3 INTRODUCTION The safety and protection of our clients and attendees is always foremost in the minds of the Phoenix Convention Center staff. By communicating our emergency procedures, we take the first step to eliminate or reduce the risk of life threatening situations. This document provides valuable information to ensure maximum protection for our clients and attendees. It should be read carefully by Show Managers and distributed to exhibitors, decorators and other entities involved with your show or event. In the event of an emergency, a safe and rapid evacuation of the affected area is the joint responsibility of the Event Security Company, Event Managers, House Security, Show Managers and the Operations Center. It is imperative that every client and exhibitor is familiar with these procedures on the following pages, as well as the phone numbers attached. The Phoenix Convention Center has implemented an Emergency Preparedness Team which consists of an Emergency Operation Center, Assembly Area Managers, Floor Wardens, Stairwell Monitors, and Elevator Monitors. The team is trained to respond to evacuate the Convention Center. Since the team is comprised of City of Phoenix Employees, they are only present during normal working hours. In their absence, the event and house security are well trained to carry out these evacuation procedures to ensure a safe evacuation. House Security is trained to respond to incidents. They are also AED certified and coordinate the arrival of emergency medical services. Please take the time to read and familiarize yourself with the Phoenix Convention Center Emergency Procedures Manual. It is our intent to educate all of our visitors with the proper evacuation procedures so they can have a safe visit to our Convention Center. Thank you for your cooperation. 4 FIRE ALARM PROCEDURES If you smell smoke or see fire, summon help: o Call House Security at or dial 85 from the North and West Building Information Booth (house phone). Report the emergency, giving location if possible and any other available details. o Proceed to evacuate. o DO NOT use elevators. FIRE EXTINGUISHER INSTRUCTIONS P* PULL safety pin from the handle A* AIM at the base of the fire S* SQUEEZE the trigger handle S* SWEEP from side to side over fire If it is safe to do so and you are familiar with the proper usage of a fire extinguisher, proceed to extinguish the fire. EVACUATION PROCEDURES If the fire cannot be extinguished, immediately evacuate the area. Upon hearing the fire alarm, comply with the announcements and evacuate using the nearest stairwell. Take the stairs to street level and exit. Assemble at the nearest designated assembly area. The designated assembly areas for Convention Center occupants and visitors are attached (see page 10). Event Security or House Security will search floors to ensure all personnel have evacuated. Assist mobility impaired personnel to the nearest Assisted Gathering Location. Stay at the Assisted Gathering Location until Security or Fire Department Personnel arrives. Security will notify Operations if an Assisted Gathering Location is occupied (see maps for locations). Emergency Egress or Escape Routes In the event that an evacuation is ordered or the fire alarm sounds, all employees, service partners, and attendees will immediately evacuate their workplace or event space using the closest available exit and assemble at a pre-designated assembly area. The emergency egress and/or escape routes are clearly marked with illuminated exit signs. All stairwells are fire rated to provide a safe evacuation for building occupants. 6 SPECIAL EVACUATION REMINDERS Evacuations can be confusing if everyone is not prepared; therefore, to minimize the risk of any confusion, please keep the following in mind if you need to evacuate. 1. If an evacuation is necessary, all employees, clients and visitors will be instructed over the P.A. System to evacuate the building and assemble at the designated assembly areas. 2. Once the evacuation has begun, no one shall re-enter the evacuated area until it has been cleared by Fire Department Personnel or Management. 3. No one should open any door without first checking to see if it is hot. If the door is hot, there is undoubtedly a fire on the other side. Proceed to another exit and evacuate the floor using the stairs. 4. Conversation should be kept to a minimum. Everyone should remain on the right side of the stairwell while exiting. By doing this, it will create space for the Fire Department to respond and use the left side of the stairwell. FIRE PREVENTION TIPS FOR PHOENIX CONVENTION CENTER VISITORS 1. Phoenix Convention Center is a non-smoking facility; however smoking is permitted on some outside terraces. Please observe NO SMOKING signs as posted. 2. Eliminate extension cords when possible. The building requires UL listed grounded extension cords. No lamp extension cords or multi-jacks should be used. Extension cords should never be placed in walk paths. 3. Ensure power is shut off on all office equipment such as, computers and calculators at the close of the business day. 4. Turn off or unplug electrical appliances when not in use. 5. Arrange for proper use and storage of adhesives, cleaning fluids, and other flammable liquids. 6. Provide adequate ventilation for office equipment like copying machines, printers or computers. Take the time to remove any paper or obstacles that may interfere with the air circulation of these types of office equipment. 7. Report worn or damaged electrical equipment to your Event Manager. 8. Do not block corridors or stairwells and do not prop stairwell doors open. Phoenix Convention Center Emergency Procedures Manual February
7 9. All fire exits, stairwells, doorways, hallways and elevator lobbies must be free of any type of obstruction. If obstruction is found, please take corrective action immediately or report to the Event Manager. 10. Trash and refuse are persistent fire hazards and must be disposed of quickly when detected, especially when trash is located in areas where the temperature is high or near electrical conduits. MEDICAL EMERGENCY PROCEDURES In case of a medical emergency, summon help. Call House Security at or dial 85 from the North or West Building Information Booth (house phone). Report the emergency, giving location if possible and any other available details. House Security will call 911. Stay with the injured / ill party until House Security arrives. House Security will coordinate the arrival of Phoenix Fire Department and will also guide emergency medical staff to the location of the injured / ill party. If the injured party is transported to a local hospital refer to pages 8 and 9 in this document for information pertaining to a specific treatment facility. The Phoenix Convention Center is equipped with a sufficient number of first aid stations. The Event and House Security Guards are trained to respond to medical emergencies and can provide minor first aid. The House Security Guards are certified in using the Automatic External Defibrillator (see maps for locations). House Security will take pertinent information to include a medical emergency report. FIRST AID ROOMS INVENTORY First aid rooms are equipped with the following: Bed Blankets and Pillows Restroom with sink Counter sink Cabinets available for first aid kits and supplies Telephone AED (automatic external defibrillator) *Wheelchair (for medical emergencies) *Wheelchairs and scooters are available through the UPS Store at the Phoenix Convention Center.
