1 Managed Serv~ce Points Managed Service Points (MSP) - OVERVEW The Managed Service Points (MSP) Program s a tool designed to monitor delivery time consistency and enhance street management through the use of the Mobile Data Collection Device (MDCD). n addition to scanning Delivery and Signature C~nfirmation mail pieces, city carriers w~ll use the MDCD to scan bar codes placed at service points reflectmg key elements of carriers workday Using thls tool, local managers are able to review carrer street performance on a dally basis as they evaluate tne cons~stency of arrival at these strategic points. Early performance results indicate that where P.'SP has been implemented, local managers have been able!s stabilize street performance, and/or reduce street hours throuccl the daily management of the carrier's actual street perfo~ance from service point to service point The reports generated are tools that managers can use to help quantify key elements (loading, travel, and arrikzl times) of a carrier route daily. The repofis show that volume, coverages, etc. can affect individual segrcents of a route just as a cirrent indicator, total street time, can be affected. The MSP Program is not intended to supplemer: current route management techniques.
2 - Unit Preparedness AMS Edit sheets, 564-A, Pivot Plan, employee and vehicle data must be current and validated. (See startup process for additional information) - Communication Ensure that the Communications Plan is disseminated, as follows: A. Official communication with local National Association of Letter Carriers representatives (National NALC letter) B. Communication with all employees within site concerning Managed Service Points goals and procedures. (News break Attached) C. Communication by letter andlor media with entire delivery area. (Postal NewslMedia Attached) 0. Customer request letters for MSP participation for F,SP locations (see Customer Letters) E. Hot Case 2. Depart to route 3. First Delivery 4. Last Delivery before Lunch 5. First Delivery after Lunch 6. Last Delivery 7. Return to Office An additional five (5) MSPs may be used only with District apprc,;al and written justification documentation. MSP must be the first practical delivery of a park point, relay or locp. MSPs on mounted routes should be located where streets or blocks change, andlor where the route would logicaily be split. 2 - Start Up
4 Definition of Manaqed Sw-vice Points A Managed Service Point S: Located to represent a group of deliveries or key element (loading. travel, and lunch). Located at the first practical delivery of a relay, loop or pivot plan segmentipark point and consistent with the 564-A. 0 Located at addresses that are accessible to receive mail daily. * Located in or on customer, postal (NDCBU, CBU), community mail boxes. Located at a convenient place to scan in or on the mail receptacle. A Manaqed Service Point is NOT: Located at vacant or non-delivery addresses. * Located at businesses or deliveries that are closed on any service da;:. e Located in the middle of a relayiloop, or mid-block on mounted deliveries. 2 - Start Up Pace Z o; :
5 SCHEDULE: Take the time during implementation to closely revieiii ihe schedule of MSPs. Always consult with the carrier when establishinq or changing the schedule since they will be held accountable for adherinq to it. - MSP Scans The scans required by the MSP program are in addition to scans required by the Deliveryisignature Confirmation procedures. The instructions given during Stand-up Talks do not change or alter existing scanning procedures with the exception of "depart to route'' and "return to office". The MSP bar codes are scanned and scanner will beep twice and display the confirmation message show message: "MSP Recorded Successfully". The scanner user does not need to perform any other operations. The MSP scan records cannot be reviewed or edited. - Service Point Selection and Placement A. The seven MSPs required for effective use are mentioned on page 2 of this section. The bar codes will be placed in or near the mailbox. Door slots should be avoided if possible. f unavoidable, the bar code should be placed on or underneath the door slot cover or in a location where it is safely accessible. B. Ensure that MSP labels are placed in or near receptacles that are accessible. 2 - Start Up Page 4 of 9 f
6 Seven scans are required service point locations. Refer to "nput Worksheet". Scan NOTE: Scan 2 Scan 3 Note: The HOT CASE, carrier begins street time and loading: (corresponds with the "Move Street" c!ockring). The Carrier Flow Chart be amended to indicate that the hot case scan will be performed immediately after completing office functions, just prior to clock to street to begin loading. DEPART TO ROUTE. Carrier scans this bar code to begin travel to route. (Motorized routes only: scanner will prom$ for vehicle number and beginning mileage verification. Scan vehicle bar code and verify that mileage shown in scanner is correct, enter correct mileage if different.) (For MSP, any route where the carrier operates a motorized vehicle is considered a "Motorized Route".) First delivery of route. All address MSPs selected must be a "practical delivery". Occasionally, the most logical address may be vacant, closed on Saturday, have no mail receptacle, or a customer may choose not to participate. (Use the next address) 2 - Star: Up Page 5 cf ;

9 MSP WORKSHEET insiructlons The MSP plan data entry is divided up into the following columns: 7. MSP Point: This is your reference to assist you in orderrng your hsp locations or operat~ons. Currently you are limited to a total of twelve points. (seven specific and five additional with District approval and justification). 2. Location or Operation: The first "Location or Operation" is labeled "Hotcase". This will be a barcode placed at the "HotCase", and will mark the beginning of street time for MSP purposes. The second "Location or Operation" is labeled "Leave Office to Route". This will be a barcode scanned by the carrier after loading thetr vehicle just prlor to leaving to route. The last 'Location or Operation" (Point 7) S labeled "Return to Office". This barcode will be scanned at return to the delivery unit when the carrier returns from the street. The additional points are used to identify logical workload groupings along the carrier's line of travel with district approval. How would you break up the route if you were going to assign the work on a day there is not a carrier available to be assigned the entire route. 3. Time: Enter the time you normally expect the carrier to arrive at each service point. Enter times in hours and minutes (08:27) for 8 hours and 27 minutes. Do not enter (8.45) 8 hours and 45 hundredths. 4. Remarks: Enter information in remarks as necessary. 2 Start-Up
