2 1. CAUTIONARY STATEMENTS 21CN BT's 21st Century Network is still developing, although the first products are now available to order including Wholesale Broadband Managed Connect (WBMC). The information in this document may be subject to change. WHOLESALE BROADBAND MANAGED CONNECT (WBMC) WBMC is in its early life stages and is now available to order. The product will continue to be developed with new service features becoming available throughout the year. The information in this document represents current BT plans and is provided to help Communication Providers review their own Broadband service upgrade and migration plans. Services described in this document are subject to change and nothing in this document forms part of any contract. Future availability of certain features, functionality and service levels will be subject to successful outcome of testing activity and any trials. INVITATION Discussions to determine future Broadband products and features, including those for WBMC, continue in existing customer forums, bilaterals and as part of Consult21 s Broadband Working Group. Communication Providers are invited to take an active part in these discussions. 2
3 2. INTRODUCTION The world is changing. Convergence of applications onto a single 21st Century platform will bring benefits to both CPs and end users. Costs will be lower and services easier to use. End user demands will drive the development of new services to support growing use of sophisticated applications and multi-play combinations. The 21st Century platform will enable these services to be developed more quickly and more cost effectively. BT Wholesale aims to provide products that are cost effective and more flexible, to meet the needs and demands of our customers to compete effectively now and into the future of this dynamic broadband world. Wholesale Broadband Managed Connect (WBMC) offers new end-toend broadband services as a part of the Connect family of products. This document describes WBMC and should be read in conjunction with the Product Handbook and other documentation. If there is any conflict between this Product Outline and the Terms and Conditions or Handbook, the order of precedence shall be: i. Terms and Conditions ii. Handbook iii. Product Outline Demand for broadband services has come a long way since the first mass market services were launched in Now in the UK, over half the adult population has access to broadband at home and nearly two-thirds of SMEs have broadband. Increasing interest in and use of multimedia and multi-play services requires ever-greater bandwidth and speed with an increasing need for service stability and resilience. First generation fixed speed services have developed into second generation rate adaptive services, providing faster connections for end users and more flexibility and control for Communications Providers (CPs). DSL Max broadband services are now available nationally and offer an average downstream speed of 5.6Mbps, with half of lines achieving speeds greater than 6Mbps. The introduction of Dynamic Line Management (DLM) technology has helped to keep faults low and speeds stable. With the rollout of the 21CN network, ADSL2+ has been introduced to support higher downstream line speeds. These changes have driven a new generation of broadband access, backhaul and customer hand-off products. BT Wholesale s key focus now is to develop third generation broadband services that enable a simple transition to 21st Century Network (21CN) services and ways of working. CPs are actively helping BT determine both the shape of the programme and the structure of new broadband products. 3
4 2. INTRODUCTION BT s 21CN programme is underpinning a radical transformation of the way that BT develops and delivers service to our customers in the UK and overseas. The innate flexibility of an IP-based network will enable BT to offer customers significantly more control and more choice over the way they use broadband services and is expected to bring benefits to users even in remote regions of the UK. The aim is to meet diverse market needs: Ensure availability of services in both urban and rural areas with appropriate pricing. Evolve from budget broadband to multimedia broadband services Support fragmented or niche service provider models Address large-scale/small-scale CP economics 21CN will also make it easier for CPs to do business with BT. A new, streamlined Operations Support System (OSS) is becoming the single CP interface for all ordering, tracking and reporting activities for 21CN products. 2. MANAGED CONNECT (WBMC) WBMC will evolve to provide an end-to-end broadband product on the 21CN platform that is flexible, economical and scalable for all Communication Providers. WBMC will complement WBC by aggregating the traffic from the 20 WBC Aggregation Points (APs, also known as Interconnect Nodes or Core Metronodes) and delivering it to the CP s site. WBMC will simplify things for CPs who want to offer end user broadband services via a low cost entry mechanism that avoids investments in networks and interconnect products. WBMC offers a platform that can support the broadband applications and add-ons that CPs wish to introduce. To ensure future flexibility and to minimise time and cost impacts, WBMC is using the new OSS (Operational Support System) system that has been developed for 21CN. 4

During the course of 2008, WBMC will also be developed to use IPstream Connect and, by doing so, it will offer many new features to help CPs compete in tomorrow s market, including: Support of new access technologies and features including QoS (Quality of Service) classes. Highly flexible bandwidth purchase. Fast response to requests to increase bandwidth, eventually in real time. Greater flexibility over management of sessions. Backhaul Competitive pricing, bringing big-player economies to smaller CPs by sharing aggregation infrastructure. Multimedia capability adaptability to new and converged services including voice, video and content distribution. BRAS WBMC is an end to end Broadband Solution that subsumes WBC and WBMC will also consider integrating with WBCC as part of its development plan. The next section looks at the two variants of WBMC, the WBMC Shared (Aggregated) Service and Dedicated (Pointto-point) Service, in more detail. BT Wholesale has liaised with and briefed CPs during the development stages of WBMC s and this process will continue. It is crucial that CPs plan now for the changes that 21CN working is bringing. Please help us develop greater awareness of the services of the future by making this document available to your product and service managers and to your IT staff and others in your organisation responsible for setting budgets, ordering, regulatory and commercial broadband processes. 6 3. WHOLESALE BROADBAND Wholesale Broadband Managed Connect (WBMC) is using the new 21C infrastructure and ordering systems to ensure flexibility for future developments. WBMC will be able to take advantage of new technological and service advances at minimal cost and impact on CPs. Initially, CPs will have a choice of two offerings the WBMC Shared (Aggregated) Service and WBMC Dedicated (Point to Point) Service. 3.1 WBMC SHARED (AGGREGATED) SERVICE Suitable for small and medium-sized CPs for whom purchasing dedicated WBC Aggregation Points (APs) would not be economically viable. WBMC purchases APs, EPs and s at all WBC nodes and shares them between CPs using the WBMC Shared service. WBMC also provides a traffic aggregation function where end user traffic from all the APs is combined and transported over a shared network to the CP s premises. When available from WBC, all four WBC traffic classes - Standard Best Effort, Elevated Best Effort, Assured Rate and Real Time - will be supported by the WBMC Shared Service. WBMC Shared includes the following elements of the end-to-end service: Contracted Bandwidth (across the WBMC Shared Service) Host Link. WBC End User Access END USER ACCESSES WBC End User Accesses are purchased from WBMC (via a Web portal or a business-to-business gateway). For more information regarding WBC End User Access please see WBC documentation WBC Service Interface including End User Access WBMC will track the introduction of WBC Aggregation Points as they are deployed, adding in APs into the WBMC service to offer full WBC service. SHARED SERVICE OPTIONS A combination of WBC and WBMC services will allow CPs to use direct access to APs at some locations (either their own or APs obtained via the WBMC Dedicated service) and to in fill the remaining APs using the WBMC Shared service. 6

WBMC Shared provides aggregation of broadband traffic from the EoI (Equivalence of Input) boundary of the WBC product at all 20 Interconnect Nodes (APs) and delivery to the CP s site. At the basic level, WBMC offers an aggregation service of Best Effort traffic to any CP, in a similar fashion to IPstream. With all scenarios, flexibility is a primary driver, and, in addition to aggregation, CPs will have the ability to burst beyond the contracted bandwidth. Please note that additional charges for bursting may apply. Core transit, owned and managed by WBMC WBMC SHARED PRODUCT VARIANTS: L2TP Handoff CP host link 1 Gbps (future 100Mbps - 10Gbps / ) Routed IP handoff using LNSs (future availability) Host-Link sizes and product reach 10Gbps (future availability) footprint within a 10G WES reach of the 21C Core Metronode sites 1Gbps footprint within a 1G WES reach of the 21C Metronode sites. 100Mbps (future availability) footprint within a 100M WES reach of the 21C Fibre MSAN sites TeleHotel handoff (future availability) 1G and 100M in-building handoff at selected TeleHotels. 7

WHOLESALE BROADBAND RADIUS WBMC supports two RADIUS options: DEFAULT The CP provides fixed information about the LNSs in their network (their IP addresses) and the service selection names owned by them. As an end user session starts, the WBMC RADIUS is presented with the Access Request from the WBC BRAS. Using the Service Selection name presented by the end user, the WBMC RADIUS chooses a LNS IP address and returns it to the WBC BRAS. The WBC BRAS then builds a tunnel to the CP LNS (through the WBMC Network) and presents the End User PPP session to the CP LNS. The CP then chooses to accept the session (or not) on their LNS. PROXY The CP provides the address of RADIUSs in their network to which the WBMC RADIUS proxies Access Requests for specified service selection names owned by the CP. When an end user session starts, the WBC BRAS presents an Access Request to the WBMC RADIUS. The WBMC RADIUS determines that the request must be proxied to the CP s RADIUS (based on the domain name). The CP s RADIUS determines which LNS within their network they wish the session to be directed to and returns the IP address of the LNS, which is then returned to the WBC BRAS from the WBMC RADIUS. The WBC BRAS then builds a tunnel to the CP LNS (through the WBMC Network) and presents the End User PPP session to the CP LNS. The CP then chooses to accept the session (or not) on their LNS. In future, we plan to support IPstream Connect and WBC Converged to ensure that every CP can have broadband End User traffic aggregated over the WBMC Shared and Dedicated services and delivered to their network/host site. A number of value added services are being planned and consideration is being given to Internet Peering and colocated equipment. 8

WHOLESALE BROADBAND WBMC DEDICATED SOLUTION WBC Interconnect node 1 MSANs AP APs, EPs and s dedicated to one CP WES and in building handover options MSANs AP WBC Interconnect node 2 CP MSANs 3.2 WBMC DEDICATED (POINT-TO-POINT) SERVICE The WBMC Dedicated (point-to-point) service is aimed at medium and large providers usually those with more than 300,000 end users - who wish to use a mix and match approach, or who want specific services beyond massmarket requirements. BT Wholesale will build a dedicated point-to-point network using Dense Wavelength Division Multiplexing (DWDM) transmission systems to transport traffic from the Aggregation Points to CPs locations. WBMC Dedicated provides greater capacity and overall lower cost for large-scale providers compared with WMBC Shared and gives CPs greater control of bandwidth and Quality of Service. AP WBC Interconnect node N Core transit via point to point circuits owned and managed to WBMC to requested CP bandwidths Multiple dedicated CP host links 1Gb - 10Gb Smaller CPs may not have sufficient traffic volumes to recover the high upfront set-up costs of this service and may not have suitable management protocols already in place. WBMC Dedicated offers dedicated point-to-point links, available at 1 or 10 Gbps, through the WBMC network to the CP s host site. WBMC Dedicated effectively extends the reach of WBC, providing remote access to dedicated WBC Aggregation Points. WBMC will manage the Aggregation Points, s, dedicated links through the network and the host links. As WBMC is un-contended and totally transparent to traffic, all WBC (and later upon completion of development activities, all IPstream Connect and WBC Converged) traffic classes and functions will be supported. 9

WHOLESALE BROADBAND HOST LINK SEIZES AND REACH WBMC Dedicated is available at two rates: 1Gbps footprint within a 1GE WES reach of the 21C Metronodes, initially limited for the trial to a subset of the Core MetroNodes. 10Gps footprint within a 10GE WES reach of the Core Metronode Sites. Note: 1Gbps and 10Gbps WBMC Dedicated links are available between Core Metronodes. The WBC model requires the legal entity ordering an end user access must also own the AP. Given that mapping of EU/ exchanges to WBC nodes is not fixed, it is therefore recommended that all End Users are ordered by the same entity to avoid the need for EU migration between entities as network rearrangements occur. Therefore, within WBMC, a mixture of WBMC Dedicated and WBMC Shared can be supported, provided WBMC is the entity purchasing APs for both services. However we do not recommend CPs to attempt to mix and match self provision of APs on WBC with WBMC given the inherent complexity and issues. Please Note: If you choose to mix WBMC and WBC you cannot cross traffic from one service to another. 10

COMPONENT OVERVIEW The WBMC Shared service will consist of five main components: WBC End User Access (EUA) This part of the service is provided by WBC, (and, in future, by WBC Converged and IPstream Connect) and delivers the broadband connection from the end user s premises to the Aggregation Point (AP) at one of the 20 WBC Interconnect Nodes. CPs input orders for EUAs through WBMC, providing a true end-to-end managed service. WBC Aggregation Point (AP) and Extension Path (EP) These components are provided by WBC (and potentially, in future, by WBC Converged and IPstream Connect) and deliver the broadband connection from the Interconnect Node to the. The AP and the EP will be purchased by WBMC and shared between the CPs using the WBMC Shared service. This is the product through which interconnection to the WBC product must take place. An provides the link from the AP/EP to the WBMC infrastructure. WBMC Contracted Bandwidth This Central product provides connectivity from the WBC Interconnect Nodes (APs) to the CP s Host Link. Contracted bandwidths will be available in the following formats: 1M, 2, 3, 10 in 1M steps 10M, 12, 14, 48, 50 in 2M steps. 55M, 60,, 100 in 5M steps. 110M, 120,, 500M in 10M steps. 520M, 540,, 1000M in 20M steps. 1050M, 1100M, 2000M, in 50M steps. 2100M, 2200M,, 5000M in 100M steps 5200M, 5400M,, 10000M in 200M steps. The contracted bandwidth is fully symmetric. CPs will be allowed to flex up and flex down by giving 3 working days notice (subject to bandwidth availability). Please see the Price Schedule and Terms and Conditions. Host Link The Host Link provides the link from BTW s network and the CPs premises (or the Internet). Initially 1G Host Links will be available but 10G and 100M links are planned for the future. Resilience will be available. There will be degrees of flexibility in the amount of traffic delivered over these bearers for example the smallest 100M link will deliver services that start at 1 M and can be flexed up to the full bearer capacity. We are also considering the development of 10M host links aswell as s as a Host Link. 11

COMPONENT OVERVIEW The WBMC Dedicated service consists of six main components: WBC End User Access Provided by WBC and delivers the broadband connection from the end user s premises to one of the 20 WBC Interconnect Nodes. WBC Aggregation Point (AP) and Extension Path (EP) Also provided by WBC and delivers the broadband connection from the Interconnect Node to the. WBC Contracted Bandwidth The amount of bandwidth required by the CP over the WBC service. The Point-to-Point links will deliver full, uncontended symmetric bandwidth up to the link size. This is the product through which interconnection to the WBC product must take place. It provides the link from the AP/EP to the WBMC infrastructure. Initially it will be available as 1G links but 100M and 10G links are planned. Host Links These links provide the connectivity from the Interconnect Nodes to the CP s premises. A resilient option is mandatory. Internet Peering Some CPs may wish also to purchase direct Internet access from WBMC, and, at the infrastructure level, this would be implemented as a separate Internet connection. CPs can configure this bespoke service to determine whether specific traffic is delivered to their network or is sent directly to the Internet. WBMC will present to the CP either: PPP presentation within L2TP tunnelling, or PPP session terminated within the BTW network with a routed IP presentation to the CP. Connectivity to the CP can be in the form of either an interconnect from multiple core nodes, or an aggregation of traffic from all core nodes via a single Host Link to a CP. Resilience will be available on all host links, with dual feed from the BT Core to CP sites and failover options built in to the products to ensure that service is always maintained. In future, facilities such as alternative site delivery will be available. Resilience is a mandatory option on 1GB host links. 12
13 4. COMPONENT OVERVIEW CPs will want to minimise duplication of network components as they build a WBC/WBMC platform during rollout. At the same time, CPs will need to ensure that, where WBC isn t available, they either continue to support IPstream or move to IPstream Connect and WBMC at the earliest opportunity. WBMC will aim to facilitate a smooth and seamless migration of traffic from 20C IPstream End User Access (EUA) products to WBC using the appropriate WBMC Shared or Dedicated solution as the common backhaul for all broadband EUAs. IPstream Connect EUA traffic should be able to traverse the Next Generation Backhaul, helping CPs focus on building on their new platforms and migrate from IPstream. WBMC transports QoS markings transparently and will deliver all the in-contract packets that are passed into the network by the CP, supporting WBC QoS functionality. For QoS definitions, please see the WBMC Handbook and SIN 471. [insert link to: Assured Rate sessions Assured Rate sessions will be available via ADQ. These will provide a method to ensure that all packets contained within an end user session have the same guaranteed priority. For more information on ADQ, please refer to STIN450. [insert link to: End User Speed Control There are no current plans for WBMC to support End User Speed Control. Real Time QoS Real Time QoS will offer the capability to prioritise traffic so that applications such as voice or video conferencing receive a suitable quality of service. For more information, please see the WBMC Handbook and SIN 471. [insert link to: WBMC provides a platform for BT Wholesale to provide additional functionality in the future at interconnect points, content hosting, security (content blocking/virus filtering and harmful-application screening) and voice gateways. 13
14 5. CUSTOMER INTERFACES Initially, BT Wholesale will handle orders manually. Contact details are available in the Handbook. Initially, BT Wholesale will handle WBMC fault reports manually. Details are provided in the Handbook. WBC EUA faults can be submitted electronically, details are provided in the Handbook. WBMC bills will be produced monthly and billing information will be available in the following formats: ebilling, through OneSiebel (file download), B2B gateway and Web Portal CSV RTF PATH (EP) WBMC bills will also contain the billing information for WBC components including End User Accesses. As part of our commitment to the high performance of the WBMC product BT Wholesale will offer Service Level Agreements (SLA) and where applicable Service Level Guarantees (SLG). These will be introduced after suitable testing of the product. WBMC PRODUCT SERVICE LEVELS Provision The following lead-times are given as guidelines for the installation of services: WBMC Shared service: provision of service to a CP s data centre - 65 working days. WBMC Dedicated service: provision of point-to-point services - 95 working days. We will endeavour to better these timescales where possible. SLA/SLGs including ordering lead times for End User Access are managed separately from the timescales above. For more information on WBC End User Access service levels, please refer to the WBMC Handbook. Repair No repair service level will be offered initially. However, the following lead-times are given as guidelines for the repair of services: WBMC Shared service: End User Accesses will have Maintenance Class 5 or Maintenance Class 4 options. See the WBMC Handbook for further details. APs, EPs, WBMC network and Host Links will all be treated as TotalCare (faults targeted to be fixed within twenty hours). WBMC Dedicated service: End User Accesses will have Maintenance Class 5 or Maintenance Class 4 options. See the WBMC Handbook for further details. APs, EPs, WBMC network and Host Links will all be treated as TotalCare (faults targeted to be fixed within twenty hours). We will measure our response to fault reports during the initial months, with a view to improving our processes and procedures.
