4 1. GENERAL PRINCIPLES Only National Federations, Development Centres and Continental Confederations may organise Beach Volleyball Refereeing Courses. Courses that do not conform to these Regulations are not granted official FIVB recognition. 2. TYPES OF COURSES 2.1 Referees can be qualified at: - national courses (see Section 3) - international candidate courses (see Section 4) - continental candidate courses (see Section 5) 2.2 Refresher courses (see Section 6) do not qualify referees but can be organized either at national or international level. 2.3 National courses, international candidate courses, continental courses and refresher courses can be organised by a National Federation, by a Continental Confederation or by the FIVB. 2.5 The FIVB sponsors each year one refereeing course with international participation, per Development Centre. 2.6 Courses held by NFs/Confederations are staged under the exclusive financial responsibility of the organisers. 3. GUIDELINES FOR THE ORGANIZATION OF NATIONAL COURSES Courses run by National Federations are recognised by the FIVB if previously approved by the latter. They differ from the Development Centre courses in that the FIVB has no financial obligations. National Federations establish their own procedures for nomination of national referees and then may register them with the FIVB Secretariat (Articles and , FIVB Sports Regulations). However, the FIVB makes the following recommendations. 3.1 APPLICATION The request to hold national referee courses with FIVB instructors must be submitted by the standard forms under C-BVB1 and C-BVB2, which can be copied form the Beach Volleyball Referee Course s Regulations. Applications must be submitted to the FIVB Volleyball Events Department in writing by November 30 th of each year. 4
5 3.2 PARTICIPANTS a) Entry conditions When a NF applies for the organisation of a national course with FIVB instructors and if no referee training exists in the country, participants should be former players or sportsmen who have some practical knowledge of Beach Volleyball. b) Age limit Minimum 18 years, Maximum 35 years. c) Working language English, French, Spanish, Arabic and Portuguese. Translation into the national language may be provided by the organiser. d) Entries Maximum 20 participants (per two instructors), taking facilities into consideration. In principle no entry fee is requested from the participants; at the organizing Federation s discretion. e) Medical conditions Good physical condition. The National Federation is advised to request a medical certificate from the participants (C-BVB5). 3.3 INSTRUCTORS must be either the President or a member of the organising Federation s Refereeing Commission, or an experienced International Beach Volleyball Referee. They must have complete knowledge of refereeing theory (Official Beach Volleyball Rules) and practice (Refereeing Guidelines and Refereeing Techniques and Protocols) as well as some teaching experience. If FIVB instructors are requested by the organisers for its national programmes, they are nominated by the IRC upon recommendation of the Beach Volleyball Refereeing Commissioner. 3.4 DURATION The duration should be five to seven days to include at least two days of theory and three days of practical refereeing. The program can be adjusted to suit local conditions, but should contain at least 24 hours of theoretical instruction, which can include time during the practical sessions. Every participant will have to officiate at least three games as a referee (two as 1 st Referee and one as 2 nd Referee), plus one as linejudge and one as scorer. 5

The participants will also need to perform the duties of ball person and rakers for the last 2/3 days of the course (depending if 5 or 7 days format) all matches are required to be played in competition environment. 3.6 COURSE PROGRAMME (model) Note: This programme may be adapted to different course s format 6 Day 1 morning Course Administration

Course Director s and Instructor s transportation (air ticket economy class, and local transportation). Course Director s and Instructor s board and lodging expenses (as per FIVB WT Delegate s requirements). Course Director s and Instructor s per diem (in accordance to the FIVB Financial Regulations for each day of the official course duration plus any travel days); per diem and any reimbursement of transport costs, if necessary, will be paid in convertible currency). Visa, airport tax and vaccinations costs are included in the per diem. Local transportation for all participants. The FIVB covers the following: For courses held in Development Centres, the FIVB is responsible for the per diem and transportation of the. 8
9 3.8 CERTIFICATE / ATTESTATION No FIVB certificate or attestation is delivered after a national refereeing course. However the NF may deliver its own diploma. 3.9 FINAL REPORT A final Course Report must be submitted to the FIVB by the, within the following two weeks, including, the number of participants, their names, country, general results, practical score evaluation and final remarks. (C-BVB6), (C-BVB7), (C-BVB8). The daily programme and a group picture of the participants have to be attached to the final report. 4. INTERNATIONAL REFEREE CANDIDATE COURSES Referees can be qualified as to the qualification of International Beach Volleyball Referees at Beach Volleyball International Referee Candidate Courses held in conjunction with FIVB recognized events (i.e.: Challenger, Satellite, etc) or any FIVB approved Continental or National Circuits. 4.1 CONDITIONS FOR FIVB RECOGNITION Only under the direction and approval of the FIVB Refereeing Commission can Beach Volleyball International Referee Courses be organised by NFs affiliated to the FIVB, Development Centres and by Continental Confederations provided that the procedure is duly followed. If a course does not fulfil conditions as per 2.1 above, or if it does not provide the full duration, standard or program, if 3 countries and 7 referees at least do not take part, or if either of the theory and practical examinations are not held, participants will not receive an attestation and the course will not be validated. 4.2 APPLICATION The National Federation, Development Centre or Confederation, wishing to organise a Beach Volleyball International Referee Candidate course must apply in writing to the FIVB Volleyball Events Department in writing by November 30 th of each year, by using the standard forms under C-BVB1 and C-BVB2. These can be obtained from the current Regulations. Copies to be sent to the IRC, the Beach Volleyball Refereeing Commissioner, and the Beach Volleyball Council of the Confederation in which the course is to be held. 9
10 4.3 PARTICIPANTS ENTRY CONDITIONS National Referees registered with the FIVB, as well as referees, who have previous participations at FIVB sanctioned international tournaments are entitled to participate in an International Beach Volleyball Referee Candidate Course and to become International Beach Volleyball Referee. The applicant must be registered with the FIVB as a National Referee, or have participated at FIVB sanctioned international tournaments, for at least two-(2) of the last five (5) years prior to the Course. The FIVB Volleyball Events Department may under exceptional circumstances accept participants based on the statement by the concerned NF that the candidate is among their most qualified Beach Volleyball referees in the country. Respective National Federations are responsible for submitting records of Beach Volleyball matches officiated (the minimum being domestic semi-final or final matches, or matches at any FIVB approved international tournaments). Each invited National Federation may designate a maximum of two (2) National Referees, the organising National Federation may appoint up to five (5). An additional candidate from each participating country may be accepted, if a female referee is one of the proposed candidates. Prior to the course, participants will be examined on their knowledge of the FIVB Official Beach Volleyball Rules and of basic English. Also participants will follow, if necessary, an entry test to check their body mass index. The FIVB reserves its rights to reject applicants who are not found in compliance with the current Regulations. The Course Director has the authority to send home participants, who does not correspond to the FIVB regulations requirements, i.e.: those participants who will not be found in compliance with the established BMI standard. The number of participants should be 15 but not less than 7, except when otherwise authorised by the FIVB Beach Volleyball Refereeing Commissioner. The FIVB will approve the list of participants and reserves the right to make a preselection if required. This list of participants must be submitted for FIVB approval the latest one month prior to the start of the course AGE LIMIT The minimum age to participate in an International Refereeing Course is twenty five (25) and maximum is forty-one (41) at any time during the year of the course, proven by passport which contains at least the year of the person s birth. Note: Exception to this requirement would be a referee who currently is an International Volleyball Referee or International Volleyball Referee Candidate who has not reached his/her 51 st birthday on the first day of the course. 10
11 4.3.3 MEDICAL Each participant must present the official Medical Certificate for Participants (C- BVB5) together with his/her Individual FIVB Registration Form (C-BVB3). 4.4 INSTRUCTORS The Course Director will be nominated by the IRC upon recommendation of the Beach Volleyball Refereeing Commissioner. The Assistant to the Course Director will be nominated by the organising National Federation and submitted for the FIVB's approval. The Assistant should if possible be a current Beach Volleyball Refereeing Delegate or a Beach Volleyball International Referee. For a full attendance IRCC, in case the Assistant to the Course Director not being qualified as Beach Volleyball Referee Course Instructor, one more Instructor will be assigned by the FIVB to assist the Course Director running the Course. 4.5 DURATION Not less than three (3) days of theory and between three (3) and five (5) days of practical examination depending on the type of event and on the total number of participants. 4.6 WORKING LANGUAGE English is the compulsory working language of the course. Lectures, written and oral examinations as well as all communications will be in English. The Course Director must therefore check the candidates' basic knowledge of English (read, write and speak English on a basic level). who do not fulfil this requirement cannot complete the course with a PASS. Interpreters are not allowed. This condition must be clearly stated in the official invitation letter sent to NFs by the organiser (C-BVB4) and must also appear in the FIVB Registration Form (C-BVB3). 4.7 TECHNICAL FACILITIES (provided by the organiser) LECTURE HALL a) lecture hall, equipped with seats and writing surface, name tags for all participants and adequate space for observers b) flip chart with marker pens or white board with marker pens c) podium, table, microphones and chairs for the Instructor and Assistant d) slide projector plus screen if requested e) PC/notebook with Power Point application f) data show Power Point projector plus screen g) video camera (optional) 11
12 h) DVD player and screen i) FIVB Official Beach Volleyball Rules and current Refereeing Guidelines j) scoresheets (blank and model) k) one copy of the Refereeing Delegates Manual plus appendices l) extracts from the Beach Volleyball Casebook m) availability of all equipment: balls, flags etc SPORTS FACILITIES AND EQUIPMENT a) two Beach Volleyball courts of the same standard as used for international competition, which can be used separately from the official competition schedule b) scorers table for 10 persons, score sheets (official international), and flags for the line judges c) all other appropriate match equipment should be available TEAMS: PLAYERS AND PERSONNEL a) as much as possible availability of international teams (local or foreign) duly uniformed playing at least one match for all of the participants for practical officiating, including scoring, line judge and scoreboard b) availability of court personnel (ball retrievers, sand levellers, scoreboard operators, and player attendants). 4.8 PROGRAM Following the Official Opening and general information to participants (1 hour), the course must cover the following theoretical and practical subjects: GENERAL 3 hours a) structure of the FIVB (main focus in Beach Volleyball) b) history of Beach Volleyball in the world c) system of qualification of Beach Volleyball referees by the FIVB d) on and off the court rights and duties of an International Beach Volleyball Referee e) psychological requirements of refereeing THEORY OF OFFICIATING AND RULES OF THE GAME 16 hours a) principles of the Rules of the Game b) guidelines for practical applications of the Beach Volleyball Rules of the Game c) specific Beach Volleyball protocols d) hand signals for officiating e) analyses of cases extracted from the Casebook f) FIVB regulations for official competitions g) administration of matches h) technical homologation of competition courts i) scoring methodology of the FIVB j) linejudging and flag signals for officiating 12
13 4.8.3 PRACTICE OF OFFICIATING 4 hours 1st, 2nd referee, scorer, and line judge a) confirmation and investigation of standard of judgement in play b) practice of officiating for each participant in all roles c) management of special cases, criticism of personal achievement during practice d) experienced players' views demonstrated, discussed TEST AND EXAMINATIONS 2 hours plus required matches a) written examination (official test of the FIVB) b) scoring examination (scorer and assistant scorer) during Beach Volleyball matches c) practical examination (1 st referee, 2 nd referee, linejudge) during Beach Volleyball matches d) oral examination (20 minutes for each participant) OVERALL TOTAL: 26 hours plus number of matches assessed 4.9 EXAMINATIONS / ATTESTATIONS AND CERTIFICATES Once the theoretical instruction has been completed, the participants will undergo theoretical and practical examinations as above point The course must be scheduled by the organiser only on the occasion of FIVB recognized tournaments for the practical examination, and to give each participant the possibility of officiating at least 5 matches as 1st or 2nd referee and practical examination as a scorer and line judge Performances are evaluated according to the following scale: Very Good Good Sufficient Failed Passing performance requires at least a performance of Good on one of the criteria (Theoretical and Practical) and at least Sufficient on the other criterion. Very Good = 85 and higher. Good = 70 to 84. Sufficient = Insufficient = less than At the end of the course, the Course Director awards the participants an Attestation showing their respective results of the examinations Upon recommendation of the Beach Volleyball Refereeing Commissioner this attestation will be ratified by the IRC, and a Certificate will be sent by the FIVB Volleyball Eventsto each approved participant FINANCIAL CONDITIONS The organiser must cover: Administrative expenses. 13

Instructor s per diem according to FIVB Financial Regulations for each day of the official course duration plus any travel days Visa, airport tax and vaccinations costs are included in the per diem. Local transportation for all participants. No participation fee must be charged by organisers to the participants. Note: the organizer is responsible for all cost occurred by participants in case the Course is cancelled due to non compliance with FIVB regulations and procedures. The FIVB covers the following: For courses held in Development Centres, the FIVB is responsible for the per diem and the travel arrangements of the RE-SITS OF EXAMINATIONS An individual candidate can only attend one re-examination opportunity. In principle, re-examination opportunities must not be in the candidates' home country. Re-sits of Practical Examinations can only be at a recognized FIVB tournament, with the permission of the FIVB Beach Volleyball Refereeing Commissioner. The theory PASS of 80% lasts for 2 calendar years and can be credited only if the Practical Examination is re-examined. If the Referee fails the International Referee Candidate course, he may participate the following year in another course PROCEDURES FOR SETTING-UP AN INTERNATIONAL REFEREE CANDIDATE COURSE Applications to be submitted by NFs, Development Centres or Continental Confederations to the FIVB Volleyball Events Department (standard application forms: C-BVB1 and C-BVB2) in writing by November 30 th of each year) Applications to be studied for approval/rejection by the FIVB Technical and Development Department in coordination with the IRC and the Beach Volleyball Refereeing Commissioner. Appointment of by the IRC upon recommendation of Beach Volleyball Refereeing Commissioner.
15 The FIVB to inform the organisers that the course has been granted/rejected and to communicate the names of the Course Director and Assistant Instructor after checking their availability FOUR MONTHS PRIOR TO THE COURSE Organiser to send out the invitation letter (C-BVB4) together with enclosures (C-BVB3 and C-BVB5), which should be returned at least two months prior to the course. The organiser must also guarantee that entry visas will be delivered to each participant TWO MONTHS PRIOR TO THE COURSE The Course Director to prepare, on the basis of the current Regulations, the Course Program with daily timetable, which should be communicated to the organiser with any specification of required material TWO MONTHS PRIOR TO THE COURSE After receiving in return the forms under C-BVB3 and C-BVB5, the organiser to send the forms received from participants (checking their age) and list of participants to the FIVB for approval. Once the list is approved by the FIVB, the organisers to confirm the registration to participants and to provide them with all the relevant information including accommodation, visa / vaccinations requirements, daily program, etc 4.13 FINAL REPORT Note: NF s are responsible for ensuring that their participants comply with the entry conditions (article 4.3) The Course Director must submit a final report to the FIVB Volleyball Events Department, and to the FIVB Beach Volleyball Refereeing Commissioner, within the following 7 days, the number of participants, their names, country, remarks etc, (C-BVB6), (C-BVB7), (C-BVB8). Copies to be forwarded to the IRC. The daily programme, a group picture and individual passport size pictures of each of the participants have to be attached to the final report REQUIREMENTS FOR BECOMING AN INTERNATIONAL REFEREE PROCEDURES FOR NOMINATION International Beach Volleyball Referees are those International Beach Volleyball Referee, as stated in Sub-Section 4.9 above, who within the 2 years following the course they passed, have officiated in at least one (1) FIVB recognized Beach Volleyball tournament an overall number of five (5) matches as first referee and five (5) matches as second referee. 15
16 16 At any tournament where are evaluated there must be present an FIVB recognized Beach Volleyball Official (such as FIVB Beach Volleyball Referee Delegate, Referee Instructor) who upon being specifically notified for that task, will submit a report to the FIVB Beach Volleyball Refereeing Commissioner. A copy of each scoresheet referring to matches officiated by the candidate must be included in the report. The Beach Volleyball Referee Commissioner will verify the report and its contents and then submit a proposal for their nomination to the IRC ATTESTATIONS AND CERTIFICATES The FIVB will award a personal International Beach Volleyball Referee s Certificate and ID card to those candidates who will be proposed by the IRC to the FIVB Executive Committee, and Board of Administration TITLE VALIDITY The International Beach Volleyball Referee s title is automatically renewed unless if the referee does not comply with the FIVB regulations. a) An international referee, who has been inactive in national and international competitions for a 2-year period or more, will be suspended and his/her registration card returned to the FIVB as requested by the FIVB secretariat. b) An International Referee who has not, for a 2-year period or more officiated at any international match, whilst continuing his national activity will be suspended from international activity: a. at the request of his NF, the Referee Commissioner may grant another examination to resume his refereeing activity; and b. exceptional cases may be examined by the Referee Commissioner at the request of the NF c) When an International Referee has interrupted his refereeing activity for work or study reasons for a 2-year period or more and his Federation asks for him/her to be reinstalled at the end of the absence, he/she may, with the Commissioner s approval pass an examination in order to be re-admitted to the list of International Referees COUNTRY QUOTA Each individual country shall have a limit of six (6) International Beach Volleyball Referees except with the permission of the IRC, which shall raise this limit up to ten (10). 5. CONTINENTAL REFEREEING COURSES Referees can be qualified as Continental Referees at Continental Referee courses. Continental Beach Volleyball Referee courses must conform with all terms and conditions applying to International Referee Candidate Courses with the following exceptions: The working language will be other than English.
17 Continental Referees become International Referee candidates by passing an examination in English. Under very special circumstances, a referee can be qualified as Continental Referee at International Referee Candidate Courses. Conditions for a Continental Referee to become International Referee Candidate: 1. The referee must pass an English examination in reading, writing and speaking administered by the concerned Confederation Referee Commission within two years of successful completion of the course. 2. The results of this examination must be officially communicated to the FIVB Volleyball Events Department and to the FIVB Beach Volleyball Referee Commissioner. Conditions for a Continental Referee to submit for International Referee nomination: 3. After points 1 and 2 above have been completed, the referee must submit for assessment by an FIVB recognized Beach Volleyball Official (such as FIVB Beach Volleyball Referee Delegate, Referee Instructor) at an official FIVB Beach Volleyball tournament, as per point above. 6. REFRESHER COURSES Refresher courses do not qualify referees but are aimed to update their knowledge of the Official Beach Volleyball Rules, Beach Volleyball Referee Guidelines and Beach Volleyball Refereeing Techniques. The course will also improve their practical refereeing skills, especially where new rules have been introduced or amended by the FIVB Congress. This type of course can be organised at national or international level by National Federations, Development Centres and Continental Confederations. 6.1 APPLICATION The organiser must apply in writing by November 30 th of each year, to the FIVB, by using the standard forms (C-BVB1 and C-BVB2) with copy to the Beach Volleyball Referee Commissioner and the IRC for their information, and to the Commission of the Confederation in which the course is to be staged. 6.2 PARTICIPANTS a) Entry conditions Participants must be National or International Referees b) Working language 17
18 For international referees: basic English. No Interpretation allowed. For national referees: English, French, Spanish, Arabic, Portuguese, local language. Translation into the national language may be provided. c) Entries The number of entries is fixed by the organisers depending on the facilities provided for the course d) Medical 6.3 INSTRUCTORS Each participant must present the official Medical Certificate for Participants (C-BVB5) A Course Director will be nominated by the IRC upon recommendation of the Beach Volleyball Refereeing Commissioner. If there are more than 20 participants, or if the practice is not in one only court, an Assistant to the Course Director will be nominated by the organising National Federation and submitted for the FIVB's approval. 19 6.5.2 Sports facilities and equipment two Beach Volleyball courts of the same standard as for international competition, which can be used separately from the official competition schedule (all appropriate equipment must be available) scorers table for 10 persons, score sheets (official international), and flags for the line judges Teams: players and personnel as much as possible availability of international teams (local or foreign) duly uniformed playing at least one match for all of the participants for practical officiating, including scoring, line judge and scoreboard availability of court personnel (ball retrievers, sand levellers, scoreboard operators, and player attendants). 6.6 COURSE PROGRAMME The course content must cover the latest amendments to the Official Beach Volleyball Rules by the FIVB Congress and all the adjustments and clarifications made during the current season. It must also focus on the updating of each candidate and explain the current philosophical direction of the rules and what is the objective of the game globally. It is vital that the candidates are fully aware of the requirements for improving their performance as a referee. 6.7 EXAMINATIONS There being no examination, the participants receive no attestation / Certificates. However, the organiser may issue a diploma printed for the occasion. 6.8 FINANCIAL CONDITIONS The organiser must cover: Administrative expenses. Course Director s and Instructor s transportation (air ticket economy class, and local transportation). Course Director s and Instructor s board and lodging expenses (as per FIVB WT Delegate s requirements). Course Director s and Instructor s per diem (in accordance to the FIVB Financial Regulations for each day of the official course duration plus any travel days); per diem and any reimbursement of transport costs, if necessary, will be paid in convertible currency). Visa, airport tax and vaccinations costs are included in the per diem. Local transportation for all participants. 19
20 The FIVB covers the following: For courses held in Development Centres, the FIVB is responsible for the per diem and the travel arrangements of the. 6.9 FINAL REPORT A final Course Report must be submitted to the FIVB by the instructors, within the following two weeks, including the daily programme, the number of participants, their names, countries, general results and final remarks. (C-BVB6), (C-BVB7), (C- BVB8). The daily programme and a group picture of the participants have to be attached to the final report. 20
