2 Seveso Directive history in brief European Union, after Seveso accident, has adopted a specific Directive relevant to the control of major-accident hazards involving dangerous substances. SEVESO I SEVESO II Directive 82/501/EEC of 06/24/1982 (Italy: DPR 175/88 of 05/17/1988) Directive 96/82/CE of 12/09/1996 (Italy: D. Lgs 334/98 del 08/17/1999) SEVESO II Amendment Directive 2003/105/CE of 12/16/2003 (Italy: D. 3 Seveso Directive Some definitions Dangerous substance: A substance or mixture covered by Part 1 or listed in Part 2 of Annex I, including in the form of a raw material, product, byproduct, residue or intermediate Major accident: an occurrence such as a major emission, fire, or explosion resulting from uncontrolled developments in the course of the operation of any establishment covered by this Directive, and leading to serious danger to human health or the environment, immediate or delayed, inside or outside the establishment, and involving one or more dangerous substances Operator: Any natural or legal person who operates or controls an establishment or installation or, where provided for by national legislation, to whom the decisive economic or decision-making power over the technical functioning of the establishment or installation has been delegated Page 3
