood Youth Project include: family support work, group work, individual work, lifeskills development, community development, school groups, outdoor pursuits, arts and crafts, drama, and dance. Anyone can refer a young person to this service, for example a health care professional or the young people themselves. One team Team A - operates in Dublin North Central and a small section of Dublin North West (contact details at the end of this section). This service is currently available to children aged 16 or under who have ongoing mental health problems that affect their day-to-day living and relationships and prevent them from getting on in school. Examples of these kinds of problems include: depression and low mood; anxiety or worries; behavioural difficulties; developmental difficulties; Attention Deficit Hyperactivity Disorder (ADHD); psychosis (losing touch with reality); self-harm; eating problems including anorexia nervosa and bulimia; and family relationship difficulties. It provides a wide range of services, including assessment, diagnosis and treatment of children with a wide range of physical conditions. Services offered include: physiotherapy, occupational therapy, seating and mobility, clinical gait analysis (study of how a child walks), speech and language therapy, nutrition and dietetics, nursing, educational technology, assistive technology, social work, psychology, medical and orthopaedic services, come from childcare professionals and are made to the medical director of the clinic. Through education, training and social care, the centre aims to provide students with the knowledge, skills and confidence to reach their full potential and make their own life choices. St Joseph s Centre is open to families from all over the country. It also provides a range of services to public and private organisations to make sure that their services are accessible to adults and children who are blind and visually impaired. Their mission is to help people who are blind and vision impaired to become independent and participate fully in society. NCBI services are available to people of all ages. It provides a range of educational programmes at primary and secondary level to promote all aspects of personal development. Classes in the primary section aim to follow the curriculum used in mainstream national schools. Secondary students follow mainstream academic and vocational programmes. The school recognises the right of each pupil to be educated through the means of communication that suits them best. The children normally attend pre-school and primary school classes in mainstream schools. Beechpark Services covers the regions of Dublin, Wicklow and Kildare and provides an early services team for children aged under 6 years in Dublin Mid Leinster.
