4 1.0 INTRODUCTION 1.1 Queen Elizabeth Country Park (QECP) is a country park managed jointly between Hampshire County Council and the Forestry Commission. It covers an area of 1400 acres of woodland and downland and is part of the South Downs Area of Outstanding Natural Beauty (AONB). In the area will be designated prestigious National Park status and the QECP will fall within the boundaries of the new South Downs National Park. 1.2 The QECP is a major centre for countryside tourism and recreation. There are 20 miles of trails for walkers, cyclists and riders. Space is provided for various leisure and sports activities such as: Walking Cycling Horse Riding Adventure Play & Adventure Sports Events & Exhibitions 1.3 The site does not currently have a dedicated travel plan but is required to adopt one in order to fulfil the Hampshire County Council s 12 point Sustainable Development Plan. 1.4 The following document sets out the Travel Plan proposed for the site and details the measures that the Park will pursue to encourage their staff, visitors and other users of the site to adopt a means of travel other than by single occupancy vehicle where practicable. 1.5 The Travel Plan will be administered and managed directly by QECP and all members of staff will be made aware of the Travel Plan. 1.6 The outline Travel Plan measures have already contributed to the QECP s recent sustainable business award and implementing the Plan will be integral to the QECP s ongoing commitment to sustainability and environmental improvement. 2.0 TRANSPORT POLICY FRAMEWORK: THE ROLE OF TRAVEL PLANS

5 2.1 The Government White Paper A New Deal for Transport published in 1998 and more recently the Ten Year Plan outline how the planning system can reduce the need to travel by car to the workplace and for leisure activities. These policies emphasize the importance of public, private and voluntary sector organisations working together to share their responsibilities in tackling the negative aspects of traffic growth by adopting Travel Plans. 2.2 A Travel Plan is a package of measures that allow organisations to understand and manage their travel needs in an environmentally sustainable manner. Through a mixture of communications technology, advice, information, incentives and deterrents they reduce the need to travel, encourage the use of alternatives to the car and promote sensible car use. 2.3 Planning Policy Guidance Note 13: Transport (PPG13) published in March 2001 sets out the Government s guidance in relation to sustainable transport, the main objectives of which are to promote more sustainable travel choices. Paragraphs of PPG13 set out in detail the latest Government guidance with respect to Travel Plans. The sustainable transport objectives are summarised in paragraph 88 of PPG13 and include: Reductions in car usage (particularly single occupancy journeys) and increased use of public transport, walking and cycling Reduced traffic speeds and improved road safety and personal security for pedestrians and cyclists. 2.4 More recently, a 2004 study commissioned by the DfT determined that Travel Plans can reduce single occupancy car trips by 15%. Travel Plans therefore have an important role in supporting traffic reduction and travel demand measures. 2.5 The purpose of this Travel Plan is therefore to set out a long-term strategy for reducing the dependence of staff, visitors and other users of QECP on travel by single occupancy vehicle. The Travel Plan will generally accord with the principles of PPG13 and government policy objectives and demonstrate the Park s commitment to lessening its transport impacts upon the environment and local people.

6 3.0 SITE ACCESSIBILITY AND OTHER ISSUES 3.1 General Accessibility The QECP is located about 3 miles south of Petersfield with direct access from the A3, a strategic dual carriageway road between Portsmouth and London managed by the Highways Agency. This out of town location reduces the opportunity to walk or cycle to the site. The location of the site is shown in Figure 3.1. Figure 3.1 Queen Elizabeth Country Park Site Location In 2008/09 328,000 people visited the Park. The car park is close to reaching its capacity at peak times of demand and further extension is not wanted. Nominal car parking fees are charged and enforced to ensure that the park is not abused. Parking fees are as follows: Monday to Saturday 1.00 per car all day Sunday and Bank Holidays 1.50 per car all day Coaches 10 per coach all day Parking Income is small and the purpose is to discourage undesirable use of the car park and to promote secondary spend, a high earner for the Park. As such parking charges will not be used in the Travel Plan to discourage car use. 3.2 Access on Foot The site is more than one hour on foot from Petersfield town centre and the main public transport nodes. Several Public Rights of Way connect to the site including the South Downs Way National Trail, providing pleasant walking routes. Due to the distances involved, walking is not considered to be a viable mode for staff but there is scope for encouraging recreational walking to the site. In fact, 2.8% of visitors currently walk to the site which is encouraging given the out of town location of the site.

7 3.3 Public Transport Rail Petersfield Station provides frequent services to London Waterloo and is the nearest rail facility to the site. However, at 3 miles distant from the site it is not within reasonable walking distance for utility journeys (i.e. staff walking to the site) and so its scope in the Travel Plan for staff travel is limited unless transport links are provided between the station and the QECP which are financially beyond the scope of QECP. Bus Services The site is linked by the infrequent Stagecoach 38 bus service from Portsmouth to Liss, which also connects with Waterlooville and Petersfield. Services run approximately hourly and bus shelters have been provided, which are maintained by Park staff, although it is believed that the service is not well utilised. The 400 visitor surveys conducted each year verify this, with less than 1% accessing the site by bus. There are no services after and no services operate on Sundays. The condition of the shelters is currently poor and there is no travel information available inside the shelters The bus services stop on the A3 with a bus stop in each direction; however there is no signage to the bus stops and access to the bus stops as well as their appearance require improvement The last time a seasonal shuttle bus service operated on Sundays between Portsmouth and the Park (spring to autumn 2004) take up was very low with only an average of 4 passengers a day (85 in total over the operating period) using the service, with a level of Council subsidy equating to 6.12 per person. There was however limited promotion of the service which could explain the low take-up; the experience of this service should not mean that future bus improvements are precluded. 3.4 Cycle Facilities The Park is linked by a semi-completed cycle route which connects Waterlooville and Horndean from the South. This is not complete and the steep inclines in the vicinity can deter some people from cycling. More importantly, there is no link along the A3 north to Petersfield, which has the potential to greatly improve accessibility by bicycle Cycle parking provision consists of visitor parking provided in the form of butterfly loops located near the café. However, these are not obvious to find and butterfly loops are inadequate as they only secure the wheel of the bicycle, making the bicycle frame very easy to steal. 3.5 Summary PPG13 considers walking to be the most important mode of travel at the local level for journeys under 2km. As the Park site is situated over 4 kilometres from Petersfield and other centres of population, walking has a limited role in meeting the transport needs of the site The current state of the incomplete cycle network and the hilly nature of the area means that the site is not currently meeting its potential for increasing trips by bicycle. Increasing cycle trips can be achieved by providing links to the park and marketing the ride to the site itself as part of the whole QECP experience as the countryside and cycling opportunities are very pleasant.

8 3.5.3 Public Transport can play a role in accessing the site but the low frequency of the bus services, especially on Sundays which is one of the Park s busiest days, means that its uptake will be limited. Petersfield rail station is not within walking distance but could play a role especially for visitors coming from further away when combined with other modes including taxis, car sharing and recreational walking (as part of the QECP experience ). 3.6 Other Issues Site utilisation Queen Elizabeth Country Park is open seven days a week with peak use on weekends, especially in summer. As already indicated, the site performs a range of functions from recreation to education about natural history and the archaeology of the area. With the forthcoming National Park status, the prestige and status of the QECP will increase and it is likely that its popularity and visitor numbers will do likewise These different uses affect the mode of travel adopted to reach the site. Some users might be persuaded to make the journey to the site part of the visit and therefore walk or cycle there. At special events with high visitor numbers, parking problems and congestion have been experienced. Special measures could be adopted for these events. Staff also need to be encouraged to consider alternative modes of transport.

9 4.0 AIMS AND OBJECTIVES 4.1 QECP is committed to sustainability. When the South Downs area achieves National Park status in , the Queen Elizabeth Park will fall within the National Park boundaries which is likely to generate significantly more trips, making improving the site s accessibility through a Travel Plan all the more important. 4.2 In order to ensure that this growth in visitor trips does not negatively impact upon the environment, QECP are committed to implementing a robust and effective Travel Plan. 4.3 The primary aim of the Travel Plan is to reduce car-borne trips to the site through facilitating and promoting the use of more environmentally sustainable alternative modes of travel by all users of the site, including staff. This will yield benefits for the environment, and reflects local and National Government transport policy objectives. 4.4 The main objectives of the QECP Travel Plan are: To reduce the use of single occupancy vehicles by visitors, staff and other users of the Park when travelling to the site To increase the awareness of visitors and staff of the advantages and potential for travel to the site by environmental friendly modes including car sharing, public transport, walking and cycling To make the journey to the site part of the QECP experience for walkers and cyclists To introduce a package of physical and management measures that will encourage and assist travel by alternative modes to single occupancy vehicles. 4.5 The Travel Plan s success will depend upon the co-operation and enthusiasm of visitors and staff, as much as on the measures defined in the Plan and the efforts of the Management Team.

10 5.0 TARGETS 5.1 Existing Travel Patterns Queen Elizabeth Country Park is open 7 days a week. The greatest demand for travel to the site is at the weekend, with greater seasonal visitor demand during the summer. Special events in the summer often attract very large amounts of visitors and anecdotal evidence suggests that this has caused congestion within the site and a shortage of car parking space A total of 400 Visitor Travel Surveys are conducted each year covering all aspects of the Park s operation. A staff travel survey has also been undertaken. The results are shown in table 5.1. The number for visitors arriving by car is slightly lower at 87.6%, although no data has been collected on single or multiple car occupancy. The level of car sharing is thought to be quite high due to the proportion of visits by families to the site travelling together in one vehicle. Staff The proportion of staff cycling to work is encouraging and above the national average (3% of all trips). The level of walking is quite high given the out of town location of the site. Visitors When asked why visitors travelled by their stated mode, 65% said because of ease and flexibility. 31% said it was the only transport available, 1% said there was no public transport, <1% mentioned cost and 2% had other reasons Some 2% of respondents were aware that there was public transport available from their accommodation to the Park and 21% of visitors said that they would use public transport if it was available. Other visitors would not use public transport because of: convenience (46%), being bike riders (9%), bringing a dog (9%), distance (7%), mobility problems (4%) walking (3%) en route (2%) Levels of cycling and walking are encouraging given the creation of the site. The fact that 8% of visitors drove to the site as they were bike riders suggests there could be support for a cycle bus. 5.2 Targets

11 5.2.1 Due to the out of town location of the site it is unrealistic to expect that significant modal shift to walking and cycling can be achieved. The same is also true of conventional scheduled public transport due to the low frequency of Monday Saturday services and lack of Sunday services. The scope for reducing car journeys realistically lies in promotion of access by bike and on foot as part of the journey and QECP experience itself, car sharing and the possible introduction of a demand responsive cycle bus (this is expanded upon in section 7.8) Provisional targets are shown for staff in table 5.2 and for visitors in table 5.3. It is proposed they are phased in gradually to achieve an overall reduction in the modal share of trips made to the site by single occupancy car. Staff targets may need to be revised after postcode mapping has been undertaken as it is not currently known how many staff live within walking and cycling distance. 12 6.0 ROLES AND RESPONSIBILITIES 6.1 Commitment to the Travel Plan Travel Plan Co-ordinator Key objectives of the QECP site management are to preserve nature and enhance environmental sustainability so there is a genuine willingness and enthusiasm for promoting sustainable transport. The site manager and staff are keen to develop the Travel Plan The management supports the development of an effective Travel Plan and will demonstrate this support by designating am existing member of staff to take on additional duties as the Travel Plan Co-ordinator for the site. The Travel Plan Co-ordinator will be responsible for implementing, promoting, managing and monitoring the Travel Plan at the site. The principal duties of the Travel Plan Co-ordinator will include: Implementing and maintaining the Travel Plan initiatives; Updating the Travel Information Notice Board; Ensuring staff and visitors are fully aware of the Travel plan initiatives and intentions. Liaising with the local authority and transport operators to promote or improve new travel initiatives and incentives; Encouraging staff and visitors to suggest new initiatives or improvements; and Monitoring progress against targets including organising visitor and staff travel surveys This will involve regular liaison with management, staff and visitors to see that the Travel Plan is clearly communicated and functioning effectively. The Travel Plan Co-ordinator will also act as a point of contact so that new ideas and opinions can be discussed. 6.2 Resourcing the Travel Plan Queen Elizabeth Country Park is a country park managed jointly between Hampshire County Council and the Forestry Commission. The Park does not have significant financial resources at its disposal to fund major Travel Plan measures such as subsidized public transport The Park Management are willing to commit resources to marketing and promotional initiatives which are fundamental to the Travel Plan Resources will also be found for new cycle parking, improved signage to the bus stops and feasibility assessment of a cycle bus. These are expanded upon in section 7.

13 7.0 TRAVEL PLAN MEASURES 7.1 Summary of Travel Plan Measures The following section outlines the proposed Travel Plan measures for QECP. The Travel Plan initiatives will be regularly monitored and reviewed as necessary. They should not be considered to be cast in stone, nor are they necessarily an exhaustive list of measures that may be implemented. Flexibility will be required to adapt the Travel Plan to changing circumstances The QECP Travel Plan will encompass the following 7 main initiatives. 1. The provision of improved, detailed travel information on the QECP Website 2. Travel notice board within the main entrance to the Visitor Centre 3. Promoting public transport 4. Promoting walking 5. Promoting Cycling 6. Car share Matching and Promotion 7. A pilot Cycle Bus scheme to be investigated 7.2 Travel Information on the QECP Website The QECP website at is regularly updated and provides the most important source of information for visitors. The website is a powerful marketing tool, receiving in excess of 100,000 hits per annum. This medium can be simply adapted to provide and market travel information targeted at visitors. This will include: More detailed bus information: Number 38 bus service timetable including destinations served, fare information and bus enquiry phone number. This should also be made available for download. More detailed rail information: destinations served from Petersfield, rail enquiry number for SouthWest Trains, how to get from the station to the Park (taxi numbers, public transport bus links, walking links and cycling links) Revised site access map showing cycle routes, footpaths and bus stop locations within the QECP site. Provide links to the National Journey / Travel Planning Website at Promotion of the local car share scheme (which is free to the public) by linking to and referring to cost savings and the environmental benefits Local directory giving telephone numbers of local taxi companies, bus and rail enquiry. Information on how to reach the site by bus, cycle, taxi and on-foot Site Access Map showing those areas within reasonable walking distance (all the area falling within a 2km radius of the site) and cycling distance (all the area falling within a 5km radius of the site), indicating suggested routes and approximate walking times. Provide promotional information about the health and fitness benefits of regular walking and cycling on the website Information about cycle routes which pass near to the site Investigation in to the Cycle Bus feasibility and the proposed pick-up system The Park also acts as a Local Information Point for both the District and County Councils providing detailed information on public transport and local Rights of Way. 7.3 Travel Information

14 7.3.1 A Travel Information will be displayed in the Visitor Centre and will form the focal point for providing information about the Travel Plan and the measures provided. It will also display travel information including access maps, bus and rail timetables, walking and cycling maps, Car Sharing information and the Cycle Bus (if the pilot scheme is developed) and provide numbers of local taxi firms The Travel Plan Co-ordinator will liaise with local transport providers and the Council to provide regular timetable updates and news bulletins The Information area will also have a section dedicated to the Car Share Scheme where regular visitors will be able to advertise available car share lifts or post requests for a regular car-share journey to QECP All new staff at QECP (including temporary staff) will be made aware of the Travel Plan and their travel options for reaching the site. This will form part of their formal induction procedure. 7.4 Promotion of Public Transport Services QECP is served directly by the 38 Portsmouth to Liss bus service operated by Stagecoach. This provides an hourly daytime service Monday to Saturday with no Sunday services The service frequencies are not suited to the peak operational hours of QECP which are on weekends. The visitor surveys show that no significant increase in demand for conventional public transport from QECP is anticipated, therefore it is unlikely that bus services could run more often This means that public transport is unlikely to be able to serve a large number of trips to the site. Nevertheless, there may be some scope for limited increases in the level of bus use, which is currently less than 1% of all trips for both staff and visitors. QECP will seek to achieve this by: Promoting the 38 service to Staff and Visitors by providing timetable and fare details on the website and travel information notice board Installing directional signage to the bus stops within the QECP Improving the quality of bus shelters by improving the access paths to the bus stops Improving the provision of information by funding the construction of a timetable holder at both bus stops Include all public transport information in promotional material Lobbying the bus operators and Hampshire County council to provide a Sunday service stopping at the QECP Lobbying the bus operator to include the QECP as a dedicated stop on their timetable and promoting it in their marketing literature Approaching the Bus operator to see of they are willing to provide discounts to QECP staff Providing a season ticket loan to QECP staff so they can take advantage of the reduced price of a season ticket (note: this should already be available to QECP staff as they are employed by Hampshire County Council, but needs to be marketed). 7.5 Promoting Cycling Secure cycle parking is an important element of the Travel Plan in order to encourage cycling to the site by ensuring that staff and visitors have a secure and easily accessible place to leave their bicycle This will be provided by installing 5 Sheffield stands installed in front of the main entrance or next to the café area in view of the visitors. This will provide space for a total of 10 bicycles.

15 7.5.3 Locker and shower facilities will also be provided to securely store cycle gear and clothing within the main visitor centre for staff and visitors. This is subject to funding but would be a major asset to the visitor centre as the public showers could have a small charge to discourage inappropriate use and would generate a small income as well as being an additional facility for walkers, joggers and mountain bikers Separate secure cycle parking should be offered for staff on-site, preferably out of public view in the form of a well-lit compound or secure outbuilding The park will consider lobbying the Highways Agency for completion of the cycle links between Horndean and QECP via the old A3 and QECP and Petersfield by providing evidence from the travel survey. Post code mapping of visitors to QECP needs to be undertaken to determine the potential demand to cycle to the site. A high proportion of visitors originating from within 5 miles (an easy cycling distance which includes the towns of Petersfield and Horndean), could establish a case for completing the missing link in the cycle track from the Park to Petersfield. This would form a powerful tool for lobbying the Highways Agency, demonstrating the potential cycling demand exists and that some car bourne trips from Petersfield could be replaced by bicycle Cycling to the Park will be promoted as part of the whole experience, in liaison with the PROW officers and the tourist board to encourage use of the many pleasant bridleways and quiet roads which link to the site. Cycle rides linking Petersfield Station and Horndean using existing quiet roads and bridleways will be recommended and marketed via specially designed maps The Park will support the investigation of a Cycle Bus (see 7.8) which would take cyclists and their bikes to and from the park, from the nearest major urban centres which includes Portsmouth Include all cycling information in promotional material, and linking to 7.5.6, cycle tourist maps will be produced that suggest pleasant cycle routes to the site from Petersfield station and other nearby towns QECP may also wish to consider participating in the Cycle to Work scheme set up by the Government in This tax efficient scheme allows employers to purchase a bicycle and accessories up to 1000 per employee, who then buy the bicycle through their employer by salary sacrifice, saving up to 50% on the purchase price of the bike. Further information can be found on the Hampshire County Council website Cycle suppliers currently providing the scheme include: Promoting Walking Several maps exist which suggest walks in and around the Park, including a walk from Petersfield station. These will be reviewed and new maps/walking guides produced which maximise the use of existing ROWs to encourage visitors to the park to walk to the site from nearby stations and towns as part of the QECP experience. Re-branding is required, in liaison with the Hampshire County Council ROW officers, the SDJC officer and the local tourist office. These maps should also include useful info, for example numbers of taxi firms.

16 7.6.2 When pedestrian directional signage within the QECP is replaced, it should be upgraded to include details of estimated walking and cycling times to local destinations and other parts of the QECP. 7.7 Car Share Matching and Promotion Currently, none of the staff car share. The survey did not divide between visitors arriving in single or multiple occupancy cars. However, due to the nature of the park as a family day out, a degree of car sharing, for example by family members, can be expected There are groups of visitors that come to QECP at regular times, for example sporting clubs. For them, car share could be an alternative to single occupancy cars. Car sharing will be promoted through Promotion of on the website and the travel notice board Include all Car Sharing Information in promotional material by referring to cost savings, distributed via the website and newsletter Staff will also be encouraged to car share and use the free internet based car share matching database available at Hampshire County Council is a corporate member of this and so all QECP staff will able to choose whether they share within a private group (i.e. just with other Hampshire County Council employees) or with the general public Post code mapping of staff home addresses will also be undertaken with the help of the Hampshire County Council in-house GIS team. This will give an indication of the potential for car sharing. If clusters of staff are identified, an informed scheme could be created by QECP to compliment the car share matching available at Cycle Bus Pilot scheme The QECP is popular with cyclists, who either travel to the site to cycle the mountain bike trails or to undertake sections of the very popular long South Downs Way long-distance cycle trail. The majority currently drive to and from the Park rather than cycling to it. This appears to be a mixture of convenience, coupled with the fact that the cycle links to the site are not complete and the steep inclines en-route may deter people further. Cyclists that choose not to cycle to the site have no choice but to travel by private car with their bike as buses do not allow bicycles to be carried onboard However, if there was a shuttle bus service with cycle trailer that served the major centres of demand such as Portsmouth, cyclists would be able to travel to and from the park with their bicycles without need to use their car. This would reduce the car trips to and from the site and reduce parking demand. In addition the service would complement conventional bus services as walkers and families could also use the service Evidence suggest there may be demand for a more responsive service dedicated to the Park. In the 2005 travel survey, 21% of visitors said they would use public transport if it was better and 9% of cyclists said they are not using public transport because of their bikes In response to a similar situation, Brecon Beacons National Park in Wales introduced a cycle bus in The service operates on Sundays/Bank Holidays for 16 days during the summer only at a cost of 6,250. Some 50% of this cost is recouped through fare income. The Park owns a trailer and a number of years ago funded the fitting of the trailer attachment on the Cardiff Bus that operates from Cardiff to the Brecon Beacons and the Taff Trail. The cycle bus is just one of a number of special services that serve several destinations in the Park, stopping at a number of

17 places to allow people to undertake one-way cycles and walks. The scheme is very popular, with some overloading towards the end of the season and passenger numbers up by 74% in The QECP is a major cycling attraction in the region and the opening of the South Downs National Park provides a wonderful opportunity to pilot a South Downs Cycle Bus. This could link Portsmouth, Havent, Waterlooville and Havant with the QECP and the surrounding South Downs area during the high summer season on Sundays or weekends to meet cycle demand, serving a number of destinations to provide a range of recreational opportunities for cyclists and hikers. In addition to making the QECP site more sustainable, it could also open up the park and wider countryside to people on lower incomes living in the South coast conurbations who may not have access to a car, fostering social inclusion This requires careful assessment of the potential demand, routing, destinations, service frequency, fare schedules and identification of operational, marketing and financial implications. As this is such a specialist area it is recommended that expert consultants are employed to undertake a feasibility study to fully scope out the costs and operational requirements of setting up and implementing a pilot scheme. Their role would also be to seek funding partners such as the local authority, tourist board and the National Parks Authority as well as transport operators. Marketing will play a vital role in the success of the scheme and will also require a budget As part of this Travel Plan the suitable consultants have been examined and the most appropriate for this specialist work could be Colin Speakman of Transport for Leisure. 20 9.0 MONITORING AND REVIEW 9.1 Monitoring Techniques In order to evaluate the effectiveness of the Travel Plan a programme of monitoring and review will be implemented by the QECP Travel Co-ordinator. This will ensure that sufficient data is collected to measure progress towards Travel Plan targets Monitoring will include the collection of a range of data to inform and support the Travel Plan. The Travel Plan Co-ordinator will: Undertake a snapshot travel survey of staff and visitors every summer each year 12 months after commencement of the Travel Plan. This will consist purely of information on modal spilt and will be repeated annually thereafter. Monitor the usage of the cycle parking by undertaking annual surveys commencing 12 months after installation of the new cycle parking. 9.2 Review Information gathered through the monitoring process will be recorded and reviewed annually, commencing 12 months after commencement of the Travel Plan. The purpose will be to assess progress against the Travel Plan targets.
